    Duties and Responsibilities
    BACKGROUND

    The consultant will work under the direct supervision of the manager of the Planning Finance and Economy Section within the planning for Humanitarian and Development Programme. She/he will contribute to the implementation of Humanitarian and Development practice projects specifically related to the 3 programmes (Cities Alliance, EUTF, UPIMC) in Kenya, Egypt, Cameroon and Jordan. The consultant will perform the following responsibilities: Part time:
    Update GIS baseline data of assigned projects through regular monitoring and assessments, gathered by partners;
    Undertake satellite imagery analysis if areas are inaccessible during operations to re-take the city;
    Prepare and draw GIS work needed for additional projects;
    Prepare spatial analysis and thematic mapping of individual districts within GIS environment;
    Share the projects spatial data and mappings with staff, when required;
    Carry out any GIS relevant needs within the projects;
    Carry out required data entry process and initiating the templates needed within the GIS environment; and
    Produce a compiled report on the GIS data collected and analyzed

    Qualifications/special skills
    Academic Qualification:

    Bachelors Degree in Cartography, Geography, Geographic Information Systems (GIS) and/or related field of studies is required.

    Work Experience:

    A minimum of two years professional experience in geographic information system integration including IPB (Intelligence Preparation of the Battlefield), geographic/terrain analysis, image processing, mapping, GPS, geo-spatial related information technology, ArcGIS (ArcInfo, ArcEditor, ArcView and its extensions), ERDAS Imagine (preferred) is a requirement.
    Knowledge of geographic information system design and development, geodatabase design and management, software programming languages and web technology is desirable.

    ORGANIZATION BACKGROUND

    UN- Habitat established the Data and Analytics Unit (formerly known as Global Urban Observatory (GUO)) unit under the Knowledge and Innovation branch of UN-Habitat as a specialized statistical unit in charge of global monitoring of the Habitat Agenda and other agendas with an urban linkage. DAU has more than 20 years’ experience in the collection, analysis and production of urban data at the world level and in specific cities. In line with UN-Habitat’s mandate, DAU is working to a) Improve the capacity of countries and cities to access relevant information, setting global standards in the design analysis and collection of urban data, and supports the translation of data/information into policy formulation; b) Guide methodological developments of the urban related indicators and targets used by the international development community to monitor global progress towards implementation of the NUA and the urban SDGs; c) Improve worldwide urban knowledge base by supporting governments, local authorities and civil societies in the development and application of policy-oriented urban indicators, statistics and other urban information.
    As part of efforts to support member States in producing reliable, accurate and timely data and information for monitoring and reporting on the 2030 Agenda and the Sustainable Development Goals (SDGs), United Nations Human Settlements Programme (UN-Habitat), through its units – Global Land Tool Network (GLTN) and the Data and Analytics Unit (DAU), and in collaboration with the United Nations Economic Commission for Africa (UNECA) and the Food and Agriculture Organization of the United Nations (FAO), launched in July 2021, the project Disaggregated Land Indicators for Policies and Actions that Leave No One Behind in Africa. The main objective of the project is to strengthen the capacity of selected African member States – Zambia, Senegal, Uganda, Morocco, and the Democratic Republic of the Congo (DRC) – to produce and use up-to-date, reliable, accurate and gender-disaggregated data on land governance and tenure security for evidence-based policy decisions that leave no one behind, while reporting on the SDG land-related indicators at the national, regional and global levels. The project is funded through the 13th tranche of the Development Account of the United Nations Department of Economic and Social Affairs (UNDESA) and will be implemented between 20021 and 2024..
    Reporting Line
    The consultant will report to the Head of the Data and Analytics Unit and/or his designate in close collaboration with the colleagues from the Global Land Tool Network (GLTN) and ECA.

    Responsibilities

    Within the delegated authority and under the supervision of Head of the Data and Analytics Unit and/or his designate, the consultant will be responsible for the following duties:
    Coordinate all project activities and set timeframes, with comprehensive project documentation, plans and reports are maintained;
    Provide timely input and feedback on the project deliverables and progress reports in consultation with the project’s lead, the national consultant and make amendments and suggestions as necessary;
    Facilitate capacity building activities including submission of reports on the methodological and dissemination workshops to be organized in participating countries and cities.

    Qualifications/special skills

    The Expert to be recruited must have a minimum of fifteen (7) years of experience in housing and habitat policies in Africa and developing countries in general, proven knowledge in terms of housing finance, urbanization processes, urban governance, and sustainable development in general is required.

    In the light of the context described, UN-Habitat is seeking an Instructional Designer with e-learning expertise, who can bring the pedagogical perspective and transform the law and climate change script into an effective e-learning product. The consultant will be responsible for producing instructional design models for the e-learning course on law and climate change and incorporate the different styles of e-Learning based on the courses’ content, learning goals, style, and pace, that are learner-centred and user-friendly.
    Under the direct supervision of the Legal Specialist, Policy, Legislation and Governance Section as well as the Associate Programme Management Officer, Capacity Development and Training Unit and overall supervision of the Chief of the Policy, Legislation and Governance Section, the Consultant will have the following responsibilities:
    Develop the existing script for the Urban Law and Climate Change online course into a fully-fledged and pedagogically sound e-learning script, ready for implementation in Articulate Rise and UN-Habitat Learn, with detailed structure and content descriptions of the various parts/modules. Individual modules may include text, images, interactive functionality, and videos.
    Create guidance for graphics for the full script, to be delivered to a graphic designer.
    Procure images and liaise with a graphic designer to produce graphics for the Introduction module of the online course.
    Configure in Articulate Rise the full script of the online course.
    The online course will be produced in close collaboration with two teams: the Policy, Legislation and Governance section, and the Capacity Development and Training Unit.
    The approval for payments to the consultancy shall be based solely on satisfactory delivery of the outputs specified in the ultimate result of service.

    Qualifications/special skills

    Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in the fields of urban planning, instructional design, or related field is required.

    Duties and Responsibility

    The consultant will be hired under UN-Habitat’s terms of contract and under the overall guidance and supervision of the Chief of Communication and the Head of Advocacy and Campaigns. UN-Habitat shall provide the necessary support to the consultant in order to execute the assignment during the duration of the consultancy. These will include travel arrangements, access to relevant documents and contacts of key people relevant to the execution of this assignment.

    Specific duties and responsibilities for this consultancy include:

    Get familiar with relevant materials pertaining the thematic scope of the assignment
    Formulation and implementation of corporate editorial polices, objectives and guidelines that follow UN style guidelines
    Carry out more extensive editing where required, including rewriting, abridging and restructuring texts for greater readability, better logical sequence and conformity with United Nations standards, policy and practice.
    Capacity building within UN-Habitat by providing advice on improving quality and style of major written outputs and communication materials to ensure effective internal and external communication
    Consult with author departments and carry out research to clarify ambiguities and rectify errors.
    Provide authors or others submitting documentation with information on specific aspects of editorial policy and practice and assisting them in the preparation of manuscripts
    Develop and manage editorial workflow to effectively and efficiently manage the content and deadlines
    Drafting and editing of reports, speeches, OpEds, statements and book forewords.
    Observe the established terminology and usage; and ensure consistency
    Train junior or short-term editors and revises their work
    Act as a report-writer at United Nations meetings held in Nairobi and elsewhere.

    Qualifications/special skills

    An Advanced-level degree from a university or institution of equivalent status is required.
    Candidates for this consultancy must have passed the relevant United Nations Competitive Examination for Editors or the relevant combined United Nations Competitive Examination for Translators/Précis-writers, Editors and Verbatim Reporters; this requirement will be waived for candidates who passed one of the relevant United Nations competitive examinations held before 2017 for Translators/Précis-Writers or Verbatim Reporters, subject to an assessment test to be conducted by the hiring manager as part of the Inspira selection process.
    A minimum of seven years of progressively responsible work experience in translation, précis-writing, editing, self-revision, verbatim reporting, copy preparing, proofreading or production editing, is required.
    Experience editing within the United Nations or another international organization is required.
    Experience in the use of standard computer-assisted-translation (CAT) tools is required.
    Report-writing experience is desirable

    Languages

    English and French are the working knowledge of the United Nations Secretariat. For the consultancy advertised, fluency in oral and written English is required. Knowledge of another UN language is an advantage.

    DUTIES AND RESPONSIBILITIES
    The consultant will be responsible for the following tasks:

    Work with UPIMC Programme Management Team (UN-Habitat HQ) and UPIMC Cameroon Project Team
    Work with UPIMC Coordinator in Cameroon align UPIMC team activities and outputs in Cameroon with programme standards
    Consolidate and share an organized database to get thematic maps
    Remain abreast of migration-related projects and programming in Cameroon, participating in UN Migration Network;
    Participation in meetings with Esri to ensure the viability of the partnership and the technical feasibility of the GIS portal following the standards
    Provide technical advice and analysis to UPIMC Cameroon Project team in the preparation of multi-sectoral spatial profiles providing a city/neighbourhood-wide overview and multi-scalar assessment of displaced communities
    Desk review and socio-economic data collection
    Preparation of the collection and compilation of information and data related to spatialization, including mapping of infrastructure and geolocated data.
    Cartography of information data for the development and projection of community and social infrastructure
    Contribute to urban analyses with the teams and propose urban orientations and actions
    Create maps linked to the scenarios part and develop statistic models for the identified future urban trends
    Produce a data catalogue and analysis report on the data produced with the GIS to assist in the decision support process
    Identification of suitable pilot areas within the supported cities with all relevant stakeholders and priorities agreed in line with Sustainable Development Goals
    Development of strategic spatial recommendations and localized priority areas
    Utilization of mapping tools to refine local priorities with key stakeholders
    Carry out preparation and facilitation of trainings, events, exchanges for local authorities and other stakeholders
    Coordinate engagement of local authorities
    Capacity Building Sessions with local authorities
    Work with UN-Habitat HQ to roll out of Data management systems, knowledge, and lessons learnt reports

    Qualifications/special skills

    Advanced university degree (master’s degree or equivalent) in cartography, geography, geographic information systems (GIS) and/or urban planning with a GIS-related field of study is required.
    A first-level university degree in combination with (4) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    At least 2 years of relevant work experience in the field of urban development and planning (and/or related fields) is required;
    Working knowledge and understanding of the Sustainable Development Goals (and their monitoring/evaluation) and of the New Urban Agenda is desirable;
    Direct proven experience of urban infrastructure development projects/processes is considered an asset;
    Understanding of and experience from managing urban data is an asset;
    Facilitating, designing and managing capacity building processes is an asset;

    Languages

    Fluency in English and French, written and verbal, is required. Knowledge of any other language of the Programme is an asset.
