    ThinkWell is hiring a Technical Advisor (TA) – Health Financing, to provide technical assistance and guidance across a range of ThinkWell’s projects in Kenya, including the Strategic Purchasing for Primary Health Care (SP4PHC) project, funded by the Bill & Melinda Gates Foundation that is supporting countries to improve how funds are allocated to healthcare providers in order to achieve the goal of universal health coverage (UHC). S/he brings strong analytical and quantitative skills, research capacity (typically in costing, health financing and program analysis) as well as a solid understanding of the design, implementation, and evaluation of health financing policy reform.
    ThinkWell works with the Ministry of Health (MoH), the National Health Insurance Fund (NHIF) the Council of Governors (CoG) and 10 Counties on healthcare financing reforms with the potential to accelerate achievement of UHC. The TA facilitates discussions, shares evidence, and proposes ideas with these government agencies/departments and other stakeholders to optimize the health financing function and related processes to promote strategic purchasing for primary health services in Kenya. The TA has experience providing technical advisory services at the national and county level and the political skills necessary to manage a range of national- and county-level partnerships.
    The TA is a senior member of the team and is expected to supervise a team of 2-4 Program Analysts/Coordinators. This position is based in Nairobi and reports to the Country Program Manager.

    Technical Leadership

    Develop strategic interventions to ensure effective delivery of technical assistance to government (National and County) on health financing reforms.
    Manage the implementation of the assigned projects/activities ensuring quality delivery of the project’s goals and objectives, and within the set timelines.
    Develop strong working relationships with the National Government, Sub-national Governments, and other related agencies to strengthen health systems especially on health financing; UHC implementation, supply chain management and other areas Thinkwell works on such as HRH and private sector engagement.
    Provide technical support to county teams to ensure high quality program execution and results across projects, including supervision for the County Analysts/Coordinators.
    Work with the County Coordinators/Analysts to institute PHC financing reforms and innovations including but not limited to review of mechanisms used to allocate funds to facilities with the aim of incentivizing quality and performance to catalyze progress towards strategic purchasing for primary health services.
    Support the review of public finance management procedures to ease flow of funds to the PHC frontlines.
    Work with the County Coordinators/Analysts to provide technical support in the development of county annual work plans and budgets particularly on use of evidence to inform investment priorities in the health sector.
    Participate in the recruitment, support, and mentorship for team members in the area of technical specialty.
    Represent ThinkWell in various meetings and platforms,
    Support the country leadership to build the project portfolio in technical specialty area in collaboration with ThinkWell’s business development unit called Design Lab, and other colleagues.

    Performance Management and Learning

    Publish papers, articles, and blogs. Present in conferences, technical working groups and other opportunities on ThinkWell project-related technical innovations, priorities, and results. Build ThinkWell reputation as a thought leader in the field.
    Develop detailed workplans for the assigned projects and provide technical guidance to the program Analysts/Coordinators for the same in their respective counties.
    Liaise with the SI lead for monitoring and evaluation for the assigned projects and strategic interventions to ensure compliance to quality standards while meeting the set deadlines.
    Develop concept notes, protocols, and tools necessary to collect and analyze data to facilitate learning and to inform program strategy as required.

    Requirements

    Masters degree and 6+ years of exp;
    Substantive, relevant work experience in health systems with a development agency, NGO or government. Adept at communicating technical information to non-technical audiences;

    Technical Support

    Support the CDoHs to review and or develop and implement reforms and innovations to address PFM challenges that hinder facilities from generating and using funds to improve the quality of MNCH and PHC services. Specifically expedite the review and or implementation of FIF guidelines to ensure facilities have autonomy to raise, retain and use OSR.
    Support the CDoHs to optimize Own Source Revenue (OSR) from Linda Mama, EduAfya and other NHIF schemes, to increase fiscal space to purchase MNCH and PHC services.
    Support the CDoHs in conducting revenue performance evaluations at facility and county level- with a focus on Linda Mama, Afya Care and other NHIF schemes.
    Provide technical support to the CDoHs to apply strategic purchasing principles to incentivize providers to improve the quality of MNCH and PHC services.
    Provide technical support to the CDoHs to develop and implement data driven reforms, innovations on health financing, that can improve the supply chain, and productivity of human resources for health for improved MNCH and PHC service delivery.

    Support county-level monitoring, evaluation, learning and reporting activities on health financing and strategic purchasing.
    Document and disseminate learning products on health financing and strategic purchasing to different stakeholders to inform SDR implementation, policy and scale-up as well as delivery of PHC services. Use the learnings and emerging evidence to co-create, with CHMTs, sustainable health financing solutions to support delivery of SDR, UHC and PHC services.
    Produce and disseminate high quality reports and related documents as necessary.

    Planning

    In a timely manner, and in consultation with the supervisor, develop the project’s quarterly and annual workplans including their attendant budgets.
    In consultation with the supervisor, finance and operations, support planning, organizing and coordination of ThinkWell meetings with the CDoH, the SDR consortium partners and other stakeholders as and when required to do so.

    Requirements

    ThinkWell seeks a qualified candidate to serve as the Chief of Party (COP) for the anticipated five-year (2022-2027) United States Agency for International Development (USAID)-funded Health Systems Strengthening (HSS) Activity. The HSS Activity will work in partnership with the Ministry of Health (MOH), counties, and non-state actors to strengthen health systems governance, partnerships and coordination, financing, and accountability systems for quality health service provision to underserved and vulnerable populations of Kenya.
    The COP is responsible for ensuring successful implementation of activities, monitoring, evaluation, and learning for the HSS Activity. The COP brings substantial technical and operational expertise to support the HSS Activity design and execution, recruits and builds technical talent within the firm, and supervises technical project staff. The COP brings experience in managing USAID contracts for technical assistance in the Kenyan health sector and has strong managerial and coordination skills. The COP has extensive experience building relationships with senior government officials, donors, and other stakeholders.

    What you’ll do
    Project Leadership

    Lead HSS Activity strategy and execution in country, ensuring timely and effective delivery of project objectives.
