    The incumbent of this position will be primary responsible to recruit for the positions based in the Central and West Africa Region.
    Main Responsibilities

    Manage end-to-end recruitment process and deliver outstanding service to NRC hiring managers and candidates
    Develop a recruitment plan together with hiring manager for each recruitment and translate requirements into a solution-based recruitment strategy
    Provide advice and direction to hiring managers, HR staff and candidates about the entire hiring process, build those relationships effectively being a trusted adviser to both NRC staff and candidates

    The main purpose of this position is to be responsible for supporting and conducting internal investigations in the region, in coordination with the HO Anti-Corruption and Investigation Specialist and relevant regional and country office staff. The Regional Investigation Specialist will mainly conduct and advise on administrative, internal investigations into allegations of misconduct, but also on other potential violations of NRC’s rules and regulations as needed. The Regional Investigation Specialist is responsible for providing expert advice and to actively contribute to NRC’s wider learning on corruption risk reduction specifically, but also on other areas such as on PSEA as advised by the technical line.
    The position of the Regional Investigations Specialist should secure independence by providing investigations that are ethical and free of conflict of interest and in turn, provide assurance to the affected communities, the organisation, and donors that complaints, allegations and incidents are investigated and resolved effectively, in a timely manner and without bias or prejudice, as well as ensuring confidentiality in sensitive cases. The Regional Investigations Specialist may be required to operate outside of the assigned region to manage or advise on high-risk investigations, relieve the pressure of high caseloads for other investigators or cover leave in other regions.
    The incumbent will work closely with the Global Risk Management Section, the Regional Management Group, NRC Country Directors, and a variety of staff across NRC programmes in the region. She/he will report to the Regional Office, and have a strong technical line to the Head Office Anti-corruption and Investigation Specialist on technical aspects of investigations, investigation plans and casework, and to the Head of Protection against Sexual Exploitation and Abuse and Safeguarding on all SEA cases and PSEA efforts.
    Role and responsibilities
    Generic responsibilities

    Ensure a strategic and compliant approach to investigations procedures in accordance with the NRC investigation routines.
    Prepare investigation plans in coordination with the HO Anti-Corruption & Investigation Specialist and the Head of PSEA.
    Conduct fair and transparent internal investigations in accordance with agreed plans and complete investigation reports with clear responsive recommendations.
    Support, guide and oversee or manage investigations remotely that are being conducted by NRC staff in Country Offices in line with NRC standards.
    Conduct training to reinforce investigation capacities in the region and provide guidance to employees as potential whistle-blowers.
    Advise and train NRC managers and staff on prevention and reduction of fraud, corruption, and dishonest loss in collaboration with the RO and CO Risk and Compliance units and on PSEA in collaboration with the HO PSEA Unit.

    Specific responsibilities
    These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

    Assess initial reports of possible misconduct in line with NRC guidelines.
    When required, travel to carry out high-quality, internal investigations in country offices in the region or other NRC locations, including documentation analysis, interviews of witness’s and suspects and other investigative actions. Position may require extensive travel.
    In consultation with other NRC regional positions, the HO Anti-Corruption and Investigations Specialist, the HO PSEA Unit, and other relevant Head Office staff, coordinate due process and help promote compliance with NRC polices and processes.
    Prepare regular analysis reports for regional management, the HO Anti-Corruption and Investigation Specialist, and the HO Head of PSEA, outlining trends and highlighting specific issues related to investigations and corruption in the region.
    Train, coach, and mentor country office staff with investigations responsibility

    The Finance Officer – Risk and Compliance provides support in ensuring that NRC Kenya, Tanzania and Eritrea missions consistently comply with all the legal regulations, financial requirements and humanitarian standards set by NRC and its donor partners, while ensuring that the Country Office has effective governance, risk management and control systems are in place.

    Duties and responsibilities

    Implement NRC’s systems and procedures at country level
    Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements
    Prepare and submit reports and analysis
    Support line managers in procedures and required support team trainings
    Ensure that the accounting, monitoring and reporting are according to procedures
    Support project staff in financial matters
    Ensure development and implementation of administrative systems and procedures
    Review organizational risk management strategies to assure the management that risk is adequately managed
    Design and deliver the training action plans informed by audit reports and financial reviews
    Undertake regular systems review and conduct follow up on-the-job training for NRC offices

    Identify any areas of risk exposure to the mission, discuss with Finance Manager and Country Director and address the risks identified
    Act as the focal point for external audits, provide necessary documents required and responding to management letters
    Monitor progress on the implementation of the recommended actions in internal and external review reports
    Be the focal point for investigations
    Provide program staff and implementing partners’ guidance/reference on sub-grant utility, reporting and accountability requirements
    Carrying out implementing partner pre-selection assessments/risk analysis exercise
    Conduct pre-award workshops for identified prospective implementing partners

    Qualifications

    Minimum 3 years of financial and grants management experience in an INGO or UN
    Experience from working in complex and volatile contexts

    The CaLP Programme Manager will support the Regional Representative in shaping and driving forward CaLP’s strategy in the region. In so doing, s/he will be required to liaise with and help to leverage the collective capacity of CaLP member organisations as appropriate towards improving the quality and scale of CVA in the region. S/he will develop and maintain effective communication with a wide range of actors including CaLP members and other stakeholders, exploring opportunities for mutual learning and collective impact, providing technical support to coordination fora and organizations, and brokering connections between a variety of actors within the scope of the agreed strategy and plans.

    The postholder will work closely with the whole CaLP team (those in country and beyond) and with the support of the Regional Representative to take forward the following:

    Area 1: Foster collaboration for more effective and sustainable humanitarian CVA that better meets the needs of people living in contexts of crisis

    Liaise with Cash Working Groups in multiple countries on a regular basis and support interagency collaboration towards more effective CVA.
    Work in close cooperation with diverse actors within humanitarian CVA and complementary areas such as social protection, economic and financial inclusion and private sector on issues of common interests.
    Assist with mobilization of CVA actors including CaLP members and non-members to participate in collaborative initiatives towards optimizing the impact and effectiveness of CVA in the region.
    Liaise with government bodies, clusters and other parts of the humanitarian system, as relevant, to promote and enhance the coordinated use of cash.

    Area 2: Become an effective global network for the CVA system, inspired by improving outcomes for people living in contexts of crisis

    Conduct an audit of membership engagement in the region.
    Support enhanced engagement with all members.
    Contribute to planning and management of ‘member only’ or ‘member priority’ events.
    Support processes that aid joint planning and setting of the agenda for collaborative work by CaLP members
    Liaise with CaLP members on specific issues and commitments as becomes appropriate based on identified areas of work

    Area 3: Strengthen evidence-based policy and action in order to transform humanitarian CVA
    Support learning and knowledge sharing activities, including the planning and delivery of webinars and learning events.

    Work with partners and other stakeholders to identify evidence and research gaps
    In collaboration with CaLP members and other stakeholders, contribute to the planning and development of case studies or other learning products
    Implement activities to enhance the uptake of learning generated at regional and global levels based on agreed plans.
    Contribute regional perspectives to global policy debates.

    Area 4: Provide thought-leadership on emerging issues likely to affect humanitarian CVA, mindful of the links to the broader financial assistance landscape

    Prepare regionally relevant synthesis reports highlighting gaps, opportunities and challenges
    Support thematic pieces of research and workshops carried out in the region.
    Identify opportunities to promote the work of CaLP in appropriate national and regional fora.
    Participate in regional CVA discussions and represent CaLP team with members, non-member, donors and other external stakeholders including through online events.
    Contribute to processes of convening CVA actors to explore practical ways forward on key issues and set the regional and national agenda for advancing quality of CVA
    Disseminate information about global policy debates at regional level.

    Qualifications

    Technical understanding of CVA Programming in humanitarian contexts.
    Experience in humanitarian coordination and/or policy work.
    Knowledge of the international humanitarian system and understanding of some of the key debates related to cash transfers programming.
