    STANDARD MINIMUM QUALIFICATIONS

    JOB PURPOSE
    WFP seeks to recruit a Programme Policy Officer (Protection and Gender Officer) who will work on integrating and mainstreaming protection and gender at the strategic, programmatic and operational levels across all locations of WFP’s presence in Kenya. The incumbent will provide expert advice to Management and support staff with programming and implementation that is consistent with WFP’s Humanitarian Protection and Gender commitments.
    KEY ACCOUNTABILITIES (not all-inclusive)
    Provide technical support to the Country Office

    Provide strategic and technical support for the mainstreaming of humanitarian protection, gender equality and women’s empowerment across WFP operations in the country;
    Gather and analyse primary information from stakeholders (affected populations, INGOs, UN agencies and others) on the situation and experience of crisis affected populations and provide advice and support for principled humanitarian interventions;
    Lead the implementation of the Country Office Gender Action Plan (2017 – 2020) and ensure that project goals, objectives, processes and activities are gender sensitive and meet the needs and priorities of women, men, girls and boys;
    Support WFP and partner staff in implementing the Humanitarian Protection Policy and Accountability to Affect Population commitments to ensure WFP operations and programme activities take beneficiaries’ protection concerns into account and facilitate safe, dignified, and accountable food assistance;

    Monitoring and Reporting on protection and gender issues

    Ensure systematic protection and gender analysis, and provide policy advice on specific protection / gender issues that impact on WFP humanitarian operations;
    Monitor and report on programme, activity and implementation related protection and gender issues;
    Support the country office to undertake context and protection risk analysis and formulating appropriate protection risk mitigation and response activities;
    Ensure that protection and gender considerations are integrated into all monitoring, evaluation and analysis frameworks, activities and outputs;
    Provide assistance in data collection, compiling lessons learned, establishing indicators to support knowledge sharing on protection and gender;
    Ensure protection and gender issues can be captured through the Beneficiary Feedback Mechanisms and responded to appropriately. Provide advice, guidance and follow-up in relation to protection and gender aspects of the Beneficiary Feedback Mechanism.

    Networking and Coordination

    Establish working relationships with relevant local and regional non-state actors, key domestic political and civil state actors, think tanks, academic institutions, human rights organizations, UN, development and donor partners to coordinate and enhance principled humanitarian protection and gender impact;
    Support the development of relationships with protection mandated agencies and inter-agency fora to strengthen coordination and advancement of protection, Accountability to Affected Populations and gender as related to food and nutrition security;
    Represent WFP in interagency working groups, conferences and seminars as necessary;

    Training and capacity growth

    Develop and implement protection and gender training including on gender analysis, protection assessments, Gender Based Violence, Sexual Exploitation and Abuse, Accountability to Affected Populations and other related subjects;
    Strengthen WFP workforce and partners’ protection and gender analysis capacities and improve their ability for protection and gender mainstreaming in project design and throughout the cycle.

    Job description
    A FIT Pool member is placed on the pool for a period up to 2 years during which he/ she is considered with priority each time WFP has a specific need for a Fixed Term International Professional staff member in his/her functional area and level.
    JOB PURPOSE
    These roles can be found in Headquarters (HQ), Regional Bureaux (RB) and Country Offices (CO). The Programme Policy Officer (Cash Based Transfers) will be expected to have an extensive breadth of programme and policy knowledge/experience including strong technical skills in Cash Based Transfers to credibly influence strategic, policy and operational discussions. Strong analytical capabilities, learning agility as well as proven excellent leadership capacities are prerequisites for successful candidates.
    KEY ACCOUNTABILITIES (not all-inclusive)

    Formulate substantial parts of WFP’s CBT programme strategy in line with the organizational strategy, WFP-wide programme policies and context in the field; translate the CBT programme strategy and WFP-wide programme policies into Regional/Country level practices, programme guidance and implementation modalities and operations;Be visionary and innovative in the formulation of paths to achieve Zero Hunger goals making use of cash assistance when possible;Manage the operationalization of the CBT programme strategy across different locations in coordination with Country Offices, other functions and Field Offices, and in liaison with Regional Bureaux (RB) and HQ technical units;

    Develop innovative/operational partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives that improve CBT assistance packages and support advocacy work;
    Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs with particular attention to the CBT package of preparedness;
    Manage or oversee operational research and evidence building on issues relevant to food and cash assistance;
    Advocate for resources for a broad portfolio of WFP projects with a CBT focus, including clearly articulating the need for CBT, food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability;
    Advice and support the development of functional training in areas of CBT to enhance the capacity of WFP staff and partners to design and deliver effective food assistance programmes;
    Lead, motivate and develop a substantive team to enable high performance;

    STANDARD MINIMUM QUALIFICATIONS REQUIREMENTS
    Experience:

    At least eight years of postgraduate progressively responsible professional experience in private or public sector demonstrating high performance and leadership capacity;
    Demonstrated interest and substantial experiences in humanitarian and development work in multicultural environments;
    At least three years of working experience in CBT programming in diverse contexts;
    Vast and strong experience in the design, set-up, implementation and evaluation of in-kind food, cash and voucher transfers;
    At least one field mission experience to support the setting up and/or running of CBT operations;
    Proven capacity to initiate and lead innovation that strives for continuous improvements and leverages established partnerships;

    The Regional Data Coordinator will be responsible for leading on the strategy and implementation of data consolidation and visualization projects at Nairobi, Regional Bureau (RBN) and country offices in the region.
    Accountabilities/Responsibilities:

    Work closely with data owners, and stakeholder to identify data gaps and data visualization needs for country operations in the region.
    Liaise between field users and HQ IT Division on new ways for users to consume and experience the WFP’s datasets in the field.
    Identify new high-value datasets in country offices (such as data relevant at local levels) for inclusion in the data initiative and associated tools.
    Promote and facilitate the use of corporate data systems and business intelligence tools at the field level.
    Educate and inform internal and external audiences about the various tools and resources related to data in WFP.

    Qualifications & Experience Required
    Education:

    DUTIES AND RESPONSIBILITIES
    Under the direct supervision of the Regional CBT Officer, the selected candidate will perform the following tasks – after familiarisation with the local context and WFP’s policies and strategies.

    Identify key steps, timing and support required to assist Country Offices (COs) to scale up CBTs in a manner that is aligned to the corporate CBT business model;
    Support corporate capacity building initiatives for CBTs and participate in trainings and workshops as required;
    Work with various country offices in the region conducting cost-efficiency and cost-effectiveness analyses of CBT interventions;
    Support COs in the identification of appropriate transfer modalities; assist with feasibility studies and evaluations; and supporting programme design;
    Assist COs in the elaboration of emergency preparedness plans for CBTs;
    Liaise with other units of the RB – specifically Protection, M&E, Finance and Supply Chain, to analyse CBT pipelines and funding issues in COs;
    Review project proposals and other relevant documentation to ensure quality assurance and compliance with corporate policies, strategic objectives and guidance;
    Support the research agenda on new CBT-related issues under development (i.e. measuring impact on local economy, financial inclusion, protection outcomes, retailer engagement strategy).

    EXPECTED OUTCOMES
    Bi-monthly and final reports of activities undertaken highlighting the various areas of CBT programming where the JPO has gained skills in;

    Depending on the specific areas of work identified by the JPO and the supervisor, he/she will produce one or various reports on the following subjects:
    Preparedness plans in the region for the use of CBTs in rapid onset emergencies;
    Comparative study of cost-effectiveness of CBT interventions in the region;
    Use of CBTs to achieve nutrition outcomes;

    The role of CBTs in improving value chains of key commodities.

    The JPO will produce a synthesis paper that compares CBT operations across the region. Depending on the JPO’s interests, the paper will focus on one of these subjects:
    Measurement of intangible benefits of CBTs;
    The role of the transfer modality on the achievement of various outcomes;
    Best practices in the use of CBTs for food security.

    SUPERVISION
    The JPO will work under the guidance of and report to the Regional CBT Officer. The supervisor will introduce the incumbent to the advisory role of the RB in CBTs. The JPO will be mentored in various tasks that range from feasibility assessments to more in-depth analysis on the performance and impact of CBT operations. Both the JPO and the supervisor will initially undertake field missions together but he/she will be required to undertake travel as strategically and functionally required.
    The JPO position includes a Duty Travel and Training Allowance (DTTA) of USD 4,000 per year which may be used for learning activities related to the assignment and for career development.
    TRAINING COMPONENTS

    Participation in country-level field missions for hands-on training on various components of CBT operations;
    Participation in regional CBT workshops organized by WFP and/or partners (i.e. CaLP);
    Completion of WFP online trainings for various sectors related to CBTs;
    Mentoring on specific analytical processes to evaluate CBT operations.

    Job description
    The main objectives of this assignment are to develop four detailed country level assessments of WASH financing; and produce a report on the state of current and future WASH financing in ESAR. UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.
    Background and Justification
    UNICEF’s Eastern and Southern Africa Regional Office (ESARO) is seeking a consultant to assess the state of financing of water, sanitation and hygiene (WASH) services in the Eastern and Southern Africa region (ESAR). This consultancy aims to fill a critical void of evidence in the region by producing the first-ever publication that covers the broad scope of WASH financing issues in a single document. The study will look at all aspects of WASH financing, including the overarching sector context, government financing, donor financing, household financing, the quality and equity of financing, the financial gap and financing options. This will involve both primary and secondary data collection efforts, including country visits, to put together the most comprehensive picture possible. Ultimately the findings and core recommendations will bolster planned advocacy activities at the country level with Budget and Finance Departments in government ministries that are responsible for delivering WASH services so that all children have access to quality WASH services.
    Objectives and Scope of Work
    The main objectives of this assignment are to: (i) develop four detailed country level assessments of WASH financing; and (ii) produce a report on the state of current and future WASH financing in ESAR.
    The assignment will begin with a draft inception report. This will include a comprehensive review of existing data on WASH financing from governments, donors and households – e.g. the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) , the World Health Organization’s (WHO) TrackFin , Government Spending Watch , UNICEF’s WASH budget briefs , OECD-Development Assistance Committee Creditor Reporting System , Public Expenditure Reviews (PERs), Public Expenditure Tracking Surveys (PETS) and other country-level studies – as well as a detailed description of the methodology (including report structures) and proposed work plan.
    It will then produce four case studies. This will involve data collection missions to countries selected by UNICEF in ESAR (countries to be decided). The production of analytical and advocacy products will benefit the respective countries, but these deep dive assessment are also expected to serve as key inputs into the regional report to complement.
    Lastly, the assignment will develop a regional report. An initial structure is presented in Box 1 to facilitate discussions around the scope and content. The analysis will rely on compiling and analysing information from various sources (as earlier identified), which will be complemented by the detailed information collected during the field work. For information on the financial gap and financing options, the consultant will build on existing literature as well as the cost and financing gap tool developed by UNICEF and the World Bank and implemented through Sanitation and Water for All . A technical review committee will be established within UNICEF to guide the content of the report and provide quality assurance as the various drafts are developed.
