    Main duties

    Provide high-level technical expertise and credibility for the delivery of PAC services for adolescents in the focal county.
    Stay up to date with evidence and trends in the global sexual and reproductive health field, with emphasis in the latest clinical evidence regarding comprehensive abortion care, and use this knowledge and expertise to support delivery of the project.
    Together with team members oversee the development and quality assurance of – technical guidelines, protocols, informational materials and all other relevant resources required to support increased access to quality SRH services by adolescent girls.
    Serve as a technical lead in clinical quality assurance of sexual and reproductive health services, and provide guidance and support to the service providers.
    Assist the Coordinator in facilitating training across the program, reviewing curricula, tools, conducting field visits, addressing identified gaps and promoting systematic use of data to improve the quality of project’s approaches and interventions.
    Work with the lead mobilizer to strengthen capacity of local CHVs/YPPs and Community Based Organizations and private vendors to provide services for girls.
    Work closely with the project Monitoring and Evaluation (M&E) officer to systematically conduct data analysis at the program levels, producing data dashboards and learning briefs that can be used to inform interactive program design and implementation and to routinely share results with consortium partners and funders.
    Promote technical learning across the project, by hosting and facilitating innovative exchange sessions between participating providers.
    Ensure that the program, while driving innovation, promotes an approach that minimizes the risk of potential harm to girls and other stakeholders.
    To deliver evidence-informed interventions that achieve expected results while adopting a robust safeguarding approach across the program cycle.
    Collaborate with the program’s M&E team to ensure that system produces quality and timely data required to inform and improve delivery of results.
    Support the Project Coordinator to identify, monitor and manage any risks to the attainment of program results, particularly those related to quality service provision and safeguarding.
    Support fundraising and resource mobilization initiatives including generation of innovative ideas, provision of appropriate data and information needed to develop concepts and proposals.
    Represent the project in an appropriate stakeholder engagements and meetings at County level.

    Desirable Qualifications

    Minimum Qualification in Nursing/Clinical/Pharmacy/Public Health is preferred. Must be dully registered with requisite bodies.
    Technical expertise of 5 years in the field of quality of care, community health strategy in sexual and reproductive health and rights projects will be an added advantage.
    Experience of engagement with both public & private health sector and coordination.
    Ability to work and hold planning sessions with technical working groups and stakeholders at the County level.
    Strong experience in facilitating trainings and development of materials including VCAT, mentorship, support supervision tools and providing institutional support and technical assistance on issues related to ASRH service provision.
    Experience in RH/maternal newborn and child health programming including facility and community based health service improvement is essential. 
    Understanding of National policies on RH/MNCH issues and how to contribute to their development with political analysis skills, sensitivity, and diplomacy.
    Should possess excellent report writing and presentation skills.

    KMET is looking for a Policy and Advocacy Lead –to identify potential advocacy opportunities and support all our programs with policy and advocacy initiatives. The incumbent will develop and implement KMETs advocacy strategy, programs and campaigns to build commitment for and support an enabling environment for ASRHR service provision through inter-governmental and partner related processes.
    The role
    S/he will help to renew and increase political and financial commitments for SRHR in our priority counties and ensure the prioritization of SRHR in National, regional and international dialogues, agendas and policies. S/he will act as the focal point for the organizations policy and advocacy activities to advance SRHR and the work of KMET.
    Key Responsibilities

    Monitors and maps the political landscape and developments at National and County level and helps implement relevant coordinated support and mobilization activities together with the department.
    Undertakes research and documentation on SRHR violations and abuses with a view to lead evidence-based lobbying and advocacy and campaigns in different areas of SRHR protection and promotion.
    Provide technical and policy advisory support to the Management, national and county levels for reproductive, maternal, newborn and child health, primary health care and safeguarding in projects.
    Leads our Human Rights Based Approach advocacy projects and dialogue with national and county economic and human rights entities and instruments.
    Establishes networks and partnerships to make synergies among SRHR organizations (including regional human rights institutions, Civil Society Organizations and SRHR champions), for concerted SRHR lobbying and advocacy at the implementation level. This will be executed through regional online/physical lobbying and advocacy engagements, media advocacy, collaborative campaigns, experience learning, linking, and learning for young advocates.
    Build and nurture partnership with county and national level policy makers, regional economic blocs’ leadership, and strategic partners to drive KMET’s advocacy agenda.
    As part of the broader KMET advocacy team, the post holder will also contribute to various organizational tasks and processes needed to advance the legal and advocacy, capacity building and protection objectives of the organization in the area of SRHR and GBV.
    Document KMET’s advocacy successes and learning working closely with other advocacy experts and communications/media officers.
    Gather evidence to support the development of advocacy material, documents, and presentations.
    Collaborate with the communication team to develop and disseminate innovative advocacy materials targeting policymakers and other strategic audiences. Advocacy materials may include print, digital, and multi-media formats.

    Minimum Desired Qualification and experience

    Degree in law, international relations, public policy, communications and/or other related fields. Law Degree holders preferably with LSK practicing certificate.
    A minimum of 5 years of relevant professional experience, in legal, human rights, policy advocacy and/or communications area.
    Track record of developing advocacy and policy initiatives which yield results in areas of health and education development arena.
    Demonstrated success in planning and conducting advocacy activities to influence policies for the health of women, children and service provision.
    Proven ability to create and maintain effective working relationships with government officers, CSO partners, and international organizations at various levels.
    Demonstrated ability to communicate (orally and in writing) complex issues in a concise, compelling, and easily understandable manner.
    Experience in facilitating meetings and moderating complex discussions with a variety of stakeholders (including national leaders).

    KMET has maternal health related interventions in 17 of Kenya’s 47 Counties with the poorest maternal and newborn health indicators i.e. Migori, Kakamega, Siaya, Kisumu, Homa Bay, Garissa, Marsabit, Mandera, Taita Taveta, Nairobi, Wajir, Turkana, Isiolo, Lamu, Nakuru Counties. KMET in collaboration with Massachuset General Hospital (MGH), with the support from UK Department for International Development (DFID) are implementing the County Innovation Challenge Fund (CICF) working in partnership with the Ministry of Health – Kenya to roll out Every Second Matters for Mothers and Babies–Uterine Balloon Tamponade (ESM–UBT) a lifesaving innovation for managing uncontrolled Post-Partum Hemorrhage (PPH) in Garissa, Turkana, Bungoma and Kakamega. KMET will work closely with the Ministry of Health, UNICEF, PATH, JHPIEGO, LSTM and other likeminded stakeholders during the implementation of CICF activities.
    In order to meet the growing demand for Maternal Health innovations, we are hiring a suitable candidate with the following Qualifications a Project Officer:
    Job Purpose: The CICF Program officer will play a key role in providing technical support, coordination and supervision. This includes leading the coordination and implementation of project activities including UBT trainings/ refresher trainings, mentorship and supervision of trained providers and support in data collection and reporting at each county level, and joint facility review meetings to review program implementation, reflect on quality of data collected and ensure that data is being used by county health management teams/providers to support program decision. The position holder may also be called upon as and when necessary to represent KMET at MNH partner meetings at the National and County levels.
    General specifications applicable to the position;

    Roles and responsibilities
    Coordination of CICF activities as well trainings in collaboration with the MoH county teams
    Sensitize county health management teams and other stakeholders on ESM-UBT
    Map, enroll and facilitate training of both Public and Private Health providers on UBT use for uncontrolled Postpartum Hemorrhage (PPH).
    Conduct assessment and lead in developing suitable quality improvement plans for PPH management
    Monitor UBT facilities performance through analysis of various indicators for the UBT uptake.
    Liaise with the MoH to conduct supervision of providers as well as conducting On Job training to bring all UBT facilities online.
    Implement quality Assurance guidelines and provide support supervision to the facilities through individual facility quality improvement plans.
    Foster good relations by attending regional, national and county stakeholders meetings and portraying a good image of the organization.
    In liaison with Business Development Officer, map potential distribution points and create demand for UBT in the target counties.
    Ensure accurate and timely reporting on the project progress.
