    Duties and Responsibilities

    Develop and deploy IT systems aligned with business needs ensuring compliance with WFP IT policies, procedures and overall information management strategy.
    Participate in identifying business needs and propose well-researched ideas for new or improved systems and solutions.
    Write detailed technical specifications for incoming and existing applications ensuring traceability back to source requirements. Adopt technical documentations for them for quality, accuracy and comprehensive coverage of functionality.
    Install, configure and customize IT systems, integrate and migrate data between systems ensuring compliance with WFP’s IT standards, guidelines and procedures.
    Work with a Data Analyst to collate, analyze data and report on IT activities, investments; Identifying ideas to increase cost-efficiencies.
    Engage with business units to identify, design and implement business process automation tools using Office365, EasyVISTA or customized source code.
    Liaise with vendor technical teams and coordinate existing and new software developments by providing SDLC technical recommendations and guidelines that will ensure their quality or adherence to WFP corporate standards and tools; manage their reliability where hosted – Amazon AWS, MS Azure or other WFP approved hosting environments; assure vendor LTAs and SLAs.
    Execute and coordinate migration from Mobile Data collections and evaluation tool – ONA to WFP corporate solution – MODA; Migrate currently existing hosting environment and backup infrastructure to Azure.

    Minimum Qualifications
    Education:  Advanced university degree in Computer Science, IT or software engineering or First University degree with additional years of related work experience.
    Experience:  At least 4 years’ experience in IT Solutions development and Cloud infrastructure
    Language: Proficiency in oral and written communication in English is a must.
    Knowledge &Skills: 

    Advanced training and/or experience in software development, business analysis and client support.
    Has collated data and prepared reports on IT/TC investment and costs in order to facilitate decision-making by stakeholders.

    Duties and Responsibilities
    Under the direct supervision of the Transfer Management Team Leader and overall supervision of the Head of Programme, the Programme Officer will be responsible for the following duties:

    Ensure that mobile money transfers and related processes within Somalia Country Office are managed according to WFP corporate guidelines, standards and procedures;
    Contribute to the establishment and refinement of SOPs, internal controls and procedures related to mobile money transfers
    Offer adequate support to WFP Area offices and Cooperating Partners to ensure good quality registration data in SCOPE in line with mobile money transfer requirements.
    Strengthen the capacity of WFP and CP staff in implementing mobile money transfer programmes
    Contribute to new innovations for mobile money transfers (mobile money with biometrics, automation of transfers) in coordination with finance and SCOPE IT
    Coordinate with TMT Area offfice Focal points to receive Payment Advice Files for mobile money transfers and submitting these to the Supervisor
    Liaise with CP unit Focal Points and Finance teams to ensure funds for mobile money transfers are advanced to Financial service providers timely
    Coordinate with finance unit to ensure all PAFs are uploaded in the right formats according to the different FSP portal requirements
    Cross check all PAFs to avoid duplicate transfers
    Follow up with Finance unit to ensure transfers are released to the beneficiaries, and reports downoaded from the portal and shared with TMT Focal Points
    Coordinate with CP unit and Finance to ensure reconcilliation of all mobile money interventions
    Participate in coordination meetings with  mobile money Financial service providers to discuss and document best practices, challenges and way forward.

    Minimum Qualifications

    Education: University Degree in one or more of the following disciplines: Development Studies, International Affairs, Economics, Business administration, Social Sciences, or any other field relevant to International development Assistance
    Experience:At least one year’s experience in cash-based transfers programme implementation and monitoring
    Language:Fluency in both oral and written communication in English.

    Knowledge & Skills:    

    Knowledge and experience in delivery of cash-based interventions;
    Understanding of mobile money transfer programme in humanitarian/development contexts
    Ability and willingness of frequent travel and stay in the field (Somalia)

    Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
    Act as a WFP bank agent for collecting  all finances/funds for the field office including petty cash and operational advances.
    Monitor the petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed as well as management of any operational advances to the field office.
    Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
    Assist in compiling information from various sources in order to prepare reports relating to budgets, accounting, finance and statistics.

    Oversee the design and delivery of internal communications plans so staff understands and engages with WFP’s strategy and how they contribute to meeting WFP’s mission.
    Continuously monitor and evaluate unit performance in order to ensure results meet objectives, and to identify, recommend and oversee changes to improve the effectiveness of communications strategies.
    Lead and manage a team of Communications Officers, develop work plans, set objectives, monitor performance, and ensure appropriate development to enable high performance.
    Define performance indicators, and monitor and oversee accurate and timely reporting, ensuring a WFP wide view of communications activities that enable informed decision-making, evaluation of objectives, and consistency of information presented to stakeholders.
    Lead capacity building of WFP staff on all aspects of communication, ensuring appropriate training is delivered to staff, and providing advice up the senior management level in order to ensure consistent, quality communications that deliver the desired impact.
    Identify and build effective collaborations and partnerships internally and externally to align activities, and ensure a coherent approach to communications.
    Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

    Standard Minimun Qualifications
    Education: Advanced academic degree (Master’s or equivalent) in one or more of the following disciplines: Journalism, International Relations, Public Relations, Communications, or other relevant fields. 

    Experience: Minimum of 11 years of experience in communications, public information, international relations, public administration, or any other relevant field. 

    Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

    Terms and Conditions
