    Project: Community Based rehabilitation for Children with Disability in Nairobi Informal Settlements
    Reports to: Senior Program Officer
    Action Network for the Disabled (ANDY) is looking for committed and success-driven individual for the position of a Field Officer to manage the health component within a new program with the main goal of strengthening the systems for children with disabilities holistically within the health, family, community and education system.
    Main Duties and Responsibilities:

    Lead in coordinating and preparing of surveys
    Develop effective, robust, and relevant training programs for various cadres of healthcare workers, including continuously updating curriculums, training materials, and guidelines
    Promoting the registration of persons with disabilities
    Identify and build strategic partnerships with associations, partner organizations so as to increase the program’s reach and build business proposition through training activities.
    Ensure effective management of donor relations and effective coordination with program partners to deliver and communicate results.
    Take the lead in conducting community outreaches specifically within Kibera Sub County
    Assessing and strengthening rehabilitation centres within Kibera
    Monitor expenditures against budgets and ensure alignment with work plans and program deliverable.
    Identify successful strategies for expansion beyond program territories or funding
    Representation of ANDY and its program to donors and key stakeholders during meetings and presentations
    •Assist with managing the proposal processes, including drafting, concept notes, proposals and budgets for new opportunities.

    Required Qualifications:

    Minimum 2-3 years of progressive management experience in health programs in an NGO; Experience as a Community Health Worker/ Volunteer within Kibera will be an added advantage.
    Minimum qualification: Diploma or Bachelor’s degree in project management or related discipline from an accredited institution;
    Demonstrated success managing donor grants and programs
    Extensive knowledge of the Disability landscape, including registration, rehabilitation and access to education for children with disabilities; Experience working within Kibera will be an added advantage.
    Excellent writing skills and demonstrated ability to synthesize information into concise reports
    Strong command of MS Office, including MS Word and Excel
    Excellent written and oral English and Kiswahili

The guiding principles should focus on; Positive self-concepts, empathy, goal orientation, self-control, social and communication skills.
    Deliverables

    The Training Module; Formulate a training program including all specific content and approach to be delivered to the participants with a detailed work plan of different activities and timelines involved for the soft skills preparation training. It should systematically set out what content will be covered and how it will be taught with clear indication of how each activity or session will contribute to increase employability of women and men with disabilities.
    Score card; Development of a framework on evaluation of the Soft skills module to assess its competency.
    Soft skills Training Manual for Instructors; A Training Manual focusing on the approach used to deliver the training.

    REQUIRED COMPETENCIES

    A relevant degree in social sciences in Psychology, Organizational Development, Human resources, Leadership development, Social Work, Public Health and other related field. Master’s degree is an added advantage.
    3-5 years of professional work experience in the field of training and development, including designing and delivering Soft Skills Module /development programs’ training manuals;
    Excellent skills in presenting complex technical information in an easily comprehensible way;
    Adaptability and flexibility in working within complex and dynamic environment;
    Ability to deliver high quality products in a timely manner.

    Background and context
    In Nyanza Constituency, Siaya has the largest number of Disabled Person Groups and a disability friendly county official who has the interest of promoting the lives of Persons with Disabilities in livelihood and inclusion in governance. Between July 2018 to September 2019, Action Network for the Disabled (ANDY) has been implementing a project titled; Connecting the Dots – An inclusive participation of Youth with Disabilities in Governance and Employment. The project engages Youth with Disabilities (YWD) in governance by ensuring they understand devolution and disability rights with the aim of unlocking employment opportunities for YWD.
    Project outcomes and outputs
    The Project seeks to contribute to the following:
    Impact: More accountable governance in the management of goods and services for Persons with Disabilities in Siaya County.
    Outcome: Effective engagement of YWDs in governance processes and economic opportunities in Siaya County
    Output 1: Facilitate analysis of socio-economic data for use by Youth with Disabilities in informed advocacy
    Output 2: Mentor YWDs to use existing policies and platforms to access affirmative funds, employment and market opportunities.
    Output 3: Facilitate establishment of YWDs coordination groups for engagement in county planning, budgeting and monitoring of service delivery
    Evaluation purpose and objectives
    The purpose of this evaluation is to provide an independent assessment of the project in order to identify and understand extent to which the inclusive participation of Youth with Disabilities in Governance and Employment Project has achieved the expected results. This will be based on an examination of the project’s Logical Framework and Theory of Change. The evaluation will also identify relevant lessons learned during project implementation so as to inform the design of future projects within similar thematic areas and inform future program development within the organisation.
    The specific objectives of the evaluation are to:

    Identify and describe the outcomes (expected and unexpected) from the project implementation.
    Establish the contribution (causal link which is either direct or indirect) of the project to the identified outcomes.
    Assess the significance and potential sustainability of the identified outcomes.

    To what extent did the project activities and interventions influence and empower YWD to access affirmative funds, employment and market opportunities?

    To what extent did the Disabled Persons Groups (DPGs) involvement within the project influence results of the intervention
    To what extent has the LREB Secretariat embraced the simplified disability friendly National documents and promoted PWDs access to them
    What is the level of uptake of the Simplified National documents among Persons with Disabilities in Busia, Vihiga and Kakamega Counties

    Scope of the evaluation
    The evaluation will cover all project activities from July 2018 to September 2019 largely within Siaya County as well as an upscale activity in Busia, Vihiga and Kakamega Counties.
    Evaluation approach and methodology
    The evaluation will use Outcome Harvesting (OH) as the evaluation approach to engage with various categories of target actors with the aim of establishing how they have acted differently because of the project activities. The evaluator(s) will engage the project team, Disabled Persons Groups, Civil Society Organisations, Government Departments, the Executive arm of the government and the County Assembly including Persons with Disabilities in identifying and documenting significant outcomes realized during the project implementation.
    The evaluator(s) will clearly describe and customise the Outcome Harvesting steps and outline how these will used practically during data collection. Information will be collected or “harvested” using a range of methods to yield evidence-based answers to useful, actionable questions.
    The outcomes information will be collected through:

    Reviewing the project documents including monitoring data on the outputs and outcomes and identify preliminary outcomes
    Engaging with “focal points” (project staff and county government officers)
    Conducting interviews with project team to expound on the identified outcomes and generate more significant outcomes

    Holding focus group discussions with project beneficiaries
    Validating findings through a stakeholder workshop

    Demonstrable previous experience in conducting end of project evaluations using outcome harvesting approach.
    Have vast knowledge on governance and disability issues in Kenya
    Strong understanding of communities, civil society and their interaction with government.

    Fluency in English, Kiswahili.

    Carry out any other tasks as assigned by the finance manager.

    PROJECT ADMINISTRATION SUPPORT (15%)

    Oversee project staff and consultancy contract administration and perform quality assurance checks. Ensure compliance with the Kenya labor law, statutes, regulations, and policies and with ANDY’s internal policies and procedures.
    Maintain systematic filing system of project references and other important project material
    Assist consultants with project contractual/administrative issues. Actively maintain records of time sheets and other relevant details of project activities for all consultants.
    Support project staff in project administration activities including inductions, advocacy campaign activities and provide regular updates to the programme teams as may be required from time to time.
    Carry out any other tasks as assigned by the project manager.

    QUALIFICATIONS

    Bachelors of Commerce Degree in Finance, Accounting or equivalent. Professional qualifications in CPA, ACCA.
    Minimum 3 years of experience in accounting, financial, and budget management, in similar position within non-governmental sector. Must also demonstrate substantial experience in an existing similar role.
    Experience from working with donors on financial policies and guidelines, grants management and maintaining ledgers and cash / bank reconciliations is an asset.
    Must be highly result-oriented, self-motivated, honest and have demonstrable analytical skills.
    Must be able to work independently, prioritize assignments, manage own time to meet deadlines, have positive attitude, pay attention to detail and handle work pressure.
    Excellent computer skills with proficiency in MS office (especially excel) and quick books accounting package.
