    Policy Review for Empowering Tea Communities

    Rationale
    A recent gender sensitive situational analysis of five communities in Kenya commissioned by ETP and its partners highlighted high instances of all forms of gender-based violence (GBV) on smallholder tea farms, and among informal workers.
    Weak and insensitive institutional policies, structures, and processes, as well as structural issues including poverty and cultural attitudes towards violence against women and girls contribute to these high levels. GBV prevention and response services are inadequate across all locations and access to justice services are inaccessible for survivors. The situational analysis also highlighted instances of child labour on smallholder tea farms with household poverty identified as the key driver.
    Workers are typically hired by farmers on a casual basis without formal contracts and are paid a piece rate per kg of tea plucked. The seasonality of tea work, which varies month to month and year to year depending on climatic conditions, adds to workers’ economic insecurity. These informal employment arrangements and the seasonality of available work mean these workers lack job security, living incomes and access to basic services and entitlements such as medical care, safe housing and education. They are largely ‘invisible’ in the international tea supply chain and their rights, both as workers and as citizens, are therefore overlooked. This makes them one of the most vulnerable groups in the tea supply chain.
    It is from this backdrop that the project seeks to undertake a policy review to understand key relevant policies at collection center, county, national, and international level, including identifying policy gaps in the tea sector in Kenya.
    Specific focus areas of the consultancy
    The consultancy will be guided by the following focus areas:

    Policy review (desk review) to understand key policies relevant to labor and worker’s rights at international, national, county and collection center level, including identifying policy gaps. This should include but not limited to provision of personal protection equipment’s, housing standards for workers, collection center Bylaws etc.
    A review of two ETP member company policies to identify gaps between theory and practice, including whether the policies are aligned with international codes e.g., Ethical Trade Initiative Base Code and UN Guiding Principles on Business and Human rights.
    Mapping of policies at county, national and international levels to protect women from violence.
    Stakeholder mapping to identify key stakeholders in each of the three communities.

    Call for expression of interest.
    AAIK is looking for a consultant to undertake and deliver on the task highlighted in section 4.0 of this ToR.
    Management of the Consultancy
    The overall guidance and supervision of the consultancy shall be provided by the Programme Manager for Resilient Livelihoods and Emergencies who will closely consult with the Programme Manager – Kenya at the Ethical Tea Partnership as required. The consultant will work closely with the Coordinator and Officers (to be recruited) implementing this project, and the Monitoring Evaluation Accountability and Learning Coordinator. There will also be points of contacts with the Programme Manager for Women’s Rights and Governance at ActionAid International Kenya.
    Role of the Consultant
    The consultant will be responsible for the following tasks and duties:

    Design the research methodology and develop the tools to be used for data collection.
    Undertake table review of literature on the subject.
    Where applicable conduct interviews with key informants.
    Prepare a detailed report of relevant policies and gaps.
    Pull out a clear summary of the relevant policies and gaps.
    Prepare a PowerPoint presentation of the findings.
    Make a presentation of the findings in a session organized by ActionAid.

    Expected deliverables.

    Research design/ methodology in place, share with and agreed with ActionAid Kenya.
    If applicable, tools for data collection developed.
    Detailed report (not more than 20 pages) of relevant policies and gaps is submitted.
    A clear summary report of the relevant policies and gaps submitted.
    If applicable, high-resolution photos of public facilities e.g., housing, sanitation, health facilities etc.
    Power point presentation of the findings submitted.

    Required expertise.
    The applicant should possess the following desired knowledge, skills, and expertise:

    Expertise with and deep knowledge of institutional policies, structures, programmes, and processes preferably in the tea sector.
    Excellent knowledge and understanding of the country context with respect to smallholder farmers and informal workers’ rights issues.
    Exceptional skills in reporting
    Ability to work in team and collaborate with all team members.
    A good time manager with ability to remain respectful, objective, and flexible.
    Previous experience in conducting similar policy reviews.
    Excellent analytical skills (for both quantitative and qualitative data).

    Bid’s document and timeframe
    The validity period for this consultancy shall be 30 days. All logistical expenses incurred in delivering the task shall be covered by ActionAid subject to prior approval. The consultant shall submit an expression of interest capturing the following details:

    Curriculum Vitae and a letter of interest briefly describing his/her understanding of the task, experience, and qualifications to work and deliver on the assignment.
    A separate financial proposal highlighting technical fees including withholding tax, mode of payment and any other relevant details.
    Two referees that can satisfy that the consultant has in the past successfully undertaken and delivered similar assignment.

    ActionAid Hellas (Greece), WEWORLD-GVC (Italy), Alianza por la Solidaridad (Spain) and Acción contra el Hambre (Spain) are international non-governmental organizations that have joined their expertise in the management of humanitarian action worldwide and now implement the “EU Aid Volunteers supporting and complementing Humanitarian Aid in Middle East, Africa, Asia and Southern and Central America” project.

    The project’s aim is to improve the response and the resilience capacities of the most vulnerable local communities through needs-based humanitarian aid (HA) in the Middle East, Asia, Southern and Central America and Africa with the deployment of 58 EU Aid Volunteers and 4 online volunteers. The volunteers will be deployed in 34 hosting organizations in 22 third countries: Tunisia, Palestine, Lebanon, Burkina Faso, Mozambique, Peru, Guatemala, Bolivia, Brazil, Cambodia, Niger, Mali, Benin, Kenya, Nepal, India, Senegal, Mauritania, Georgia, Philippines, Colombia, Myanmar.

    For this vacancy, the volunteer will be hosted/based at ActionAid International Kenya field office in Isiolo Local Relief Programme (ActionAid’s Programmes Supporting Local Communities) supporting the LRP Coordinator Isiolo county in the eastern province of Kenya. It is a water-stressed area due to its semi-arid nature with very few permanent rivers in the area. The area frequently experiences food shortages as a result of drought. AAIK and its partners work on advancing women rights, livelihoods and natural resource management, humanitarian and resilience building as well as accountability.

    Purpose of the Consultancy
    ActionAid International Kenya (AAIK) is seeking the services of an enthusiastic and pro-active individual to support the communications team in creating engaging graphics for a variety of media. This includes defining requirements, visualising and creating graphics like illustrations, layouts, photos and videos.
    Key Tasks:

    Design digital advocacy and campaign content. Prepare images to coincide with social and blog posts. Continuous updating of all website and social media banners, images etc.
    Brand storytelling by editing videos to allure specific audiences
    Identify communication and information needs, priorities, and provide technical advice to communication team on appropriate communication approaches and products to best reflect key messages and target different audiences.
    The development and delivery of quality, timely and widely accessible communication and information products and services using a range of multimedia and communication platforms.
    Ensure the adequate dissemination and sharing of AAIK programme key messages, information and knowledge products to variety of target, while adhering to the branding guidelines and visibility for the programme as per AAIK and donor rules and regulations.
    Review and support the production of AAIK programme’s audio-visual communication and advocacy materials, including short documentaries/videos that would document and capture the activities of the programmes.
    Maintain and compile AAIK library of photos and audio-visuals of the programmes’ activities that can be retrieved and utilised on different occasions.
    Review final layouts and propose to the communications team alternative options that enhance better alignment of graphics and narratives.
    Confer with communications team to discuss and determine the optimal/selected layout design.

    4.   Required Skills and Qualifications

    Knowledge and experience using adobe suite (Photoshop, Illustrator, InDesign, Lightroom, Premier Pro etc) and any other standard design software.
    Good knowledge of communication and/or information management principles and concepts.
    Knowledge of multimedia to develop a range of communication and information products.
    Knowledge of social media platforms and the changing trends.
    Knowledge of the working practices of the national media.
    Knowledge of methods and techniques for designing and assessing quality and efficiency of process execution.
    Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.

    The Role
    The Campaigner will primarily support the roll-out of the 2021 CREST Priorities – People’s Vaccines and Climate Justice. Reporting to the Campaign Manager, the campaigner will also help facilitate the campaigning capacity development, learning and knowledge sharing across the federation. Specifically,

    Supports development of, coordinates, manages and delivers Climate Justice and People’s Vaccines actions, events and mobilisation activities, in order to meet the campaigns’ agreed objectives and targets. Working with ActionAid member countries and other Global Secretariat stakeholders, ensure effective ownership of these activities across the ActionAid Federation. 
    Support AAI countries with their campaign work especially for jointly coordinated activities for the CREST Priorities and to ensure information about campaign actions nationally and globally are effectively transmitted across the federation to enhance coordination and shared learning.  
    Ensure that public and supporter campaigning and communications strategies for the campaign can reach and engage large numbers of potential supporters. Devise and produce actions for supporters and the wider public to contribute to campaign objectives. Produce or manage the production of print and web communication materials for the campaign and for regional or international events organised for the campaign. 
    Playing a coordinating role internally to ensure all of the structures of ActionAid are contributing. With the Campaign Manager, identify risks that may arise from the CREST pushes and develop plans with GS and country colleagues to address and manage them. Liaise with heads of CREST priorities and their teams, to develop clear political influencing plans and messaging linked to the campaign strategy and annual plan. Ensure online mobilisation approaches are effectively incorporated into national strategies and plans
    Ensure a strong knowledge and learning campaigns culture in the Federation. Ensure there are clear supporter targets accompanying all campaign pushes that have been agreed by all countries involved in the push. Ensure there are clear plans and assigned responsibilities for the effective monitoring and reporting of indicators for pushes; contribute to monitoring of agreed campaign indicators. Maintain a high level of up to date knowledge of national activities, plans and challenges for the campaign and ensure information is circulated to relevant stakeholders within the federation.

    A competent indivudual with a relevant Bachelors or Master’s degree with substantial experience in locally and nationally rooted campaigning, particularly involving people living in poverty and their organisations- building power from below.

    Minimum Requirements
