    ROLE PURPOSE:
    The role holder is accountable for leading and driving the delivery of technology services, business solutions and setting direction to all field/country office IT staff and act as the key link between the regions and their countries and the centre. The role holder will also act as the primary Technology Business Partner and point of contact for the Regional Director and senior management team along with the Country Directors within the region to deliver high quality programmes for children.     SCOPE OF ROLE:

    Reports to: Director of IT Global Operations
    Dimensions: East and Southern Africa (ESA) region consisting of 13 Countries located in East and Southern Africa with an estimated 4000 staff in the region. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    The scope of the role includes:

    To ensure all CO’s deliver safe, secure and effective IT services.
    Ensure services are complaint with COOM, apply appropriate escalation to CO/RO and Centre IT leadership where required to achieve compliance.

    Effective Oversight of Regional and Country Infrastructure including telecommunications networks, Field technologies, IT Security and Data Protection ensuring all Co’s are meeting the security standard and fully compliant with all aspects of Data Protection.
    Ensuring new Technology 4 Development and business simplification Process Initiatives get the required approval and T4D Catalogue is kept up to date.
    Supporting the delivery of global priority projects in the region, in line with any agreed PMO plans as well as regional projects which are approved by RD and CIO
    Technology and Brand Advocate, including speaking at Technology/NGO conferences.

    A master’s degree in computer science or a related field.
    At least 7 years of professional experience in information technology management, including at least five in a senior leadership role.

    ROLE PURPOSE:
    To coordinate effective implementation of education in the refugee and the host Community, inter-camp coordination, and monitoring of activities. The holder will be responsible for effective budget management and utilization as well as quality internal and donor reporting. The education coordinator will be responsible for effective project management, implementation and supporting teachers and other education staff. The position will work across all the three camps and support the digital literacy project, the alternative basic education project and the ECDE project in Dadaab. The role holder will also be tasked to supporting the education consortium members and providing technical guidance.

    Performance management and supervision of all Education staff.
    Lead and motivate the education Team to ensure effective project implementation.
    Ensure key problems are brought to the attention of the Program Manager and other relevant senior staff for discussion and review.

    Monitoring , Evaluation and Reporting

    Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including taking corrective action where necessary.
    Ensure IPTT and indicator progress are updated on a monthly basis
    Document programme learning and ensuring it contributes to organizational advocacy.
    Maintain an up to date information pack of various aspects affecting the beneficiaries in liaison with the other program teams and do analysis of the reports.

    Develop and track quality project indicators and MEAL framework for education projects with support from the MEAL officer.

    Partnerships and coordination.

    Ensure close coordination of outreach activities with other agencies in the three camps to ensure complementarity and synergy.

    Build partnerships to enhance community participation, ownership and sustainability of programmes.
    Collaborate and coordinate with other child protection agencies, governmental institutions, host community partners and community level structures in order to promote community ownership and sustainability of education initiatives.
    Represent Save the Children and the in interagency working groups and camp coordination meetings and build from the strategies developed through the education Working Group.
    Represent the education programme and advocate with community, partners as well as other external visitors.  Liaise closely with other actors in the child protection sector on issues related to vulnerable children.  Ensure that consideration is given to their particular needs within general child protection strategies. 
    Where necessary, represent the Program Manager and Coordinators in meetings, both internal and external and engage with the Host Community partner.

    Grants Management and Accountability.

    Coordinate with finance and awards team to ensure effective budget monitoring for the project in line with donor requirements and contractual obligations, including Grant opening, mid-term and closing meetings.
    Coordinate the timely implementation of all grants and ensure sound and accurate expenditure.
    Proposal development – continuously analyse needs and develops concept notes, outlining clear areas of sensitization and awareness raising.
    Oversee project activities budget expenditures and ensure they are allowable and allocable according to SCI and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the finance department to ensure accurate expenditures and reporting.
    Ensure timely production of activity/events reports as well as monthly reports as per the agreed timelines.

    The role of the Project and Change Manager – CMS will be to support the Project Lead to deliver on our CMS priorities for Save the Children to include ensuring we have a clear strategy and path to reach our defined outcomes. We have recently completed a feasibility and are now ready to move forwards to design and develop the required system and associated processes and supporting shared service. Upon joining, this role will be required to develop a detailed plan for delivery of the project and work with the wider Project and Change team to refine our existing methodology to enable agile working. The role will have a key role in the tender process for an implementing partner to support the design / development and will be required to ensure close management of the plan holding relevant parties accountable for their delivery in support of the Project Lead. In addition, the role holder will be responsible for further developing existing project management practices utilising SCA’s Project Lifecycle, managing relationships with key stakeholders and driving continuous improvements. This role also requires the holder to work closely with the Global Fundraising Department and Fundraising Leads for Save the Children, from across the globe.
    Alongside the project management responsibilities, this role will also be responsible for managing the end-to-end change and deployment deliverables specific to the project including regular communication to stakeholders to inform, engage and motivate the impacted functions ensuring acceptance and necessary buy in as well as completion of the required preparatory steps. The role will also be required to work closely with the Business Analyst.
    In terms of deliverables, the role holder will be responsible for all items as outlined in the Project Lifecycle and Change Approach that are relevant to this deployment, examples include the Project Plan, stakeholder matrix, Change and Comms Plan, Change Impact Assessment etc. Core to this role will be ensuring effectively alignment with wider transformation initiatives as well as effectively managing relationships with key stakeholders and driving continuous improvements.

    Assist the Finance Director in ensuring smooth implementation and updating of robust and adequate financial systems and procedures in line with SCIs finance Policy and good accounting practices
    Develop and update the finance diary that covers all the required activities on a monthly basis and lead staff to ensure that the diary is strictly adhered to.
    Ensure that all financial transactions are fully supported and that they are all captured in AGRESSO on a daily basis; make sure that regular backups are taken and stored off site.
    Prepare monthly and quarterly financial diaries for both AGRESSO and sub-office finance systems and ensure its strict adherence to the HQ deadlines
    Maintain and ensure the integrity of the SCI’ computerized accounting systems and liaising with Regional Finance Team for any required support

    Financial records and transactions

    Carry out sensibility and control checking before and after posting sub-office transactions into AGRESSO. The post holder is expected of travelling to review financial records maintained in the field offices in compliance with managing member’s policies and procedures
    Follow up HQ transactions from London and make sure that all are processed in the time and accurately.

    Financial reports

    Responsible for timely, accurate and efficient financial reporting (both electronic and manual field returns) to head office
    Responsible for ensuring that reconciliation of balance sheet/control accounts are carried out on monthly basis and ensuring that year-end accounting procedure are met consistently and that any discrepancies are reported to the Finance Director.

    Financial and system controls

    Ensure safe security of cash in the office and coordinate weekly and monthly cash counts, including spot counts
    Ensure that systems are put in place to assure document security for a complete audit trail from the AGRESSO records to supporting documentation and vice versa.
    Ensure the effective and efficient use of all Save the Children resources in order to keep costs low and ensure the security of staff.
    Ensure payroll is completed on time and accurately, with robust controls in place.
    Coordinate Solving of country programme System issues (Pro-Save and Accounts Payable) between Finance and Supply Chain teams
    Ensuring that all System Payments are cleared within the month
    Ensuring that online Scheme of Delegations is updated on Monthly basis and shared with all the stakeholders
    Overseeing and monitoring System (Pro-save) KPI targets and ensuring payment performance KPI targets are met.
    Ensure that all financial transactions are recorded in an accurate and consistent manner and in accordance with agreed timelines and ensure that the monthly financial work plan is adhered to.
    Monitor coding of expenditures and ensure timely adjustments when activation of new awards with relevant audit trail
    Check the correctness of payment vouchers and supporting documentation for all the area offices and/or local implementing partner, recommend the necessary improvements and follow up actions and ensure the supporting documents are fully compliance with SCI and donor requirements

    EXPERIENCE AND SKILLS
    Essential

    Minimum of 5 years management experience in a corporate or an NGO environment, of which three at a management level within a finance department

    Role Purpose:
    The primary purpose of the Service Quality Manager is to ensure that the services and support provided to SCI Centre, ROs, COs and Members across the SCI IT teams are effective through identification of the root cause and ensuring resolution of issues at source.
    The Service Quality Manager will be senior (CXO) stakeholder facing, taking a leading role in incident and problem resolution with members and SCI functions on behalf of the Director of Technology Services. In doing so they will be expected to be able to apply strong communication, team working and problem solving skills, to manage incidents and problems satisfactorily.
    This role will own all major IT incidents and coordinate IT’s response to major incidents not owned by IT, coordinating the resources needed, lead the response planning and manage communications in line with SCI IT major incident management plan. They will own and maintain the major incident management plan, ensuring it is current, effective and accurate.
    The Service Quality Manager will be responsible for identifying, analysing and managing the resolution of key problems across the technology function including (but not limited to):

    high severity and high impact incidents
    repetitive and high volume incidents
    cross-functional and complex incidents
    escalated and high profile incidents
    service delivery and satisfaction issues
    service improvement
