    An experienced Cash and Voucher Assistance (CVA) Technical and Operations Advisor to provide remote and in-country expertise to support design and implementation of CVA programmes so they are appropriate, timely, accountable to beneficiaries, donor-compliant and cost-effective, across the region.     This position will be part of the East and Southern Africa Regional Office team, with extensive travel throughout the region (up to 50% of time), but can be based in any of our country offices.

    Role Purpose: 

    Save the Children international Kenya country office in collaboration with Bioversity International intends to implement a Community-based Participatory Approach for Diet and Farm Diversity – a project aimed at improving dietary quality and livelihoods using farm and wild biodiversity in Busia County. The Nutrition Officer position will be responsible for implementation of the project to achieve the objectives outlined in the project document. The post holder will ensure the effective and efficient implementation of activities as per the scope of work outlined in the agreement. S/he will ensure timely and quality delivery of the deliverables. The main output is implementation of Community Action Plan (CAP), which outlines activities and processes for achieving the desired results. The role holder will be technically supported by Nutrition Technical Specialist and Child Poverty Technical Specialist.     KEY AREAS OF ACCOUNTABILITY:

    Project planning and inception

    Prepare project briefs in consultation with Bioversity International and Save the Children international technical team.
    Participate in the kick-off and various meetings in Busia County organised by Bioversity International.
    Collaborate with Bioversity International in identification and mobilization of project partners and collaborators.
    Collaborate with Bioversity International researchers and other partners in supporting community adaption of the prototype farm business school and nutrition education developed for use by Bioversity International and Save the Children.
    Participate in the co-learning and co-creation of knowledge during the Community Action Plan (CAP) development phase.
    Monitor the community groups during CAP implementation phase and oversee trainings conducted by implementing partners.
    Identify and conduct additional trainings as needed such as farmer, business schools and maintain training database of participants details – names, age, gender, ID or phone number
    Provide assistance for the smooth implementation of research activities by students and Bioversity staff (such as informing communities/stakeholders about visits).
    Participate in the co-creation with Bioversity International, local stakeholders such as the Busia county government, Ministry of Agriculture, Livestock and Forestry (MoALF) and Ministry of Health (MoH) and other interested parties.
     Participate in the development and dissemination workshops of the national scale up strategy for Kenya.
    Contribute to adaptation and contextualization of intervention manual and nutrition education tools.

    Monitoring, documentation and reporting

    Track project performance and document achievements.
    Document human interest stories, lessons learnt and best practices from the project implementation for learning and replicate in other project areas.
    Conduct day to day monitoring of the project activities, progress of activity plan and provide feedback to improve project performance.
    Plan and conduct data review meetings, document findings and recommendations and work with counties to implement the agreed actions.
    Plan and facilitate meeting with Bioversity project stakeholders by preparing the agenda of the meetings in consultation with Bioversity and minutes/notes and summary reports from the meetings and share with stakeholders after being approved by PM and/or chair of the meeting.
     In consultation with MEAL staff, develop process output and outcome level indictors for the Bioversity project in conformity with Save the Children MEAL plan and the Bioversity monitoring plan.
    Prepare context adapted farmer business school training and Bi-monthly progress and monitoring reports on the CAPs implementation for each of the target 5 intervention groups.
     Prepare monthly, quarterly, annual and final narrative reports as per agreement.
    Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CFRM database
    Escalate complaints and feedback of a serious nature to Program Manager and field office child safeguarding focal point.
    Ensure quality implementation of the project
    Develop monthly activity work plan and track the progress regularly
    Ensure activities are implemented within the approved budget
    Develop quality monthly, quarterly and annual project performance reports for review by Technical Specialists and submission to donors and stakeholders
    Ensure integration of project plans in the County health and nutrition annual work plan (AWPs) by actively participating in County planning and coordination meetings.
    Be conscious of the activity budget to ensure all expenses are within the approved limits and meet Save the Children standards regarding financial management, accountability, and good governance

    QUALIFICATIONS AND EXPERIENCE

    Essential

    Bachelor’s degree in Nutrition, public health, community development or equivalent.
    At least three years’ experience in humanitarian programs in an international NGO or similar organization.
    Experience in research methods such as participatory assessment (e.g. Participatory Rural Appraisal) nutrition assessments will be an added advantage.
    Good technical knowledge of policy and practice in the field of nutrition and livelihoods. Knowledge of natural resource, crop and livestock production and other cross cutting issues will be helpful.

    Every child has the right to survival, a fundamental right which the Regional Health and Nutrition Technical Advisor will work to uphold through programming and advocacy. The Regional Health and Nutrition Technical Advisor will use their in-depth contextual understanding, technical expertise, and relationship building skills to provide a critical link between Save the Children’s global health and nutrition team and country level technical work, strengthening our representation and programme quality oversight at the regional level. They are the coordinating point person for health crises and large-scale outbreaks in the region, specifically facilitating access to technical resources and support for response to epidemics such as Ebola, COVID, measles and cholera. They will provide Quality Assurance and demand driven TA to COs, in line with regional priorities and design and input to implementation and monitoring of regional health programmes.     The Senior Social Protection Technical Advisor will use their in-depth contextual understanding, technical expertise, and relationship building skills to define and deliver our strategic ambition for Child Sensitive Social Protection (CSSP) in Ethiopia, Kenya, Tanzania and Malawi. The position holder will provide overall leadership and technical direction for the project, ensuring achievement of project deliverables.  The project aims to strengthen the effectiveness of Kenya’s devolution process, specifically to improve development results by strengthening effective, open and accountable County Governments that improve service delivery and reduce poverty. This will be done through strengthening the functions of county governments, improving intergovernmental relations, enhancing citizens’ engagement and public participation. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    KEY AREAS OF ACCOUNTABILITY

    Provide programmatic and strategic leadership, setting priorities in designing and managing the implementation of the project’s activities in collaboration with the other technical advisors and the implementation team.
    Provide overall technical guidance and leadership for implementation of KDP activities.
    Provide leadership for Quality Assurance and Quality Improvement measures in governance work.
    Review and analyze data for performance monitoring and utilize the data to take corrective actions.

    Responsible for overall coordination, line management and support of the Project, and ensure that project has an up-to-date work plan, in line with the approved annual Detailed Implementation Plan (DIP) and phased budget.
    Ensure the project receives adequate support from Country office support functions (supply chain, HR, Admin, Awards and Finance) to deliver high quality programme. Also ensure gaps are identified, prioritized, and communicated to the stakeholders effectively.
    Ensure the project has standardized systems, policies and procedures in place, well understood by all staff and implemented accordingly in the project.
    Ensure the project teams receive appropriate and timely support from technical advisers and programme quality teams for program design and strategy, MEAL, advocacy and planning as well as the support functions (Finance, Supply Chain and Human Resources & Admin teams).
    Ensure the principles of child safeguarding and ‘do no harm’ are embedded in all project planning, implementation and reporting and that staff receive regular, up to date training on it.
    Ensure transparency in targeting beneficiaries, delivery of services and participation of beneficiaries and partners in planning and monitoring of process is reflected in programme delivery.
    In close coordination with Award and Finance team, ensure that all programs progress in accordance with grant agreements, are completed within time, budget, and quality.
    Ensure compliance with all grant provisions and timely fulfilment of all project programmatic reporting requirements including donor reports and internal reports such as pipeline analyses and monthly reports.
    Oversee timely expenditure of approved budgets, avoiding under both spending and overspending on grant line items, and implementing plans for expenditure modification.
    Coordinate activities and prepare results reports, resource request and pipeline analyses.
    Serve as main focal person for all engagement with FCDO.
    Represent the project in relevant internal and external fora including donor meetings (as appropriate).
    Lead stakeholder engagement with national and county Governments and foster strong relationships and collaboration of other key stakeholder groups.
    Work with consortium members to further KDP’s vision.
    To have overall management responsibility for the consortium team in the project, and manage and track all terms of sub agreements with consortium partners, as well as downstream partners.
    Ensure the recruitment, training, and promotion of staff as appropriate; ensure availability of and support appropriate professional development opportunities for staff in the project.
    Incorporate staff development strategies and Performance Management Systems into team building process.
    Facilitate the annual work planning process in close collaboration the government teams and the project staff.
    Ensure technical and administrative compliance with donor requirements.
    Oversee narrative and financial reports for donor(s), ensuring these are of a high quality and submitted for review in a timely manner.
    Monitor KDP program outputs and results and work closely with the Monitoring, Evaluation and Research team and FCDO MEL partner to ensure that results are documented and reported accurately and in a timely manner.
    Work closely with the Monitoring, Evaluation and Research team and take a lead in ensuring that all KDP components have robust monitoring plans, baselines, reviews and evaluations in line with the project design and donor guidelines.
    Facilitate appropriate documentation and dissemination of learnings, analyses, and good practices documentations in the project internally and externally to donors, governments, consortium partners and other key actors.

     Qualifications and Experience

    A postgraduate qualification in governance, leadership, public administration, public policy, development studies or any relevant qualification.
    Recommend a minimum of 10 years of relevant technical experience in devolved governance projects in Kenya or similar context.
    Recommend a minimum of 10 years of expertise managing large and complex grants (ideally FCDO), and managing multiple partners.
    Excellent experience in external representation with donors, local/national governments, communities, and partners.
    Strong understanding of existing policies, laws, planning and public finance planning processes in Kenya at national and county level.
    Experience of solving complex issues through analysis, adapting and innovating where necessary, and defining a clear way forward and ensuring buy in.
    Ability to extensively travel for project monitoring and provide on-site technical support to field teams.

    Regional Education in Emergencies (EiE) Technical Advisor will drive the quality, accountability and timeliness of humanitarian responses and contribute to emergency preparedness in the region. Regional technical experts use their in-depth contextual understanding, technical expertise and relationship building skills to provide a critical link between Save the Children’s global and country level technical work in both sudden onset emergencies and protracted crises, strengthening our technical offer at the regional level.

    Qualifications and Experience

    Essentials:

    At least 7 years’ experience of delivering high quality education in emergency response and preparedness programmes, including first phase experience.
    University education (Master’s degree preferred) within education, humanities, social science or the equivalent (e.g. professional teaching college).
    Understanding of education sector, especially emergency response, in ESA.

    Role Purpose 

    The SBC Advisor provides strategic direction and technical management for the planning and implementation of cross cutting SBC strategies and interventions in the NAWIRI project. The position will lead all adolescent sexual reproductive health (ASRH) SBC related interventions in both Turkana and Samburu. The SBC Advisor will design the overall SBC strategy and integrated umbrella campaign. S/he will ensure that all SBC activities support the achievement of health & nutrition targets in the project sites. The position will be responsible for the timely delivery of all SBC related activities based on state of the art SBC practices and capture lessons learned. The SBC Advisor will also take a technical leadership role in coordination with all project staff and partners in the consortium to adhere to the SBC strategy and approach.  S/he will work closely with project technical and management staff to generate stakeholder inputs, develop implementation plans and suitable knowledge management and measurement.

    NAWIRI is a 5 year U.S. Government (USAID and Food For Peace) funded project designed to tackle persistent acute malnutrition rates in northern Kenya. The project is co-created, co-implemented, and co-measured to address problems and solve them at the county level. Save the Children is a member of the Mercy Corps-led consortium and will be implementing in Samburu and Turkana counties.

    Key Areas of Accountability

    Technical assistance and capacity building

    This staff will be the primary driver of developing the SBC approach, branding campaign platforms and working with all purpose leaders (Governances, health & nutrition, WASH and Livelihoods) to ensure they are using state-of-the-art SBC approaches linked to the overall strategy and work with them on the development of SBC content (i.e. trigger videos, forum theatre, experiential fairs, radio diaries) as appropriate. 
    Provide state of the art and evidence based technical inputs and programmatic leadership; guide priority setting for the research agenda and activities in collaboration with other technical teams and project management.
    Design strategy and umbrella campaign with stakeholder input and audience testing
    Actively identify direct technical inputs from all technical areas to ensure effective support for their targets; coordinate project SBC activities and provide direct technical support to other technical counterparts as needed.
    Cultivate strategic relationships with government ministries, and other stakeholders for the smooth implementation of program activities.
    Support MEAL advisor with specific SBC learning agenda, SBC indicators; ideas for suitable real-time monitoring and audience feedback loops as well as M&E designs; coordinate monitoring of SBC activities with other staff according to the M&E framework and assess if targets are achieved and document results.
    Ensure the timeliness and quality of all SBC content for reports and meet all reporting requirements.

    Representation and advocacy

    Represent NAWIRI in relevant internal and external forums including donor meetings (as appropriate)
    Represent Save the Children in relevant internal and external fora including donor meetings (as appropriate)
    Work closely with the Head of Health and Nutrition, Head of Advocacy and Campaigns, PDQ and operations teams to develop policy research and advocacy strategy in child survival and nutrition in line with the Country Strategic Plan and global strategy of Save the Children

    People management, mentoring and development

    Prepare narrative reports for the donor(s) and Save the Children as required, ensuring these are of a high quality and submitted for review in a timely manner. This will involve compilation of information from a range of project staff and MoH partners
    Monitor program outputs and results and work closely with the Monitoring, Evaluation and Research team to ensure that results are documented and reported accurately and in a timely manner
    Work closely with the Monitoring, Evaluation and Research team and take a lead in ensuring that all HSS components have robust monitoring plans, baselines, reviews and evaluations in line with the project design and donor guidelines
    Facilitate appropriate dissemination of research findings and good practices documentations in the project internally and externally to donors, governments, consortium partners and other key actors strategic for immediate and sustainable development of children in Kenya
    Escalate complaints and feedback of a serious nature to field manager/Technical Head and child safeguarding focal point.
    Support MEAL staff to ensure that an accountability status report is developed and shared with all project staff at least twice a year
    Ensure that all project-learning meetings have as a standing agenda, review of the project accountability mechanisms and trends analysis of complaints and feedback.
    Ensure that all staff within the project are collecting feedback/complaints.

    Knowledge management

    Serve as a technical knowledge, skills and experience hub for the sector in NAWIRI in documenting and sharing best practices and innovations for replication and advocacy together with quality programme team.
    Work with technical resources among Save the Children members to facilitate sharing and learning in child survival and nutrition  good practices and leverage their support for strengthening HSS related studies, assessments, innovations, advocacy and capacity building in favour of children in Kenya

    QUALIFICATIONS AND EXPERIENCE

    Minimum Bachelor’s degree required. Post-graduate education (master’s or higher) preferred.

    Reporting to: Director of Research, STE, with inputs from Founder & CEO.

    Duration of Position: 3-month probation followed by 24-month contract with option for renewal.

    Location: Based at Save the Elephants’ research center in Samburu National Reserve, with occasional travel to Nairobi for meetings.

    Skills Required: PhD in the biological sciences with experience of analyzing animal behavior/ecology and managing science research in African field conditions.

    Nationality: Ideal for a Kenyan citizen or resident. Qualified non-Kenyans may apply but a work permit would only be secured after a voluntary 3-month probation period was successfully completed.

    Salary: Negotiable

    Medical cover: Offered for in country medical cover or annual contribution to personal plan.

    Working Week if in Samburu: 6 days a week Monday to Saturday, Sundays off in local area.

    Activities:

    Research (Time: 35%)
    Carry out original research on elephant movement and behaviour within the STE research programme in Samburu, making use of data from collared elephants. The focus should be on patterns and drivers of movement, including risk, food, water and social behaviour, but exact research topics and methodology are to be determined.
    Management and coordination (Time: 65%)
    Day to day technical supervision of Samburu-based research staff and liaison with collaborators. Supervise STE database officers to ensure quality control of data collection and help with data management and back up protocols. In particular assist with (i) long term elephant monitoring project, (ii) wildlife corridors project (iv) MIKE data collection, (v) mammal census surveys, (vi) human footprint monitoring (vii) human elephant conflict monitoring (viii) monitoring of orphan elephants at Sera Sanctuary and (ix) recording of environmental data at the research center.
    Field supervision of PhD and MSc students based in Samburu.
    Scientific supervision of interns and assistance with their selection. Plan and supervise visiting interns on their independent projects ensuring each intern has a clear project plan and that their efforts are complementing and assisting with the work load of staff on site.
    Oversight of STE Samburu radiotracking programme. Supervise monitoring of collared elephants in Samburu using the STE tracking app, be ready to support or lead a response team to track any collared elephants that need emergency assessment or to monitor interesting behavior & make sure that regular monitoring flights take place.
    Assist in development of general STE research plans and collaboration with external researchers.
    Local liaison. Ongoing support and collaboration with county wardens, rangers, KWS and local NGO stakeholders on Save the Elephants’ research activities in the Samburu Ecosystem. Ensure smooth coordination with Samburu and Buffalo Springs rangers and wardens over any research activities conducted in the conservation area in coordination with Head of Field Operations.
    Research coordination: Work with STE’s Project Officers, Database Managers and ResearchCenter Manager to ensure integration of all research programs on site with particular emphasis with ensuring smooth work progress and co-ordination from each data collecting team.
    Communication: Weekly updates to the CEO and Research Director, highlighting research and science activities. Attend STE management meetings.
    Presentations: Be willing to present to donors/visitors to the research center on the research and science activities being conducted by Save the Elephants in Samburu.
    Safety: Routine review of safety procedures and first aid equipment for fieldwork. Ensuring health, safety and well-being of all staff, interns and students when conducting research in the field.

    Preferred qualities and experience

    PhD in wildlife ecology or behaviour or similar topic.
    Experience working on wildlife in Africa.
    Interest in continuing applied research and engaging in research management.
    Must be enthusiastic about the prospect of working in a moderately remote field
    camp with basic living conditions.
    Self-reliant and motivated, able to solve problems as they come up.
