    Purpose of consultancy
    To provide technical expertise on the paediatric HIV treatment and care area of work, as well as WHO leadership’s work for the Global Alliance for Ending AIDS in Children with WHO member states, WHO regional, HQ offices and units and other Alliance Partners at National, Regional and HQ levels.
    Deliverables: 
    Task 1:  To contribute to the WHO country engagement and provide technical guidance to the 12 partner countries participating in the 1st phase of the Global Alliance to end AIDS in Children. The consultant will:

    The purpose
    The EPR flagship initiatives aim to improve all Member States’ capacity to prepare, detect and respond rapidly during emergencies. This position will focus on PROSE interventions.
    PROSE will focus on preparedness: to ensure that all Member States have Resilient Health Systems (RHS) to prevent, predict, timely detect, and promptly and effectively respond to all public health emergencies (PHEs) due to all hazards
    The PROSE flagship will: support the member states to address gaps in IHR capacities and strengthen countries’ capacity to (1) anticipate risks, (2) plan for contingencies, and (3) prepare human and financial resources in response to known and novel threats and ensure that IHR core capacities are in place in the MEMBER States
    Summary Of Assigned Duties
    Under the coordination of the Regional Health Emergency Preparedness Programme of the WHO Regional Office for Africa (EMP/AFRO) and the direct supervision of the Risk Management and Country Preparedness Advisor based at the Emergency Hub based in Nairobi, Kenya, the consultant will perform the following tasks:

    Support the coordination of the PROSE initiatives and activities through participating in planning activities, organization, implementation of essential emergency preparedness interventions namely: (i) universal health coverage program review (UHPR), (ii) Strategic Tool for Assessing Risks (STAR); (iii) Joint External Evaluations of (IHR 2005), (iv) Monitoring and Evaluation of (IHR 2005) Framework (v) mapping of resources for health security, (vi), development of multi-hazard plans (vii) and strategic risk communication plans and community commitments, (viii) the one health initiatives and Scaling Up of National Action Plans for Health Security(NAPHS) including Annual Operational Plans for NAPHS.
    Provide WHO offices and Member States with useful technical guidance and information and new tools for the implementation of the IHR (2005) while (i) strengthening technical support to Member States in the planning and implementation of IHR 2005 core competencies, including at Points of Entry (POEs) and cross-border collaboration,
    To support the implementation and follow up of effective utilization of the allocated funds for the flagship initiative-PROSE.
    Carry out technical support missions and supervision, monitoring and evaluation of the interventional package under the PROSE flagship initiatives in the selected member states.

    Deliverables:

    1.1 Provide draft updated Terms of Reference for new phase, identifying new opportunities to enhance previous TORs (incl. eligibility criteria, individual vs organization, legal aspects) and coordinating and aligning with guidance provided by WHO LEG teams. 
    1.2 Review process and follow up with WHO LEG on a new TORs.

    Purpose of consultancy
    The consultant will coordinate testing activities to support the WHO Academy’s formative evaluation of its learning programmes, learning experience platform (LXP), and other products, including systems for learning design and quality improvement. 
    The consultant will use testing to inform decisions about the quality of the products and how to improve them to ensure the products will work as planned upon implementation. Testing is required before the Delivery phase of Academy’s learning design and quality improvement cycle; however, it may also occur during any phase in the cycle to help learning design and product development teams make data-driven decisions. 
    The consultant will design and plan a variety of testing activities, run testing with learners and other key stakeholders, and analyze the test data and report findings.
    Deliverables: 
    Deliverable 1: Design and Planning Specifications for Testing.
    Objective 1: Design and plan testing requirements to define inputs for testing WHO Academy products, including learning programmes and the learning experience platform (LXP), and the outputs expected from testing.

    Output 1.1: Determine the objective of the test and specify what is tested, who the test users are, how the test sessions are organized, what data are collected, and when and where the test is conducted.
    Output 1.2: Recruit and select users based on characteristics appropriate for the test.
    Output 1.3: Make test tasks that prescribe what users should try to achieve with the product, focus on specific features that will be tested, and provide a goal against which the users’ actions can be evaluated. 
    Output 1.4: Setup any equipment that will be used for testing such as screen-sharing applications for remote testing.

    Deliverable 2: Running the Test Sessions.
    Objective 2: Run the test sessions from start to completion, ensuring adherence of all required testing procedures whether tests are conducted remotely or in person, and whether tests are moderated or unmoderated.

    Output 2.1: Run through the checklist of activities required for test sessions specified in the test plan, including welcoming and instructing the users, observing them, listening in on their thoughts, prompting them, taking notes, asking post-task questions, and thanking users.
    Output 2.2: Run test sessions or train evaluators to run the sessions using the test session checklist.

    Deliverable 3: Analysis of Test Data.
    Objective 3: Analyze the test data and report the findings to ensure the test has a high impact on the continued development of the product.

    Outcome 3.1: Analyze the test data.
    Outcome 3.2: Assign evaluators to rate severity of usability problems.
    Outcome 3.3: Devise redesign proposals.
    Outcome 3.4: Report the test findings.

    The mission of WHO’s Emergencies Preparedness and Response program is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

    PURPOSE OF THE POSITION
    In the context of the WHO Health Emergencies Preparedness and Response (EPR), at the hub level, the Fleet Manager is responsible for the provision of a well-rounded Fleet Management Service that enables WHO to successfully implement a rapid, fully functional emergency operation. This includes providing the Organization with the tactical means to perform its mission in the best possible conditions, organizing all requirements for transporting staff, guests and visitors, managing vehicles, and setting up appropriate and responsive staff transport programs. The incumbent may be deployed to emergency operations when required.
    SUMMARY OF ASSIGNED DUTIES
    Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties:

    Coordinate and arrange all vehicle transport requirements daily for staff, visiting WHO managers and guests, ensuring timely delivery, and applying rental options when authorized.
     Improve the end-to-end lifecycle for the WHO vehicle fleet, from supporting specification definition through purchasing to the delivery, maintenance, fuel management, and disposal.
    Monitoring fleet KPIs and performance.
    Produce and disseminate reports and information related to fleet management in a timely manner, analyze stock data, forecast, and prepare orders for spare parts, tires, and materials required for the operations.
    Ensure that all vehicles are well maintained and monitor preventive maintenance schedules in collaboration with manufacturers.
    Prepare a Response Plan with a corresponding budget (the plan may include a vehicle disposal /replacement plan).
    Ensure that all vehicles (rental & owned) are properly registered and have a Third-Party Liability (TPL) insurance according to the WHO policy.
    In collaboration with the HR Unit, identify and contract drivers, mechanics, and other support staff required for the smooth running of the fleet and deliveries. Assign duties, manage, and supervise staff and non-staff within the unit.
    Ensuring that all WHO drivers (staff & rental) are qualified and fit to drive the vehicle they are assigned.
    Monitor and track to ensure that fleet data, such as maintenance and fuel data, is captured in the fleet management systems.
    Maintain information related to maintenance and vehicle specifications in TRACPOINT.
    Identify quality garages, fuel, and rental service providers, support the establishment of procurement contracts, establish quality control mechanisms, undertake performance reviews on a regular basis. Manage and ensure that maintenance has taken place and validate the invoices.
    Ensure proper documentation, filing, and compilation of the repairs and maintenance done when releasing a vehicle for use.
    Ensure deployment and installation of technical equipment linked to the WHO automotive Fleet (e.g., Teramar / Tracpoint System), etc.
    Ensure appropriate registration and licensing of the vehicle fleet.
    Develop and maintain a database of service providers, ensure excellence in the delivery of services, prepare assessment reports, and ensure timely renewal of contracts and insurance policies.
    Contribute to OSL SITREP with Fleet components, as required.
    Performs any other related duties as required by the supervisor.

    REQUIRED QUALIFICATIONS
    EDUCATIONAL QUALIFICATION
    Essential:

    A first university degree in transport, logistics operations management, mechanical engineering, or a related field from an accredited/recognized institution.

    Desirable

    Professional certification/qualification in fleet management and areas such as transport, distribution, and supply chain management. Degree or training in information management systems and their application to logistics, transport, or supply management and monitoring.

    EXPERIENCE
    Essential:

    At least five (5) years of related experience and exposure, at national and international levels, in fleet management in international organizations/ institutions and/or managing emergency logistics operations.

    Desirable

    Prior working experience with WHO, UN agencies, health-cluster partners, recognized humanitarian organizations, or an international non-governmental organization.
    Experience or knowledge of import/export and customs administration.
