    Serve as the primary liaison for CAH&N between the Ministry of Health and WHO.
    Provide technical support to the Ministry of Health and its technical departments in the development, review and implementation of child and adolescent health and nutrition policies and strategies, including capacity building and supervision.
    Support the adaptation of global and regional evidence-based policies, strategies and plans for child, adolescent health and nutrition to fit the context of the country, with a view to reducing risk, morbidity and mortality and improving health across the life course.

    Facilitate national counterparts in operational research related to child and adolescent health and nutrition;
    Work with other clusters in WHO in addition to other relevant international, regional and national counterparts to advocate for WHO’s work on child and adolescent health and nutrition;
    Participate in resource mobilization and contribute to proposal development and implementation of, but not limited to, child and adolescent health and nutrition.
    Compile periodical reports and provide relevant programmatic information for internal and external reporting purposes.
    To work with the Incident Management Team for COVID-19 and other outbreaks to ensure continuity of essential CAH and Nutrition services
    Perform any other work requested by the supervisors.

    Functional Skills and Knowledge (Describe skills and knowledge specific to the post):

    Sound knowledge of the principles, practice, methodology and techniques in public health, Nutrition, epidemiology, communicable disease surveillance and control.

    Experience:

    Essential: At least five (5) years of progressively responsible professional experience in the implementation, organization, and management of Public Health programmes in areas of CAH/N.
    Desirable: Experience in policy development and strategic planning, monitoring and evaluation in CAH & Nutrition; Relevant work experience with WHO and/or UN agencies, health cluster partners; experience working in relevant nongovernmental or humanitarian organizations

    Languages:

    Excellent knowledge of the English.

    Contract Type and Duration

    DESCRIPTION OF DUTIES
    Under the general supervision of the Operations Officer, the incumbent performs the following functions:
    Travel management

    Ensure that all travel itineraries are approved by the Operations Officer;

    Protocol

    Fleet management

    Coordinate and provides sound transport management service in WHO country office; 
    Assess the transport need and develops transport plan to ensure availability of transport for the planned activities of WHO country office;
    Monitor the movement of WHO vehicles in accordance with the rules and the regulation of WHO;
    Manage the inventory of WHO vehicles and ensures that the vehicles are road worthy;
    Act as focal point with external contractors for vehicle maintenance; evaluates the quality of maintenance conducted on WHO vehicles and provides technical advice when required;
    Ensure proper management of radio HF and VHF communication network- Follows up the process of annual inspection and insurance policy for all WCO vehicles;
    Assist in the production of reports, statistics, and/or information material when required.

    REQUIRED QUALIFICATIONS
    Education
    Essential: Completion of secondary education with training of general administrative practices with focus on Logistics, Procurement and Travel practices, theories and procedures.
    Desirable: Training in logistics, supplies/procurement and travel would be an asset. Working experience With WHO/UN and/or other INGO/Multi national organizations.
    Experience
    Essential: At least 8 years progressive working experience in administrative positions preferably with several years experience in the UN/INGO/Multi national organizations

    REMUNERATION
    WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2247 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

    Program Objectives and Immediate Strategic Objectives
    The overall objective of the Nutrition and Food Safety, including Diet and Obesity (NUT) programis to provide leadership and define actions to encourage the adoption, adaptation, implementation and monitoring at the national level of regional and global standards for universal access to regimes healthy and sustainable food for people of all ages in the WHO African Region through effective nutrition measures and services. 
    This Program enables Member States to formulate, implement and monitor policies, strategies, guidelines, multisectoral action plans and integrated and evidence-based programs aimed at preventing disease and promoting health. and well-being through access to highly effective interventions at all stages of life. These include the prevention of undernutrition, overweight or obesity, diet-related noncommunicable diseases and foodborne illnesses. In collaboration with the Antimicrobial Resistance (AMR) unit, the NUT program monitors antimicrobial resistance for food-borne bacteria by facilitating collaboration between the sectors of agriculture, animal health, human health and environment to address the food safety aspects of antimicrobial resistance. 
    This program promotes preparedness and response to disease outbreaks or food and nutrition-related health emergencies, including humanitarian crises. It also contributes to the generation and use of data for effective program management and service delivery to address all forms of malnutrition. It promotes effective monitoring, evaluation and implementation research for program strengthening and ensures the promotion of strategic partnerships and integration with other teams within the organization to improve the delivery of people-centered services and with global and regional partners to provide harmonized support to Member States in nutrition and food safety.

    The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

    Description Of Duties

    The incumbent will be required to perform all or part of the following duties:Manage WHO’s emergency preparedness and response program and team at national or subnational level.Participate in reviewing/developing legal frame works, policies and strategies to ensure integration of IHR and creation of a favorable legal and policy environment for disaster risk management, emergency preparedness and responseProvide technical guidance to the Ministry of Health(MoH) on the establishment/strengthening of capacity for emergency response including an Emergency Management System /Emergency Operation Centre (IMS/EOC) for multi-sectoral emergency management that includes staffing, defined roles/responsibilities and resources for key functional areas. Assess national capacities for emergency management, including preparedness, and support the development and implementation of a national Health Emergency Response Plan/National Action Plan for Health Security, including supporting mobilization of the needed resources for its implementation. Review the National Health Plan/National Health Emergency Response Plan as needed (when these already exist), take additional action, including the development of contingency plans for specific high priority risks. Mobilize and coordinate resources, oversee the operational and strategic planning of the health response plans, identify resource needs and funding gaps; encourage donors to fund the overall health sector response to affected populations. 5. Coordinate the development, implementation, monitoringand evaluation of strategies, operational and HR plans for the WCO’s emergency information management, Country preparedness and International Health Regulations (2005), risk assessments and Infectious hazard management related activities. 6. Coordinate the development, implementation, monitoring and evaluation and reporting on theEPR component of the WCO biennial workplan, and support resource mobilization to support its implementation.7. In cooperation with other levels of the response, validate the related information, communications, advocacy products and statements before release to internal and external partners as well as tothe public.8.     Required Qualifications

    JOB PURPOSE
    The Programme Policy Officer, School-Based Programmes (SBP) will support the rollout of the corporate school feeding strategy in the region and provide strategic guidance, policy/technical direction and operational support/oversight to country offices in service delivery and capacity-strengthening processes of school health and nutrition.
    STANDARD MINIMUM QUALIFICATIONS
    Education: Advanced University degree in International Affairs, Food Security, Public Health/Nutrition, Agriculture, Social Science or other fields relevant to International Development Assistance, or First University degree with additional years of related work experience and/or training/courses.

    Working in the Nutrition, HIV and School-Based Programmes team, under the direct supervision of the Regional Nutrition Advisor, the Programme Policy Officer, School-Based Programmes will be responsible for the following duties:

    Contribute to the formulation of WFP-wide policies/strategies on SBP and support the translation of the policy/strategies into regional and country-level practices.
    Engage in consultations and technical discussions to contribute to shaping WFP’s corporate SBP agenda taking into account regional and continental perspectives, initiatives and commitments.
    Support WFP’s strategic engagement with host governments to design, formulate and/or implement government-led or nationally owned school health and nutrition programmes.
    Provide technical advice and mobilize technical expertise to support Country Offices in the planning, formulation and implementation of school-based programmes.
    Advice and support the development of functional training in school health and nutrition to enhance the capacity of WFP staff and partners to design and deliver effective school health and nutrition programmes.
    Review WFP project documents and reports from country offices that relate to school meals.
    In close collaboration with the M& E and the Knowledge Management team, contribute to the operational research, outcome monitoring and evidence-building on issues relevant to school meals, ensuring documentation of the same in relevant information products for both internal and external use.
    Support the COs in resource mobilization efforts for school-based programmes by supporting cost-benefit analysis processes and articulating the need for school health and nutrition in the countries.
    Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives, and to strengthen information exchange and operational linkages between WFP (HQ/RB/CO), UN Agencies, the Government and other partners.
    Enhance WFP’s leadership status in fora relating to school-based programmes through direct participation, information products, or other materials.

    Job Description/Requirements
    Background
    Kenya, like the rest of the world, recognizes the serious threat that the on-going COVID-19 outbreak poses. The continued spread of the virus poses a burden to an already weakened health system in Kenya, characterized by inadequate health personnel, inequity in the distribution of health facilities, inadequate budgetary allocation, inadequate equipment & commodities and a high burden of disease.
    The country has now recorded COVID-19 cases in all 47 Counties. Readiness to respond to COVID-19 pandemic requires health facilities to not only have adequate health infrastructure including critical care beds with functional ventilators and oxygen, but also adequate supply of medical commodities including personal protective equipment (PPE), Infection prevention materials and appropriate drugs. Availability and implementation of COVID sensitive screening and referral systems is critical, as is human resource who are trained, knowledgeable and motivated to respond to COVID-19.
    It is therefore imperative to understand the level of readiness of health facilities in terms of actual availability of medical supplies, infrastructure and equipment, support systems as well as availability of health workers in adequate numbers and skills. This will aid in adequate planning to ensure that health facilities have the necessary resources to respond to the pandemic at any one time.
    WHO has developed international technical guidance available for countries to support them to conduct health systems preparedness and performance monitoring during the COVID-19 pandemic. The Ministry of Health is currently using this suite of tools to regularly collect selected information from high level facilities and facilities designated as COVID-19 isolation centres as well as selected primary care facilities. The information collected will supplement the routine data on COVID-19 and related services to help in assessing overall preparedness in response and mitigation during the COVID-19 pandemic.
    The data for this assessment will be collected electronically using KOBO Collect platform into which the research assistants will enter data as they interview the respondents by telephone.
    Roles and responsibilities of the Consultancy
    The consultant will work closely with the MoH-Kenya and WHO to customize Covid-19 facility assessment tools on the KoboCollect platform and support data collection during this assessment. More specifically, the consultant will be responsible for:

    Questionnaire customization and programming in KOBOCollect including skip logic, validation, data pre-loading etc.
    Creation of personalized user accounts for security and accountability.
    Data storage, security, backups and disaster recovery.
    Training for both enumerators and Supervisors.
    Real-time reports to facilitate remote supervision and monitoring.
    Regular data cleaning and CSV data download.
    Full-time dedicated data management and technical support during data collection.

    Key Deliverables

    Customized Assessment tools in KoboCollect.
    Training Manual developed.
    Technical documentation of the KoboCollect data collection tools.

    Qualifications and Experience

    Bachelors, Masters or Higher degree in computer science, information systems, public health preferred, with specialized skills in programming/software development;
    Experience working with KoboCollect Toolbox or ODK.
    Minimum seven (7) years’ experience in health information systems and demonstrated problem-solving capability in undertaking similar tasks.
    Minimum two (2) years’ experience in developing electronic data collection tool using KoboCollect or ODK.
    Understanding of the health information systems at Ministry of Health;
    Experience working with the Ministries of health, WHO or any other international organization in similar or higher capacity will be an added advantage

    Background
    The Technical Assistance (TA) Support for the project from WHO to the Ministry of Health (MoH), Kenya will be based on and follow the procedural framework for such support from World Health Organization (WHO).
    Clinical Guidelines (CG) are important for cost-effective case management and rational use of medicines and other Health Products and Technologies (HPT). To keep pace with ever changing technology and new evidence and developments in case management, CG are supposed to be reviewed and updated at least every two (2) years.
    The Kenyan editions of CG Vol. 1-3 were last updated in 2011 and therefore are now obsolete.
    With the recent introduction of Universal Health Coverage (UHC) in Kenya, it will be prudent to review and update all tools necessary for guiding health care service delivery such as the CG, Kenya Essential Medicines List (KEML), Kenya Essential Diagnostic List (KEDL), Guidelines for establishing and operationalizing Medicines and Therapeutics Committees (MTC) amongst others. The structures for reviewing and implementing the tools mentioned above will have to be fully operationalized.
    In undertaking both the tools review & updates and structural systems strengthening, MoH will continue to partner with all the relevant stakeholders, including WHO.
    Objective
    The objective of the initiative/project will be to review and update the CG Vol.1-3 of 2009 and to develop new editions by June 2021.
    Scope of Work and expected outputs
    Scope of work
    Under MOH direct supervision and leadership, the consultant will work with the teams on the following areas:

    Liaise with the designated focal person(s) from the Ministry of Health, the National Medicines and Therapeutics Committee (NMTC) and the Technical Working Group (TWG) in the review process;
    Coordinate the teams and specialists in developing the three volumes of the Clinical guidelines;
    Collect, review and analyze all the necessary documents and materials for the review process;
    Analyze and advise on the international and national level approach for review and update process for CG;
    Carry out sufficient stakeholder consultative processes to obtain feedback and inputs for the review process;
    Organize/Participate in internal and external meetings for the validation of the process and the drafts;
    Develop a draft for each of the milestone of the process accomplished;
    Prepare a detailed report for the review process indicating lessons learnt, challenges and recommendations for future reviews.

    Academic and Experience Requirements:

     Knowledge of design, structure and requirements of an evidence based clinical guidelines
    Knowledge of the Kenya Health System and service delivery structures including levels of care and financing mechanisms

    Desirable: Working experience in development of related guidelines for the Ministry of Health, WHO, other UN agencies or other recognized national and international organizations.

    Duration of the Work

    Purpose of the Position
    World Health Organization plans to recruit a Programme Assistant as part of the surge capacity for Outbreak Preparedness. The incumbent shall provide administrative and programme support to the immunization programme and work as a member of the WHO Kenya Country Support Unit (CSU) under the supervision of the Operations Officer.
    Objectives of the Program
    To eradicate poliomyelitis and reduce morbidity and mortality from other vaccine preventable diseases (VPDs) by providing support to immunization against these diseases and through other interventions where possible with major emphasis on polio eradication.
    Duties and responsibilities
    As part of the immunization and WCO team, the incumbent will perform a variety of administrative, coordinating and monitoring services to support the immunization programme. The duties and responsibilities in line with rules and regulations and established procedures of the Organization will include the following:

    Make administrative arrangements for immunization activities including preparation of various committal documents related to procurement of goods and services, arrangements of duty travel in accordance with the approved programme budget;
    Make arrangements for duty travel of staff including processing Travel Requests and handling travel plans;
    Inform and remind responsible staff of follow-up dates and deadlines for response or specific action, supplying supporting material as appropriate to ensure that correspondences and queries are responded to in a timely manner;
    Make administrative arrangements for immunization activities including preparation of various committal documents related to procurement of goods and services, arrangements of duty travel in accordance with the approved programme budget;
    Provide administrative and secretarial support to organize and run meetings/workshops/seminars i.e. make administrative preparations, including organization of practical local arrangements, advance transport of documents/equipment, hotel reservations, type list of participants, process travel requests, prepare/dispatch letters of invitation, print documents, photocopy and prepare files, prepare identification badges and the necessary documents for WHO security. Take notes at meetings, draft reports and other documentation;
    Initiate, verify and process financial transactions and payments for WCO related to staff and non-staff costs, purchase orders, local purchases, etc., based on authorizations with the aim to ensure accuracy of financial data, adequacy of supporting documents and maintenance of proper accounting records;
    Follow-up on financial and budgetary issues, including payments to ensure they are paid on time and are within time prescribed rates;
    Compile background material for planning, monitoring and evaluation (including mini-review) exercises. Maintain and update the filing of technical documents and correspondence. Create background reference material as appropriate; access and retrieve relevant material;
    Ensure that all relevant activity documents are prepared, validated and submitted to Finance in a timely, accurate and proactive manner to enable timely processing of participants’ allowances or other entitlements;
    Arrange for office transport for WHO staff including during duty travel;
    Participate in the organization of team and departmental meetings;
    Brief colleagues on general office administrative process. Assist/replace administrative staff in the team and perform other related duties as required;
    Carry out any other related tasks as may be assigned by the Supervisor or any other delegated authority.

    REQUIRED QUALIFICATIONS
    Education
    Essential: Completion of secondary school education or equivalent complemented by secretarial, commercial or administrative training.
    Experience
    Essential: Office experience, preferably including some experience in an international organization, and knowledge of its procedures and practices as related to the work:
    At least 5 years of relevant practical experience of the above.
    Use of language skills
    Essential: Expert knowledge of English or French with intermediate knowledge of the other language are required. Intermediate knowledge of another UN language would be an asset.
