    ORGANIZATIONAL CONTEXT
    The World Food Programme has developed and is continuing to enhance and maintain a set of digital solutions to help in managing:

    the identities and entitlements of its beneficiaries,
    the operational parameters of the programmes that transfer benefits to them, and
    the assurances and insights to ensure related risks are properly managed.

    This includes SCOPE, WFP’s beneficiary and transfer management platform that supports the WFP programme intervention cycle from a technical perspective. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer and distribution reporting.  While there is a current focus and scale-up/enhancement related to cash-based transfers, SCOPE is intended and being developed to fully support all WFP transfer modalities: in-kind, voucher and cash for a variety of project activities. As an extension and over the next couple of years, WFP also plans to develop a broad array of digital assistance services (DAS) beyond those related to the current SCOPE capabilities.
    JOB PURPOSE
    Under the overall responsibility of the lead Regional Digital Assistance Services Officer (DASO), the incumbent will be responsible to support country offices (COs) in the operationalization of SCOPE and related DAS for WFP and/or partners in the region. This will include analyzing new requirements and functionalities for COs, testing and ensuring the new features respond to the programmatic needs. The incumbent should expect frequent missions to countries with SCOPE/DAS operations. 
    STANDARD MINIMUM QUALIFICATIONS
    Education: Advanced University degree in business management, computer science, telecommunications engineering or social sciences, or relevant degree with relevant work experience.
    Experience:
    Five years plus post-graduate progressively responsible professional experience in humanitarian aid operations and/or business systems analysis, design and development.
    Experience in client-facing roles in either technology implementation projects or in the planning, design and implementation of humanitarian or development programmes. Experience in collaborating with different humanitarian actors or different service providers to design and decide on payment mechanisms and instruments, and capacity building to coordinate the delivery of assistance in humanitarian contexts.
    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    Knowledge of and hands-on experience in cash-based transfers (CBT) programming in humanitarian contexts; awareness of technologies used in the delivery of cash and vouchers in humanitarian contexts; and training and knowledge of business analysis and project management philosophies and methodologies would be an asset.
    Possession of a combination of broad business skills and IT experience including: General management skills in business and public sector contexts; Business analysis including creation and review of functional and non-functional business requirements for IT solutions.

    Coordinate the implementation and operations of SCOPE/DAS in the region, ensuring involvement of all relevant stakeholder units at Country Office, Regional Bureau and Headquarters as required;
    Engage with Country Office management and colleagues to support in identifying requirements and the operational design, budgeting, planning and deployment of technology solutions and systems to support SCOPE/DAS in their given contexts, particularly with respect to cash-based transfers;
    Consolidate, analyze and report on regional SCOPE/DAS operational information;
    Capture, document and analyze (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) CO business requirements for DAS and either identify workable existing solutions or escalate to Headquarters and follow up for potential consideration (e.g. change request);
    Test and analyze SCOPE/DAS solutions and document the match against business requirements for quality and accuracy;

    Through the appropriate channels, support the efforts of technical teams on outstanding operational issues and changes relevant for the region;
    Support COs to conduct appropriate IT assessments in order to assist management in making informed SCOPE/DAS-related operational decisions;
    Deploy as needed to COs to support on-ground testing, roll-out and/or operations of SCOPE/DAS as required;
    Identify learning needs and support capacity building initiatives for SCOPE/DAS and new related functionalities, aimed at building solid digital assistance expertise amongst cross-functional colleagues in the region;
    Where relevant, support the CO in extending their operational support to partners for the use of WFP’s SCOPE/DAS;
    Support the management of change brought about by the use of technology in CO/Programme processes;
    Perform any other duties as required.

    The position will be based in our Supply Chain Unit in Kenya CO based in Nairobi, Kenya. The internship will be for the period of 6 months during June to November 2021.
    Brief description of Supply Chain function within Kenya CO:
    Kenya programmes have witnessed a decline in delivery of food assistance over the years. Over the last six years, the volume of food received at the main point of entry which is Mombasa has decreased by 34 percent. This means a gradual reduction of large-scale in-kind delivery form of food in Kenya with a shift to cash-based transfer programmes, technical support and capacity building of the Kenya Government and different supply chain actors within the Food Systems spectrum.
    Within this context, there are newer frontiers for the Supply Chain function in the Kenya Country Strategic Plan  to leverage the supply chain expertise built in the last 20 years in Kenya and transform it into a programmatic value proposition within the Food Systems Strategy  to ensure that WFP plays a pivotal role in aiding the Government of and people of Kenya achieve Vision 2030 and Zero Hunger goals.
    One of the challenges in reducing the hunger gap in Kenya has been the inefficiencies in the food systems that lead to high food prices, insufficient market supply (particularly for fresh foods) and lower incomes for producers. Agricultural value chains tend to be unresponsive to farmers’ needs. Some of the reasons of supply inefficiencies that largely affect the food systems are:

    Limited storage
    Transport capacity
    Road accessibility and access especially in the rainy season
    Poor storage practices
    Weak quality practices

    There exist significant and potential opportunities for WFP Supply Chain to contribute towards reduction of the hunger gap in Kenya and strategically contribute to build resilience food systems.

    Duties and responsibilities
     Under the direct supervision of the Head of Supply Chain, the candidate will perform the following duties:

    Qualifications and experience

    Currently enrolled with in a graduate programme and have attended classes in the past 12 months, or a recent graduate from a graduate programme (within six months prior to the application to the internship programme). Preferred areas of study are Supply Chain Management, Economics, Agricultural Engineering, Engineering, Economics, Business Administration, Logistics
    Excellent command of English; Working knowledge of a second UN language would be an asset

    Mombasa is a beautiful coastal city of Kenya along the Indian Ocean. It is Kenya’s second largest city and has a large port and an international airport. It is classified as B duty station under the UN duty stations classification.
    Mombasa is one of the most popular tourist destinations in Kenya usually frequented by UN personnel for both work and holiday. The area’s security remains generally stable. In general, Mombasa records highs of 88°F (31°C) and lows of 80°F (26°C), representing a very small range. This explains why it is hot for most parts of the year. It would therefore be advisable to bring light clothing. There is adequate supply of housing at affordable prices and has a number of shopping malls.
    The area is also prone to tropical diseases such as Malaria, Dengue Fever. Staff are therefore advised to used mosquito repellents and sleep under treated mosquito nets.

    Job Purpose
    This is a leadership role that will head the Business Transformation Unit and will report to the Senior Deputy Country Director.     Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
    Act as a WFP bank agent for collecting  all finances/funds for the field office including petty cash and operational advances.
    Monitor the petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed as well as management of any operational advances to the field office.
    Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
    Assist in compiling information from various sources in order to prepare reports relating to budgets, accounting, finance and statistics.
    Monitor and record all expenses in line with the approved budget in order to ensure that correct expenditure costs are charged and payments to external suppliers invoices are processed in a timely manner.

    STANDARD MINIMUM QUALIFICATIONS
    Education: At least a Higher/Advanced Diploma in Administration, Finance, Management, Business and Commerce, Development, Security and law or any other related course.  A Bacholer’s Degree will be an added advantage.
    Experience: Five or more years of progressively responsible work experience in the relative business stream with experience in finance and general administrative work, preferably in an UN/NGO environment. Experience in dealing with security related matters will be an added advantage.
    Knowledge & Skills:

    Knowledge of specialised common business practices and methods, gained through relevant technical training and experience.
    Ability to develop and maintain relationships with a range of individuals in order to provide a high-quality support service.
    Ability to carry out basic data analysis and independently rectify problems requiring attention.
    Ability to monitor and record financial transactions.
    Good communication skills required to give and receive information and work with a variety of individuals.
    Ability to maintain confidentiality
    Good computer skills particularly Ms Office (Ms Excel and Word) and basic data analysis

    Language: Fluency in English & Kiswahili
