    Roles & Responsibilities
    The Regional Head of Programme Development and Support is a member of the Regional Management Team and manages the Regional Programme Advisers and Regional Grants Coordinator. This is a dual role, and the postholder will also acts as a Regional Programme Adviser for allocated countries.  It is anticipated that the team leadership and strategic lead will take 50% of working time, leaving 50% of working time for the regional programme adviser role.
    Job Responsibilities

    Provide specialist support, advice and guidance to own portfolio of country offices in relation to programme development and to strategic planning in country programmes;
    Take responsibility for capacity building and learning and development, as required, including facilitation of induction training for relevant programme personnel in COs, and provision of PCM support, including facilitation and delivery of trainings, to country programmes within the region;
    Take responsibility for quality control of donor proposals and reports, macros log frames, and triannual reports and internal programme strategy documents and reports, in regard to NRC strategies and donor compliance;
    Lead in the development of a funding strategy identifying new types of donors and monitoring donor priorities and trends; provide specialist knowledge and advice on donor policy and practice;
    Lead in the development of a partnerships’ strategy, identifying both interagency and commercial partnership opportunities, monitoring trends; provide specialist knowledge on development of commercial partnerships at CO and RO level;
    Monitor the Major Projects Committee and oversee the successful implementation of this process;
    Work with the regional L&D specialist and HO L&D specialists/PCM Adviser on the development of enhanced learning and development initiatives to address learning needs identified in COs in relation to programme proposal development, PCM, grants management and donor compliance.

    Job Requirements

    Several years of documented relevant Manager/Adviser experience within the humanitarian field;
    Previous experience in a Head of Programme or similar position would be an asset;
    In-depth knowledge of institutional donors’ strategies, priorities, and compliance guidelines;
    Track record of successful proposal development, or similar in funding or partnerships;
    Experience of strategic planning, including strategic approaches to business development;
    Extensive experience with assessments, programme development, and programme implementation;
    Experience from working in complex and volatile contexts, with preference for previous experience in the East Africa and Yemen region.

    Specific responsibilities

    Prepare Bi-weekly and monthly procurement status reports for submission to Logistics Coordinator and Programme staff review.
    Perform any other duties assigned by the supervisor.

    Professional competencies

    Relevant university degree/Diploma/Advanced Certificates preferably in Procurement or equivalent work experience.
    Membership of professional bodies an added advantage.
    Proficiency and excellent working knowledge of Microsoft Office application e.g word, excel, powerpoint highly desired.
    Previous experience in procurement position will be an added advantage but not mandatory.

    Specific responsibilities

    Log systems bugs and follow their resolution with the Agresso central team. Follow also request of system development.

    The East Africa and Yemen Regional Office is seeking the services of a competent fleet consultant to improve efficiency in the management of the fleet department.
     
    Main Objective:
    To improve the operational efficiency of the EAY Region Fleet through a review and investment in management practice.
    Specific Areas of Focus:

    Fuel management and use
    Vehicle Maintenance
    Fleet management, documentation and information reporting
    Vehicle Handling
    Baseline of current practice and setting of bandwidths

    Fuel management, the consultant shall:

    Produce an inventory of vehicle models in NRC fleet, differentiated by NRC owned versus rented vehicles.
    Establish manufacturers’ consumption ranges for these models as reference figures for fleet managers.

    Scope of work

    Proposed Duration: Three months from September 2021, with additional two weeks in January 2022

    Job Description
    The purpose of the Project Officer position is to support the day-to-day implementation of Information, Counselling and Legal Assistance (ICLA) projects in Dadaab camps. The Officer will also undertake legal analysis of the situation of refugees and host community located in the Dadaab camp complex and identify gaps for NRC intervention and programming within the ICLA thematic areas. The Officer will work within the integrated programming approach to ensure that ICLA activities are mainstreamed within all other NRC projects in Dadaab.

    The purpose of the Data Management Technical Assistant is to support programme team in maintaining updated documentation libraries.
    Job responsibilities:

    Ensure compliance with NRC policies, guidelines and standards
    Ensure compliance with M&E strategy, tools, handbooks, guidelines and standards
    M&E specific technical responsibility for implementation of Data management activities in relation to NRC projects
    Assist in Provision specific technical support and capacity building towards project staff
    Assess, promote and document ideas for technical improvement and further program development options
    Promote the rights of IDPs/returnees in line with the advocacy strategy
    Assist in development and administration of M&E and program data management system
    Assist to develop and support the implementation of appropriate SOPs for information management in line with NRC procedures including confidentiality and data protection.
    Assist in development of appropriate M&E databases to store, analysis and present relevant information.
    Support in training for NRC and partner organisation on relevant aspects of data management.
    Support ME and CCs staff at area level to create and maintain databases and spreadsheets that meet NRC’s M&E and donors’ requirements.
    Responsible for data entry and coherence of output and outcome data in NRC internal Output and outcomes reporting system .

    Job competencies:

    Minimum 3 years of previous job experience relevant to the function or in data management, statistics, analysis and information technology.
    Advanced MS Excel skills and experience of working with MS Access is required. Previous experience of working with SPSS, STATA, Epi Info and R is desirable.
    Candidates with skills and skills in salesforce administration will have an added advantage.
    Strong data interpretation skills, report writing, and data presentation
    Preferable University degree in statistics, economics, IT or related fields.
    Documented results related to the position’s responsibilities.
    Proficiency in English is essential
