    Scope of Work

    For this proposal VFI is seeking written proposals for a consultant to provide a business analysis on the following question: Which insurance scheme to implement to cover smallholder farmers
    A focus should be given to existing insurance products that fit for farmers in the context of climate change in the world, but also narrow down to current products available on the Kenyan and Tanzanian insurance market. The study should also take into consideration previous experiences and challenges faced while implementing this kind of product through VisionFund’s network. The analysis should also consider current products in place at VFI including the ARDIS scheme and how to improve it to extend its benefits to non-borrower clients.

    The business analysis should provide:

    International general statement of agri-insurance products
    Market assessment focused on Kenya and Tanzania with current products available, regulatory framework
    Needs assessment from farmers in Kenya and Tanzania
    An analysis of current products in place at VF, including Ardis product
    A general recommendation on the options to choose by VFI regarding the implementation of agri insurance products and the improvement of Ardis product with example of premiums & process and conditions required to make the projects successful.
    Implications/possibility of offering the recommended product(s) to other microfinance institutions outside of our own network of MFIs and other organizations such as NGOs on a stand-alone basis
    A proposed step-by-step action plan on the recommended option

    JOB PURPOSE
    The purpose of this role is to provide an opportunity to a young graduate to gain hands-on work experience with the Regional Humanitarian Emergency Affairs (HEA) team. The young graduate will work with the HEA Staff keeping tabs of critical support requirements in emergency preparedness planning, response management, and knowledge management.
    MAJOR RESPONSIBILITIES
    Information Management and Data Administration

    Contribute to the definition of information requirements and the development of data flows, data quality assurance & quality control, and   information management standard operating procedures and guidelines
    Support with the design, development and testing of data collection forms using Esri’s ArcGIS technology (i.e. Surveys) or other platforms (i.e. ODK, Kobo etc).
    Consolidate humanitarian response data from 9 field offices, and coordinate the development of information products such as situation reports, maps, funding appeals, sector infographics, GIS, data visualisation, maps, official statistics and other data and information management activities.
    Support the documentation of all HEA products including best practices, approaches, Real Time Learning etc
    Manage HEA Box and TEAMs platforms to ensure ease of access of documents.
    Maintain an updated humanitarian response register and action points running sheet. Improve data quality in the region/countries through field support, monitoring and feedback.
    Work closely with humanitarian advisors and Anticipatory Action Coordinator to ensure the data is fit for the purpose.
    Develop information management products such as web/desktop maps, dashboards templates, and dashboards using tools such as Power BI, Esri’s ArcGIS technology and Tableau.
    Support the gathering and analysis of primary and secondary data for interpretation and evidence-informed decision making and package these for use

    Administrative Support

    Support in preparation of key events organized by HEA e.g trainings etc
    Support in capturing notes and minutes for meetings and any other as assigned.

    Interdepartmental Support

    Actively participate and support resource mobilisation efforts for humanitarian and disaster risk reduction interventions.
    Working with HEA, Advocacy and Communications department in amplifying the voices of children and evidence-based impact through identifying potential stories and content that can be multi-purposed.
    Support and coordinate with the Regional Office and FOs in development of regional blogs and opinion pieces that can be published externally (View, wvi.org) internally (Ignite).
    Work closely with RAM as per request to provide any necessary support

    External Engagements:

    Participate in critical meetings with key stakeholders when delegated to ensure WV is well represented
    Consolidate write-ups of external meetings for internal sharing

    Other Duties

    Perform any other related duties as required.
    Attend and participate in devotional meetings.

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

    Graduate with an interest in Disaster Management and passionate about data analytics, having graduated within two years of application.

    Key Responsibilities:
    Technical Leadership, Coordination and Implementation (25%)

    Provide innovative and strategic leadership support, effective management and timely administrative support for all regional (multiple counties) related WASH and Construction interventions.
    Preparation of Feasibility Studies, Preliminary and Detailed Design as well as Design Reviews for water and sanitation infrastructures and structural work all with supporting detailed calculations and Preparation of tender Documents, Blank BoQs, Priced BoQ (Engineers estimate), Specifications and Conditions of Contracts in line with FIDIC and Civil Engineering Standard Method of Measurement (CESMM) and World Vision WASH Business guidelines as may be applicable and sharing with NO WASH prior to tendering
    Ensure all WASH and health projects in the region are planned, budgeted, designed, approved and delivered on time as per the procurement guidelines and WASH business processes and their impacts meet or exceed planned outcomes and targets set.

    Quality assurance, monitoring and Risk management (25%)

    Ensure all WASH projects are design, planned and budgeted and delivered on time as per the procurement guidelines and their impacts meet or exceed planned outcomes and targets set.
    Coordinate in the development, approval and implementation of water safety plans and disaster risk management plans for water supply projects.
    Support in enterprise risk management activities for all the WASH activities in the Region and develop & implement risk registers and improvement action plans required.
    Support in implementing response plans regarding all financial and operational audit findings of the project’s initiatives, and take the needed measures to prevent such findings from recurring in the future.
    In liaison with the County Government and relevant stakeholders, ensure approval of designs and drawings is obtained from the counties, support in the acquisition of NEMA licenses and the registration of all Projects with NCA as required and ensure full handover of the project and detailed project documents to NO WASH and relevant stakeholders when completed.
    Ensure that business processes, standards and guidelines related to WASH and Construction initiatives are in place, disseminated and effectively implemented and adhered to within the Region.
    Ensure full adherence to the water quality protocol, set impact targets and utilization of the WV WASH procurement guidelines for effective strategy implementation. This to include coordination of the utilization of the water quality testing equipment’s with support from water quality expert.
    Supports Area Programs (AP) and projects WASH staff to monitor timely and appropriate utilization of budgeted resources for all WASH interventions in the region
    Proper and timely supervision of all WASH works including monitoring review reports and inclusion of independent project monitoring and supervision for effective project delivery. This to include monthly reporting to NO WASH team on project implementation for each AP and all other constructions.
    Facilitate regional WASH annual, semi-annual and invited Quarterly review reflection meetings with all sector specific staff from Programmes and Grant projects.
    Coordinate in the development and reviews of the training curriculum for the water user committees for capacity building and learning.

    Effective and timely project delivery, reporting and accountability (20%)

    Support and coordinate capacity building of WV staff in WASH, Health and construction activities through training and mentoring;
    Ensure implementation of WASH and Health projects is on time, target and budget across the region
    Collate and share with NO WASH, HEALTH and make a weekly presentation of a monthly tracker for all WASH & Health Projects in their regions detailing the progress made within the month, the anticipated progress in the subsequent week, details on budget utilization, challenges and any support required.
    In liaison with the WASH M&E coordinator and Other National Office WASH, prepare regional quarterly, semi-annual and annual WASH and Construction sector reports as guided by strategy and support office. This to include coordination of Indicator tracking tool (ITT) development and variance explanations, short impact videos, mWater mapping, stories, best practices and budget utilisation.
    Provide technical reviews for all WASH and health sector reports and other key documents
    Provide documentation of WASH & Construction best practices and approaches for donor engagement.
    Support the implementation of approved Rural water management guidelines and other community management models for improved governance and sustainability of World Vision Water supply projects in the region.
    Update or undertake standard designs to match with upcoming market trends and existing regulations where necessary.
    Safe use and management of the regional WASH equipment’s and facilities acquired by WV for strategy support e.g. water quality equipment’s.
    Formation and leading regional WASH technical learning forums and capacity building through community of practice, technical working groups and learning hubs.

    Advocacy, Engagement, resource mobilization and Partnership (15%)

    Support WASH and Health Projects and promote advocacy on issues through development of position papers and policy briefs for Advocacy at the County Levels.
    Support WASH staffs at the regional level to successfully engage with key internal and external stakeholders in the respective counties.
    Coordinate WASH and Health fundraising in the region through local, national and international donors working closely with the county government
    Support WASH and Construction Projects to ensure that the key laws, polices, regulations and government service delivery standards in the Health, Nutrition, WASH, Education, and all other Livelihoods and Resilience sub-sectors are shared, interpreting and explained to communities
    Support the WASH Projects to build a Strong evidence for advocacy and advance co-creation of project design with counties to catalyse co-financing and partnership.
    Actively represent World Vision Kenya in strategic WASH and Construction stakeholder forums/meetings at county level as well as at National level when called upon.
    Support the Regional manager in the development of a regional partner/stakeholder engagement plan.

    Setting of technical performance targets of WASH project officers, appraisals and recommendations for improved performance

    Support all WASH and Health, Sanitation and Hygiene project officers in planning, implementation, and monitoring of all required health activities as per strategy with the required stakeholders as shall be advised by the Health Technical Lead to enhance full integration of health interventions with other WVK Projects in the Area Program (AP).

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

    Minimum of seven (7) years’ experience with regard to the Engineering project design, tender development, procurement and evaluation, contract management, monitoring and evaluation & reporting on integrated development with bias in WASH projects.
    At least 3 years’ experience at a management or senior position providing technical leadership in WASH and construction activities in the water sector with multiple stakeholders and multi-layered teams.
    Experience in development work, strategic engagements for resource mobilizations and co-creations of projects Proven experience in water supply, improved operational efficiency, GIS, Operation and Maintenance of water project, and implementation of water supply sustainable models for rural water management.

    Technical support

    Supervise and Monitor Water and Construction interventions in strict adherence to WV Kenya, Kenya government regulations, WHO and the SPHERE standards.
    Supervise and Monitor Sanitation and Hygiene interventions in strict adherence to WV Kenya, Kenya government regulations, WHO and the SPHERE standards.
    Development of Project Designs and Annual Operation Plans. (4D matrices, DIPs, Annual Budgets).
    Develop quality monthly, quarterly, semi-annual, annual and end of projects reports in accordance with donors and WV Kenya requirements.
    Document and disseminate success stories and best practices on Water, sanitation and Hygiene projects in the ADP.
    Ensure budgetary utilization is within acceptable limits/range.

    Knowledge/Qualification for the role
    Required Professional Experience

    Minimum 4 years’ experience in Engineering project design, proposal writing, needs assessments, surveys, and information management
    Proven experience in working/programming in either relief or development including managing a large-scale Community based water project with evidence of successful implementation of similar projects
    Ability to conduct community WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activities
    Good understanding of water supply – improved operational efficiency, smart metering, O&M and water supply sustainable models for rural water management.
    Expertise in Disaster Risk Management and water safety plans for WASH projects. This includes Water Quality Testing, Monitoring and reporting.
    Good understanding and experience in Sanitation and Hygiene Programming and models.
    Experience in water resource management – environmental protection and conservation as an added advantage
    Expertise in collaboration and partnership agreement with development partners, county governments and community in WASH related interventions.

    QUALIFICATIONS, SKILLS & REQUIREMENTS

    JOB PURPOSE
    The DMEAL Coordinator will provide significant experience and fresh ideas to lead on FMNR MEAL system implementation, review and evaluations, MEAL budgeting, as well as support to proposal writing and log frame development. The DMEAL Coordinator will ensure that all projects are supported to ensure quality, effectiveness and appropriateness across 4 counties, Elgeyo Marakwet, Nakuru, Baringo and West Pokot.
     It will be important for the post-holder to capture lessons learned and communicate this information in various capacities to improve on-going and future programming. S/he will guide the organization to maintain an effective monitoring system across all sectors, including the use of beneficiary feedback data, to assure the quality of interventions.
    The DMEAL Coordinator will lead on building capacity of staff on MEAL but particularly on accountability and participation, with a specific focus on FMNR. Ultimately, s/he will ensure that the programme has evidence-based knowledge to inform the direction of the programme from assessment and regular programme monitoring documents. Special attention should be paid to the positive and negative impact that interventions have in communities.
    MAJOR RESPONSIBILITIES:
    System Design and Promoting MEAL

    Lead on the development and oversee the roll-out of an organizational MEAL system, ensuring accountability to donors and beneficiaries
    Promote all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming.
    Build strong relationships with colleagues and provide support as required to ensure MEAL system is understood and supported at field and office level.

    Responsible to ensure that the CRIFSUP 2.0 delivers on all internal MEAL requirements in a timely manner and with high quality information, including reporting on relevant indicators, total direct and indirect reach data.
    Identifies and incorporates all elements (systems, tools, processes, etc.) required under the MEAL system and enhances capacity of project team to effectively use them.
    Review regular field, quarterly, annual and ad-hoc monitoring and accountability reports received from project field team and circulate to the Management team, ensuring that action plans are included and agreed by Management.
    Facilitate documentation and reporting of assessments, project data, case studies, best practice and lessons learned for internal and external sharing.
    Develop project and operational reporting templates that facilitate the timely and accurate acquisition and aggregation of information.

    External Reporting and Representation

    Ensure external accountability to donors through the implementation of quality MEAL activities leading to timely and accurate reporting.
    Ensure that high quality analysis reports to illustrate the project impact and assessment findings are produced, including evidence of good practice and replicable project, and that they are communicated in the most appropriate way for different audiences.
    With consultation, represent the FMNR project at relevant conferences, meetings, etc., to contribute to the sharing and learning, especially around best practice

    MONITORING:

    Ensure that the programme has a solid MEAL plan, Indicator Performance Tracking Tables (IPTT) and log frames, that directly correlate to the programme theory of change.
    Support the Program and project team in updating the indicator tracking tables and provide necessary MEAL guidance regarding project performance.
    Lead in the development of harmonized tools and guidelines for data collection, collation and reporting across the 4 counties.

    The Investigation Specialist will be expected to plan, organize and manage workstreams as required in respect of all investigations assigned to them.     Excellent English language skills (oral and written).
    Fluency in a language other than English considered an asset (French, or Spanish preferred)

    Preferred Knowledge and Qualifications:

    Experience conducting and managing investigations within a humanitarian, foundation, or INGO an asset.
    Ability to speak more than one language a plus Knowledge of the WVI business and systems will be viewed as an asset
    Cross cultural experience working in sensitive and challenging environments where difficult conversations are required
    Demonstrated ability to support others as a mentor, trainer in a collaborative manner is highly desirable.

    Travel and/or Work Environment Requirement:

    The position requires ability and willingness to travel domestically and internationally up to 25% percent of the time.
