    The CPIMS Assistant will provide statistical analysis and other information to support management decision making within Child Protection and Education Programmes in Dadaab refugee camps and the host community in Dadaab and Fafi. The role holder will ensure an up to date and quality data on both programme performance and quality delivery while maintaining high professional standards of all our Child Protection and Education Programmes.
    KEY AREAS OF ACCOUNTABILITY

    To ensure data collection tools submitted for data entry are properly filled and support teachers in institutions supported by SC to address issues on the enrolment and attendance tools as they arise before being signed off by the Education Officers.
    In liaison with MEAL and Education Coordinator ensure and maintain the Education Management Information System (EMIS) is up to date with all education project design indicators are updated.
    Conduct data quality spot checks in the field to ensure data collected is accurate, reliable, complete, precise, and timely and are of high integrity.
    To ensure that forms collected are well completed, conducting spot checks and supporting case workers in the camp offices to address issues on the forms as they arise, ahead of verification/signing by CPO.
    To accurately enter data captured in the CPIMS forms into the IA CPIMS database, and provide data and information in response to requests from internal and external parties on a timely manner.
    To develop and maintain appropriate hard and soft filing for all open and closed cases and ensure the database is backed-up on a weekly basis.
    Support the CP team by generating a list of cases due for follow up on a weekly basis, and monitor this against the number of cases followed up on a monthly basis.
    To provide statistics, information and reports to show progress and trends, and in liaison with the MEAL Coordinator and the Information Management officer present a monthly analysis to Child protection staff based at the camp.
    To conduct regular data quality checks to ensure information collected as part of documentation and monitoring is accurate, reliable, complete, precise, timely and has high integrity.
    Provide feedback to the CPO’s on the case management process in the camp and build the capacity of case workers to complete forms accurately through one-to-one and group mentoring and review sessions
    To maintain confidentiality, privacy in the management of case files and observe data protection and confidentiality protocols while handling both the paper based and electronic data at all stages of data management. This includes and is not limited to the informed consent or use of data and privacy, but to all information sharing in the CPIMS.
    To handle and respond to programmatic data request from Child Protection project team aptly on case management.
    Actively seek complaints and provide feedback through engagement with the Community workers and beneficiaries at camp level – including through informal and focus group discussions and exit interviews
    Maintain an updated complaints and feedback database at camp level, including tracking progress on actions from the complaints received and actions identified to mitigate the identified issues.
    Participate in assessments, surveys and evaluations to gather, analyse and produce reports on data to demonstrate programme impact
    Identify and highlight cases suitable for documentation of significant change and impact demonstration related to Save the Children’s programmes in Dadaab and host communities
    Develop simple and effective methods to share information/data in an appropriate way (eg. internet, e-mail groups, phone, hard copies, verbal feedback at coordination meetings, etc.)
    To carry out any other reasonable duties and responsibilities within the overall function of MEAL as and when requested by the MEAL Coordinator.
    To be proactive in developing actions that will improve the activities they engage in while in the camps

    Role Purpose:
    Child protection (CP) and Mental Health and Psychosocial Support (MHPSS) is a key strategic priority of Save the Children in the East and Southern Africa (ESA) region. The Regional CPiE TA will play a key role in strengthening SCI’s CP and MHPSS capacity through technical assistance, strategic and programmatic support, coordination, advocacy, fund-raising, capacity building (training/mentoring/coaching), and surge capacity for implementation and emergencies, especially supporting the Regional Programming Unit. The position plays an important role in terms of ensuring quality delivery of MHPSS programmes informed by core MHPSS approaches such as the IASC Guidelines for MHPSS in emergencies and the SC MHPSS Strategic Framework, and building their evidence-base in line with regional strategic priorities. 
    The Regional TA plays a vital part in enhancing the regional capacity for CP and MHPSS as per the regional thematic/cross-thematic steers, with a focus on supporting good gender programming in child protection. The Regional TA also plays an active role in SCI’s coordination and networking mechanisms, particularly working with the CP Breakthrough team at SCI, and with Members supporting child protection work. He/she will be part of the CP team rolling out Common Approaches, such as Parenting without Violence and Steps to Protect, and will support the Africa CP Regional Representative from the Be Protected Breakthrough (Africa CP Regional Representative) in further elaborating the cross-sectoral approach of MHPSS in the region, including the Regional Programming Unit.     Role Purpose:
    The Emergency Response Coordinator will lead the emergency response team in Garissa while they undertake a comprehensive assessment and will be responsible for the development of the emergency response programme. The post holder is responsible for identifying needs and resources and elaborating programme recommendations for the humanitarian response in line with Save the Children national and global priorities.
    Key Areas of Accountability

    Assume the overall management of the humanitarian response in the field office.
    Ensure rapid emergency assessments are undertaken and draw up a strategy for emergency intervention
    To recommend on the content and staffing for part of the emergency response, and for defining and requesting the support needed from the regional office/ Emergencies Section in London/ Save the Children Alliance.
    Ensure that programme objectives and activities are agreed within the context of Save the Children values, aims and objectives.
    Evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
    When requested act as representative for Save the Children’s emergency response to local authorities, donors and members of the humanitarian community.
    Produce high quality, analytical reports and supply regular situation reports (sitreps).
    Monitor the implementation of grant budgets, ensuring any corrective actions are taken.
    Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.
    Ensure optimal security management procedures and practices are in place for the emergency response programme for which they are responsible and continually monitor the security situation, adapting staff safety procedures accordingly.
    Comply with all relevant Save the Children policies and procedures with respect to child rights and protection, health and safety, equal opportunities and other relevant policies.
    Make clear recommendations regarding proposed programme content, staffing, management and administration arrangements and budget with clear indications of funding and technical support sources.
    Prepare preliminary recommendations regarding programme intervention.

    QUALIFICATIONS AND EXPERIENCE

    Substantial experience working with an international non-governmental organisation within an emergency environment.
    Bachelor degree in Social Sciences or related field.
    At least five years’ experience working with INGOs in humanitarian emergency context, experience working in remote insecure environments is a plus.
    Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
    Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
    Solid experience in grant management, including budget holding and donor reporting.
    Substantial previous experience in security management.
    Ability to produce high quality reports.
    Representational, political awareness and advocacy skills.
    Ability to work with limited support from line manager.
    Fluency in written and spoken English, Swahili languages and computer literate.
    Commitment to and understanding of Save the Children’s aims, values and principles.

    Desirable

    Experience of first phase emergency response operations
    Experience working in Northern Kenya/Horn of Africa
