    The objective of the contract is to support the Government of Kenya in developing an updated IVM strategy and incorporation of the insecticide resistance management and monitoring plan to adequately guide planning and implementation of a comprehensive vector control program in line with the GVCR, 2017-2030.
    Scope of the work

    Brief the WR and the relevant staff and discuss the activity and program of work
    Virtually/onsite Meet the relevant MOH staff and brief them on the program and agree on how and where to obtain the required information. The designated MOH staff will provide the required information and documents to the consultant.
    Carry out desk assessment of the current national vector borne diseases strategic plans and the status of implementation, the existing Integrated vector management strategy and Insecticide resistance Management Plan, Annual Reports, Country Reviews and Evaluation Reports of the National Malaria Control work plans and other pertinent documents.
    Carry out desk assessment on the importance of other vector-borne diseases (OVBDs) including arbovirus epidemics and their burden, and the strategy to control them, including larval source management
    Assess the insecticide resistance profiles of disease vectors and available resistance management strategies, gaps and opportunities for mitigation of resistance
    Conduct onsite/virtual stakeholders meeting (DNMP, Entomology Working Group, Experts and key leaders in vector borne diseases control) to consult with the relevant staff in the MOH and other stakeholders and partners to get additional information on the current situation of malaria control, and the risk and control/prevention of OVBDs including arboviral epidemics.
    Assess the role of partners and stakeholders in malaria and OVBDs control/prevention, and identify the gaps, strengths and opportunities
    Assess how insecticides used for vector control are managed including availability of protocols on how to safely store, transport, handle, use and dispose their wastes (IRS insecticides)
    Consolidate the assessment information gathered in a desk review/assessment report and determine the way forward for a comprehensive vector control to address all important VBDs in the country.
    Consolidate the information gathered, review the existing IVM guidelines in view of the outcomes of the assessments and analysis of the overall VBDs situation and their control in the country
    Revise the existing guideline and produce an updated draft of a comprehensive IVM strategy for the control of all important VBDs in Kenya in line with the GVCR
    Facilitate a virtual stakeholders’ workshop to discuss on the outcomes/report of the desk assessment and consultations, and to review the draft IVM strategy, obtain inputs/comments. Key stakeholders include relevant MOH departments at National and County, other sector ministries (Education, Environment etc) and private entities involved in vector control.
    Share the draft IVM strategy with AFRO for inputs
    Revise the IVM strategy in line with the inputs and comments at the stakeholder workshop and from AFRO.
    Facilitate a 2nd onsite/virtual stakeholders’ workshop to review the revised draft IVM strategy and obtain further inputs/comments.
    Incorporate inputs and address comments, and finalize the draft IVM strategy
    Brief the national authorities and the WR and submit the final draft IVM strategy
    Prepare and submit short mission report to AFRO together with the final draft IVM strategy by 30 June 2022.

    Deliverables

    Outline clear tasks and deliverables, to be carried out in the framework of the background described above.
    These need to be time-bound and specific.
    Final draft IVM strategy incorporating an IRM plan and aligned with the GVCR 2017-2030 for vector borne diseases prevention and control in Kenya.

    PURPOSE OF THE POSITION
    In the context of the WHO’s Health Emergencies Programme and within the Emergency Preparedness Programme (EMP), the Technical Officer – Operational Readiness will serve as the principal focal point on operational readiness matters for the East and Southern African countries. The incumbent will ensure that at-risk and affected countries by health emergencies have an optimal level of readiness in regard to the key functions of the WHO incident management system and the priority interventions. The incumbent will work with the AFRO and HQ to develop and use tools for operational readiness assessment at country level (national and sub-national levels) and set up a monitoring system for countries’ readiness for emergencies based on the country risk profiles, with roadmaps to fill the gaps. Objectives can be summarized as follows: To work with Member states and to provide assistance at their request to ensure effective national oversight of allogeneic and xenogeneic transplantation activities. This would ensure accountability, traceability, and appropriate surveillance of adverse events (in particular transmission of infectious agents of xenogeneic origin); To increase access of citizens to safe and effective transplantation of cell, tissue and organ. Additionally, to ensure ethical and technical practices of the procurement of human material for transplantation to the follow-up of recipients and live donors; To promote international cooperation to encourage the global harmonization of technical and ethical practices in transplantation. This would include the prevention of the exploitation of the disadvantaged through transplant tourism and the sale of human material for transplantation. To encourage donation of human material for transplantation. The “Clinical Procedures” unit in the Department of Essential Health Technologies is responsible for promoting the appropriate effective and safe use of cell, tissue and organ transplantation. This includes the surveillance of risks particularly in xenotransplantation. This department is also responsible for ensuring efficacy, safety and equity in the provision of clinical procedures in surgery, anaesthetics, obstetrics and orthopaedics particularly at the district hospital level.
    Context
    Set up in 2016, the Emergency Preparedness and Response Cluster at WHO AFRO works with national governments in the African Region to strengthen their capacity to prevent, prepare for, detect, and respond to health emergencies. Since 2016, WHO AFRO has supported Member States on more than 200 public health emergency responses and has come to be recognized as the lead agency in implementing emergency response efforts among the United Nations Country Support Teams. The flagship projects will collectively improve the capacity of Member States to prepare, detect and respond to public health emergencies. They will build upon existing infrastructure to put in place a well-organized partner support system that augments national capacity when needed, incorporating lessons learned from COVID-19, Ebola and other health emergencies. Initially implemented in select countries, they will be scaled up regionally over five years.
    Task description
    Within the delegated authority and under the supervision of EPR Training Officer or his/her designated mandated representative(s), the UN Volunteer will: 1. Administer training needs assessments ; 2. Gauge skills shortages, and then address these through tailored training sessions ; 3. Ensure the effectiveness of instruction by monitoring performance post-training ; 4. In line with the EPR WHO/AFRO flagship projects, support countries to manage, plan and conduct the training activities outlined in the 3-Flagship Projects ; 5. Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work.     Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties:(1) Spearhead, lead and direct all aspects of sub-regional work in emergencies, in close collaboration with WHO senior management at Regional and Country levels, working in collaboration with the organization-wide WHE network for the development, implementation and oversight of policies, strategies, programmes of work, and annual work plans and their implementation and monitoring of results.
