    The Deputy Director, Motor Vehicle Inspection will join the Authority’s senior management team and shall report to the Director, Technical Services. The jobholder will be responsible for overseeing and coordinating all motor vehicle inspection centres and services offered through NTSA for compliance of public service and private vehicles, among others.
    Responsibilities for the Motor Vehicle Inspection Deputy Director Job
    Managerial / Supervisory Responsibilities
    Develop and manage the departmental budget;
    Develop and oversee the implementation of the departmental work plan;
    Direct the operations of the department;
    Oversee performance management in the department;
    Prepare and submit monthly, quarterly and annual reports for the department;
    Prepare Board and Management papers for approval;
    Identify training needs for the departmental staff;
    Participate in the recruitment of staff within the department; and
    Participate in the development and review of the Authority’s Strategic Plan.
    Technical Responsibilities / Tasks
    Implement motor vehicle inspection standards;
    Oversee inspection of all vehicles for roadworthiness;
    Oversee inspection of accident vehicles and reporting;
    Implement motor vehicle inspection manuals;
    Implement motor vehicle inspection policies;
    Oversee privatization of motor vehicle inspection services; and
    Develop and implement motor vehicle inspection system.
    Policy Development
    Participate in development, review of regulations, internal policies and procedures.
    Administrative Matters
    Provide continuous leadership, supervision, training and development of department staff ensuring an effective and motivated team;
    Ensure the fulfilment of the departmental performance contract targets.

    Qualifications for the Motor Vehicle Inspection Deputy Director Job
    To be appointed to this role, the successful candidate must be a Kenyan citizen and possess the following key requirements;
    A Bachelor’s degree in Mechanical Engineering , Automotive Engineering or in a related field from a recognized institution;
    Master’s degree in Business or Engineering from a recognized institution;
    A registered engineer with the Engineering Board of Kenya;
    Proficiency in ICT;
    Ten (10) years relevant experience, five (5) of which must have been at a management position in a large organization;
    Proven experience in developing and reviewing policies and strategies in collaboration with diverse teams; and
    Working experience and knowledge of transport sector will be an added advantage.

     Build partnerships with other road safety agencies, governmental, international and national organizations and coordinate the road safety resource mobilization efforts;
     Coordinate the development of a functioning Road Safety Crash Data System in the country;
     Develop a monitoring and evaluation framework to check the progress of implementation of road safety action plans both at the national and county level and make appropriate corrective measures;
     Support the design, planning, execution and monitoring of the overall road safety strategic plan with the objective of making Kenyan roads safe;
     Initiate and coordinate road safety research, audit and awareness programmes;
     Coordinate the Transport and Safety Committees at the County level;
     Propose effective road safety programmes and interventions on speeding, drunk driving, pedestrian safety, and general compliance;
     Seek and build sustainable, mutually beneficial and collaborative relationships and networks with all stakeholders in road transport sub-sector; and
     Coordinate all the agencies involved in road safety programmes.

    Policy Development

     Develop, review and implement regulations, internal policies and procedures.
     Propose and advise on policy formulation within the public transport sector;

    Key Qualifications and Experience:

    Key Duties and Responsibilities

    Contribute to the development of the annual Information Systems audit plan;
    Execute Information systems audit reviews based on the annual Information Systems Audit plan;
    Conducting general ICT reviews, audits of computer systems and technical environments;
    Analyzing data for the adequacy and effectiveness of system integrity, accuracy, security and control;
    Carry out compliance audits for information systems management procedures and ensure departmental compliance to the established control framework;
    Prepare and develop detailed audit programmes for performing individual audits including the identification of key risks and controls, determination of audit scope,
    objectives and audit methodology;
    Carry out routine information systems audit investigations on areas identified by Management; and
    Conduct data extractions, analysis, and security reviews utilizing various computer assisted audit tools (CAAT).

    Key Qualifications and Experience

    Bachelor’s degree in Information Systems/Computer Science/Computer Engineering;
    Certified Information Systems Auditor (CISA) qualifications or other designation; other qualifications e.g. CISM, CISSP, CRISC, CEH;
    Computer proficiency; and
    Fulfil the requirements of Chapter 6 of the Constitution.

    DIRECTOR, CORPORATE SUPPORT SERVICES (GRADE NTSA 2) – REF: NTSA/03/2022/01
    Reporting to the Director General, the job holder will be responsible for ensuring the Authority continuously has the institutional capacity and capabilities necessary to deliver on its mandate. The Director shall oversee the following key functions – Human Resource & Administration and Finance.
    Key Duties and Responsibilities

    Develop and oversee the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
    Develop the Authority’s budget and continuously monitor and evaluate its implementation;
    Give oversight to the Authority financial affairs and advise the Authority on financial planning strategies and policies;
    Ensure effective and efficient management of the Authority’s Resources including Finances and Assets;
    Ensure the provision of meaningful, accurate and prompt management accounts and reports to the Director General and the Board;
    Negotiating with banks and donors for appropriate support;
    Give oversight to the Authority’s human capital affairs, ensuring that the Authority has the right and sufficient human resource to meet its objectives;
    Ensure that current and future space and other facility needs are provided for;
    Provide oversight for effective records management operations;
    Oversee performance management system in the Authority;
    Participate in the development and review of the Institution’s strategic plan;
    Ensure compliance with labour laws, public, Public Financial Management Act, IPSAS and IFRS and ISO Standards;
    Review the Corporate Services business plans in line with the overall strategic objectives and government performance contract; and
    Oversee operations of HR and Administration and Finance departments.

    Qualifications, Skills and Experience

    Master’s Degree in Human Resource Management, Finance, Government, Sociology, Business Administration, or any other relevant qualifications from a recognized institution;
    Bachelor’s degree in Social Sciences, Human Resource Management, Public Administration, Business Administration, Finance or a related field from a recognized institution;
    Possesses professional qualification either as a Certified Human Resource Professional (CHRP-K) or Certified Public Accountant (CPA-K);
    Membership to IHRM(K) or ICPAK;
    Attendance of a Leadership Course lasting not less than four (4) weeks from a recognized institution is an added advantage;
    Fifteen (15) years relevant work experience in finance, human resource, public
    administration, five (5) of which must have been at a senior management position in a comparable organization;
    Fulfil the requirements of Chapter 6 of the Constitution;
    Be highly analytical, assertive and a team player;
    Negotiation and lobbying skills;
    Ability to drive change and innovation;
    Team player with excellent interpersonal skills;
    Excellent communicator with negotiation skills and ability to manage multi disciplinary teams;
    Demonstrate exemplary leadership skills; and
    Proficient in ICT
