    STANDARD MINIMUM QUALIFICATIONS

    ORGANIZATIONAL CONTEXT
    The HR Policy & Compliance Branch (“HRMOP”) is a small specialized team that provides advice to WFP globally on the interpretation and application of HR policies. The team is specialized and technical in nature, and requires a combination of analytical, legal and policy drafting skills, and a legal understanding of the implications of policy changes on the regulatory framework.
    The P3 HR Policy Officer (“HRPO”) will report to the Chief of the HR Policy & Compliance Branch (“HRMOP”), and work under the overall guidance of the Director of HR.
    JOB PURPOSE
    The HRPO will provide advice and guidance to HR partners, staff and managers on the interpretation and application of WFP’s HR policy framework and the FAO Staff Regulations & Rules, on the basis of formal rules and guidelines, practice and precedents, rulings and opinions of the Legal Office. The HRPO will contribute to the design, development and formulation of HR policies and procedures in line with the objectives outlined in the HR strategy, UN General Assembly resolutions, decisions made by the International Civil Service Commission and in response to organizational changes and reforms. To inform the direction of the policy design and formulation phase, the HRPO will carry out research on best practices and conduct benchmarking with other UN organizations.

    At WFP, we are looking for a talented Human Resources Officer hired at a P3 level to join the Human Resources Policy and Compliance Branch in Rome, Italy. Under the guidance of the Chief, Human Resources Policy and Compliance Branch, and together with other Policy Branch colleagues you will:

    Draft WFP policies and procedures papers to support the organization’s goals and strategic plan while ensuring consistency with GA resolutions, ICSC decisions as well as other UN Common System group (CEB, HLCM, HR Network, etc.)

    The Architecture branch (TECA) is seeking a Business Transformation Officer with a passion and vision for building quality technology solutions to support WFP operations.     JOB PURPOSE
    WFP has joined a consortium of public and private institutions, known as the Farm to Market Alliance (FtMA), to help smallholder farmers unlock new opportunities. The Alliance works by supporting smallholder farmers to move from subsistence farming to market-oriented agriculture by connecting demand for their crops with commercial markets, improving their access to agricultural inputs and finance, and connecting them to post-harvest solutions, with the aim of boosting incomes and building long-term resilience.
    In Kenya, 70,000 farmers in 13 geographical areas are being linked to off-take markets with forward delivery contracts, offered improved input packages linked to crop insurance available on cash or credit by partnering financial institutions. FtMA works through a complex partnership structure in its four thematic pathways (access to markets, input, finance, post-harvest and technologies) with a growing field force; in addition to digitizing FtMA operations.
    STANDARD MINIMUM QUALIFICATIONS
    Education: University degree in one or more of the following disciplines: Agriculture, Agriculture economics or a field relevant to agricultural value chain management. An advanced degree in the relevant field is an added advantage. 
    Work Experience: At least eight (8) years of experience in agribusiness, either in private sector enterprises or in non-profit value chain related projects, with a strong exposure to private sector segment. A Master’s degree with 5 years relevant work experience at a decision-making level is acceptable.

    What will you do?

    Serve as service provision manager and coordinate all external logistics service provision activities including bilateral service provision and common services;
    Support WFP logistics external coordination activities and contribute to the definition and implementation of the CONOPS and other strategy documents prepared by the Cluster.
    Contribute with planning and monitoring of transport operations to ensure the timely and efficient delivery of supplies.
    Lead and ensure a transparent and agile communication channel with partners to increase the visibility of services and improve opportunities for syncing consignments.
    Lead the Logistics Cluster emergency preparedness initiatives and contribute to the development of risk analysis studies.
    Maintain an accurate control of services delivered and consistently monitor the performance of supply chain operations to ensure that appropriate internal controls are in place.
    Ensure supply chain operations are compliant with strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost-effectiveness.
    Spearhead the use of corporate order management systems and other information management systems.
    Contribute to consolidation and preparation of innovative logistics solutions, initiatives, and other food systems projects and operations design and planning.
    Contribute to in-depth market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve performance in WFP Logistics and Cluster Operations.
    Support WFP Logistics information management and provide technical advice on data analysis and reporting.
    Support the performance management function to design and implement performance and risk management projects.
    Coordinate logistics support activities ensuring WFP operations receive timely support including WFP Non-food item (Maintenance, Replenishment and Operations -MRO resources) and support the Logistics Unit with appropriate inventory management and forecasting of these resources.
    Plan, coordinate and supervise the work of various teams
    Act in an assigned emergency response capacity as required to meet emergency response needs.
    Perform other related duties as assigned.

    Minimum Qualifications:
    Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Business Management or First University degree with additional years of related work experience.
    Experience: At least three (3) years of postgraduate relevant professional experience in logistics, supply chain, and/or operations management. Experience in logistics project management, budgeting, cost-to-serve processes, data analysis is a plus.
    Language: Proficiency in oral and written communication in English is a must.
    Knowledge &Skills:

    Proven experience in commercial or humanitarian logistics;
    Knowledge and experience in logistics inter-agency coordination;
    Proficiency in using various information management systems, databases and tools;
    Demonstrable ability to deliver timely high-quality deliverables.
    Demonstrable ability to maintain logistics trackers with a high level of detail-orientation. Good analysis and reporting skills.
