    Analyze donor income data to perform donor intelligence analysis and provide actionable insights to the Donor Relations team.
    Develop data management and document generation efficiency tools to streamline internal processes and increase productivity.

    UN-Habitat, United Nations Human Settlements Programme, is the agency for human settlements in the United Nations system. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of improving the quality of life for all.
    As part of its work, UN-Habitat seeks to promote sustainable and resilient cities and towns through provision of urban basic services infrastructure by providing technical support on integrated development at national, regional, and local levels of government as one of its priorities. Data, Technology, and Innovation have been recognized as major components influencing the development of current and future urban mobility systems with a view to improve their access, comfort, safety, sustainability or efficiency.
    UN-Habitat is implementing the EC funded SOLUTIONSplus project that supports the implementation of electric mobility in different cities through capacity building but also technical support for implementation. The project encompasses city level demonstrations to test different types of innovative and integrated e-mobility solutions, complemented by a comprehensive toolbox, capacity development and replication activities. Demonstration actions will be launched in Hanoi (Vietnam), Pasig (Philippines), Lalitpur/Kathmandu (Nepal), Kigali (Rwanda), Dar es Salaam (Tanzania), Quito (Ecuador), Montevideo (Uruguay), Madrid (Spain), Nanjing (China) and Hamburg (Germany).
    UN-Habitat furthermore collaborates in the Stimulating road Transport Research in Europe and around the Globe for sustainable Mobility (STREnGth_M) project with aims to contribute significantly to the planning of research and innovation in Europe by identifying future research needs in the field of road transport, by updating and supporting the coordination of strategic research agendas and roadmaps in the field and by facilitating continuous exchange between road transport research related Horizon Europe partnerships and platforms.
    UN-Habitat is also working on an European Commission funded project titled “Smart Energy Solutions for Africa” (SESA), which aims to provide innovative energy access technologies and business models in nine African countries that are easily replicable and generate local opportunities for economic development and social cohesion. This will be achieved through sustainable energy solutions that consider the potential for climate adaptation and mitigation tailored to the African social, economic and environmental contexts. The position is expected to support capacity building and start up incubation with a focus on Kenya (Kisumu and Homa Bay), which has been identified as the first Living Lab of the project.
    Supervision and Reporting
    The Consultant will work under the overall supervision of the Chief of the Urban Basic Services Section, reporting to the Team Lead (Urban Mobility).

    Duties and Responsibilities
    BACKGROUND

    The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and Resolution 56/206. Its activities contribute to the overall objective of the United Nations to reduce poverty and promote sustainable development within the context and the challenges of a rapidly urbanizing world.
    The overall aim of the assignment is to provide technical expertise on the successful implementation of the Participatory Slum Upgrading Programme (PSUP) in 79 African, Caribbean and Pacific countries and more than 160 cities, initiated by ACP Group of States and financed by the European Commission (EC). PSUP aims to triggering change to make a real difference in the lives of slum dwellers in the African, Caribbean and Pacific (ACP) regions and contribute to the implementation of the Sustainable Development Goals, particularly SDG Target 11.1 as well as the implementation of the New Urban Agenda for inclusive and sustainable urbanization. PSUP seeks to tackle urban poverty through adaptive and pro-active measures and to enhance management of urbanization through assessment studies and strategic planning approaches for participatory and inclusive decision-making processes and up-scaled participatory slum upgrading.
    The PSUP is acknowledged for its approach aligned with the New Urban Agenda and the SDGs and tested in many ACP countries with many success stories, lessons to be learnt and opportunities for upscaling. In the past, globally often slum upgrading has been approached through a project-to-project basis and experience has shown that this approach is ineffective, because it rarely gained scale and/or replication. For making slum upgrading sustainable there is a current shift towards strategic and inclusive city-wide slum upgrading with pro-active measures which PSUP is implementing.

    APPROACH

    The Participatory Slum Upgrading Programme (PSUP) consists of six general programme criteria:

    Quality of the project design: the appropriateness of the suggested project objectives and underlying problems, the needs and priorities of the intended target groups and beneficiaries that the project is supposed to address and the adaptation to the physical and policy environment within it operates. This shall include the quality of the project preparation and design – the logic and completeness of the project planning process, and the internal logic and coherence of the project design.
    Achievement of the main objectives and effectiveness in the implementation of participatory slum upgrading projects: the assessment of expected results and impacts, including unintended ones, and then the comparison of intended and unintended consequences. The consequences shall be evaluated in relation to the overall goal and the objectives of the PSUP, and the respect countries’/cities’ objectives.
    Efficiency of the implementation to date: to what extent funding, human, financial resources, regulatory, and/or administrative resources contributed to, or hindered, the achievement of the objectives and results. This also includes the ownership of the national and local governments to contribute to the programme implementation in line with national priorities and budgets.
    Sustainability of the effects: an analysis of the extent to which the results and impact are being, or are likely to be maintained over time, considering the multiplier effect of the planned slum upgrading activities and the extent to which the projects identified in PSUP are being or are likely to be financed and implemented (based also on the developed resource mobilization strategy).
    Key cross-cutting areas of interventions: for example, land, environment, gender, human rights, housing, basic urban services, urban planning, legislation, livelihoods and local economic development, inclusive governance etc. are combined and are taken care off in the programme design which leads to a strong project with multiplier effects.
    Coordination, complementation and coherence: the degree that the proposed pilot projects are coherent with national priorities and current efforts of the key local and national partners, with donors and EU policies and Member States, with the UN Country Teams, UNDAF and Poverty Reduction Strategy Papers as well as UN-Habitat’s Country Programme Documents (if in place). This shall include an assessment of the positioning of UN-Habitat within the overall context of donors in the field of urban development.
    The PSUP programme has come to an end with the closure of EC funds. Nevertheless, some countries are still maintaining activities supported by their own contribution to the programme. It will also be necessary to support other countries to raise some funds and develop additional projects in continuation of the PSUP but in a more transformative approach in the framework of the SDGs, the NUA and the Global Action Plan.

    DUTIES AND RESPONSIBILITIES

    Under the guidance of the PSUP Programme Manager, below are the tasks of the consultant:

    Research and technical work:

    Contribute to the review and formulation of integrated thematic as well as process-oriented guides for up-scaled participatory slum upgrading, with attention to Senegal, Mali, Madagascar, Cameroun, R. Congo, and potentially Guinea Conakry and Niger;
    Document approaches on community managed funds into a tool for replication;
    Conduct research and baseline studies on land management and tenure security in slums upgrading and adapt case studies for other countries;
    Document success stories on land readjustment, community mobilization, multisector coordination on financing slum upgrading and urban regeneration globally;
    Support implementation of land related projects in participating countries;

    Slum upgrading activities implementation in Francophone Africa (Senegal, Mali, Madagascar, Cameroun, R. Congo, and potentially Guinea Conakry and Niger):

    Coordinate the implementation of slum upgrading activities and ensure timely delivery of all outputs until the end of the projects;
    Provide scaled technical work – revision of citywide strategy with land element integrated, slum upgrading and urban regeneration;
    Coordinate the implementation of the findings of the market studies
    Participate in missions to selected project countries, advise on designing, formulating and implementing up-scaling strategies at national and city levels;
    Contribute to the development of ToRs for multi-partner implementation frameworks aiming at having several partners engaged in the implementation of slump upgrading activities (national and local authorities, NGOs and CBOs, private sector -particularly local banks- academia and research and training institutions, international development partners and community structures);
    Contribute to technical work on citywide land management and tenure security as well as expertise to participatory land readjustment
    Resource mobilization efforts at country level – at least in 2 countries.
    Contribute to the reporting of the programme with focus on the selected countries, approaches and overall delivery of the programme

    Qualifications/special skills

    Advanced University degree in a field relevant to development and urban planning, public policy, social sciences, international development, political science, or similar is required.
    A Bachelor’s degree with additional 2 years of qualifying experience in Slum Upgrading maybe accepted in lieu of Advanced University degree.
    A minimum of 5 years of international experience providing technical support and guidance to governments, non-governmental organizations, civil society and countries in the area of land, housing and shelter, slum upgrading and urban regeneration is required.

    BACKGROUND

    The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially, economically, and environmentally sustainable cities, towns and other human settlements. It is the focal point for urbanization and human settlements matters within the UN system. As part of UN-Habitat’s efforts to provide technical support to countries worldwide for efficient monitoring and reporting on urban development agendas, the Data and Analytics Unit (DAU – formerly known as Global Urban Observatory (GUO) under the Knowledge and Innovation branch, is currently leading SDG 11 and the NUA monitoring at the global level. This task involves development of methodologies which are globally applicable and adaptable to the country level for urban data generation, their piloting, building the capacity of countries to use these methods and undertake continuous reporting on the urban related indicators, and supporting countries and cities to generate accurate and up to date data which is used for national and global reporting on the progress towards sustainable cities and human settlements.
    In line with UN-Habitat’s mandate, DAU is working to a) Improve the capacity of countries and cities to access relevant information, setting global standards in the design analysis and collection of urban data, and supports the translation of data/information into policy formulation; b) Guide methodological developments of the urban related indicators and targets used by the international development community to monitor global progress towards implementation of the NUA and the urban SDGs; c) Improve worldwide urban knowledge base by supporting governments, local authorities and civil societies in the development and application of policy-oriented urban indicators, statistics and other urban information. The consultant will be involved in the development of the SAI and support the technical discussions, research and analyses of the SAI, including developing the framework of the Index, refining the indicators, developing the methodology of calculating the Index, selection pilot cities, coordinating data collection, facilitating the testing of the draft SAI, drafting related reports, etc. The consultant will also be responsible for the coordination between the Data and Analytics Unit, the data experts and related internal UN-Habitat stakeholders and external donors and partners. In addition, the consultant will also organize SAI Events on WUF12,including event application, drafting session agenda, coordinating speakers and guests invitation and event implementation. The consultant will also support on organizing and producing reports of other relevant workshops, experts group meetings, technical exchange as well as communications and publicity events.

    RESPONSIBILITIES
    The Index development project consultant will work in the Knowledge and Innovation Branch, under the direct supervision of the Chief of the Data and Analytics Unit. She/he will be responsible for the following tasks:

    Implement 2023 workplan and draft the work plan for 2024 of the UMF – Shanghai Adapted Index and facilitate the implementation of the work plan according to the proposed timeline.
    Advice (Guide) the development of the draft UMF – Shanghai Adapted Index methodology, including conducting research and analyses on and for the Index, providing inputs to the technical discussions and assisting with the drafting of the technical documents.
    Work together with the data experts to collect data, process and test the UMF – Shanghai Adapted Index in selected pilot cities.
    Facilitate the technical exchange between the UN-Habitat team on UMF – Shanghai Adapted Index and the Chinese partners team.
    Coordinate the collaboration between the UN-Habitat team and other internal and external stakeholders, including UN-Habitat Regional Programme Division and the Chinese counterparts.
    Coordinate the research on the potential interlinked activities between UMF – Shanghai Adapted Index and Shanghai Award and SDG Cities Flagship Programme, etc.
    Organize SAI event on WCD 2023, and also other relevant workshops, expert group meetings, knowledge exchange, promotion and publicity events related to UMF – Shanghai Adapted Index.
    Contribute to the connection of the work of the Data and Analytics Unit with the timely implementation of the UMF- Shanghai Adapted Index.
    Jointing and contribution to drafting and finalizing the Research report
    Provide the support for UMF team based on the assignment of request of supervisor.

    Qualifications/special skills

    A master’s degree in urban studies, statistics, mathematics, demography, economics, actuarial sciences, environmental sciences, monitoring and evaluation, or any other closely related field is required.
    A minimum of 5 years of progressive work experience in data analytics, indices, development of methodologies for measurement frameworks, research on a broad range of urban and human settlements issues or any closely related area is required.
    Familiarity of the UN system, including experience working in international settings is desirable.
    Some level of knowledge of and experience working with the Sustainable Development Goals (SDGs) or the New Urban Agenda is highly desirable.
    Previous work experience in organizing technical workshops or publicity events is desirable
    Proven experience in working in teams, creativity, taking responsibility for project completion, delivering under tight deadlines is desirable.

    Languages

    For this consultancy, fluency in oral and written English is required. Fluency in Chinese Mandarin is highly desired. Although not a requirement, knowledge of any other UN language will be an advantage.

    The Global Land Tool Network (GLTN) is hosted within the Land, Housing and Shelter Section of UN-Habitat is mandated to develop, test, disseminate and support country-level implementation of pro-poor and gender responsive land tools and approaches. In the past years, the Land, Shelter and Housing Section and the Global Land Tool Network have been expanding their work in the Arab region and in conflict-affected contexts to advance housing, land and property rights of vulnerable groups, including women, displaced people and migrants. People living in fragile contexts encounter multiple obstacles in enjoying their land and housing rights: practical, legal, political, economic and cultural. Enchaining access to land and tenure security for vulnerable groups, including women, is crucial for poverty reduction, as well as for triggering broader social and economic development, and for the full realisation of human rights, peace and stability.
    UN-Habitat is delivering on its commitment to improve land tenure security and protect the right to adequate housing in Arab states and conflict-affected countries by implementing a set of related projects. The projects focus on supporting land-related research and partnership building, capacity development and awareness-raising, disseminating inclusive and gender responsive land tools, and implementing land-related interventions in selected countries and communities.
    This aim of this consultancy is to conduct research and deliver specific written technical outputs, such as website articles, impact stories, papers, policy briefs, concept notes, and project documents. Under the overall leadership of the Land, Shelter and Housing Section of UN-Habitat and the oversight of the Regional Office of the Arab States, the consultant will report to the Land Specialist of the Land, Shelter and Housing Section / ROAS.     RESPONSIBILITIES

    The responsibilities of the consultant include developing written documents including: website articles, impact stories, technical papers, policy briefs, concept notes, and project documents.
    The consultant will be responsible for editing into publishable quality documents written outputs prepared by others and to write papers on the basis of discussions and interviews done with colleagues and partners.
    The consultant will also be required to summarise long document into publishable policy briefs that highlight the key messages contained in long reports, and to conduct plagiarism checks on documents produced.

    Qualifications/special skills

    Advanced degree in one of the following fields is required: literature, history, law, philosophy, international development, urban planning, or related social sciences. First level degree with additional two years’ experiences maybe accepted in lieu of advanced degree. Possession of a relevant postgraduate qualification is desirable.

    Within delegated authority and working in close collaboration with other thematic area Consultants, the Data/GIS Consultant will be responsible for the following duties:
    Lead the design, development and implementation of an information management and GIS (IM/GIS) strategy for HAPSO/ABSG on Aba city structure/spatial plan project.
    Provide guidance for acquisition of the most recent satellite imageries to establish base map for the Aba city, standardize and clean geospatial datasets.
    Coordinate the development of standard reporting and analytical products to support data- driven decision making in emergencies. More precisely: design, develop and implement data collection tools and reporting mechanisms to gather and share relevant information;
    Develop Enterprise GIS for the preparation of structure/spatial plan Aba city system using FOSS4g Stack and administer the online platform with PostgreSQL/PostGIS
    Undertake comprehensive survey of existing LU/LC patterns and ascertain trends and direction of the growth within Aba City by conducting change detection with QGIS & R
    Transportation planner in carrying out traffic transport surveys (road, rail and water) including public parking facilities to identify existing bottlenecks and opportunities that may affect or influence future demand and plan linkages that can solve the existing traffic congestion within the study area.
    In close collaboration with urban economist undertake survey of socio-economic activities and facilities such as school, healthcare, employment opportunities and other related variables for the present and future. Survey existing housing stock and building development patterns, land value and property rating with a view to determining the use, characteristics and intensity of development.
    Examine the extent of implementation of the short, medium and long-term infrastructural proposals of any existing plans vis-a-vis existing pattern of growth and development of the study area and its environs. Identify existing major activity centers, industrial areas and location of new centers including business districts,
    Establish the database for areas that are prone to flooding and proffer solution to curbing this incidence and its consequences. Identify water bodies and natural habitat within study area for the purpose of protection, preservation and adequate containment, consider contiguous settlements of the study area and integrate them into city/region map and develop an inventory of unique, historical, cultural and scenic areas for the purpose of conservation.
    Train and mentor counterparts in the development and construction of maps, relational geo- databases, spatial analysis, annotation, digitizing and editing in the using QGIS. Preparation of data to be processed with the GIS, on utilization of GPS, GNSS and other GIS tools;

    In liaison with the Technical Adviser and other thematic experts, provide GIS support for preparation of proposals for phasing of the Structure Plan implementation, notably the following:

    Automated conversion of data, delineation of the project areas into basemaps at agreed scales for easy mapping, data collection and verification;
    Input data collected from field into geo-database and adapt tools to join together different datasets, including GIS datasets, and create new information or investigate patterns
    Production of corresponding land use, transportation and other thematic maps in line with proposals from Consultants; Conduct geospatial analysis on collected datasets; create maps, infographics, interactive graphical products and other cartographic products on a regular and ad-hoc basis; in response to consultants technical needs.
    Develop the tools for loading/transferring data, including GIS data, between different systems; design and maintain the structures necessary for data storage.
    Manipulate presentation of geographical information by creating programs to convert GIS information from one format to another.
    Any other tasks that have to do with Map production towards effective completion of the project

    Qualifications/special skills:

    Advanced university degree (Master’s degree or equivalent) in urban planning, geography, regional planning, architecture, cartography, GIS, information management, engineering, geometrics, computer or earth sciences, or any other related field is required. Post graduate courses in geographic information systems (GIS) is desirable. A bachelor’s degree with an additional two years of qualifying experience may be accepted in lieu of the master’s degree.
    At least 2 years experience at the national & international levels in GIS management, urban planning, informal settlement upgrade & land management, using different GIS tool is required.
