    JOB PURPOSE:

    As a Cash-based Transfers (CBT) Consultant, your role will help to save and change people’s lives by supporting countries to deliver high-quality cash transfer programmes.     KEY ACCOUNTABILITIES AND RESPONSIBILITIES:

    Provide technical specification for the formulation of WFP-wide CBT programme policies in line with both organizational strategy and the practical realities of operating in the field.
    Contribute to the design and development of innovative CBT programmes that are people-centered, prioritize women and are responsible to people’s changing needs and preferences.
    Support the identification, development and management of potential partnerships to enhance understanding of markets and the local financial context and strengthen government community ownership.
    Contribute to the implementation of the IDM standards with regards to collecting, storing and managing people’s personal data.
    Support with research and analysis the implementation of the Cash Assurance Framework and identify gaps in controls’ strengthening, monitoring systems, risk mitigation measures and assurance action plans of CBT activities providing inputs for optimization.
    Contribute to the preparation of accurate and timely data reports enabling informed decision making and consistency of information presented to stakeholders
    Analyse the track payment instruments and provide reports to senior management for endorsement of confirmed transfer value to ensure accountability
    Support the design and development of functional trainings in collaboration with HQ stakeholders to enhance the capacity of WFP staff, Field resources, government and partners to design cash programmes

    QUALIFICATIONS AND EXPERIENCE REQUIRED:
    Education:

    University degree (Master or higher recognized by https://www.whed.net/home.php) in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Sciences, Business Administration, Information Systems, Public Policy or any other relevant field, or First University degree with additional years of related work experience.

    Experience:

    Between 3 and 5 years of postgraduate and relevant progressively responsible professional experience demonstrating high performance in cash programming, digital financial inclusion, digital payment solutions, economic empowerment, economics, humanitarian programming, within the private and/or public sector.
    Experience in the design, set-up, implementation and monitoring of transfer modality systems (in-kind food and cash-based transfers)
    Experience supporting the setting-up and running of field Cash operations or Cash emergency operation.
    Experience managing a Sub Office or a small country/ area office programme team or a component of a country office programme portfolio.
    Experience engaging in policy discussions and providing input into policy decisions.
    Coordination skills and the ability to work across different business functions in WFP.
    Experience working across the Program portfolio including Vulnerability Analysis and Mapping (VAM) / Nutrition is advantageous.

    Language:

    Fluency (level C) in English with an intermediate or fluent knowledge of another official UN language (French, Spanish and Portuguese) is desirable.

    JOB PURPOSE

    JOB PURPOSE
    To provide support to policy and programme activities that effectively meet food assistance needs.
    The candidate will be seconded on behalf of the UN World Food Programme (WFP) to the National Council for Nomadic Education in Kenya (NACONEK) to advise Government on climate action in the context of school feeding and government’s roadmap to scale up the national school feeding programme from 2.3 million children to 10 million children by 2030 and introduce a new climate-friendly approach to home-grown school feeding.
    This new climate-friendly approach aims to enhance the number of learners in schools through access to school meals, while cushioning Kenya’s communities in arid and semi-arid lands from the adverse effects of climate change to build their resilience. It will promote local procurement of food for school meals from smallholder farmers, the uptake of drought-resistant crops and climate-smart agricultural practices, the adoption of green energy solutions for school infrastructure and school kitchens, among others.
    To provide support to policy and programme activities that effectively meet food assistance needs.
    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

    Provide advisory support to the Ministry of Education and NACONEK on climate-specific issues to inform Kenya’ climate-smart approach to school feeding, as part of the scale-up of Kenya’s national school meals programme, in coordination with WFP Kenya’s Coordinator on School Meals Programmes and guidance from WFP Kenya’s Head of Country Capacity Strengthening.
    Identify climate risks, as well as opportunities for integrating climate action into the design of Kenya’s programmes on school feeding. This will include consultations and advisory support in the areas of home-grown school feeding, local procurement, promotion of drought-resilient crops through menu selection, green energy solutions for school infrastructure and kitchens. Specific Climate-specific expertise will be needed in terms of climate mitigation, adaptation, and climate financing.
    Identify and explore opportunities for resource mobilization to support Kenya’s roll-out of their climate-friendly approach to school feeding through climate financing options.
    Contribute towards the development of Government’s projects, plans, and processes for the roll-out of the national school meals programme and climate-friendly approach to school feeding as a key pillar of that, ensuring alignment with wider programme policies and guidance.
    Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
    Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained. This will include the integration of climate-sensitive indicators in the M&E toolkit to ensure that climate-related matters are tracked and taken into account for future programme steering decisions.
    Research and analyze a range of policy and operational issues to inform the  development of policies, programmes, and activities.     Contribute to the preparation of accurate and timely reporting on Kenya’s school meals programmes and activities that enable informed decision making  and  consistency  of information presented to stakeholders. This includes making sure that agreed climate indicators and processes are tracked and reported on in various SF reports.
    Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery.
    Support the identification, development, and management  of  potential partnerships to collaborative working leading to enhanced support for Kenya’s scale-up of their national school feeding programme. This includes conducting a mapping of critical stakeholders in climate sector to enhance partnerships and synergies.
    Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, e.g., through  providing inputs into training materials.

    JOB PURPOSE

    JOB PURPOSE
    The primary purpose of the position is to support the management of process/activity monitoring for all CSP activities, leading M&E process monitoring reporting while ensuring both data and reports are timely, complete, and of good quality.  It is very critical that process monitoring generates evidence, documented as key findings and recommendations to inform activity implementation improvement.  As such, it will be critical for the findings and recommendations to be shared widely with key stakeholders and for implementation follow-up.  The position will lead the provision of technical support to field offices, the development and updating of M&E tools and guidelines, and liaison with activity and outcome managers on activity monitoring processes.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Oversee process/activity monitoring for all Country Strategy Plans (CSP) outcomes, working closely with field coordination, field offices, activity and outcome managers to ensure all activity monitoring for each of the CSP activities are implemented in a timely manner and quality control measures for each of the processes are in place.
    Oversee M&E quantitative data analysis and lead qualitative data analysis ensuring analysis is comprehensive and moves from descriptive and inferential level to inform recommendations and enhance utility of M&E products. 
    Produce M&E monthly and quarterly reports, with key findings and recommendations and lead the process of dissemination ensuring there is improved and innovative dissemination modalities that enhance access and utility of M&E products by outcome and activity managers, senior management, field offices and all relevant stakeholders. Work with activity managers to track progress of implementation of recommendations.
    Develop and keep Kenya CSP M&E guidelines and tools updated all the time, ensuring these are shared with field offices and activity teams while ensuring the teams have the required M&E capacity and support to implement required M&E activities as per the guidelines.
    Lead baselines and other M&E related assessments ensuring these are coordinated with relevant stakeholders and are timely to feed into programming decision making, are disseminated and recommendation implementation tracked and documented.
    Provide technical support, not limited to trainings, to field offices and activity teams ensuring data collectors and users understand M&E activities and their responsibilities in ensuring data quality, completeness, timeliness, and utility.
    Draft and coordinate M&E related inputs for Annual Country Reports for all outcomes ensuring COMET design is managed and updated all the time.

    Lead M&E for special projects and WFP innovation activities, ensuring these have M&E systems to support learning.

    Supervise M&E data assistant, M&E enumerators, and consultants when and as required and have a day-to-day technical support role to the M&E data analyst, senior M&E associate, outcome M&E focal persons and M&E staff responsible for data collection at field level.
    Lead M&E reporting and tracking of implementation of M&E recommendations.

    STANDARD MINIMUM QUALIFICATIONS
    Education and Exprience:

    KEY ACCOUNTABILITIES (not all-inclusive)

    Provide operational coordination and technical support for air operations, ensuring compliance with WFP standards, including risk management processes, to support safe and effective air operations for humanitarian community.
    Liaise with airport officials, other local authorities and external parties in order to obtain necessary clearances, documentation and authorisations required for air operations.
    Carry out pre-flight actions to ensure that all registered passengers and cargo are duly carried on the flight in coordination with crew to ensure safe flights.
    Collate all post-flight documentation in order to confirm flights have taken place in compliance with established conditions and, occasionally, review and evaluate the performance of air operators.
    Resolve or escalate operational problems, using initiative, liaising with all parties, and navigating complex security landscapes, to ensure their timely resolution in adherence with WFP standards.
    Support negotiation of local service contracts in order to establish effective partnerships on optimal terms and conditions facilitating air operations.
    Research and analyse data, and produce technical reports that enable decision-making and support planning, execution and reporting in order to ensure contractual performance.
    Update and further develop existing databases and records, ensuring that relevant information is accurate, organised and available for others to access, and supports reporting requirements.
    Respond to customer queries, following standard processes and obtaining guidance or escalating as required, to ensure timely resolution of all enquiries with a high standard of client service.
    Build relationships with internal counterparts, in order to support the alignment of aviation activities with wider programmes and ensure a coherent approach to air operations.
    Supervise the work of other staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
    Make evidence-based recommendations, and support process reviews and improvements in methods and practices, in order to maximise the performance of air operations and related activities.
    Establish or maintain minimum procedures necessary to ensure a sound safety management system for the conduct of air operations.
    Follow standard emergency preparedness practices to support WFP to quickly respond in its core areas at the onset of a crisis.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Completion of secondary school education, Post-secondary certificate in air traffic control, flight dispatch, aeronautical engineering or related field is essential for Air Operations roles, desirable for Air Movement roles.
    Experience : 5 year or relevant work experience.
    Language: Fluency in both oral and written communication in the UN language ( English ) in use at the duty station and in the duty station’s language, if different.
