    ThinkWell seeks a qualified candidate to serve as the Finance and Administration Manager for the anticipated five-year (2022-2027) United States Agency for International Development (USAID)-funded Health Systems Strengthening (HSS) Activity. The HSS project will work in partnership with the Ministry of Health (MOH), counties, and non-state actors to strengthen health systems governance, partnerships and coordination, financing, and accountability systems for quality health service provision to underserved and vulnerable populations of Kenya.
    The Finance and Administration Manager is responsible for overseeing budgets, financial planning & management, and operational activities for the HSS project. The Finance and Administration Manager brings strong financial and administrative skills, as well as a comprehensive understanding of USAID/United States Government financial and contractual requirements. The Finance and Administration Manager also brings a strong understanding of local law and operating requirements in Kenya.

    What You’ll Do
    Financial Management

    Ensure statutory compliance with local laws and USAID rules and regulations and ThinkWell policies and procedures relating to finance and administration.
    Establish and maintain financial management and accounting control systems for program expenditures and support audits.
    Participate in ongoing analysis, forecasting and review of project pipelines report.
    Lead in the annual budget planning, periodical forecasting, modification and realignment as required
    Ensure accurate recording of all financial transactions in ThinkWell financial management system.
    Maintain effective timelines and quality control process for financial and operational deliverables and financial management processes
    Review and process the recording of accounting activities (vouchers, journal entries, cash receipts, allocations) in appropriate systems to ensure accurate reporting.
    In collaboration with the Chief of Party, prepare annual workplan budgets and provide ongoing management and monitoring throughout project implementation
    Develop and maintain a filing system for financial documents in readiness for audits or tax reporting purposes.
    Periodically assess the efficiency and effectiveness of finance and administration procedures in relation to the timely delivery of technical activities at an optimum cost.
    Support the COP in interpreting financial data for decision-making and effectively managing financial risks.
    Lead assessment of staff and subrecipients financial management capacity, ensure capacity strengthening on finance policies and regulations, as needed.
    • Lead efforts to close audit financial management findings in a timely way.
    Perform other financial management duties as required.
    Establish and maintain internal financial and reporting control procedures to ensure compliance with ThinkWell and USAID regulations.
    Advise and train employees on USAID contract and compliance topics, policies, and procedures.
    Provide timely financial reporting with detailed Budget vs. Actuals and by Component to Chief of Party (CoP)
    Prepare quarterly expenditure reports, and burn rate projections.
    Develop annual, quarterly and ad-hoc financial plans and reports for the project as requested by ThinkWell leadership and USAID.
    Prepare VAT reports and other reports as required

    Subaward and Vendor Management

    Lead preparation and oversight of procurement and subcontracts for the project, in accordance with USAID and ThinkWell requirements.
    Lead assessment of subrecipients financial management capacity.
    Strengthen the capacity of subawards on compliance and finance policies and regulations, as needed.
    Negotiate and manage subawards & consulting agreements.
    Exercise due diligence and management of partner relationships.
    Perform other contractual duties as required.

    REQUIREMENTS
    Your qualifications

    BA/BS and 8+ years of experience or graduate degree and 6+ years of experience;
    Extensive experience in program management and finance/budget management and financial reporting with USAID-funded projects in Kenya;
    Familiarity with US Government (USG) Federal Acquisition Regulations and USG contracting rules is a plus
    Knowledge of local law in taxation and local regulatory reporting procedures.
    Demonstrated skills and experience in financial management, accounting, USAID compliance, human resources management, local labor law, and contracts management;
    Technical savvy and strong computer skills, IT systems familiarity;

    ThinkWell Kenya is seeking to recruit a Senior Program Analyst.
    The Senior Program Analyst provides technical assistance, analytical and operational support. The Senior Analyst brings a solid understanding of the design, implementation, and evaluation of Planning and budgeting in the health sector as well as strong quantitative skills and research capacity (typically in health economics, public finance management in the health sector, and health financing).
    The Senior Program Analyst will play a key role in implementing the World Bank Funded project, Evidence Informed health planning and budgeting (EIHPB) to be implemented in 15 Counties. The objective of the project is to strengthen County level planning and budgeting through the improved use of evidence to improve reproductive, maternal, newborn, child, and adolescent health (RMNCAH) outcomes in Kenya.
    The Senior Analyst is based in Nairobi and works closely with other project staff within the Consortium. The job will also include travel to the Counties. This is a temporary assignment. This position can be contracted to be full-time, part-time or a consultant. The length of assignment is a year or less.
    The Senior Analysts will support:

    County level consultants in the 15 Counties to provide TA to the counties on PBMR.
    Rapid and regular assessments of the 15 Counties participating in the EHIBP project to determine areas the Consortium will invest in to strengthen Evidence based planning and budgeting.
    Political Economic Analysis (PEA) to understand County dynamics, stakeholders, opportunities, and challenges for successful TA.

    Strengthen tracking of County Health Budget implementation and related processes though out the financial year.

    Requirements
    YOUR QUALIFICATIONS

    DESCRIPTION
    The Technical Advisor, Monitoring & Evaluation (M&E) provides technical assistance and analytical guidance across a range of ThinkWell in-country projects. The Advisor brings strong quantitative skills and research capacity (typically in health economics and financing) as well as a solid understanding of the design, implementation, and evaluation of health financing policy reform.
    In Kenya, the Advisor plays a key role implementing the Strategic Purchasing for Primary Health Care (SP4PHC) project, a five-year program funded by the Bill and Melinda Gates Foundation that is supporting countries to improve how funds are allocated to healthcare providers in order to achieve the goal of universal health coverage. ThinkWell is working with purchasers and policy makers in five countries (Indonesia, Philippines, Kenya, Burkina Faso, and Uganda) to design and test policy options to more effectively purchase primary health care services, with a focus on family planning (FP) and maternal, neonatal and child health (MNCH).
    The SP4PHC Kenya team works in four counties (Kilifi, Isiolo, Makueni and Kakamega) and at the national level with the Ministry of Health, NHIF and the Council of Governors. The Advisor has experience in monitoring and evaluation of complex projects and the political skills necessary to manage a range of national- and county-level partnerships. The Advisor reports to the Kenya Country Director.
    Responsibilities
    Technical Leadership

    Provide direct technical assistance to ensure high quality program results and execution across projects in the area of specialization.
    Contribute to work planning, coordinate across external partners, and lead their engagement in collaborative projects.
    Develop monitoring, evaluation, research and learning tools, indicators, and plans.
    Communicate with other ThinkWell technical advisors globally to build, share, exchange and disseminate technical knowledge.

    M&E for the SP4PHC Project and other ThinkWell projects

    Lead the development and Implementation of ThinkWell projects M&E plan, including collecting and cleaning relevant data, checking quality, and synthesizing reports.
    Provide technical leadership in carrying out baseline assessments, mid-point and end of project reviews.
    Work proactively with the Ministry of Health, key partners and stakeholders including but not limited to, Track 20, PMA to report progress, impact and best practices.
    Develop a mechanism to provide regular capacity building of ThinkWell County Program Officers.
    Produce high quality reporting content and documents as stipulated in the project’s document for Country Director and donors.

    Overview

    Responsibilities
    Office Management

    Technical support to the County
    The candidate will undertake the following functions:
    Facilitate communications between County Department of Health and NHIF on strategic purchasing of PHC services, with a focus on FP and MNCH.

    Support county efforts to increase uptake of NHIF’s Linda Mama scheme in public facilities. This includes:
    Supporting County Government efforts to build awareness of NHIF opportunities in public providers.
    Supporting monitoring of NHIF claims and accreditation data by County Department of Health
    Support County Government to track flow of NHIF claims and reimbursements, from claims submission to claims reimbursement to the county to the flow of funds to facilities.
    Support County Government to develop innovative mechanisms to increase demand for MNCH and FP services

    Work with County Government to identify and implement ways to utilise NHIF funds to align incentives between County Department of Health and providers.

    Provide technical advisory support and develop facility plans to improve MNCH and FP indicators i.e. needs analysis as indicated from the M&E reports identification of skills or knowledge gaps and addressing the same through capacity building and training, identify and address reasons for input gaps at facility level e.g. forecasting.
    In collaboration with County Department of Health focal person, conduct supervisory facility visits to implement MNCH and FP performance monitoring and evaluation.
    Design and test approaches to monitor quality of care
    Collect data to report on project indicators as guided by the Country Director.
    Planning
    The candidate will work with the County Government to support budgeting for MNCH and FP services during the annual work-planning cycle, and support the utilization of funds dedicated to MNCH and FP.
    1 Provide technical advisory support in the development of annual work plans, with a focus on the inclusion of MNCH and FP.

    Job Location: This is a full-time position based in Nairobi, Kenya.
    Reports to: SP4PHC Country Director and Head of Health Committee Secretariat at the CoG
    Responsibilities
    M&E and Policy Support for the THS-UHC Secretariat at the Council of Governors

    Provide support developing and implementing an M&E system for the Health Committee and THS-UC programme, including dissemination of M&E guidelines.
    Provide support creating, managing and maintaining a data repository of the THS-UHC programme related Health Committee information and data from the Counties as implementing entities to support decision-making.
    Provide support consolidating reports on performance tracking of programme implementation and follow up with implementing entities to secure completeness, timeliness and validity of the reporting.
    Participate in planning, development of requisite tools and conduct of audit missions by the CoG Health Committee and Project Management Team (PMT) for THS-UHC.
    In collaboration with CoG PMT for THS-UHC, coordinate cross-county verification.
    Participate in planning and conduction of quarterly PMT support supervision and bi-annual implementation missions.
    Assist in the coordination of development of minimum data sets and data requirements, including reporting tools and templates.
    Support the PMT Project Manager in programme implementation and reporting.
    Assist with the preparation and dissemination of quarterly and annual performance review and reports.
    Shape THS-UHC guidelines to counties on using GFF funds strategically
    Dissemination of best practices from counties in the context of the THS-UHC program.

    SP4PHC project M&E

    Tailor and implement the project’s performance monitoring and evaluation plan, including collecting and cleaning relevant data, checking for quality, and synthesizing reports.
    Provide technical leadership in carrying out baseline assessments, mid-point and end of project review across the five counties.
    Based at the CoG, work proactively with key partners and stakeholderse. Ministry of Health Track 20, PMA 2020 to report progress, impact and best practices.
    Develop a Mechanism for providing regular capacity building of County M&E Officers to enable them to complete their monitoring and evaluation tasks effectively.
    Through the Health Committee and the CECMs Forum, maintain close collaboration with the Country Directors of Health to support data-driven decision making.
    Produce high quality reporting content and documents as stipulated in the project’s document for Country Director and donors.
    Conduct quarterly and ad hoc field monitoring to each project County to verify data and program activities reported by partners
    Develop and implement a data quality assurance plan and provide technical support to improve quality of data and reporting systems among partners.
    Coordinate and facilitate all evidence gathering activities including program evaluations andresearch activities.
    Coordinate project reflection and learning sessions in conjunction with project partners.
    Perform any other related duties that may be assigned by the immediate supervisor at the CoG.

    Qualifications

    Master level qualification in public health/ biostatistics/ M&E/
    Minimum of 5 years of relevant health systems work experience, for example in an academic institution, management consulting firm, bilateral or multilateral development agency, or development NGO;
    Ability to travel frequently to the Counties.
    Previous experience and proven track record in managing M&E for large donor-funded programs.
    Comprehensive M & E system development and management experience.
    Proficiency in statistical software, health management systems, MS Excel and other MS Office products.
    Expert level written and verbal communication skills.
    Fluent command of English and Kiswahili.

    SKILLS AND COMPETENCIES

    Technical expertise in in M & E, research design and analysis.
    Detailed understanding of the current health financing environment in Kenya, and specifically of the Ministry of Health, County Governments and National Hospital Insurance Fund.
    Programmatic experience in a wide variety of public health programming.
    Experience with DHIS2.
    Excellent quantitative analysis skills including multi-variate analysis of health survey data (Stata preferred).
    Significant experience with electronic data collection.
    Experience on learning projects or structured learning and dissemination activities.
    Ability to work under pressure, independently and with limited supervision.
    Demonstrated ability to operate in both office and field settings.
    Team player with positive attitude.
    Demonstrated ability in facilitating evidence use for programmatic decision making.
    Demonstrated experience in leading teams to successfully achieve results.
