    Responsibilities

    Project development

    Assist with project development and feasibility analysis of a range of UN-Habitat projects.
    Support due diligence and bankability assessment of projects within the CIF pipeline in tandem with implementing partners external to UN-Habitat.
    Assist in the identification and incorporation of ESG and SDG-oriented analysis and decision support methodologies within the CIF.
    Assist with developing a database and analysis of relevant investors and financiers who can support these CIF projects.

    Sustainable Finance and Impact Investment.

    Liaise with current and potential partners in the areas of commercial and private investment, and developing project pipelines.
    Support the development of partnership agreements, memorandums of understanding, work plans, and other relevant materials for CIF relationships with partners as required.
    Contribute to developing and operationalizing CIF’s strategy, roadmap and business model.
    Assist with developing a database and analysis of relevant donors, investors and financiers who can support the work of UN-Habitat and CIF.

    Marketing and Communication.

    Assist in designing and implementing the overall marketing strategy for CIF.
    Draft, format, edit and post original web site content/news stories/ social media content, including graphics, photographs, and video.
    Conduct research on thematic issues.
    Assist with planning and producing marketing campaigns across CIF social media channels.
    Contribute to internal UN-Habitat publications.
    Prepare specific content and materials (documents, reports, strategies) designed for the public, working closely with external partners, in English.
    Prepare promotional presentations and distribute marketing materials.

    Responsibilities

    The position reports to the Chief of the Section
    Responsibilities
    Within delegated authority, the Programme Officer will be responsible for the following duties:

    Contributes to the implementation of the Section workplan and activities in the field of economy and finance.
    Develops the PFES portfolio, identifies and assesses normative tools requirements and develop high quality norms, tools and guidelines in the area of urban economy and finance; facilitates the integration of economy and finance and urban planning and design tools, in line with UN-Habitat ‘Planned Urbanization (three pronged) approach”.
    Participates in the development, implementation and evaluation urban and territorial planning projects and programmes as assigned;, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    Performs consulting assignments, in collaboration with the client, by planning facilitating workshops and assisting in developing the action plan the client will use to manage the change. Designs and conduct a variety of urban and regional assessments (municipal finance assessments, revenue and expenditure analysis, spatial economic analysis, and productivity assessments, assessment of financial implication of urban planning and other tools) and develops related recommendations (on municipal revenue enhancement, on local economic development, on urban project financing options, etc).
    Researches, analyzes and presents information gathered from diverse sources.
    Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
    Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
    Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Develops high quality concept notes and guidance materials in consultation with clients;
    Assesses UN-Habitat capacity for the delivery of urban economy and finance support to cities and national governments and develops capacity development content for internal use; ensure quality control of the organization’s norms and guidance on urban planning and finance and ensures quality control of technical cooperation outputs and activities as requested;
    Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.in the filed of urban planning and finance.
    Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
    Participates in or lead field missions, in close collaboration with UN-Habitat’s regional and country offices and by informing the Resident Coordinator’s office, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
    Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
    Performs other duties as required.

    Education

    An advanced university degree (Master’s or Doctorate degree, or equivalent) in [specify fields] or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of five years of progressively responsible experience in economic development, finance, and demonstrated experience in working with governments and in developing countries is required.
    Previous working experience in the areas of urban economic development and municipal finance is desirable.
    Experience in programme management and within the UN system is desirable.

    Urban Law and Governance Consultant

    Duties and Responsibilities
    In the light of the context described, UN-Habitat is seeking a part-time urban law and governance consultant to support the several country projects focusing on strengthening urban legal frameworks. The consultant will be responsible for producing normative outputs in this area by providing ongoing support and input to country legal projects in Comoros, Oman, Malawi, Namibia, and Zimbabwe, and the Democratic Republic of the Congo (DRC).
    Under the direct supervision of the Legal Specialist, Policy, Legislation and Governance Section and overall supervision of the Chief of the Policy, Legislation and Governance Section, the Consultant will have the following responsibilities:

    Conduct legal and governance review and analyses on UN-Habitat thematic issues such as related to urban planning and design, housing, land and property rights (HLP), and environment and climate action. Legal and governance frameworks will be reviewed to assess their effectiveness in supporting urban processes specifically in the areas of resilient and low carbon urban development and access to adequate housing.
    Draft project reports based on UN-Habitat template detailing project achievements, as well as bottlenecks and lessons learnt that will assist with project rating and evaluation.
    Undertake reviews of projects and documents to strengthen legislation and governance dimensions(3).
    Support the drafting of the capacity development training packages for Oman and DRC.

    Qualifications/special skills

    Academic Qualifications: A first-level university degree with 2 years of experience is required.
    Minimum 2 years of experience in the legal field is required, preferably dealing with urban law, urban planning, environmental and climate change law and urban governance.
    Experience in conducting legal and governance research from various sources and the ability to interpret frameworks, develop and present recommendations clearly and concisely is desirable.
    Previous experience working with the United Nations will be an added advantage.

    Languages
