    THE ROLE

    As an Investigation Officer, you will take part in internal reviews and assessments of received complains and allegations, efficiently plan and undertake complex investigations and prepare comprehensive reports. A large emphasis is placed on coordination of the work of investigative teams, development of policies and procedures, provision of advice on best practices with respect to investigations and guidance/training to other staff.

    Investigations matters include Fraud and Corruption, Abusive Conduct, Sexual Exploitation and Abuse and other policy violation of WFP staff and contracted partners and vendors.

    Efficiently plan and undertake office and field-based investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations.

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    WFP’s Strategic Plan (2022-2027) recognizes the pivotal role the organization can and should play in the global discussion on food systems to ensure that safe and healthy diets are available to all, and that the 2030 Agenda and Sustainable Development Goals can be achieved. Food systems influence diets and are complex webs of interconnected activities and actors involving food production, processing/value addition, marketing, supply, and consumption. Food systems in the East Africa/Horn of Africa region are stretched and have shown themselves to be highly vulnerable to shocks.

    The World Food Programme (WFP) procures food items to support the agency’s global fight against hunger. These procurement activities include both direct (from Producers) and indirect (through Traders/Intermediaries) purchases of both raw and processed food items, such as Specialised Nutritious Foods (SNFs). In 2019 the Local and Regional Food Procurement Policy (LRFPP) was published with the objective of ensuring that WFP’s procurement activities not only meet the supply needs of the agency but also contribute more broadly to the elimination of hunger by supporting local food producers and the development of sustainable food systems in vulnerable regions.

    Aflatoxin contamination has remained one of the challenges while sourcing food within the region, especially from the small holder farmers and farmer cooperatives. Contamination of agricultural commodities, including maize, milk, groundnuts, cassava, and cottonseed with aflatoxin mold poses a serious threat to human and animal health. Aflatoxin contamination in food and feed continues to impede trade, translating to significant financial losses for the agriculture sector. This also undermines the livelihoods and well-being of millions of households who depend on agriculture for their livelihoods. Persistent and chronic aflatoxin exposure has been shown to be widely prevalent throughout the Eastern Africa countries with elevated serums aflatoxin levels demonstrated across all geographical regions, within all socioeconomic and demographic groups, and among people of all ages.

    RBN would like to establish a harmonized approach by WFP’s Eastern Africa countries in tackling the Aflatoxins risk, to achieve synergy as well as leverage available resources, partnerships, expertise, experiences, and lessons learnt from existing and past interventions. In addition to supporting the implementation of the Local and Regional Food Procurement Policy (LRFPP), there is envisaged need to integrate specifically Aflatoxin control and management in the affected Countries’ priorities e.g Small Holder Farmers capacity strengthening and market linkages, food fortification, School Based Program etc.

    WFP East Africa regional office (RBN) is currently also defining its food systems domains for policy and programmatic priorities, partnership engagement strategies, and related activities and interventions. RBN Food Safety and Quality Unit is a key player in this and therefore requires additional support and expertise to establish the technical framework as part of its support and guidance to RBN Units and Country Offices in the region.

    Reporting to the Regional Food Safety and Quality Assurance Officer and working in close collaboration with RBN Procurement, Logistics, Programme, Innovations, Partnerships and Country Office focal points, the incumbent will be responsible for the following:

    KEY ACCOUNTABILITIES (not all-inclusive)

    Mapping of Aflatoxin Innovations

    Map out the technological innovations on aflatoxins control and management in the region, their status, successes, lessons learnt, challenges and potential for scale up.
    Support the publishing of a report for wider dissemination, to bring understanding of existing innovations that could help reduce the impact of high aflatoxin levels.

    Implementation of Aflatoxin Control innovations  

    Work with RBN countries to identify and select strategic approaches that will build their capacity to tackle aflatoxin challenges.  
    Support RBN countries to assess the piloted innovations and report on successes, challenges, lessons learned and recommendations for scaling, adaptation and/or termination.

    Information Sharing and Awareness

    Provide support in organizing Aflatoxin Regional Learning Workshops to share knowledge across the region on experiences and lessons learnt from successful and failed aflatoxin interventions.
    Closely work with Communications and Knowledge Management Units to develop and deploy tools and other materials to assist with implementation of aflatoxins control and management interventions.
    Create strategic partnerships to share knowledge widely, influence, build capacity and advocate for policies to promote aflatoxins risk mitigation.

    Implementation of Regional aflatoxins control and management strategy

    Support the COs to implement the regional aflatoxins control and management strategy through Country Implementation Plans.
    Align the RBN projects and programs- Home grown school feeding program (HGSF), Small and Medium Scale (SAMS) etc with the regional aflatoxins control and management strategy.
    Work with Partnerships and Program Units to develop fundraising proposals to support the roll out of Aflatoxin Control interventions in RBN countries.

    Monitoring and Evaluation  

    In coordination with the M&E team, develop a monitoring and evaluation framework for the regional aflatoxins control and management strategy implementation plan.
    Support the Regional Bureau and Country Office teams in gathering relevant data and evidence on activities and impact.

    QUALIFICATIONS & EXPERIENCE REQUIRED

    Education:  

    Advanced University degree in Agriculture Management, Development Studies, Project Planning and Management or related fields, or A First University degree with additional relevant years of work experience in Food Science and Technology, Agricultural Economics, Agribusiness, Value Chain/ Market Development or related fields. Additional professional courses in related fields are also a plus.

    Experience: 

    Minimum 5 years of relevant postgraduate/professional experience
    At least 10 years of of meaningful and progressive work experience in food trade business, regional bodies in the grain value chain, Agribusiness, and/or value chain/ market development.
    Experience working in the EAC region and/or a multicultural and fast-paced environment is an added value.

    BACKGROUND AND PURPOSE OF THE ROLE
    The Kenya Supply Chain has developed a new Supply Chain strategy that will guide the country office over the next 5 five years.  The strategy focuses on three main pillars: being the supply chain partner of choice; strengthening national systems; and maintaining leadership in emergencies.   The Kenya Supply Chain will contribute to the dual mandate of the organization to both Change Lives and Save Lives.
    The Kenya Supply Chain is looking to increase the amount of service provision that it provides to United Nations entities in Kenya.  The Mombasa Humanitarian Hub (MHH) is one of the cornerstones of this strategy and a strong leadership and experienced project manager is necessary to achieve the MHH.
    To strategically position WFP Kenya Supply Chain as the logistics partners of choice, it will also be necessary to develop a service provision catalogue with expanded list of services based on enhanced market intelligence.  Working with the public and private sectors in Kenya will contribute to the overall strengthening of national supply chains.
    The Kenya corridors provide strategic logistics support to the East Africa region, and on average 250,000 MT of food per year goes through the various Kenya corridors supporting many countries in the East Africa region.
    KEY ACCOUNTABILITIES (not all-inclusive)
    Based in the Field Office in Mombasa, the Logistics Officer reports to the Country Director or the designate and is under the functional supervision of the Head of Field Office.  The Logistics Officer is in charge of leading the MHH project to ensure the smooth running of the project and that WFP Mombasa has access to state-of-the-art infrastructure as well as contributing and provide expertise to the various supply chain projects.

    Lead supply chain projects by defining specifications and implementation timeline, mainly the Mombasa Humanitarian Hub (MHH) and the milling project.
    Define logistics / warehouse management strategy within the WFP policies and procedures and ensure effective integration of supply chain operations at the port and warehouses. 
    Provide expert advice and support on a range of services, project management, and construction activities including the implementation of WFP policies, standards, norms, and practices.
    Provide guidance and leadership on engineering and project management services considering country-specific technical requirements, using best practices, standards and innovative technologies that comply with WFP standards and processes.

    The Kenya Country Office Innovation Unit facilitates new ideas’ design, testing, and implementation, with a vision to curate and scale empowering, sustainable, and innovative solutions that accelerate the achievement of Zero Hunger for WFP Kenya and beyond.
    One of WFP’s innovation efforts to improve programme quality is the development and rollout of a school meal digital platform to increase near real-time data availability from operations and enable better and quicker decision making. Many of these innovative solutions are focusing on WFP operations but then can be linked with national reporting and monitoring systems in support of government-led programmes. Thus, WFP is fostering digital solutions for attendance tracking, monitoring of meals served, and stock management in schools, accompanied with the development of integrated reporting dashboards, and a digital solution that Governments can use to create and manage school menus.
    Due to the specificity of the coordination requirements, a dedicated project manager is required to coordinate, bridge, and ensure convergence of the various units working towards the implementation of this broad digital solution development effort from the HQ, regional and country level.

    As the school meals digital solutions project manager in the Innovation Hub team, you will support the rollout of the school feeding digital solution linked to the School Connect and PLUS projects in Kenya’s Kakuma/Kalobeyei and Dadaab camps. By monitoring closely this rollout performance and lessons learned, you will be able to create the necessary knowledge and SOPs to be reproduced and shared in the East Africa region. Using the Kenyan example, you will hone the East African school meal digital solution best practices necessary to support other countries in the enhancement of school-based programmes data collection through rollouts of digital solutions at country level.
    As the dedicated project manager, your task will be to ensure that the products developed by HQ’s School-Based Programme Division are well adapted and tailored to the Kenyan and East African needs and context.
    The key tool being rolled out is the School Connect application, which tracks attendance, consumption, and stock movements at school level in WFP-operated School Meals programmes worldwide. Another application is School Meals Planner PLUS, which enables WFP and Governments to develop school meals menus that reduce costs, increase local procurement, and improve the nutritional content. You will collaborate closely with the Rome-based digital team managing the development and rollout of digital solutions and the Innovation Hub in Kenya Country Office, as well as with the School Feeding, Monitoring and Evaluation, Supply Chain, Technology and Management units.     JOB DESCRIPTION
    You will work within the Innovation Unit of the Kenya Country Office under the direct supervision of the Head of Innovation. You will carry out your activities in close collaboration with the School- Based Programmes Division in Headquarters and relevant Regional Bureau units. Your accountabilities and responsibilities include:

    Serve as the main focal point to project manage the School Connect rollout in refugee camps in Kenya and provide support, as appropriate, for the implementation of School Connect in other countries.
    Update and maintain the Kenya rollout plan including milestones, roles and responsibilities, user onboarding strategy, and key performance indicators.

    In collaboration with technical teams in RBN and/or HQ, identify specific analytical needs of the different actors (WFP – management, CO & field level, NGO partners and Government) and follow up on the development of dashboards and/or analytical solutions adapted to the different targets.
    Follow-up on the conception of tools and dashboards for the use of the partner Governments, including the Government of Kenya.
    Design incident tracking system and organize support capacity for School Connect the with RBN technical helpdesk.

    Education:
    Master’s degree in international affairs, economics, engineering, business administration, business analytics, computer sciences or other relevant fields.

    JOB PURPOSE

    To effectively contribute to this transformation, WFP will focus on three pillars of collaboration with UNHCR (United Nations High Commissioner for Refugees), the government and other key partners. Firstly, WFP will transform its refugee operations design from a primarily humanitarian focus to one that encompasses humanitarian, development, and peace-building elements.     THE ROLE

    The current state of humanitarian response is characterized by more frequent natural disasters, including the potential global impacts of infectious disease outbreaks, and the increasingly protracted nature of the most severe conflict-driven crises. At the same time, states are more frequently relying on the capacity of their security and military services to support domestic civil protection operations, as well as non-traditional roles such as pandemic response tasks, the misrepresentation of ‘humanitarian assistance’ for political/military objectives and oversees emergency response operations. Due to its mandate, operational presence, and size, WFP is consistently operating in these spaces, where military and other armed actors are present in a variety of roles. As a result, WFP has developed a more robust internal civ-mil coordination capacity to manage interactions appropriately and coherently in a principled, appropriate, and effective manner with militaries and other armed actors.
    The Head of the HMI unit will provide technical oversight and management to the global HMI team, and ensure WFP maintains a coherent, reliable, and principled approach to interaction with militaries and other armed actors, providing support to all offices (COs, RBs, LOs, and HQ). This role is cross-functional and inter-disciplinary, it will rely on effective engagement and coordination with expertise across HQ departments, divisions, and units (incl. Security, Supply Chain, and Emergencies) and close collaboration with key-stake holders in RBs and COs. The HMI unit is responsible for the overall strengthening of WFP’s internal understanding of core interagency/international principles, frameworks and norms related to principled interaction with militaries; and, providing targeted support, in the area of HMI, to WFP offices and leadership as they design, develop and implement emergency response strategies and activities.

    Governance:

    Oversee the implementation of the HMI portion of the OA/HMI 3-year strategy;

    Operational Partnerships:

    Represent HMI in the internal WFP Technical Access Cell, which is charged with which is a HQ level coordination platform for technical Humanitarian Access activities.

    QUALIFICATIONS AND KEY REQUIREMENTS
    Education:

    Advanced university degree, or a university degree with experience in development or humanitarian affairs.

    Experience:       

    At least eight years of relevant progressively responsible experience in complex emergency response contexts.
    Minimum 5 years of experience related to Civil-Military Coordination. Experience with international crisis response is desirable, as is familiarity with international humanitarian architecture and policy frameworks; project planning and activity management.
