    OIGI currently has two investigation teams in Rome and Nairobi for which we are recruiting. Investigation support (Forensics, Policy and Quality Assurance, and an Intake Team) is provided from the Rome office.

    We are seeking to fill 1 Investigations Officer (P4) position in Rome, Italy at the Office of Inspections and Investigations in Headquarters (HQ) and 2 Investigations Officer (P4) positions Nairobi, Kenya. The positions will be reporting to the Chief Investigation Officer Rome or Nairobi.

    Frequent and often at short notice travel to WFP field operations, in over 80 countries, is required.

    JOB PURPOSE

    As an Investigation Officer, you will take part in internal reviews and assessments of received complains and allegations, efficiently plan and undertake complex investigations and prepare comprehensive reports. A large emphasis is placed on coordination of the work of investigative teams, development of policies and procedures, provision of advice on best practices with respect to investigations and guidance/training to other staff.

    Investigations matters include Fraud and Corruption, Abusive Conduct, Sexual Exploitation and Abuse and other policy violation of WFP staff and contracted partners and vendors.

    KEY ACCOUNTABILITIES (not all-inclusive)
     

    Efficiently coordinate and undertake office and field-based complex investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations.
    Coordinate preparation and/or prepare comprehensive reports and ad hoc briefs pertaining to complex investigations and based on analysis and findings, make solid recommendations for corrective actions, improved controls and efficiency of WFP operations.
    Monitor, support and coordinate the work of investigative teams to ensure that outputs meet the quality standards and are delivered according to the established schedules.
    Effectively manage the workflow of individual cases.
    Take part in internal review and assessment of received complains and allegations, and formulate comprehensive investigation plans for complex investigations.

    STANDARD MINIMUM QUALIFICATIONS
    Education:
    University degree in Criminology, Investigations, Law, Audit, Accounting or other related fields. Formal training and/or certification in various law enforcement methodologies/fraud examination or investigation.
    Experience:
    Eight years or more (of which three international) of relevant progressively responsible professional experience in planning, leading and executing complex criminal or administrative investigations.
    Knowledge & Skills:

    Demonstrated expertise in theories, concepts and approaches relevant to investigations and practical use of investigation techniques.
    Skills in coordination of multiple investigations and delivery of planned outputs.

    Under the direct supervision of the Head of Communications, MSD and working directly with the Head, UN Fleet the Communications, Marketing & Knowledge Management Consultant will have responsibilities as outlined below:

    JOB PURPOSE

     Support or manage procurement programs and operational activities, (e.g. issue tenders, evaluate offers, and negotiate/award contracts), following standard processes to contribute to successful procurement of food commodities and the related services.
     Track and analyze data to provide recommendations for process improvement.
     Collate data and contribute to the preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization
    Collate information and draft appropriate responses to recommendations to support auditing of food procurement activities and ensure conformity with compliance rules.
     Work in close collaboration with internal counterparts and external partners including suppliers, superintendents, companies, etc to align procurement activities with wider programs and ensure a coherent approach to meeting food assistance needs

    KEY ACCOUNTABILITIES ( CONTINUATION)

     Support training of WFP staff to take a strategic and proactive approach to the procurement of food commodities and services, for example designing and reviewing training materials.
     Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analyses and queries.
    Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed goods and services to affected areas at the onset of the crisis.
     Act in an assigned emergency response capacity as required to meet emergency food assistance needs. Support as alternate to Head of Unit in attendance and participation in monthly food planning meetings and the monthly Integrated Resource Management Meeting
    Support the Head of Unit with the preparation of the annual Regional Food Sourcing Plan.
    Support the Head of Unit as a focal point to mobilize Procurement colleagues from Country Offices and Headquarters to prepare a consolidated presentation for demand planning meetings.
