    Role and responsibilities
    The purpose of the Regional Head of Finance is to assume the overall responsibility for financial management in the region promoting innovation and learning, and a cost-conscious culture with a high focus on quality. The Regional Head of Finance has the overall responsibility for the strategic development of the Finance in the region including delivery of strategic analysis to NRCs regional management. In addition, the post holder should provide direction to country finance management in line with NRC HOs policies and initiatives in order to provide maximum support to the delivery of humanitarian assistance in the region. 
    The post holder will work actively across the region to ensure strategic planning includes financial aspects that are aligned with global finance priorities.  They will also feed in the field perspective from ESA countries to the development of Global Finance initiatives.
    Key objectives for this role include:

    Accountable for adherence to all relevant NRC policies, guidance and procedures.
    Implement the global finance initiatives/tools/system in the region
    Develop and implement specific financial procedures, SOPs, guidelines and tools in the region including forecasts.

    Specific Responsibilities:
    Financial Leadership and Management:

    Manage the regional office budget, providing accounting, payroll, grant management and financial management support to the regional team.

    Internal control – ensuring that funds are used as intended.   Accountable for control of assets and liabilities, ensuring costs are accurately charged against budgets.

    Staff development and mentorship:

    Ensure Country Finance Managers s and regional finance staff have the right finance skills and experience to carry out their roles. 
    Manage the regional finance team, defining expectations, providing leadership and technical support as needed, and evaluating direct reports regularly.
    Be responsible for the recruitment and training of staff as appropriate and ensuring availability of appropriate professional development opportunities for staff.
    Manage the performance of all staff in the regional finance unit through staff development and performance management systems.  Establishing results-based system and follow up.

    Generic professional competencies for this position: 

    5 or more years in senior level of financial leadership, management and oversight experience in a large international NGO or organisation (preferably the humanitarian field)

    Product management

    Jointly with the Team Leader, act as Product Manager for the Analysis Hub.

    In collaboration with the Team Leader establish realistic timelines for the products.

    QUALIFICATIONS

    JOB DESCRIPTION

    RESPONSIBILITIES

    Develop and maintain overview of all grants, donor requirements, rules and regulations, including filing of grant documents (including through the grants database – forthcoming)
    Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control
    Contribute to the development and revision of funding proposals, budgets and donor reports
    Be updated on donor priorities and track, analyze and share relevant calls for proposals
    Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
    Contribute to continuously improving internal grant management systems 
    Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing Coordinate the development and distribution of internal reports 
    Contribute to PCM trainings and usage of the NRC PCM frame work in the CO as delegated by the Head of Programme
    Support external donor audits
    Represent with relevant partners and donors as delegated 
    Promote the rights of IDPs/returnees in line with the advocacy strategy

    Specific responsibilities 

    PCM focal point – lead for the Go-No Go and Proposal Planning Meeting; support to areas for the Progress Review Meetings and Grants Closing Meetings.
    Development, adaptation and improvement of PCM guidelines and tools, especially financial tools, proposal coordination and quality monitoring, based on lessons learned. 
    Ensure key controls and tools are in place and maintained daily to support effective management of the funding portfolio and compliance with donor requirements.
    Support programme team with quality control related to proposal development and reporting, developing dedicating tools and ensuring capacity building through training. 
    Ensure proper filling of donor concept notes, proposals, contracts and reports on NRC’s filing systems and also kept in hard copy.
    Prepare contracts and documentation for project partners and ensure compliance.

    QUALIFICATIONS
    Professional competencies 

    Between 3-5 years of relevant experience within field of expertise
    Relevant experience from the project management in the humanitarian sector
    Experience from working with humanitarian and development donors
    Good understanding of donor rules and regulations 
    Skills and experience in report and proposal writing
    Strong analytical skills (data and financial)
    Strong communication, coordination and interpersonal skills 
    Excellent written and oral communication skills in English 
    Above average computer skills

    RESPONSIBILITIES 
    Secondary data analysis and crisis monitoring

    Review all assessments, reports and information products on humanitarian crises in the Horn of Africa to understand the information landscape and current gaps.
    Contribute to the establishment and maintenance of the team’s information management systems and ensure that internal and external needs for information are processed in a structured and efficient manner. This includes maintenance of ACAPS’ internal monitoring tracking sheet.
    Ensure that crisis monitoring feeds into the design of analytical products.
    Support the overall informational needs of the response through the compilation, synthesis, and analysis of relevant qualitative and quantitative information.
    Contribute to the creation of tools to facilitate the ongoing analysis and sharing of data and information that support evidence-based decision making.

    Analytical products

    Lead the design and delivery of multi-sector and thematic analytical products, which includes all phases of analysis production, such as ideation, research, and drafting, and coordinating technical support from other teams within ACAPS.
    This may include leading on in-depth thematic research, ad-hoc briefing notes, and anticipatory analysis, depending on analysis needs and team priorities.
    Support other team members with the development of analysis products.

    Strategic external collaboration

    In close coordination with the Team Leader and Senior Analyst, support the expansion of ACAPS’ network and outreach in Nairobi, with regional stakeholders relevant for the work of ACAPS’ analysis team, including regional humanitarian working groups and analysis actors. 
    Identify relevant spaces and interested audiences for ACAPS to present its analysis.
    Travel in East Africa for stakeholder outreach, if needed.

    Any other tasks which are jointly agreed upon may be added to the job description, as per the project needs. 
    QUALIFICATIONS
    Professional Competencies
    Required skills, knowledge and experience

    Knowledge of quantitative and qualitative research and mixed analysis methods and ease with handling large amounts of quantitative and qualitative data. 
    Written clarity, including ability to analyse complex concepts and synthetize information. 
    Previous experience (3 years) in research, analysis, information management, advocacy, or other relevant experience in the humanitarian sector or related fields (development, international relations, social science, etc). 
    Ability and confidence to make judgment calls when interpreting ambiguous data.
    Demonstrated understanding of the principles of emergency preparedness, response, and early recovery. 
    Demonstrated understanding of needs assessments in humanitarian crisis. 
    Demonstrated experience in building and maintaining professional networks.
    Fluent written and spoken English. Any other languages spoken in East Africa are an asset (e.g. Amharic, Somali).

    This position may require travel within East Africa.
    Generic professional competencies

    Relevant Master’s degree, preferably in humanitarian action, social sciences (anthropology, sociology, economics, political science, psychology, geography, etc.), area studies, international relations, public health, epidemiology or other relevant education. 
    Ability to work efficiently under pressure, manage multiple tasks and meet deadlines, while maintaining attention to detail. 
    Ability to work autonomously and proactively.
    Proven cooperation and inter-personal skills, including proven capacity to work very efficiently in a team. 
    Demonstrated analytical and problem-solving skills, and results-oriented approach. 
    Demonstrated ability to take initiative, manage own use of time, and self-motivate. 
    Excellent working knowledge of Microsoft Office suite, particularly Excel. 
    Familiarity with R, Python, Tableau, PowerBI, or similar software, is an asset.
    Flexible, including willingness to work overtime.
