    We are seeking to fill a consultancy position of Operational Data Analyst based in Nairobi, Kenya.
    Under the general supervision of the Chief of Digital Transformation Services the incumbent will be responsible for the following functions:
    Project design

    Work with the HQ application development team to process, design and present data in ways to help relevant stakeholders make better decisions;
    Define requirements and objectives for locally developed data products, liaising closely with relevant stakeholders, including business functions, development and architecture teams;
    Working with the data architecture team and relevant business units to define and document business rules and logic that drive the design and development of data solutions;
    Provide quality assurance of imported data, working with relevant stakeholders;
    Providing applied technical expertise in data storage structures, data mining, and data cleansing.

    Project implementation

    Manage and design the analytical environment, including data sources, analytical models, security, and metadata;
    Store and integrate local data source with existing data within the WFP data lake;
    Generate visualization and analysis from single or multiple systems;
    Troubleshoot the reporting database environment and reports.

    Training and Support
    Train end-users on delivered analytical tools and dashboards to ensure knowledge handover to relevant business teams;

    Qualifications & Experience Required
    Education:

    University Degree in Business Administrations, Data Management, Statistics, Marketing, Information Management another relevant discipline.

    Experience:

    3 years or more of relevant progressive work experience in information management, information systems, web management, data management, GIS mapping, data visualization or project management.

    Technical Skills & Knowledge:

    Proven experience of working in a dynamic analytical environment and handling complex analysis using R, SPSS, Tableau, Horton Works and Cloudera.
    Substantive report writing skills.
    Strong data analysis skills.

    JOB PURPOSE
    The Regional Innovations Consultant will be responsible to identify, support and scales innovations that help fast-track WFP’s work towards the next level of emergency response and achieving Zero Hunger. The Consultant will be working closely with Regional Bureaus and Business Units at Headquarters level in support of the Country Offices.
    The establishment of Regional Innovation Hubs within the Regional network will help facilitate those necessary links and collaboration initiatives among stakeholders, helping regional innovation projects to scale, establish central regional coordination, without compromising country and department specific initiatives while ensuring an orchestration of efforts, and the creation of synergies between projects, sharing knowledge and best practices among Country Offices, regions and WFP as a whole.

    JOB PURPOSE
    Under the direct supervision of the Monitoring & Evaluation Officer and in close consultation with the Vulnerability Analysis and Mapping (VAM) Officer head of the M&E Unit, the Data Analyst is responsible for Kenya’s Country Strategic Plan (CSP) M&E Database systems, analysis and information management.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Design, develop and test databases for WFP Kenya Country Strategic Plan (CSP) M&E system. Continiously upgrade and maintain all program databases, in line with changing reporting requirements. 
    Continually advise and improve M&E tools and databases in line with new innovations and technology advancements so as to ensure the tools exhibit improved and efficient data collection and analysis capabilities and are more user friendly. 
    Develop and continually update technical user manuals and documentation for database systems.
    Migrate all databases to an online platform and create a central dashboard where food security and monitoring tools, analysis, graphs, maps, reports and guidelines can be accessed, retrieved and visualized by relevant program staff. Manage and update, repare and maintenance of online platforms.
    In close liaison with the IT Unit, ensure that all databases, online platforms, servers and tools comply with WFP corporate IT standards.
    Create visualization for all key monitoring results with ease of access for managers and programme teams.
    Implement features that ensure data safety, cleaning, validation and integrity. Develop data models, database structures, graphic user interfaces, standard queries and reports.
    Applying appropriate statistical principles, identify, analyse, and interpret trends or patterns in complex datasets to support VAM and M&E in analysis and reporting. In consultation with the M&E officer, perform data analysis and prepare monthly, quarterly and annual reports.
    Provide support to studies, evaluations and monitoring activities through training, database design, data collection, data analysis and report writing. 
    In consultation with the M&E Officer, co-ordinate and provide technical support on data collection, collation, processing, analysis and database systems development and management to the country and sub offices and field M&E focal points.
    Maintain updated COMET (Country Office Tool for Managing (programme operations) Effectively) Design with annual results for all Country Strategic Plan (CSP) outcome indicators.
    Participate in food security assessments, studies and monitoring activities.
    In liaison with the VAM Officer and GoK, provide support where required in structuring and upgrading of monitoring and early warning databases.

    Duties and responsibilities
    The Consultant will report to the Director, Office of Inspections and Investigations (OIGI) and/or his delegate as appointed by the Director of OIGI. The consultant will specifically deliver his/her work either individually or within a multidisciplinary team. The ultimate goal and mission of the OIGI is to conduct independent investigations into allegations of misconduct involving WFP staff, contractors and other applicable persons.
    Under the supervision and direction of the OIGI Director or his delegate, the Consultant will generally be responsible for the following duties:

    Carry out office and field-based investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations;
    Review and assess complaints and allegations, formulate investigation plans, review and analyse all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, obtain and analyse potential documentary and electronic evidence, conduct investigative research, and determine the appropriate presentation of investigative results;

    JOB PURPOSE

    ORGANIZATIONAL CONTEXT
    Digital solutions are rapidly reaching some of the most vulnerable people and places affected by crisis. As one of the main humanitarian actors, the World Food Programme (WFP) has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming the core elements of an end-to-end digital business process.
    WFP Kenya Country Office (KCO) has 9 office locations Nairobi, Mombasa, Garissa, Dadaab, Wajir, Kakuma, Lodwar, Isiolo and Marsabit). The Head of the Business Transformation Unit, reporting to the Deputy Country Director, is accountable for providing all KCO staff with the technology products and services that they require to do their work.
    For the Nairobi office location, the Business Transformation Unit (BTU) is also responsible for providing IT services to other offices such as Regional Bureau East and Central Africa (RBN), SCOPE Global Service Desk and the Digital Transformation Unit.     The Head of Business Transformation Unit role is focused on improving the value of technology in WFP Kenya.
