    Job Description

    The primary purpose of the Project Manager position is to implement two key integrated CC multi-year development projects. The two projects are focussed on supporting improved livelihoods and self-reliance of refugees with Livelihoods and Food Security (LFS), Education (youth) and Information, Counselling and Legal Assistance (ICLA) in an integrated fashion.
    The role will be based out of the Area Office in Dadaab and this role will directly report to the Area Manager. The main focus of the role is to support effective project management of two key 3 year multi CC projects and the Project Manager will support the Area Manager though line management of all CC Project Coordinators across the Dadaab project portfolio.
    The role involves both internal project management (ensuring the projects are implemented in line with Project Cycle Management (PCM) framework) and managing Project Coordinators to ensure the project work plans, M&E work plans and procurement plans are developed and adhered to. The Project Manager will also have key role in monthly Area-level meetings to ensure that projects are being delivered on target, implemented according to the budget, and proper financial monitoring is undertaken. The Project Manager will ensure the quality of project delivery and the use of M&E to support regular learning.
    The Project Manager will have a representational role in terms of developing close and collaborative relationships with all key stakeholders for successfully project deliverable as well as representing NRC in relevant camp-level and Garissa-level coordination forums. The Project Manager will take the lead on developing timely and quality reporting to project donors and supporting proposal development for identified new funding opportunities.
     
    Duties and responsibilities

    Line management for project staff.
    Adherence to NRC policies, guidance and procedures.
    Contribute to the development of Country, Area and CC strategies, initiate and participate in the development of relevant CC projects.
    Management and overall coordination for integrated CC projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
    Implement technical direction and ensure high technical quality of projects.
    Provide regular progress reports to the Area Manager and the Head of Programme and promote and share ideas for improvement and recommend necessary changes in activities.
    Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
    Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
    Develop and manage project budget (in cooperation with Project Coordinators) and coordinate across CCs .
    Promote the rights of refugees in line with the advocacy strategy
    Start up of new projects in terms of the development of project work plans and other supporting documents.
    Primary liaison with Danish Refugee Council (lead-applicant for a consortium) and International Trade Centre (key partner in the delivery of market-driven approaches under projects).
    Represent NRC in key Dadaab camp and Garissa-level coordination forums.
    Liaise and collaborate with relevant local authorities and other key stakeholders for effective project implementation.
    Ensure capacity development of project staff and transfer key skills.
    Ensure the development and review of Standard Operating Procedures (SOPs) and supporting documents and monitor their use in project activities.
    Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
    Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
    Ensuring in consultation with the M&E team that strong M&E work plans are in place and are delivered. Support regular review and learning events on the basis of M&E.
    Ensure donor compliance in project implementation and coordinate timely project reporting to donors.
    Support the development of new funding proposals identified by NRC.
    Any other tasks as assigned by the Area Manager.

    Qualifications

    Minimum 4 years of experience from a senior level project implementation position in a humanitarian/recovery context
    Experience from working in complex and volatile contexts
    Knowledge of cash-based interventions and market based programmes
    Technical Livelihoods and Food Security expertise
    Documented results related to the position’s responsibilities
    Knowledge about own leadership skills/profile
    Fluency in English, both written and verbal
    Knowledge of the humanitarian and development context related to refugees in Kenya, specific experience in Dadaab highly desirable.

    Job Summary
    Qualifications

    Minimum secondary Education.- KCSE
    Valid certificate of good conduct.
    Possess a PSV Licence

    At least 5 years’ relevant experience.
    Vehicle mechanic course from a recognized institution preferably government graded.
    Proven background / 3-5 years as a mechanic

    Responsibilities
    R1:Performing daily, weekly & monthly transport duties.

    Do basic vehicles checks before starting the days.
    Undertake all duties assigned by the supervisor concerning transportation by driving assigned vehicle(s).
    Ensure vehicles tools, towing ropes, rod bars, winches, spare wheel are in place before starting the day’s work.
    Maintain high cleanness of the vehicles he / she is assigned to
    Carryout a monthly vehicle check for the assigned vehicle(s)

    R2: Ensure safety of the vehicles, passengers, materials.

    Apply extra caution while driving and avoid any intoxication.
    Ensure safety of passengers and property on board.
    Check vehicles body dents, damages and report any other irregularities.
    Ensure vehicles fire extinguishers and first Aid kits are in good conditions.

    Ensure vehicles are parked in a safe & secure place and properly locked and returned the keys.
    Ensure that all passengers boarding NRC vehicles wear safety belts before the vehicle is put in motion.
    Ensure any other agency staff boarding an NRC vehicle completes and signs a waiver form before start of journey.

    R3: Ensure all vehicle conditions and legal documentations are met by the organization.

    Ensure the validity of vehicles insurance, road license and police inspection stickers and advice renewals.
    Make sure vehicles are serviced as stipulated in the periodic servicing schedules.
    Ensure the vehicle has at least half tank of fuel at all times.
    Update vehicles logbook particulars on daily basis by making right entries.

    R4:Reporting of incidents and accidents.

    In case of any accident report immediately to police station and to your supervisor.
    Do not accept liability on behalf of NRC.
    Present a comprehensive report to the management within 24 Hours.
    In case of an attack, staff security becomes priority.

    R5: Ensure regular vehicle Mechanical checks, maintenance and Repairs.

    Establish the nature of motor vehicle mechanical problems being experienced, track their frequency and any other unusual occurrences. Conduct inspections and test-drives to establish the cause of the mechanical problems and thereafter to confirm that they have been resolved.
    Fix and repair any malfunction/fault on the vehicle’s mechanical systems including and not limited to; engine components and parts, engine cooling system, suspension and steering system, braking system, transmission system, exhaust system
    Routine Maintenance: Perform weekly safety and maintenance checks on all NRC vehicles, document all recommended safety and maintenance data and use it to monitor Key Performance Indicators used in strategic decision making.

    Duties and responsibilities
    Plan and implement instructional activities for the learners as per the training modules to facilitate active and meaningful learning experience.
    Prepare and maintain trainer professional records not limited to schemes of work, lesson plans, lesson notes, record of content covered and other records.
    Maintain students’ attendance records and avail them to the supervisor as and when needed.
    Assess and evaluate learners continuously as per the training requirements and maintain their progress records.

    Ensure the effective and efficient operations of water infrastructure providing portable water to close to 200,000 people. This include solar-generator powered boreholes, an extensive network of pipeline/reticulation system, elevated steel tanks and several tap stands.
    Ensure water supply schedule agreed with refugee communities is respected at all times and consult with them before any change to the agreed upon schedule.
    Promptly communicate with the refugee leadership in the area should the schedule be threatened or disrupted for any reason.
    Employ strategies that will ensure significant improvement in household latrine coverage in Kakuma camps (1-4)
    Adopt strategies that will bring about significant improvement in the overall sanitary situation across Kakuma camps (1-4).

  • Accelerated Education Specialist

    Accelerated Education Specialist

    The purpose of the Accelerated Education (AE) Specialist is to provide leadership to support inter-agency efforts to develop a harmonised approach to AE in Kenya. Out of the more than 210,000 refugees of school age in camps in Kenya, 46 per cent are out of school and 47 per cent of those who are in school are overage.
    There are also large unknown numbers of youth in communities who want to learn but who cannot enrol or for whom the formal education system is not a good fit. There are a number of actors providing AE opportunities in camps.
    While the programmes have been entitled differently and, in some cases, the target group and relationship to the national system has varied, the overall aim has been similar in delivering condensed content within a shorter time frame in a safe space for over-age and out of school children and youth.
    In May 2019 NRC co-hosted with UNHCR an AE workshop in Kenya in collaboration with the Accelerated Education Working Group (AEWG).
    The workshop recommended the formation of a national technical working group (as a subsidiary of the Education Sector Working Group) to strengthen coordination among stakeholders, and take work forward around four key areas:
    (1) Development of guidelines;
    (2) Curriculum development and associated materials;
    (3) Teacher training; and (4) AE management training.
    The role of the AE Specialist is to work collaboratively with the Ministry of Education (MoE), UNICEF, UNHCR and all education actors in Kenya towards a harmonised AE approach that is anchored in the national education system. This approach is intended to invest in the national education system, strengthening capacity in non-formal education in Kenya, for the benefit of refugee learners as well as Kenyan children and youth.
    Additionally, the AE Specialist will provide technical support to NGOs AE programmes in Kenya in terms of technical development, strategic direction and quality assistance including mentoring, training and capacity building of staff on AE programme delivery.
    Direct engagement with the AE programme will ensure that the Specialist’s national coordination role is grounded in field realities and also provides an opportunity to support direct implementation of emerging guidance and tools.
    Duties and Responsibilities

    Advocate to MoE, donors and other stakeholders for the expansion of AE programming in refugee hosting areas (and other non-formal education interventions as appropriate)
    Maintain comprehensive education data and information on AE programming in Kenya
    Support the MoE in collaboration with education partners and the AEWG with the development of AE guidelines, policies and curriculum development or other outputs as agreed by the WG
    Represent AE partners at relevant national, county and camp level coordination forums as appropriate
    Support the capacity building of MoE and other educations stakeholders on harmonised AE approaches
    Strengthen collaboration with global AEWG and regional learning through collaboration and coordination with other refugee hosting contexts in the region around AE
    Provide technical support and guidance to AE programme development and implementation in Kakuma and Dadaab
