    Duties and Responsibilities 
    Director of Public Prosecutions shall:

    have power to direct the Inspector-General to investigate any information or allegation of criminal conduct and the Inspector-General shall comply with any such direction;
    exercise State powers of prosecution which may include:
    instituting and undertaking criminal proceedings against any person before any court (other than a court martial) in respect of any offence alleged to have been committed;
    taking over and continuing any criminal proceedings commenced in any court (other than a court martial) that have been instituted or undertaken by another person or authority, with the permission of the person or authority; 
    promoting appropriate standards of practice by public prosecutors, assistant prosecutors, and any other person exercising prosecutorial authority under the Office of the Director of Public Prosecutions Act, 2013;
    implementing an effective prosecution mechanism so as to maintain the rule of law and contribute to fair and equitable criminal justice and the effective protection of citizens against crime; 
    discontinuing at any stage before judgment is delivered any criminal proceedings instituted by the Director of Public Prosecutions or taken over by the Director of Public Prosecutions;
    formulating and keeping under review public prosecution policy;
    cooperating with the National Police Service, investigative agencies, the courts, the legal profession and other Government agencies or institutions so as to ensure the fairness and effectiveness of public prosecutions;
    setting the qualifications for the appointment of prosecutors;
    reviewing decisions to prosecute, or not to prosecute, any criminaloffence;
    advising the State on all matters relating to the administration of criminal justice;
    be responsible for accounting for State monies received or paid out on account of the Office;
    submit an annual report to the President and Parliament on the performance and overall fulfillment of the object and purpose of the Office under the Constitution, the Office of the Director of Public Prosecutions Act, 2013 and any other written law; and
    undertake all such other activities as are necessary or incidental to the performance of the functions of the office under the Constitution, the Office of the Director of Public Prosecutions Act, 2013, or any other written law.

    TERMS OF SERVICE 

    The Director of Public Prosecutions shall hold office for a term of eight (8) years and shall not be eligible for re-appointment.
    The salary and benefits entitled to the position of Director of Public 
    Prosecutions shall be as determined by the Salaries and Remuneration Commission.

    For appointment to this grade, a candidate must have: –

     Served for a minimum period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Director, Gender, CSG ‘6’ and above, or in a comparable and relevant position in the wider public service or private sector;
     A Bachelors Degree in any of the following disciplines: Gender Studies, Gender and Development, Sociology, Business Administration (Finance/Entrepreneurship Options), Anthropology, Counselling and Psychology, Economics, Law or any other relevant Social Science from a university recognized in Kenya;
     A Masters Degree in any of the following fields:- Gender and Development, Business Administration, Project Development and Management, Anthropology, Counselling, Project Planning and Management, Public Administration/Policy, Economics, Law or any other relevant qualification from a university recognized in Kenya;
    A Certificate in either Gender Studies or Gender and Development, or any other relevant course lasting not less than four (4) weeks, or four (4) weeks in aggregate from a recognized institution;
    Membership to a relevant professional body (where applicable);
    Demonstrated outstanding professional, managerial and leadership competences in management of the Gender Function;
    Be conversant with emerging issues in the field of Gender Mainstreaming, Social Economic Empowerment as well as Gender Related Violence and Female Genital Mutilation; and
    Demonstrated a clear understanding of National Development Goals, Policies and Objectives and the role of the Gender Function in realization of the same

    Duties and Responsibilities 
    This is the highest grade in the Gender Cadre. An officer at this level will be responsible to the Principal Secretary for overall coordination of the Gender function in the State Department. Specific duties and responsibilities will include: –

    Overseeing the interpretation, articulation and implementation of gender policies and programmes;
    Coordinating Gender Mainstreaming into the national development agenda; 
    Facilitating, reviewing and evaluating gender policies and programmes; 
    Promoting Gender Mainstreaming, Socio-Economic Empowerment, and mitigation against Female Genital Mutilation and Sexual and Gender Based Violence; 
    Facilitating domestication and implementation of resolutions on gender issues emanating from international and regional treaties, protocols and conventions;
    Promoting research and benchmarking on gender issues; 
    Overseeing the implementation of gender related funds;
    Promoting partnership with stakeholders on gender related matters;                                   
    Coordinating the development and implementation of the national gender action plans in collaboration with various stakeholders; 
    Overseeing the implementation of performance contracts and annual work plans for the Directorates;
    Monitoring the performance of the Directorates; and 
    Supervising, mentoring and developing staff in the Directorates

    For appointment to this grade, an officer must have:

    served for a minimum period of twelve ( 12) years and currently serving at the grade of Deputy Director, Land Valuation CSG 6 or in comparable and relevant positions in the wider Public Service;
    a Bachelors degree in any of the following disciplines; Land Economics, Real Estate and Property studies or equivalent qualification from a University recognized in Kenya;
    a Masters degree in any of the following disciplines; Property Valuation, Estate Management, Property Studies, Real Estate or equivalent qualification from a University recognized in Kenya;
    Membership to the Institution of Surveyors of Kenya (ISK), Valuation and Estate Management Surveyors Chapter;
    registered by the Valuers Registration Board; and
    demonstrated managerial and professional competence in work performance and results.

    Duties and responsibilities at this level will entail: –

    initiating development and review of valuation policies, strategies, plans and programmes;
    coordinating development and review of the national land value index;
    initiating and supervising preparation of valuation rolls and supplementary valuation rolls;
    initiating and reviewing research on emerging value trends and valuation issues;
    coordinating monitoring and evaluating valuation projects and programmes;
    coordinating investigation on valuation disputes and appeals;
    overseeing valuation for arbitration purposes for courts, quasi-judicial bodies and tribunals;
    preparing reports on the impact of infrastructural projects on land values;
    representing the public sector valuers and estate agent registration boards; 
    preparing progress reports on valuation; 
    coordinating setting of performance targets and preparation of annual work plans, procurement plans and performance contracting processes; and
    mentoring and developing staff in the Directorate.
