    JOB CONTEXT
    As the Supply Chain Officer, you will be responsible for setting the direction and implementing the SOLVE initiative in Kenya. You will develop country-specific frameworks to increase the maturity of health supply chains by directing evaluations, proposing solutions and leading the implementation of solution-based interventions in three core areas:

    Private sector retail
    Public sector health
    Technical markets

    You will be based in Nairobi, Kenya, report to the Senior Supply Chain Officer in Kenya. To ensure consistency of the implementation of SOLVE across the 17 countries, you will coordinate on technical matters with the Global SOLVE Cell in HQ, and the Global Project Coordinator of SOLVE will provide input to your performance evaluation.
    KEY ACCOUNTABILITIES (not all-inclusive)
    As the SOLVE Supply Chain Officer, you will be responsible for the following activities:

    Lead the mapping of health supply chain across Kenya, including identifying key (private, public, institutional and operational) strategic partners.
    Lead the development of work plans to increase supply chain maturity across priority areas by overcoming supply chain constraints and identifying interventions. Subsequently manage the implementation of the work plans.
    Coordinate with global workstream leads to identify current processes, needs and gaps of health supply chain in Kenya, and participate in the country’s supply chain maturity evaluations, technical market assessments and retail assessments.
    Lead a team of supply chain experts, ensuring appropriate development and enabling high performance.
    Foster relationships with key health supply chain actors and SOLVE partners to ensure a global cohesion and contribution towards health supply chain maturity.
    Represent the SOLVE project at key meetings with diverse stakeholders ensuring messages are delivered in the appropriate technical language. Be the catalyst to rally stakeholders for action on common supply chain issues.
    Analyze country context, and design and manage end-to-end operational supply chain and retail networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
    Drive continuous improvement and innovative initiatives analysing best practices from the humanitarian and development fields, academia and private sector.
    Nurture a culture of innovation within the health supply chain and broader health space.
    Drive continuous improvements by leading and facilitating workshops which are platforms for advocating change.
    Ensure the effective achievement of key performance targets.
    Deploy supply chain training plans and initiatives.

    STANDARD MINIMUM QUALIFICATIONS
    Education
    Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
    Languages
    Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

    The Transfer Management Team is responsible for the management of all transfers (cash, vouchers and in-kind) to beneficiaries through the SCOPE platform, as well as coordination with external stakeholders on cash-based programming. In this context, the Programme Policy Officer will report directly to the head of the WFP transfer management team and will have a dual responsibility:

    Co-lead the inter-agency Cash Working Group (CWG) on behalf of WFP, and

    Responsibilities

    Ensure appropriate LTSH/Supply Chain funds utilization, which includes review, verification and approval of LTSH matrix and validate against project budgets, procurement strategies, contract documentation and optimal transport rates;
    Perform regular reconciliation of funds and expected Logistics/Supply Chain operational requirements and advise management on the usage of funds minimizing potential shortfalls or surpluses;
    Monitor recording of commitments in the Corporate Information Management system and accurate LTSH/Supply Chain funds tracking during project closure and Resource transfer;

    Minimum Qualifications:

    Duties and Responsibilities:
    Under the direct supervision of National HR Officer and the overall supervision of Head of HR Unit.
    The incumbent will be responsible for the following duties:

    Provide assistance on a wide range of complex HR queries and follow up actions to ensure consistent and high quality HR services are delivered to clients;
    Receive and review recruitment requests, verify that supporting documentation to initiate recruitment process are in order, and draft Vacancy Announcements and issue them to the agreed channels maintaining accurate documentation;
    Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs particularly timely analysis and reporting of recruitment key performance indicators;
    Following set procedures, receive, analyze and screen candidates’ applications using set benchmarks, prepare shortlists and submit them to the hiring units. Proactively follow up on response from the hiring units;
