    About the role
    The Programme Coordinator provides efficient coordinated delivery of the Kenya programme through the project managers in Nairobi, Mombasa, Nakuru and Kisumu and where possible through aligned research, influencing and policy development. This position will oversee the resources for effectively implementing the Kenya portfolio of work and for strategically aligning research with implementation to enable policy development which will strengthen the Kenya WASH sector
    Overall purpose
    A Programme Coordinator ensures the effective and efficient delivery of a WSUP country programme. The role provides operational leadership of country programme by ensuring planning and delivery of results and compliance. They will work effectively with the Country Programme Manager to support the overall strategic direction of the programme and with the Task Force to ensure projects and programmes are developed, managed, and delivered in a cost efficient and timely manner, in accordance with their project design. They will work closely with the Secretariat functions, particularly with regards to project design, monitoring and reporting, embedding research the learning.
    MAIN RESPONSIBILITIES AND TASKS
    Strategic Planning & Execution

    Work with the Country Manager (CM) to develop strategic direction and appropriate planning for the country programme which aligns well with those for the organisation globally and provide a strong basis for in-country achievement of business plan targets.
    In coordination with the CM build and maintain relationships with in-country service providers, government, national and international development partners, and private sector representatives and funders.
    Through awareness raising and by being a role model, create in the team of a culture of learning and reflection, building on both implementation and research.

    Country Coordination

    Lead in planning and delivery of WSUP’s national institutional programme activities in Kenya.
    Promote effective coordination and support to Project Managers (PMs) and the Sanitation Lead, to achieve highly integrated programme direction and delivery.
    Coordinating all project/programme budgets by ensuring timely preparation by the project leads and submission of finance projections and expenditure reports to funders.
    Pursue potential future funding opportunities in-country and globally in coordination with the CM and WSUP P&C team, especially in drafting of proposals and bids.
    Ensure learning is shared within country and with other WSUP country programmes.

     Country Programme Management Support

    Manage and support the Project Managers to execute project tasks and as delegated by the CM from time to time to directly execute specific tasks.
    Approve expenditures and requests as occasionally and formally delegated by the CM within his/her level of authority.
    Ensure contracts are issued to WSUP’s and donor standards /in-country /funder requirements and are managed effectively.
    Be the first point of reference for the Project Managers on procurement processes and ensure adherence to procurement procedures while keeping the CM appraised.
    Ensure and support the PMs and other colleagues in the updating of programme activity planning and scheduling. Keep the CM and Task Force regularly appraised and request supportive action on delivery of tasks in all locations.
    Work with the project leads to identify and mitigate project implementation risks.

    Progress Reporting

    Oversee and ensure PMs regularly review project plans and progress against funder commitments and projected milestones, and with the Project Leads recommend corrective action where required.
    Take responsibility for the provision of accurate Kenya programme activities quarterly and other funder reporting in coordination with the Programme Monitoring and Evaluation Officer and the PMs.

    Research and Policy influencing

    Work with the CM to develop and implement WSUP Kenya’s sector influence strategy.
    Ensure high-level and effective coordination between i) WSUP’s research work and ii)
    WSUP’s sector influencing/advocacy work in Kenya.
    Provide technical leadership in reviewing sector policy initiatives, policy documents, laws, guidelines and circulars.
    Coordinate capacity building initiatives to staff from key mandated institutions to effectively drive wider impact and influencing in Kenya.
    Provide Policy support across project technical areas to align research and evidence agenda to WSUP theory of change and sector influence.

    Overall purpose

    A Country Manager ensures effective management and efficient delivery of a WSUP country programme. They will work effectively with the Director of Programmes to support overall strategic development and to ensure effective operational delivery of the WSUP country programme. They will also work with various functions within the international secretariat including: Innovation and Consumer Needs (ICON) to strengthen project implementation, business development opportunities and innovation; Evaluation Research and Learning (ERL) to ensure WSUP maximises the understanding of its impact; Partnerships and Communications (P&C) to build a funding pipeline; and, People & Support to ensure the development and support of the Kenya staff.

    Main responsibilities & tasks
    Strategic direction and planning

     Work closely with the Director of Programmes and colleagues in both the international secretariat and the team in country.
     Provide strategic direction for the country programme which aligns with WSUP globally and contributes to achieving our strategic goals

    Project Management

     Take responsibility for the provision of accurate project management reporting by ensuring that efficient and adequate project management procedures and tools are in place to enable monitoring of projects and accurate reporting of progress to funders, international secretariat, Board and in-country staff

    Overall purpose
    WSUP’s Monitoring & Evaluation system aims to collect and analyse data on the outputs, outcomes and impacts of WSUP activities, with the following objectives:

    To support short-term operational and longer-term strategic decision-making by the different levels of WSUP’s management structure.
    To provide information to WSUP’s funders about the performance of specific projects and the overall programme.
    Responsible for tracking progress in access to urban water, sanitation and hygiene services in our focus countries, in ways that align with the information needs of our incountry partners, and that support and link to existing in-country tracking processes.
    To provide a basis for wider reporting to the WASH sector and the general public about WSUP’s performance, most notably via our website.
    To provide overall data management and ensure integrity of all data relating to WSUP project implementation, monitoring and reporting.
    To support critical learning and ongoing evaluation of WSUP projects, helping to ensure evidence-based programming.
    To inform wider learning about best-fit practice in urban WASH.
    The Monitoring & Evaluation (M&E) Officer will coordinate WSUP Kenya’s monitoring & evaluation processes and data management to create an accurate picture of WSUP Kenya’s outcomes and impact. You will ensure that data is collected and made available in a timely and accurate manner, as required by the Secretariat M&E function and other key internal stakeholders including the Country Manager and Global Programmes Team.

    Main responsibilities & tasks
    Development & coordination of WSUP’s M&E and reporting in Kenya

    Develop, deploy, and manage M&E systems for the WSUP Kenya programme, in consultation with Project Managers.
    Work closely with WSUP Kenya staff, partner organisations, local stakeholders andthe Monitoring, Evaluation, Research & Learning (MERL) Manager in WSUPSecretariat, to ensure timely and accurate  execution of all M&E requirements. This includes completion of quarterly reporting from WSUP Kenya to WSUP Secretariat, tracking of indirect beneficiaries and finance mobilised, completion of funder reports, and other non-quarterly requirements which may form part of WSUP’s standard M&E processes.
    Assess the impact of WSUP Kenya’s work on vulnerable groups and communities.

    Coordinate the collection of quantitative and qualitative information and data for funder reports and funding opportunities, in collaboration with colleagues in Kenya and the WSUP secretariat.

    Data collection and quality control

    Support the WSUP Kenya programme and relevant colleagues to prepare and deploy quantitative and qualitative tools for data collection.

    Coordinate procurement of external contractors or directly collect data.

    Communications lead

    Lead on communications within Kenya, identifying and developing opportunities to build WSUP’s profile within the WASH sector, with urban stakeholders and with funders and potential funders.

    About the role WSUP Kenya are seeking a Research & Policy Lead to coordinate WSUP’s sector influence and research activities in Kenya. The Research & Policy Lead will develop and implement WSUP Kenya’s sector influence strategy from 2016-2020, providing key support to the Country Programme Manager.
    In conjunction with WSUP’s Evaluation, Research and Learning (ERL) team based in London, the Research & Policy Lead will design and manage the organisation’s research-into-policy programme from 2016-2020.
