    Duties and Responsibilities

    The Deputy Principal will report to the Principal and shall:

    coordinate the development of academic policies of the University College in consultation with the Academic Board and the Senate;
    direct and organize academic policies and programmes of the University College;
    coordinate and manage student affairs;
    coordinate and manage examinations and the preparation of academic transcripts, certificates, diplomas and degrees;
    develop research agenda with clear guidelines on research alliances and partnerships nationally and internationally;
    develop and implement strategies to facilitate growth in revenue to support research innovation;
    provide strategic direction, leadership and management of the centers and departments that comprise the research and innovation portfolio;
    oversee the protection and commercialization of the innovations;
    establish linkages with industry and business through local, national and international networks to leverage research outcomes and opportunities; and
    perform such other functions and responsibilities assigned by the Principal and University Council as may be necessary and in the interest of the University College as per its rules and regulations.

    hold a degree from a university recognized in Kenya;
    have proven knowledge and experience in any of the following fields

    Finance;
    Management;
    Political science;
    Law;
    Governance; or
    Public Administration;

    have at least ten (10) years post qualification experience in the relevant areas of expertise; and
    have high moral character and integrity and has satisfied the requirements of Chapter Six of the Constitution.

    Functions of the Assistant Registrar:
    The Assistant Registrar shall deputize the Registrar of Political Parties in the following duties and responsibilities:

    register, regulate, monitor, investigate and supervise political parties to ensure compliance with Political Parties Act, 2011;
     administer the Fund;
    ensure publication of audited annual accounts of political parties;
    verify and make publicly available the list of all members of political parties;
    maintain a register of political parties and the symbols of the political parties;
     ensure and verify that no person is a member of more than one political party and notify the Commission of his findings; and
    investigate complaints received under Political Parties Act, 2011.

    NOTE

    A person shall not be qualified for appointment as a Registrar or Assistant Registrar if the person has, at any time within the preceding five years, held office or stood for election as a Member of Parliament or a county assembly or as a member of a governing body of a political party;
    The Registrar and Assistant Registrars shall serve for a non-renewable term of six (6) years and shall not be eligible for re-appointment;
    The office of the Registrar shall be a State Office within the meaning of Article 260 of the Constitution.
     All shortlisted candidates will be required to obtain clearance certificates from:

    Ethics and Anti-Corruption Commission (EACC);
    Kenya Revenue Authority (KRA);
    Criminal Investigations Department (CID); and
    Any of the Registered Credit Reference Bureaus;
    Higher Education Loans Board (HELB).

    Job Summary
    Requirements for Appointment

    served as a Deputy Commissioner for Labour or in a senior position in the field of Labour or its equivalent in the wider public service or private sector;
    a bachelors degree in any of the following disciplines:- Human Resource Management/Development, law, Business Administration, Economics, Sociology, Psychology, Anthropology, Statistics, Labour Relations or Industrial Relations from a recognized institution;
    masters degree in any of the following disciplines:- Labour Relations, Industrial Relations, Human Resource Management or Development or Planning, law, Business Administration, Economics, Sociology, Psychology, Anthropology, Statistics, Labour and Development Studies, Public Administration, International Relations from a recognized institution;
    Attended a Strategic Leadership Development Course from a recognized Institution;
    Certificate in a Prosecution Course lasting at least three (3) months from a recognized institution; and
    professional competence and be thoroughly conversant with Labour administration, Labour Laws and International Labour Organisation and Internal Organisation of Migration instruments, and the ability to integrate them to Kenya Vision 2030.

    Responsibilities
    The Commissioner for Labour will head the labour Department and will be responsible to the Principal Secretary for its effective and efficient management and administration.
    Specific duties and responsibilities include:

    formulating departmental programmes and policies on the administration and enforcement of the Labour Laws;
    settlement of industrial disputes through the enforcement of labour laws to maintain harmonious industrial relations within the country;
    creating awareness among the working community regarding labour laws and promotion of social dialogue to establish industrial peace in the country;
    implementation of labour standards relevant to the trades, conduct of surveys on new trades and formation of standards for those trades in accordance with international standards;
    developing and implementing Strategic Plan;
    enforcement of laws pertaining to the security and employment of children;
    reviewing existing labour policies;
    liaising with international organizations, local institutions and other Government departments in regard to related to Labour;
    development, implementation and realization of the Department’s strategic plan and objectives;
    overall supervision, control, discipline, recruitment, staff training and development; and
    initiating ratification of International Labour Organization (ILO) and International Organization for Migration(IOM), East Africa Community (EAC), African Union (AU), World Trade Organisation (WTO), Intergovernmental Authority for Development (IGAD) on matters related to Labour.
