    Purpose of Position

    To provide technical support in Sustainable Natural Resource Management (NRM), implementation, capacity building, coordination and monitoring functions of IMARA Program within the program sites. This is towards inspiring a sustainable natural resource management as part of the Kenya ASAL policy and Ending drought emergencies (EDE) framework aimed to support increased resilience of vulnerable communities in the ASAL counties of Kenya. The incumbent will be instrumental in capacity building and coordination of key program stakeholders on IMARA Program efforts aimed at enhancing rangeland management and dry land forest management strengthening tree based value chains and Non Wood Forest products, increased access to and protection of water resources, promote sustainable and renewable energy options plus Disaster Risk Management. S/he will also be responsible for tracking program uptake, especially with respect to program targets, besides documentation, reporting, and performing other M&E functions as regards reaching the target beneficiaries..

    Major Responsibilities
    Effective Technical Program design, Planning and Implementation (40%)

    Responsible for the in the implementation of the all activities in the IMARA program with focus on Rangeland/dry land forest management, Water access and protection, DRM and Renewable energy options in partnership with partners within the consortium
    Work with relevant ministries, departments, private sector, civil society and partners to achieve program objective
    Provision of technical skills in integrated natural resource management practices across communities and partners in targeted areas
    Train the partners, selected farmer groups and partners on the various recommended focal areas (Community Based Natural Resource management, Dry land forestry, Climate smart agriculture, Sustainable energy options, soil and water conservation, Disaster Risk management, Advocacy and policy influence etc).
    Support implementation of water access and protection for enhanced water supply in collaboration with relevant line ministries
    Mobilization of smallholder farmers into Farmers Marketing groups geared to strengthen tree based value chains market systems enhancing increased production
    Develop a program capacity building plan of action for partners, CBOs and Community Owned Resource Persons as per context with specific focus on the key objectives.
    Ensure timely and efficient expenditure at acceptable levels as per donor requirements
    Actively participate in the collection and collation of views from stakeholders for the development of program plans and budgets
    Providing strategic leadership and supporting collaborative partnership engagements within the IMARA NRM focus areas across county.
    Contribute to effective and timely implementation of all levels of interventions and initiatives with communities and partners;
    Collaborate with Senior Program manager, IMARA MEAL Coordinator, Program Director and the Technical Specialist – Environment and Climate Change to effectively support the program to carry out all measurements – baselines, assessments, designs, monitoring and evaluations in accordance with Consortium guidelines and donor requirements.
    Support the program technically in relation to your expertise in the event of any disaster and/or crisis response when called upon to do so;
    Monitor and support the timely and appropriate utilization of budgeted resources for all L&R program interventions as well as ensure effective and timely response plans.
    Together with key partners conduct on site trainings and strengthening community groups in issues on integrated NRM in respect to climate change

    Partnership, networking and resource acquisition (35%)

    Ensures collaborative roles and partnerships with key partners in the leverage county partners including GoK line Ministries at the county and national, Community Based organization, NGO, Learning Research institutions and any relevant authorities
    Gender and Youth integration in program activities through the implementation strategies.
    Develop working agreements / MOUs with partners as per need.
    Coordinate stakeholder / partner forums on IMARA counties strengthening strategic NRM alliances.
    Coordinate reflection and learning forums for community and partners for purposes of providing forums for experiential learning & reflection.
    In liaison with Partners, lead/support development of data collection and monitoring tools as required
    Strengthen advocacy on prioritization and increased resource allocation for NRM related activities by county government and other CSOs.
    Build capacity on community groups on advocacy to engage service providers and participate in forums to relating to sustainable NRM and related interventions.

    Quality Assurance, Monitoring, Reporting & Documentation (20%)

    Participate/Support program assessments, planning, implementation, monitoring & evaluation, documentation and dissemination of promising practices
    Develop a monitoring and evaluation framework that ensures that the targets from leveraging sites are tracked.
    Coordinate joint monitoring visits with key partners to track and document program progress in the targeted leverage counties.
    Ensure the feedback from monitoring exercises feed into the working of environment technical working group within the program counties.
    Support the development and submission of program reports and core documents as per WVK guidelines and donor standards.
    Develop context specific electronic and live media communications on NRM activities.
    Support development of technical papers and or policy briefs on key issues for external engagement with decision makers

    Others (5%)

    Participate in Trans teams and support other initiatives by partners in the spirit of integration
    Perform any other duties as assigned by supervisor or designee.

    Knowledge, Skills And Abilities

    Bachelor’s degree in Natural Resource Management, Environmental Science, Rangeland Management, Forestry, or Climate Change from a recognized University.
    Minimum of four years’ experience in implementing sustainable natural resource management (SNRM) programs in ASAL/degraded parts of Kenya integrating livelihoods strengthening; with demonstrable competencies in designing, planning, implementation, documenting, record-keeping and reporting
    Technical knowledge in NRM, Agriculture/Food security, Nutrition, Livestock and other Livelihoods, Social Protection, Gender issues and Youth inclusion.
    Must have skills and ability to provide training and mentorships
    The holder of this position must be a results orientated person who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands

    Major Responsibilities
    Program planning (25%)

    Ensure that Program is planned/designed in accordance to the agreed partners/donor standards by providing requisite tools including templates, guidelines and review tools.
    Provision of IMARA Program partners with strategic direction in the planning/designing processes
    Together with the Program team and consortium partners, organize and facilitate Strategic/multiyear Plans/designs and budgets for the overall Program.
    Coordinate and support IMARA consortium members to generate designs and plans for their components of the Program in their respective counties and Program sites.

    Monitoring, Reporting and Accountability (25%)

    Take lead in the design and implementation of a monitoring framework to track delivery against program objectives.
    Monitor and coordinate activities of partners’/service delivery organizations, including the (process).
    Coordinate, participate and report on technical field monitoring visits.
    Take charge of collating and analysing data and synthesizing information, updating the monitoring matrix and other monitoring tools in place.
    Ensure timely analysis of monitoring data and dissemination to key stakeholders for management decision making.
    Support remote sensing and GIS Mapping of Program activities, Outputs and Beneficiaries in all the Counties
    Ensure the appropriate use of information management systems in compliance with WV Kenya, GoK, and Sida and in line with partnership agreements.
    Coordinate reporting from partners and support the Program team and consortium members to gather relevant data and compile and submit quality reports on the Program implementation and any other reports required by Sida and/or any of the partners.
    Provide regularly updated reports to the Program director /secretariat on the status of implementation against set objectives and targets. Additionally, the incumbent will work with Programme teams to ensure timely and quality technical reports (monthly, quarterly, semi-annual and annual) as per WV standards and donor requirements.
    Support establishment of accountability mechanisms for the program to enhance information sharing and complaints and timely feedback flow.

    Research, Learning and Knowledge Management (20%)

    Take lead in the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
    Coordinate periodic reviews/evaluations of IMARA interventions using appropriate methodologies such as LQAs to determine achievements
    Together with SEI and other consortium partners, coordinate and undertake Program baseline and end line surveys are undertaken as scheduled.
    Ensure that the Program assessments, feasibility studies and or characterization processes are conducted in a timely manner and quality reports are produced as per standard.
    Together with SEI and NRT partners, undertake operational researches/action researching, in producing scientific, analytical and evidence based products for implementation in years
    Coordinate inter-country exchange meetings on MEAL for lessons learnt and upscale to regional programme level intervention
    Establish effective knowledge management mechanisms including documentation and sharing of innovative/promising/best practices or lessons learned and impacts;
    Ensure that lessons learnt and reports are documented (printed, visual) and published for sharing with the donor and other partners;
    Organize and conduct learning forums/events at regular points to facilitate learning by the consortium partners
    Facilitate ongoing and collaborative learning within WVK and partners based on key data from the performance management system.
    Through the Project Communications Officer ensure the effective communication of and about the Program with beneficiaries, WV Kenya, Consortium Partners, GoK, Sida, and other partners.

    Knowledge, Skills And Abilities

    The holder of this position must have a Bachelor’s Degree in Natural Resource Management, Agriculture, Agricultural Economics, Agro-forestry, Range Management, Environmental, Biosystems Engineering or related studies
    Post graduate in, M&E or Statistics or related studies
    Minimum 5 years’ professional experience in project/Programme design implementation and M&E
    Must be results orientated as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands;
    Experience in the execution of development cooperation projects and consortiums;
    Understanding of market systems strengthening, Dryland Agricultural systems, peace and governance;
    Must also have ample experience in public relations and be a strong team player and;

    Plan tracking for Project indicators of strategic relevance from secondary and primary data, with partners and communities
    Maintain a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.
    Compile, consolidate and analyze quantitative and qualitative project data and contribute into subsequent reporting through monthly MEAL reports, updates, successes and issues from the MEAL tracking tools. 
    Review of reports, ensure alignment with LEAP and donor standards, and are timely submitted.

    Required Professional Experience

    Requires 10 – 15 years cyber, privacy, compliance, or risk management function or a closely related role.
    Over 10 years of experience as a senior manager or information security officer.
    Over 5 years of experience managing cyber security incident response teams. Experience designing and implementing security solutions.
    Requires in-depth knowledge of PCI-DSS, privacy laws, security standards, security best practices, and security regulations. A high proficiency level in threat management, risk management, vulnerability management, and compliance management is required.

    Participates in the various sector specific working groups, global and international forums, provide thought leadership and share World Vision work through publication and presentations in regional and international conferences.
    The ideal candidate will have prior experience in economic empowerment programming, market system development, business management, SME value chain development in a multi country context or more than one country.     Technical Leadership

    Lead in the development of regional Livelihood and economic empowerment guidance (Technical Guidance)

    Supports Area Programs (AP) and projects WASH staff to monitor timely and appropriate utilization of budgeted resources for all WASH interventions in the region
    Proper and timely supervision of all WASH works including monitoring review reports and inclusion of independent project monitoring and supervision for effective project delivery. This to include monthly reporting to NO WASH team on project implementation for each AP and all other constructions.
    Facilitate regional WASH annual, semi-annual and invited Quarterly review reflection meetings with all sector specific staff from Programmes and Grant projects.
    Coordinate in the development and reviews of the training curriculum for the water user committees for capacity building and learning.

    Effective and timely project delivery, reporting and accountability (20%)

    Support and coordinate capacity building of WV staff in WASH, Health and construction activities through training and mentoring;
    Ensure implementation of WASH and Health projects is on time, target and budget across the region
    Collate and share with NO WASH, HEALTH and make a weekly presentation of a monthly tracker for all WASH & Health Projects in their regions detailing the progress made within the month, the anticipated progress in the subsequent week, details on budget utilization, challenges and any support required.
    In liaison with the WASH M&E coordinator and Other National Office WASH, prepare regional quarterly, semi-annual and annual WASH and Construction sector reports as guided by strategy and support office. This to include coordination of Indicator tracking tool (ITT) development and variance explanations, short impact videos, mWater mapping, stories, best practices and budget utilisation.
    Provide technical reviews for all WASH and health sector reports and other key documents
    Provide documentation of WASH & Construction best practices and approaches for donor engagement.
    Support the implementation of approved Rural water management guidelines and other community management models for improved governance and sustainability of World Vision Water supply projects in the region.
    Update or undertake standard designs to match with upcoming market trends and existing regulations where necessary.
    Safe use and management of the regional WASH equipment’s and facilities acquired by WV for strategy support e.g. water quality equipment’s.
    Formation and leading regional WASH technical learning forums and capacity building through community of practice, technical working groups and learning hubs.

    Advocacy, Engagement, resource mobilization and Partnership (15%)

    Support WASH and Health Projects and promote advocacy on issues through development of position papers and policy briefs for Advocacy at the County Levels.
    Support WASH staffs at the regional level to successfully engage with key internal and external stakeholders in the respective counties.
    Coordinate WASH and Health fundraising in the region through local, national and international donors working closely with the county government
    Support WASH and Construction Projects to ensure that the key laws, polices, regulations and government service delivery standards in the Health, Nutrition, WASH, Education, and all other Livelihoods and Resilience sub-sectors are shared, interpreting and explained to communities
    Support the WASH Projects to build a Strong evidence for advocacy and advance co-creation of project design with counties to catalyse co-financing and partnership.
    Actively represent World Vision Kenya in strategic WASH and Construction stakeholder forums/meetings at county level as well as at National level when called upon.
    Support the Regional manager in the development of a regional partner/stakeholder engagement plan.
    Support implementing staff to successfully engage with key internal and external stakeholders, including other World Vision Kenya entities, county governments, Community, church and other civil society representatives in order to maximize the impact of interventions
    In collaboration with Resource Acquisition and Management (RAM) department, participate in appropriate donor engagement activities. 

    People Management (Staff capacity development and performance management) (10%)

    Proper WASH staff supervision and guidance to ensure overall quality assurance, quality control and comprehensive implementation of technical program, and aligning to the required guidelines and WASH business processes.
    In close collaboration with regional P&C and management, ensure right program staff are provided with required opportunities, are supported, mentored and coached for development.
    Facilitate capacity building of staff on technical modules, through trainings, workshops, OJT, technical backstopping etc with support of WASH leadership.
    Setting of technical performance targets of WASH project officers, appraisals and recommendations for improved performance

    Any Other

    Support all WASH and Health, Sanitation and Hygiene project officers in planning, implementation, and monitoring of all required health activities as per strategy with the required stakeholders as shall be advised by the Health Technical Lead to enhance full integration of health interventions with other WVK Projects in the Area Program (AP).
    Support any other duty on need basis

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

    Minimum of seven (7) years’ experience with regard to the Engineering project design, tender development, procurement and evaluation, contract management, monitoring and evaluation & reporting on integrated development with bias in WASH projects.
    At least 3 years’ experience at a management or senior position providing technical leadership in WASH and construction activities in the water sector with multiple stakeholders and multi-layered teams.
    Experience in development work, strategic engagements for resource mobilizations and co-creations of projects Proven experience in water supply, improved operational efficiency, GIS, Operation and Maintenance of water project, and implementation of water supply sustainable models for rural water management.
    Experience in Monitoring and Evaluation tools, indicator tracking and reporting and general quality assurance in project implementation.
    Understanding of health programming and community health strategy delivery
    Must be a result orientated leader who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
    Expertise in onsite rural Sanitation and Hygiene works, Water resource management, rangeland management, disaster Risk Management and water safety plans for WASH projects. This includes Water Quality Testing, Monitoring and reporting
    Bachelor’s Degree in Civil Engineering/Water Engineering.
    Registered and current member of EBK and IEK. Professional Engineer (PE) are highly encouraged to apply as this will be an added advantage.
    Master’s degree in a relevant profession highly recommended as added advantage
    Good experience in construction contract project design and management – FIDIC and CESMM understanding.
    Excellent English communication skills (both oral and written).
    Knowledge and application of auto/arch CAD, Epanet and GIS
    Excellent computer skills, including proficiency in MS Office and Microsoft Outlook
    Ability to take initiative as team leader & able to work with minimum supervision
    Experience working at community level; community engagement skills
