    Basic job summary:

    The Program Associate is the primary contact for executive program students and lecturers, ensuring exceptional support and contributing to program success. S/he will be responsible for diverse administrative tasks, marketing, and student engagement to ensure a positive student experience.

    Duties & Responsibilities:

    Provide proactive administrative support to postgraduate students and program participants throughout all stages of their learning experience.
    Schedule student defenses (concept notes, proposals, thesis) and take minutes during the defense sessions.
    Generate the school course timetable and circulate the timetable to lecturers and students.
    This will also involve making changes to the timetable during the modules where necessary.
    Facilitate the course evaluation process by generating the course evaluation, supervising the evaluation process, analyzing the data collected and providing a report of the analysis to the Post Graduate Academic Director.
    Coordinate the orientation process of new postgraduate students through course registration and uploading of learning materials in the e-learning platform.
    Establish, maintain, and use clear and effective means of communication with staff and students, i.e., email distribution lists, notice boards and web pages.
    Prepare induction events and prepare information packs for incoming students.
    Upload examination results to the Academic Management System within the required.
    Collaborate with the communication department to prepare marketing materials and actively participate in marketing initiatives through various platforms, such as social media and events.
    Ensure all program forms and information packs are up to date and readily available for use by students and staff.
    Create and maintain accurate student records in both paper and electronic formats.

    Minimum Academic Qualifications:

    A minimum of a bachelor’s degree in a business-related course from a reputable University that is recognized by the Academic Council of Strathmore University.

    JOB REQUIREMENTS

    The post holder will be required to have and to demonstrate evidence of the following qualifications, attributes, and skills:

    PhD degree in Data Science, Statistics, Applied Mathematics, Biometrics, Statistical genetics, or a related field from an accredited academic institution with seven years of relevant professional experience; or
    MSc. degree in the above or related fields with ten years of relevant professional experience in a high-output environment.
    A minimum of seven years of progressively responsible experience in data science, data analytics, applied mathematics, economic analysis, or related areas is required.
    Experience in research, data collection, and analysis of agricultural productivity data will be highly advantageous.

    DESIRABLE SKILLS:

    Data analysis: A strong analytical background and Proficiency in tools like R, STATA, and SPS for data analysis. Knowledge of SAS or Python and visualization tools (e.g. PowerBI, Looker, Tableau) is an added advantage.
    Design thinking skills: Proficiency in design thinking principles, with an ability to understand user needs, ideate creative solutions, and prototype user-centered data products and solutions.

    Request for Application (RFA): Post Drought Disaster Assessment for the (2021-2023) Episode

    Transformational Resilience Programming (TRP) is one of the components under the USAID SPP and it seeks to transform the resilience programming landscape of Kenya by supporting both levels of Government in development as well as implementation of Policies and strategies towards a more Competitive, Inclusive and Resilient Economy. It also seeks to promote transformative private sector-led investments that expand economic opportunities in vulnerable communities.

    Objectives Transformational Resilience Programming Component;

    Increased resilience investments: It will facilitate and operationalize strategic and transformational investments in an integrated resilience framework.
    Creation of local ownership and commitment to building regional resilience that enables sustainable and inclusive growth moving forward: It will support an inclusive, coherent, and locally owned resilience programming for multiple shocks and disasters, ensuring that stakeholders develop and own it at all levels, from national to sub-national and community levels.
    Institutionalized knowledge management and coordination platforms: It will support the development of a system for data collection, analysis, modeling, prediction, and feedback loops to inform locally-led decisions in building and strengthening resilience.
    Capacity building of institutions at national, sub-national, and community levels: It will support the necessary technical capacity and human and financial resources allocated to implement the new resilience programming framework.
    Finance mobilization: It will support the development and implementation of a strategy for mobilizing public and private sector financing.

    Funding Opportunity

    The purpose of the Sub-grant is to support the Government of Kenya (GoK) in conducting a post drought impact assessment for the 2021 -2023 drought episode. National Drought Management Authority (NDMA) will lead collaborative efforts with other stakeholders to undertake the impact assessment.

    Rationale

    Kenya has experienced an increase in frequency and intensity of drought episodes since independence. In 2021-2023, the country experienced the worst drought episode in four decades, with five consecutive failed rain seasons. At the peak of the drought, eight of the twenty-three counties where NDMA has established offices were in the drought ALARM phase and another thirteen were in ALERT phase. Moreover, 4.4 million people in the ASALs and a further 0.5 million people in the traditionally non-ASAL counties faced acute food insecurity and required immediate humanitarian assistance. Malnutrition rate among children aged below 5 years was about 970,000 while 142,000 pregnant and breastfeeding women required urgent life-saving treatment for malnutrition (SRA Report, 2023)
    In response to the ravaging drought, the Government of Kenya (National and Counties) and Non-State Agencies invested a huge amount of resources to save lives and livelihoods. As of March 2023, the Government had invested over KSh. 32 billion, and projections showed that another KSh. Forty-nine billion was required to cover the period March – October 2023. The long rains season (March-April-May) set in as projected by the Kenya Meteorological Department across most parts of the country marking the end of the prolonged 2021-2023 drought episode, triggering the need for a study to assess the impact of the drought episode as well as an estimation of resources required for drought recovery and resilience building in readiness for future drought episodes.
    Building on the foundations of the Kenya 2012 Post Disaster Needs Assessment (PDNA) this study will use a similar approach and methodology that combines two methodologies: the Damage, Loss and Needs Assessment (DaLa) methodology developed by the United Nations Economic Commission and the World Bank, and the Human Recovery Needs Assessment (HRNA) methodology developed by developed by the United Nations.
    The Government through the National Drought Management Authority (NDMA) is commissioning this assessment. The Authority is the government agency mandated by law to coordinate all matters relating to drought risk management in Kenya. The execution of the study will be a collaborative activity involving the Government, development partners and other non- state actors.

    Specific scopes of work include but not limited to:

    Desk study on various approaches to Post Drought Disaster Assessment.
    Conduct thorough economic valuation of various losses and damages associated with the 2021-2023 drought episode.
    Review reference documents and undertake initial analysis to understand the context of drought disasters in Kenya and highlighting the indicators of interest.
    Prepare stakeholder consultations tools (semi-structured interviews, discussion guides).
    Conduct stakeholder consultations guided by the approved consultation plan to collect reliable data/information and solicit stakeholder perspectives on Drought Disasters and climate change.
    Analyze the data/information collected.
    Prepare the draft Post Drought Disaster Assessment report.
    Organize and facilitate Stakeholders validation forums of the Post Drought Disaster Assessment report by stakeholders at various levels (National and County).
    Prepare the final Post Drought Disaster Assessment report incorporating comments from the validation forums for approval.
    Prepare a policy brief for submission to the Ministry of East African Community (EAC), the ASALs and Regional Development and the Council of Governors (CoG).
    Prepare a dissemination framework to various stakeholders.

    WHO CAN APPLY FOR A GRANT?

    All applicants must be able to demonstrate that they meet the following eligibility requirements.

    Should be officially licensed to do such business (Certificate of Incorporation/ Business Registration, Tax Compliance Certificate, Business permit, CR 12 Form, KRA PIN).
    USAID SPP anticipates that each of the awards will be carried out by an organization, a firm or consortium of firms. Ideally, the entity demonstrates the following experience and expertise.
    In-depth understanding of dryland areas in Kenya and the regional context, including economic, social, and climate-related aspects.
    In-depth understanding of the intergovernmental mode of government and public sector policy and planning in Kenya, specifically the policy and institutional set-up relating to ASALs development.
    Experience in conducting economic valuation of loss and damage associated with disasters/drought
    Human-centered design, design thinking, systems thinking or other innovative approaches
    Strong qualitative and quantitative analytical skills, including demonstrated understanding of the causal-effect methodology of research.
    Excellent analytical and people skills, including ability to collaborate with diverse stakeholders and to reconcile differing institutional perspectives and priorities.
    Experience in organizing and facilitating collaborative and inclusive review of complex multi-stakeholder consultation and planning mechanisms.
    Communication and editing skills to support preparation of papers, policy briefs and presentations using multimedia tools, posters, charts, web pages, etc.
    Relevant cross-cutting areas, including specifically gender, youth and social inclusion, Climate mitigation/adaptation,
    Experience in Private sector engagement in economic development, Financial and economic analysis.

    Duties & Responsibilities

    Program Development: Research and analyze emerging technologies to identify relevant topics for educational programs. Collaborate with subject matter experts to design and develop comprehensive curriculum for workshops, courses, and seminars. Continuously update and refine program content to ensure alignment with industry developments.
    Program Management: Coordinate and oversee the logistics of program execution, including scheduling, participant registration, and resource allocation. Manage communication with participants, instructors, and partners to ensure a seamless experience throughout the program. Monitor program progress, gather feedback, and make necessary adjustments to enhance program quality.
    Instructor Management: Source and manage a pool of experienced instructors and guest speakers. Provide support and guidance to instructors, ensuring they have the resources needed for successful program delivery. Conduct regular evaluations of instructors to maintain program excellence.
    Event Planning: Organize events such as hackathons, tech talks, webinars, panel discussions, and networking sessions to supplement educational programs. Coordinate event logistics, including venue selection, catering, marketing, and participant engagement.
    Partnership Development: Collaborate with industry partners, local businesses, and academic institutions to identify collaboration opportunities and potential sponsorships. Cultivate and maintain strong relationships with external stakeholders to enhance program visibility and reach.
    Marketing and Outreach: Develop marketing materials, including brochures, social media content, and newsletters collegially with the Public Relations team to promote education programs. Execute marketing strategies to attract a diverse audience of learners, from beginners to experienced professionals.
    Data and Reporting: Collect and analyze data related to program enrollment, participant feedback, and outcomes to inform program enhancements. Prepare regular reports for management that demonstrate program impact and effectiveness.

    Minimum Academic Qualifications

    Bachelor’s Degree in Education, Business and Information Technology, Information Systems, Computer Science or any other related field. Master’s degree is a plus.

    Experience

    Proven experience in program coordination, event planning, or education program management, preferably in the technology sector.

    Terms of Reference Consultancy for Post Drought Disaster Assessment for the (2021-2023) Episode

    The overall objective of the proposed study is to assess the impact of the 2021-2023 drought episode. The specific objectives are to:

    Assess the damages and losses resulting from the drought.
    Estimate the value of averted damages resulting from investments in both a) systems and capacity to forecast and manage drought and b) household drought resilience building.
    Estimate the post drought resource requirements for full recovery and reconstruction.

    Methodology

    Building on the foundations of the Kenya 2012 Post Disaster Needs Assessment (PDNA) this study will use a similar approach and methodology that combines two methodologies: the Damage, Loss and Needs Assessment (DaLa) methodology developed by the United Nations Economic Commission and the World Bank, and the Human Recovery Needs Assessment (HRNA) methodology developed by developed by the United Nations. The consultancy work shall be conducted through desk reviews, stakeholder consultations, key informant interviews, focus group discussions, administration of questionnaires and semi-structured interviews, purposive workshops/write-shops. Validation workshops will be organized to share preliminary findings with stakeholders for input. Application of these strategies will be documented, and activity reports filed outlining well-informed actionable recommendations. The methodology will be a consultative process involving stakeholders at both National and County levels. Economic valuation and analysis will be conducted to assess the losses, damages, and needs.
    The following sectors will be covered in the assessment: agriculture, livestock, fisheries, agroindustries, health, nutrition, education, energy, water & sanitation, tourism, forestry, wildlife, environment, gender and disaster risk reduction.

    Terms of reference
    The terms of reference for the consultant are to conduct the following tasks:

    Desk study on various approaches to Post Drought Disaster Assessment.
    Develop and administer questionnaires to collect primary data in 10 sampled drought affected Counties.
    Generate recommendations to recovery strategies and associated sectoral costs.
    Consultations with various stakeholders.
    Conduct thorough economic valuation of various losses and damages associated with the 2021-2023 drought episode.
    Draft Post 2021-2023 Drought Disaster Assessment report.
    Present the draft report to stakeholders for validation.
    Produce the final Post Drought Disaster Assessment report.
    Write a policy brief based on the key findings and recommendations.
    Prepare a dissemination framework to various stakeholders.

    Specific Tasks
    Prepare an inception report that elaborates:

    The consultant’s understanding of the terms of reference.
    A comprehensive methodology of delivering the work efficiently.
    Envisaged challenges and proposed mitigation measures.
    Proposed activity schedule with clearly defined milestones and budget.
    A proposed outline of the Post Drought Disaster Assessment report.
    Detailed design of facilitation and consultation protocol including the various levels.
    Detailed process planning including field movement plan.

    Draft the Post Drought Disaster Assessment report:

    Review reference documents and undertake initial analysis to understand the context of drought disasters in Kenya and highlighting the indicators of interest.
    Prepare stakeholder consultations tools (semi-structured interviews, discussion guides).
    Conduct stakeholder consultations guided by the approved consultation plan to collect reliable data/information and solicit stakeholder perspectives on Drought Disasters and climate change.
    Analyze the data/information collected.
    Prepare the draft Post Drought Disaster Assessment report.
    Organize Stakeholders validation forums.
    Facilitate the validation forums of the initial draft Post Drought Disaster Assessment report by stakeholders at various levels (National and County).
    Prepare the final Post Drought Disaster Assessment report incorporating comments from the validation forums for approval.
    Prepare a policy brief for submission to the Ministry of East African Community (EAC), the ASALs and Regional Development and the Council of Governors (CoG).

    Timeline

    The overall estimated timeframe for the implementation of the consultancy is 60 working days during January 2024, and be completed by April 2024. The Consultant will provide a detailed schedule and work plan during the inception process.

    Deliverables

    Inception report – due in two weeks after signing of the contract.
    Draft Post Drought Disaster Assessment report based on Secondary literature with clear gaps to be filled from primary – due in one month since the approval of the inception report.
    Draft Post Drought Disaster Assessment report for validation with gaps filled – due in two months after approval of the secondary information based draft report.
    Final Post Drought Disaster Assessment report – due in one month after validation.
    Policy Brief – due in two weeks after the acceptance of the PDDAR

    Qualifications of the Consultant
    The firm/institutions should have experienced experts on climate – related shocks and related fields. It must have professionals with the following set of qualifications/experiences:

    In-depth understanding of dryland areas in Kenya and in the regional context, including economic, social, and climate-related aspects.
    Lead expert – Natural Resource Economist.
    Competencies in key relevant technical areas e.g. rangeland management.
    Competencies pertaining to relevant cross-cutting areas, including specifically gender, youth, and social inclusion; private sector engagement in economic development; and other cross-cutting considerations.
    Demonstrate successful previous delivery of similar tasks in Kenya or comparable countries.
    Demonstrate capacity to conduct economic valuation of loss and damage associated with disasters/drought.
    Experience in facilitating collaborative and inclusive review of complex multi- stakeholder consultation and planning mechanisms.
    Strong qualitative and quantitative analytical skills, including demonstrated understanding of the causal-effect methodology of research.
    Excellent analytical and people skills, including ability to collaborate with diverse stakeholders and to reconcile differing institutional perspectives and priorities.

    Budget For Consultancy

    Costs for the consultancy shall be borne by USAID covering the time of the inception activities to submission of final outputs. The budget may be subject to revision midstream in case of unforeseen justifiable cost changes, but in any case, the cost increase should not exceed 25%.
