    Background
    The African Human Rights system has undergone a number of significant changes since the publication of the second edition of the Guide in 2010. The membership of the African Committee of Experts on the Rights and Welfare of the Child has experienced several changes in membership, with the ending of the tenure of members who served their term of office. The Committee has developed General Comments, issued findings in response to communications received, and strengthened its partnership with civil society through the African Children’s Charter Project (ACCP). At the broader AU level, the Human Rights Strategy for Africa, the African Governance architecture, the AU Agenda 2063 and the declaration of 2016 as the Year of Human Rights in Africa are amongst the significant developments which have had an impact on the work of the ACERWC. These changes have necessitated a revision of this Guide into the 3rd edition which was published in 2016. Save The Children International thus engaged the author to update the 2nd edition with these and other new developments in the Committee’s work as well as in relation to the advancement of children’s rights in Africa. The 3rd edition is currently available only in the English version, and will need to be translated into French for purposes of use within the French-speaking countries in the Continent.

    Outcome

    Methodology & Expected Standard

    All text, including text contained in figures, boxes, captions, sources and covers requires translation and proofreading into French;
    The translator will ensure French language excellence and proofreading, including excellent French vocabulary, syntax, expression and grammar as well as all relevant terminology;
    The translator is expected to perform terminology research to ensure accuracy and appropriateness of translation.
    The translator is also responsible for ensuring quality and accuracy of the entire document before submitting it back to the Save the Children Programme Manager in charge of the project.
    The translator should maintain the overall context into which the document is originally written. This means, the original intended contextual meaning of the sentences/phrases should not be altered or changed into something else;
    The translator will have to use the original word document and only replace text in it since it will make it easier for layout;
    The translator will submit to save the Children the first version of the translated document, where upon receipt of this document, Save the Children will make comments and communicate back to the translator any necessary feedback for amendments;
    The translator will work on the comments; proof read the translated document before the final French translated version is submitted to Save the Children;
    The translator will develop and share with Save the Children her or his work plan detailing the workflow, timelines and milestones;

    The translator is obligated to work within the required deadlines and be available to Save the Children for comments and corrections.
     
    Consultant profile

    Minimum of 5 years’ experience in English/French translation.
    Demonstrated knowledge in translating professional documents into working language of the African Union
    Outstanding translation and editing skills in French and English
    Experience in translating issues related to Child Rights and or Human Rights in the region

    Role Purpose:
    The Child Survival and Nutrition Technical Advisor (CS and Nutrition TA) takes overall responsibility of Child Survival (child health, immunization) and nutrition in Afya Halisi project. Afya Halisi is a USAID funded five year project which aims to deliver quality, integrated services in the areas of family planning (FP), reproductive, maternal, newborn, child and adolescent health (RMNCAH), nutrition, and water, sanitation, and hygiene (WASH) in the focus counties of Kitui, Migori, Kakamega and Kisumu.
    The Child Survival and Nutrition Technical Advisor will provide technical oversight in service delivery with emphasis on child health, immunization and nutrition services. He/she should be knowledgeable and skilled in child health, immunization and nutrition programming to allow effective demand creation and quality service delivery at community and facility levels. In collaboration with project team and partners, the position will support the design and implementation of evidence based high impact interventions. He/she will be responsible for preparation of annual work plans, capacity building of project and MoH staff, quality implementation of interventions and effective coordination of the program with collaborating partners. He/she will work with other project staff and field teams to support area level advocacy for child health and nutrition services.
     
    Qualifications

    Medicine/ Clinical Medicine/Nursing with a post graduate degree in public health/global health; community health; health management with training and experience in and project planning and management techniques
    Knowledge of current global and regional public health debates in child survival and nutrition

    ROLE PURPOSE:
    The Water Sanitation and Hygiene (WASH) Technical Advisor (WASH TA) takes overall responsibility of WASH in Afya Halisi project. Afya Halisi is a USAID funded five year project which aims to deliver quality, integrated services in the areas of family planning (FP), reproductive, maternal, newborn, child and adolescent health (RMNCAH), nutrition, and water, sanitation, and hygiene (WASH) in the focus counties of Kitui, Migori, Kakamega and Kisumu.Reporting to the Senior CS TA, the WASH TA will provide overall WASH technical support to Afya Halisi.     Country Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In total, we employ around 250 staff and had an operating annual budget in 2016 of approximately US$17.5million.
    KEY AREAS OF ACCOUNTABILITY:

    Programme quality and capacity building

    Provide overall technical guidance and leadership for implementation of activities within the WASH technical area
    Contribute to the capacity building of the project staff and MOH in WASH knowledge and skills
    Review and analyze data for performance monitoring of the WASH program and utilize the data to take corrective actions

    Regularly undertake liaison and advocacy with Government partners and officials in the project’s counties on project activities and related health/nutrition issues.
    In liaison with the project’s management team, SCI Advocacy Technical Specialist and other project partners, support the County MOH to prioritize WASH needs for the county to be funded by county government and other actors and ensure these are provided for in relevant County plans strategies.
    Internally liaise and coordinate with other sector SDOs (within Save the Children and beyond) to ensure coordination and holistic service delivery to targeted locations.

    Other

    Ensure that programme strategies support and demonstrate good practice in child safeguarding.
    Participate actively in project and Save the Children’s meetings, planning and review activities, providing enhanced insight into WASH programming.

    Role Purpose: The RFSP Livestock Program Manager provides overall technical leadership in the designing, implementation, monitoring and evaluation of the RFSP’s livestock and fishery interventions in all target areas of the program.
    The Livestock Program Manager harmonizes approaches within the RFSP consortium partners (Catholic Relief Services (CRS) and Save the Children International (SCI). S/he also coordinates with the other sectors in RFSP to identify and strengthen approaches for improved natural resource management.
    In collaboration with the RFSP Program Managers and Team Leaders, S/he takes a lead in the identification, development, implementation and coordination of new or improved livestock production approaches and fishery technologies to support target producer groups in their livelihood recovery and resilience in impact counties of Jonglei state.
    S/he plays a key role in addressing thematic issues e.g. development of program strategies, guidelines and training manuals on appropriate livestock based livelihood programming; identification of support needs and assistance in the design and implementation of livestock and fishery interventions.

    Program Manager Job Qualifications

    Relevant degree in relevant discipline(s) (Veterinary medicine, livestock, fishery, etc), MSC preferred
    Minimum 10 years of relevant experience of which 5 years in pastoral production system, preferably USAID grant management in the context of Food for Peace funded integrated food security and livelihood programs;
    Experience in developing and implementing gender sensitive programming activities;
    Experience as a Food Security and Livelihood Advisor or Technical Program Manager;
    Experience in the development and implementation of training modules, procedures and establishing monitoring and evaluation systems, and leading teams in livestock and fisher sectors;
    Thorough knowledge of USAID donor requirements, policies and procedures;
    Proficiency in team work in multi-disciplinary and culturally diverse teams;
    Minimum of five years of professional experience in food security and livelihood, particularly in livestock and fisher program management and technical leadership;
    Skills and experience in Household Economy Approach (HEA), and/or Integrated Food Security Phased Classification;
    Knowledge of database management tools and data analysis tools;
    Experience in promoting children’s participation in programme design and monitoring;
    Strong organizational, interpersonal, and time management skills while working in a dynamic, team setting in a challenging environment;
    Familiarity and working experience in South Sudan, especially in Jonglei, would be an advantage;
