    Key Responsibilities

    Program Communications for advocacy and awareness-the Communications Officer will work closely with the InformAction’s program team to ensure that relevant program materials, such as Human Interest Stories, donor reports, proposals, factsheets, infographics, etc., are developed and disseminated to donors and target groups through relevant media and network channels. The Communications Officer will assist the InformAction program team in the proposal development stage to identify appropriate communication activities for the projects.
    Digital Communications/Social media Maintain InformAction’s country website and social media sites (Facebook, Twitter, and YouTube) such as daily monitoring, posting, and content development. InformAction’s Brand and Communications Ensure timely and quality production of advocacy and branding materials such as periodicals, annual and donor reports, supplements, calendars, briefing notes, Human Interest Stories, picture stories, videos, etc. The Communications Officer will develop and archive communication materials, including digital.
    Donor Relations: Develop and maintain an updated list of InformAction’s donors and special interest groups. Assist in developing donor visits schedules/brochures, donor gifts and cards, etc. Support preparation of background materials, briefs, and information kits for visiting donors and high-profile guests/visitors. The task includes travel planning, logistics, and administrative arrangements.
    Events/campaigns- Assist in organizing and generating public support for special events and campaigns to promote strategic conservation goals. Support organization of workshops, seminars, campaigns, events, and project review meetings, including agendas and meeting minutes.
    Monitoring and evaluation-Monitor and evaluate the impact of communication materials and advocacy events/campaigns to target audiences.
    Media Relations Develop and maintain contact information, materials, and relationships with journalists and media outlets (print, TV, radio, web, etc.) Specific activities may include:
    Draft and edit articles, press releases, human-interest stories, and other advocacy/information materials.
    Collaborate with the media by organizing project site visits, facilitating photo coverage and TV footage, and utilizing both web-based and traditional media as appropriate.
    Monitor and evaluate the use and effectiveness of media materials. Maintain a library of media coverage, clippings, etc.

    Qualification/ Applicant Requirements

    Bachelor’s Degree in communications, journalism, public relations, or a related field.
    At least five years of similar work experience is required. Candidate should be able to work independently – with minimum supervision and guidance from supervisors. Demonstrated and extensive social media experience is an added advantage.
    Knowledge of and a passion for electoral governance and human rights issues in the region

    Knowledge, Skills, And Abilities Required

    Excellent written and oral English communication skills and proficiency.
    He/she should have an advanced working knowledge of MS Office (Word, Powerpoint, Excel, and Publisher). Candidates with basic design and layout skills and adept in Adobe Photoshop and Pagemaker are an added advantage.
    Demonstrated and extensive social media experience is an added advantage.
    Demonstrable IT skills, including working with WORD package, website management,
    Ability to work independently, suggest practical solutions, and follow up effectively on management decisions.

    Overall purpose
    The Angaza Movement (TAM) aims at fostering electoral integrity and transforming political leadership in Kenya. The Angaza movement is made up of over 20 civil society organizations whose goal is to foster integrity, transparency and accountability in electoral and political processes in Kenya ahead of the 2022 General Elections.
    The Angaza Movement now seeks to recruit a Consultant to develop a monitoring, documentation, resporting and response tool. These compendium of tools will be used for technical and political empowerment, engagement and action within TAM and its grassroots partners. This set of assignment is being undertaken pursuant to the collective action points adopted during the last retreat for The Angaza Movement (TAM) held in Mombasa on January 25-26, 2022. It is also in pursuant and consolidation of the separate institutional initiatives earlier advanced by the Kenya Human Rights Commission (KHRC) and InformAction (IFA) a media grassroot human rights organization that uses film as a tool for change among member’s organizations.
    THE PROPOSED FRAMEWORKS
    HUMAN RIGHTS MONITORING AND RESPONSE MECHANISMS

    Undertake a normative description of human rights/ violations and abuses,
    Undertake a deep analysis of key human rights issues and protection frameworks,
    Develop a human rights monitoring, reporting and documentation tool, with guidelines on patterns, trends and response mechanisms to human rights violations,
    Design standards for assessing legal and medical/ forensic evidence in all situations,
    Design a tool for capturing data and information on all emerging human rights violations with a focus on Civil and Political Rights, Economic and Socio-cultural Rights, Group Rights, and Climate Justice and Environment Rights,
    Provide guidance on the core approaches for seeking remedies against violations.

    MECHANISMS FOR ELECTION MONITORING, DOCUMENTATION, REPORTING & GOVERNANCE FRAMEWORK

    Determine the core standards for determining electoral integrity in Kenya
    Outline the legal and normative framework governing elections
    Provide the institutional and operational environment governing the election management body.
    Outline the principles and standards of a democractic election and their application to conduct of political leaders, parties/coalitions and other key actors in the electoral process.
    Develop and outline a human-rights centred election security management
    Outline the role of key state and non-state actors charged with delivering a free, fair and peaceful election.

    MECHANISMS FOR MONITORING, DOCUMENTING AND REPORTING OTHER KEY HUMANRIGHTS GOVERNANCE COMPONENTS.

    Outline the key human rights governance components for monitoring, documenting and reporting within the CPR, ECOSOC, Group Rights, Climate Justice and Environment,
    Develop guidelines for designing and implementing fact-finding missions and actions,
    Design guidelines for monitoring and responding to Sexual and Gender Based Violence,
    Design mechanisms for monitoring media conduct and reporting on human rights,
    Develop guidelines for community organizing against governance abuses. Qualification/ Applicant Requirements**
    A postgraduate degree in Social sciences, law, political science, or any other related field.
    A minimum of 12 years experience in election, human rights and governance related field.
    Election-related expertise and knowledge
    Ability to identify upcoming political trends and initiate research ideas and products
    Demonstrated ability to work under pressure in a sensitive political environment.
    Relevant sector experience will be an added advantage.

    Key Responsibilities
    Design and Implement M&E System

     Develop and implement an M&E plan of the project to generate regular information related to the progress of the project.
     Develop common indicators for data collection, design data collection tools/ templates, and assist with regular data collection/generation process.
     Provide technical support to project staff on implementing the M&E plan and logical framework.
     Liaise with project management to collect and analyze data and to determine progress achieved.

    Project Information Management

    Track project output and outcome level results on a periodic basis in close coordination with the project’s implementation team.
    Collect, check, verify and compile data from the field as stipulated in the M&E plan.
     Review and compile monitoring reports, project progress reports, evaluation reports, photographs, case studies video documentaries, PowerPoint presentations, etc.
     Update and maintain the project database.

    Capacity Development in M&E

     Provide technical support to staff members for all M&E-related activities.
     Train staff members on M&E concepts, skills, and tools.
     Work closely with implementing team for enhancing their capacity for proper data collection and reporting.

    Quality Assurance

     Review field-level assessment reports, baseline studies, and evaluation reports.
     Ensure that organization’s reports are complete and meet the quality requirements.
     Undertake the quality control of projects implementing strategies and approaches.

    Reporting and Documentation

     Prepare the M&E periodic progress report and submit it to the supervisor.
     Assist the project team to prepare periodic reports of a project through providing M&E-related information.
     Collect and/or assist to collect case stories, best practice documentation, lessons learn; and update and manage that information in project reports and other knowledge products.
     Work closely with the projects team to ensure that lessons learned from project evaluations are documented properly.
     Contribute to developing and managing knowledge products (knowledge management) of projects.

    General responsibility:

     Prepare monitoring field visit plan and conduct monitoring visit as and when required.
     Conduct regular monitoring of project’s interventions to ensure the quality delivery of inputs and contribute to generating expected results.
     Participate in internal and external monitoring missions.
     Work closely with the project team member and relevant stakeholders for monitoring and evaluation of project interventions.

     Qualifications and Experience

     A Bachelor’s Degree in Monitoring and Evaluation; Development Studies, Social Sciences and Project Management, and related experience.
     Experience in quantitative and qualitative data collection and analysis.
     Experience in designing tools and strategies for data collection, analysis, and production of reports
     Hands-on experience in managing and analyzing data using various database software/tools.
     Proven ICT skills, especially in the development of MIS software using database software
     Proven skill in phone-based data collection Applications e.g. ODK, RedCap, etc
     Good interpersonal, communications, and facilitation skills.
     Strong statistical skills including knowledge of Microsoft applications.
    Working knowledge of the English language along with writing and communication skills.
     Programmatic experience in human rights and governance is preferred.

    This project sought to use the election period to entrench the role of ordinary people in the counties in governance and accountability by empowering them to play active, non-violent roles in the electoral process to hold leaders accountable. The project was a build-up on IFA’s ongoing work in the counties, and IFA’s experiences monitoring and working with grassroots communities in the 2013 general elections. The program adopted new approaches to monitoring and documentation during the election cycle, focusing on public participation at the county level.

    PROJECT NAME: Empowering Communities for Accountable Governance and Expansion of Democratic Space- The goal of the project was to develop an empowered citizenry base at the grassroots, who actively act as oversight watchdogs over the performance of their leaders. The project aimed at educating the ordinary citizens on their rights such as rights to social services, participation in the formulation of county budgets and plans among other things as contained in the constitution and other relevant statutes to empower them with the knowledge base to hold their leaders to account for their actions, for example, giving a progress card in relation to planned activities as outlined in the County Integrated Development Plan, identify undemocratic actions from state actors for example, clamping down on protests thus impeding on freedom of association and expression, and resist attempts to curtail their democratic space. This resistance could be through community action teams’ (CATs) peaceful demonstrations, and public petitions among other homegrown solutions.

    Governance documents **1. SCOPE

    The review shall cover the period of the four agreements outlined in the table above. Project components that have been ongoing throughout both agreement periods will be prioritized. The review will focus on the following review questions:
    a) Relevance to current contexts

    Is the project relevance in relation to current key human rights issues in the country?

    b) Effectiveness

    What are the key results achieved by InformAction through the embassy grants?
    To what extent did the projects achieve their objective(s)?
    Have there been any unintended effects of the project, positive or negative? Has there been negative consequences on cross-cutting issues of human rights, gender, environment, and anti-corruption?
    How are these programs linked to other programs run by InformAction?
    Where objectives are aligned to authorities’ mandates, how are these programs linked to them?

    c) Sustainability

    How has the project approach contributed to sustainability after the exit of IFA?

    d) Governance and donor perspectives

    Assess whether the instruments governing the board fulfil common standards for good governance
    Governance perspectives from different stakeholders including past and present board members and management
    Partnership perspectives of key past and present donors

    APPROACH AND METHODOLOGY
    The consultant shall gather information from a variety of stakeholders, including, but not limited to management and staff at IFA and beneficiaries of the project. Other donors funding the organizations and other national and international organizations with knowledge of IFA will also be contacted.
    1. DATA COLLECTION AND ANALYSIS:
    The organization of the fieldwork and methods of data collection and analysis will be informed by the Terms of Reference and more specifically by the specific objectives of the review. The general evaluation approach shall be hinged on triangulation of data sources, methods, and tools in obtaining data that form the basis of the findings to be presented in the report. Primary data shall be collected from a wide spectrum of project stakeholders.
    2. QUALITY STANDARDS
    The consultant shall strive to back findings and conclusions by reference to evidence. The representativeness of findings will be commented on
    IFA will be allowed to comment on factual errors in the report before the final submission. The consultant shall apply ethical standards related to matters such as confidentiality of informants, sensitivity regarding the handling of information and respect towards staff and beneficiaries of the program.CONSULTANT TERMS
    IFA shall be responsible for selecting the consultant in line with procurement guidelines in part III of the agreement and submit to the embassy for approval. The formal contract shall be between IFA and the consultant.
    The consultant is expected to quote for professional fee. IFA shall cover all costs for travel and meetings pertaining to this research.

    i) Report. It shall include a section on Summary of findings and recommendations and the following annexes attached to the main report.

    At least a bachelor’s degree in social science, community development, project management, research, and communication or a related subject, or an equivalent
    Proven experience in evaluation of NGO donor funded projects. Experience in evaluation of Norwegian funded projects is an added advantage.
    At least five years of working experience in M&E related issues and/or development context

    Desirable attributes:

    Formal training in monitoring and evaluation will be an added advantage
    Good management and co-ordination skills, and experience on technical project implementation
