    JOB PURPOSE
     
    The Regional Gender Advisor (RGA) will lead efforts to ensure that WFP’s partnerships, programmes and activities in Eastern Africa promote and facilitate greater food and nutrition security, using gender-sensitive and gender-transformative approaches. The RGA serves as a resource person for the ten  other gender specialists in the region, and provides strategic advice and operational support to leadership teams in the country offices. The RGA participates in regional and international fora to represent WFP where the nexus of gender and food and nutrition security is discussed. Finally, the RGA will provide advice to the Food Systems team lead to identify the opportunities to improve gender equality and enhance women’s empowerment in the areas of climate resilience and livelihoods. The position reports directly to the head of WFP’s Climate, Resilience and Food Systems team.
     
    STANDARD MINIMUM QUALIFICATIONS
    Education and training: Advanced university degree in one of the following disciplines: social sciences, gender, international development, development economics or another related field like international relations, human rights, political science, or humanitarian studies
    Work Experience: At least 10 years of solid, responsible and relevant work experience in the gender field and dealing with human rights and/or gender-based violence
    Proven experience with gender-responsive programming, the rights-based approach rights and/or gender- based violence highly desired.
    In-depth knowledge of gender in humanitarian and development settings, gender-based violence, humanitarian policy issues, and its linkage with food security and nutrition is a plus.
    Language: Fluency in both oral and written English. Intermediate knowledge of other UN language would be an advantage.

    Manage the effective application of the Gender and Age Marker and ensure that staff are equipped to sustainably mainstreamed gender equality objectives/goals in all WFP strategies, projects and programmes;
    Support the establishment, coordinate the work and strengthen the capacity including on gender analysis of the Regional Bureau Gender Results Team and the regional Gender Results Network;
    Strengthen strategic partnerships on gender and support mobilization of resources required to implement the WFP gender policy and gender regional strategy effectively;
    Develop and implement gender training across the region including on gender, gender analysis, Gender Based Violence, Sexual Exploitation and Abuse and other related subjects;
    Strengthen WFP workforce and partners’ gender awareness and gender analysis capacities and improve their ability for gender mainstreaming in project design and throughout the programming cycle.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The Kenya Country Office is currently seeking an expert with specialised skills in climate-risk information including forecasting, and experience in early warning systems, anticipatory actions and disaster preparedness and response to support WFP’s ‘Scaling up Drought Anticipatory Actions for Food Security in Africa” and “Strengthening shock-responsive systems in Kenya” projects.

    Climate change multiplies existing threats to food security, hunger and malnutrition. Expected impacts of climate change include an increase in the number and intensity of climate-related disasters, increased scarcity and lack of access to productive land and water, and reductions in agricultural productivity. Impacts will be felt disproportionally by the most vulnerable people, the majority of whom live in fragile areas prone to natural hazards, ultimately putting hundreds of millions of people at risk. It is estimated that by 2050 the risks of hunger and child malnutrition could increase by 20 percent and climate disasters such as droughts and floods will act as key driving forces behind these increases.

    Kenya and the wider East and Central Africa region is frequently and severely affected by climate change related shocks and stressors, such as increasingly erratic rainfall patterns, frequent and prolonged droughts and floods, landslides, heat waves and pest and livestock disease outbreaks.

    As the climate-related risks on food security, nutrition and livelihoods are rising, so too is our ability to forecast them. However, despite gains in early warnings, acting early enough in anticipation of impacts of climate hazards remains a significant challenge. In response, organisations such as WFP have begun to test forecast-based financing (FbF) and early action mechanisms, innovations that use climate forecasting and other related information to trigger anticipatory actions before a shock occurs.

    OTHER SPECIFIC JOB REQUIREMENTS

    Knowledge & Skills:

    Minimum of 7 relevant years of post-graduate, progressively responsible experience in disaster risk reduction, food security analysis, project proposal development (related to climate change), and at least one of the technical areas listed above;
    Experience in project management as well as writing project documents, country reports and publications;
    Proven experience working with a wide variety of development actors including governments, international development organizations (including United Nations agencies), donors and other funding agencies, private sector entities, and/or civil society organizations including community groups, academia and the media;
    Knowledge of global climate change policy frameworks and climate finance mechanisms such as GCF and Adaptation Fund are an asset;

     

    Languages:

    Working knowledge of English (proficiency/level C) is required.

    Within the programme support team, and under the direct supervision of the Programme Policy Officer (Programme Technical Support), the focus of this role will be to ensure that the emerging FbF portfolio is implemented according to project timelines and technical requirements, and is integrated across other DRR and DRM and country office Climate Solutions and resilience initiatives and, in coordination with implementation partners and government agencies as needed. The emerging FbF portfolio is composed of the ‘Scaling up Drought Anticipatory Actions for Food Security in Africa”, the “Strengthening shock-responsive systems in Kenya” project. The expected areas of work are as follows:

     

    Guide and produce the country capacity-gap analyses:

    Document institutional aspects, governance mechanisms and capacity for drought-risk management, existing national coordination mechanisms (e.g. National Disaster Management Authorities) as well as capacities for weather forecasting and analysis, early action and preparedness.
    Mapping of the key local actors at national and county level (e.g. national hydro-meteorological agencies, line Ministries such as Agriculture, disaster risk management authorities, humanitarian and development actors) who can be involved or support implementation of FbF,
    Explore opportunities for how FbF can be integrated into the institutional frameworks for drought or disaster risk management and identify potential synergies with current or future planned projects in the country

    Support the KCO VAM and Capacity Strengthening Units in delivering on the FBF project outputs, including;
    A capacity needs assessment of national and local actors with regard to forecast based financing.
    Delivering on the FbF workplan and Documentation of progress, best practice and lessons learned in line with project outputs and as required by national level partnerships.
    Technical development of the FbF system including establishment of triggers, development and implementation of SOPs and integration of SOPs in early warning mechanisms.
    Advise and link with potential national and international financing mechanisms, including risk finance layering within the national Disaster Risk Financing framework.

    Duties and Responsibilities:

    Under the guidance and supervision, the Deputy Head of HR, the intern will be required to undertake the following:

    Provide full support to recruitment specialists within the organizational alignment exercise;

    Minimum Qualifications:

    JOB PURPOSE
    Through the five-year Country Strategic Plan (CSP), WFP in Kenya continues its shift from service delivery to capacity strengthening of national and county institutions to implement sustainable hunger solutions. Furthermore, WFP aims to ensure that food systems in the arid and semi-arid lands of Kenya are resilient, efficient and inclusive, enabling people to access and consume food that is safe and nutritious.
    The purpose of this post is to lead a cross-functional team in a small field office, and to provide technical expertise to the county government(s) to address food systems challenges, in line with WFP’s CSP.
    Duties and Responsibilities and Required Outputs
    Planning and Implementation

    Lead, plan and manage WFP programmes within the areas of assignment to ensure technical quality, effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses, delays or reputational risks;
    Provide technical assistance to county governments in areas of climate resilient crop and livestock production for the most important value chains in the county(ies), identifying constraints, market-based solutions, and incentives to integrate micro, small and medium enterprises (food producers, processors or traders) into market systems in the county and within the established regional economic blocs;
    Coordinate targeting of vulnerable communities, adoption of new technologies or approaches on sustainable, inclusive resilient food systems. Identify communities ready to transition from support and select new expansion areas in consultation the relevant county departments;
    Working with county governments, monitor implementation progress, identifying issues and formulating solutions to address them;
    In collaboration with the county government, support county capacity needs mapping, formulation and implementation of capacity strengthening interventions. This may include technical and policy support to school meals, nutrition, livelihoods and markets, disaster risk reduction/climate change adaptation (DRR/CCA);
    Facilitate capacity building for county staff to increase the quality of services provided to communities (producer groups, traders and consumers)

    ORGANIZATIONAL CONTEXT

    The challenges of working in difficult conditions to bring much needed food and support to our recipients while inherently rewarding, can place a great deal of pressure and stress on WFP staff. As a part of a multidisciplinary team under the Staff Wellness Division, the Staff Counselling Unit is committed to the promotion of psychological and physical health in the broadest sense so staff can continue to function at high levels in order to meet the mandate of the organization. We do this by identifying and addressing psychological risk factors in the workplace, and through the provision of counselling services to staff members and their dependents.

    NAIROBI, KENYA COUNTRY CONTEXT

    The UN WFP is looking for a highly qualified Staff Counsellor to join the Staff Wellness Division based in Nairobi covering the country offices in the Regional Bureau Nairobi (RBN). The region includes large and complex operations in East and Central Africa including Ethiopia, Somalia, South Sudan, Burundi and Uganda. There are currently 4 country-based counsellors in RBN who are supervised by the regional staff counsellor in Nairobi.

    JOB PURPOSE

    To design and coordinate the delivery of counselling services, provide professional and effective counselling and stress management services that enable staff to maintain positive health, performance and outlook. A large emphasis is placed on extensive engagement with all levels of staff internally and with external partners to enhance psychosocial support and access to staff counselling resources.

    The Staff Counsellor will administratively report to the Deputy Regional Director and technically report to the Chief of Staff Counselling in Rome. A key requirement of the position will be the ability to summarize data and trends to develop programs and policies that are designed to support staff. Frequent travel is required from the Staff Counsellor to support the country offices, at times on short notice based on operational needs, and also at times to remote and difficult locations to provide support to staff.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Provide empirically supported and culturally sensitive counselling services to WFP staff and if requested their dependents; this may include case management and referrals to other resources as required.
    Provide pre and post deployment briefings to staff being deployed to emergency or hardship duty stations.
    Based on data trends and requests from other divisions/units/offices develop and provide a range of trainings and programs including but not limited to team building, resilience, harassment, and cross-cultural sensitivity to improve morale, health, and team dynamics.
    As part of a multidisciplinary team work closely with individuals and teams to address psychological risks at the individual, unit and organizational level.
    When requested work closely with managers/supervisors towards improving the working atmosphere in their units.
    Provide counselling services to individuals and/or groups during emergencies; provide services in a timely and sensitive manner to staff and dependents after critical incidents, and ensure follow up support for staff and dependents following critical events.
    Identify and liaise with high quality local and regional mental health resources that can be used for referrals or in times of crisis.
    In the best interests of staff members and the organization work in a collegial and professional manner with all units in the Staff Wellness Division to insure continuity of care.

    Work as a part of a team to insure divisional priorities are implemented consistent with the yearly divisional work plan and the Wellness Division Strategic Plan.
    Develop and participate in multidisciplinary programmes in the Staff Wellness Division as well as Regional and Country Offices.

    Education

    STANDARD MINIMUM QUALIFICATIONS

    Advanced university degree (Doctorate, Masters or equivalent) in Clinical or Counselling Psychology, Psychiatry or demonstrably equivalent studies from a recognized institution.
    The candidate must hold active licensure/registration as a mental health professional with a recognized governing association and be a member of that organization in good standing.
    Additional training or certification in a broad range of related fields, such as alcohol/substance abuse, resilience, cross-cultural communication, conflict resolution, mediation, trauma etc. will be an advantage.

    Experience

    A minimum of eight (8) years of progressively responsible and professional post graduate experience relevant to the field is required.
    Experience either working in a hardship location or providing counselling services to staff working under very difficult and insecure environments is an asset.
    Proven experience in managing, developing and coaching a team in an international environment.

    Knowledge & Skills

    Broad knowledge of all facets of the field of counselling and ability to provide an environment in which others can talk confidentially and act without fear or repercussions within a climate of established trust.
