Urbanization across Somalia continues at a high rate, driven by population growth, migration, conflict and the impact of climate change. Urban centres are central places where basic social services such as water, health, education, public transport and roads are available. Additionally, they function as centres of local government, commerce, and sometimes light industry. The average annual urban population growth of Somalia is extremely high, around 4.1%. and Hargeisa, the capital city of Somaliland with roughly one million inhabitants, is among the urban centers with the highest growth rate. The port city of Berbera increasingly gets international attraction as it connects Somaliland with the prospering economic hubs of Ethiopia. Mogadishu, the capital city of Somalia, is the country’s sole urban agglomeration and has its owns specifics in the emerging federal system and numerous challenges to integrate internally displaced people which make of 25% of its population.
Against the backdrop of the specific political, social and economic environment in Somalia, urbanization continues to produce new sources of conflict over scarce resources such as water and urban land and the limited provision of basic services. This has given local and state authorities new challenges regarding integrated urban planning to “make cities and human settlements inclusive, safe, resilient and sustainable (SDG 11).
JPLG has been working closely with the Ministries of Public Work and has built local government capacity in integrated urban planning processes. Urban Regulatory Frameworks (URF) were adopted by the National Urban Planning Committee in Somaliland and by the government of the Puntland. Th implementation of URF was tested in collaboration with Gabiley, Odeweyne (Urban Master Plans) and Berbera Municipalities (Strategic Development Plan). The planning processes were aligned with the revised District Development Planning Framework and National Development Plans.
Given the high rate of urbanization and the associated challenges, JPLG in its new phase will develop specific interventions to address urbanization and its spatial challenges building upon the achievements made in Somaliland, Puntland and other parts of Somalia:Urban Profiles consists of an accelerated, action-oriented assessment of urban conditions, focusing on priority needs, capacity gaps, and existing institutional responses at local and national levels. The consultation typically results in a collective agreement on priorities and their development into proposed capacity-building and other projects that are all aimed at urban poverty reduction. This will feed in the district development framework.
Visioning and Strategic Urban Development Planning brings together high level decision makers from the public and private sector and representatives from civic society for the discussion on possible alternatives to manage urban growth, that is sensitive to specific needs of the overwhelmingly young urban population and marginalized groups against the background of reconciliation of the individual interests, technical opportunities and constraints, as well as political objectives. Strategies, programs and projects will be reflected in Spatial Strategic Development Plans.
Land Management and Administration Systems, such as by-laws, planning standards and guidelines, building permits processes etc., to guide and regulate urban development.Participatory urban planning methodologies will be applied during the strategic development phase that will promote the participation of a wide range of stakeholders, including vulnerable communities and those affected by displacement in an inclusive manner.
Work arrangements and assignments:
The consultant will work under the direct supervision of the Mogadishu based Human Settlement Officer (Urban Planner) and the overall supervision of the Head of Programmes of the Somalia Programme in close collaboration with the assigned National Programme Officers and the local JPLG teams – mainly in Hargeisa, Berbera and Mogadishu.
She/he will contribute to the implementation of urban planning activities in the thematic areas of Urban Development Planning and Durable Solutions in the Urban Planning by performing the following tasks:Provide planning and design inputs to ongoing planning initiatives, including visioning and citywide development strategies, extension plans and urban transformation plans with a spatial focus on Hargeisa, Berbera and Mogadishu;
Research on and collection of geo-data that can be used for urban and regional planning in the project locations;

Project Consultant, Africa
Job Description

BACKGROUND
Federal Ministry for Nature Conservation, Building and Nuclear Safety (BMUB), of the Federal Republic of Germany is supporting implementation of the project: “URBAN PATHWAYS: Supporting Low Carbon Plans for Urban Basic Services in the context of the New Urban Agenda.” Led by UN-Habitat, the project is being implemented by a consortium of partners that includes, the Wuppertal Institute of Climate, Energy and Environment and UNEP.
The Urban Pathways project will help delivering on the Paris Agreement and the NDCs in the context of the New Urban Agenda and the Sustainable Development Goals. It will establish a facility in close cooperation with other organisations and networks such as ICLEI and C40 active in this area to support national and local governments to develop action plans and concrete implementation measures to boost low-carbon urban development. This will build on UN-Habitat’s role as “a focal point on sustainable urbanization and human settlements including in the implementation and follow-up and review of the New Urban Agenda” (reference: Art .171 of NUA). The overall outcomes of the project include national action plans and local implementation concepts in key emerging economies with a high mitigation potential (India, Brazil, Kenya and Viet Nam). The plans will include an assessment of the political, technological, socio-economic and financial viability. The local implementation concepts will be developed into bankable projects, focusing on the access to urban basic services to create a direct link between climate change mitigation and sustainable development goals. This process will then be replicated regionally with policy development and implementation support and advice on stakeholder engagement and financing mechanisms.
The project will achieve its outcomes through the following outputs (work packages):Inform (WP1): The first level of engagement will aim to reach a large number of local and national policy makers, practitioners, stakeholders and NGOs to raise awareness of the mitigation potential of urban energy efficiency, mobility and waste management strategies and show how an integrated approach to urban development can deliver on the New Urban Agenda, the Paris Agreement and the Sustainable Development Goals.
Inspire (WP2): This Work Package will actively train local and national policy makers, practitioners, stakeholders and NGOs and involve them in a structured capacity building program on the mitigation potential of sustainable urban basic services measures.
Initiate (WP3): Building on the “Inform” and “Inspire” work packages, WP3 will facilitate the preparation of policy proposals based on the NUA as well as commitments under the Paris Agreement and Agenda 2030. This WP will also establish twinning partnerships between cities.
Implement (WP4): This Work Package will focus on developing feasibility studies and implementation plans for at-least four pilot cities. The aim is to ensure that bankable and implementation-ready projects – demonstrating alignment with the NUA, respective country NDCs and the SDGs – are developed in the pilot cities.RESPONSIBILITIES

BACKGROUND
Making Cities Sustainable and Resilient is a joint Action (hereafter ‘the project’) between the European Commission DEVCO, UN-Habitat and UNISDR that aims to improve the understanding of, and capacity to, address disaster risks at the local level and build resilience, including in crisis-prone cities, to support national and local disaster risk reduction (DRR) and Climate Change Adaptation (CCA) strategies.
The project contributes directly to achieving Sustainable Development Goal 11 ‘Make cities inclusive, safe, resilient and sustainable’, specifically targets 11.5 and 11.b, and builds on the achievements of the Hyogo Framework for Action – Building the Resilience of Nations 2005-2015, and paves the way toward the implementation of the Sendai Framework for DRR 2015-2013 at the local level, and the recently adopted New Urban Agenda.
The project is an intervention of 36 months and covers five result areas with the two respective implementing partners (UNISDR and UN-Habitat):Result 1 {UNISDR}: Increased commitments to build local-level resilience
Result 2 {UNISDR}: Local Resilience and investments measured
Result 3 {UN-HABITAT}: Key issues and challenges identified in linking early interventions in crisis-prone cities to long-term sustainable development inputs
Result 4 {UNISDR}: Capacity is built in cities and local governments to develop and implement integrated local climate and disaster resilience action plans
Result 5 {UN-HABITAT}: Crisis-prone cities have enhanced capacity to develop and implement plans to increase their resiliency.UN-Habitat focuses on building local capacities in crisis-prone cities and supporting humanitarian partners, while UNISDR addresses resilience in locations that are highly exposed and have institutional capacity gaps, such as LDCs.
Justification / Mandate of the Joint Mid-Term Evaluation
This joint mid-term evaluation of the ‘Making Cities Sustainable and Resilient’ project is mandated by the donor, the European Commission (EU DEVCO). UNISDR traditionally undertakes evaluation of EU funded projects through the intervention of internal staff with expertise in evaluating programmes and who are not involved in the implementation of the project and similar for UN-Habitat. It is also in-line with the UN-Habitat Evaluation Policy (2013) and the Revised UN-Habitat Evaluation Framework (2016).
Purpose and Objectives of the Evaluation
The joint mid-term evaluation is to provide the donor and implementing partners with an independent appraisal of the performance of the project ‘Making Cities Sustainable and Resilient’ so far and based on the agreement, log frame, activities and budget. The mid-term will identify key lessons and propose practical recommendations for follow-up during the remaining period of the project and for a possible phase 2 of the project, or components of the project.
The mid-term evaluation report will provide input for final end-of-project evaluation to be conducted at the end of the project in early 2019 as well as the EC DEVCO funded ‘Making Cities Sustainable and Resilient’ Action final report to be submitted at the end of the first phase in Q2/2019.
The overall objective of the joint mid-term evaluation is to make an independent assessment of the performance of the project. The specific objectives for undertaking the mid-term evaluation of the project are:Assess implementation progress made in activities towards achieving the planned Results (Annex Project Agreement Document);
Assess the continued relevance, effectiveness and impact of the project in supporting local governments/ cities in building resilience and engagement of stakeholder groups in implementing actions;
Recommend strategic, programmatic and management considerations for implementing the remaining part of the project, with particular emphasis on programming approaches for a Phase 2.Approach of the Evaluation
The joint mid-term evaluation shall be independent and carried out in line with the evaluation norms and standards of the United Nations system. A variety of methodologies will be applied to collect information during the mid-term evaluation. These include review of documents relevant to the project, interviews (with relevant project staff at UN-Habitat and UNISDR, key informant interviews and consultations with partners and stakeholders, and focus group discussions, surveys and if feasible field visits).
The joint mid-term evaluation will be conducted over the period of eight weeks spread over four months, including the desk review, from April 2018 to July 2018.
RESPONSIBILITIESThe joint mid-term evaluation will be conducted by one consultant. The evaluator is responsible for meeting professional and ethical standards in planning and conducting the mid-term evaluation, and producing the expected deliverables.The consultant has overall responsibility for producing the deliverables according to the quality standards of UN-Habitat and UNISDR for evaluation reports.Among the deliverables expected, there will be:Inception Report with Evaluation Work plan;
Evaluation Reports Drafts;
