    Guide direction of legal reform, review relevant statutes that may impact on mortgage financing and financial sector at large.

    Communication and Public Relations

    Serve as chief spokesperson for Shelter Afrique, assuring proper representation of the organization to all relevant stakeholders.
    Communicate with external parties by representing the organsation to customers, Government, the public and other external stakeholders, including investors.
    Act as an advocate, within the public and private sectors, for issues relevant to Shelter Afrique, its mandate, services, and stakeholders.
    Develop a network of business relationships with partners and enhance the Company’s mandate across the member states.
    Ensure regular communication with the Chairman of the Board of Directors.

    Risk Management

    Monitor the organization’s Risk and Governance systems to ensure that assets are managed in a manner that fully complies, in both spirit and letter, with the applicable rules, regulations and policies set by the Board.
    Recommend appropriate requirements and procedures governing the code of conduct of the organization in accordance with the ethical rules laid down by the Board and ensuring such rules are observed
    Facilitate the Board of Directors in establishing and quantifying the Board’s “risk appetite” i.e., the level of risk they are prepared to accept.
    Implement the overall risk management systems of the organization across all types of risks, including credit, operational, reputational and compliance risks.
    Support the independency of the Internal Audit function and address recommendations made in a timely manner.

    Minimum Qualifications, Skills, and Competencies

    The Chief Executive Officer shall be a person with an impeachable clean leadership record, of integrity and of the highest competence with internationally recognized qualifications and extensive practical experience in matters pertaining to the activities, management, and administration of the Company.
    An advanced degree in Management, Economics, Finance, Law, Business Administration, Public Administration, Engineering, Built Environment or equivalent.
    A minimum of Fifteen (15) years’ relevant professional experience at a senior management/executive level in the design and execution of projects, programs and policies within an affordable housing bank, an international housing finance programme, or other related development finance institution.
    Rigorous and high Ethical standard individual, with strong analytical skills and sound business judgment.
    Professional, results-oriented approach with an aptitude for developing practical solutions and balancing long- and short-term trade-offs.

    Objectives of the assignment
    The objective of this bid is to appoint a suitable, independent service provider that can provide an appropriate co-sourced internal audit service to Shelter Afrique.     Scope of work

    The consultant will be required to provide independent consulting and assurance services covering all areas of Shelter Afrique’s operations as per the Internal Audit Charter. The consultant will support the oversight role of the Audit, Risk and Finance Committee (ARF) by undertaking the following tasks:
    Review the current risk based internal audit plan to identify current and future high-risk areas and formulate an annual audit plan in conjunction with the internal audit team.
    Discuss coverage with the Head of internal audit, management and the Audit, Risk and Finance Committee (ARF) of the board.
    Perform risk based internal audit control and compliance reviews in terms of the proposed internal audit plan as directed by the ARF Perform these audits in compliance with the Institute of Internal Auditors Standards on Internal auditing.
    Plan and perform ICT audits.
    Undertake performance audits especially of the organization’s core
    business areas.
    Ensure that line Management is fully aware of the audit findings,
    implications on Shelter Afrique’s operations and subsequent
    recommendation.
    Provide a final report on the outcome and findings of audits with
    recommendations and agreed management corrective action for
    Internal Audit follow up.
    Provide risk mitigation and control advice to management
    regarding the management of these risks with a summarized report to the management and ARF. In addition to also oversee implementation of the agreed corrective action.
    Provide summary reports and present such to the ARF on key findings.
    Attend ARF meetings and provide feedback on audits completed,
    the management of risks including a regular overview of the control environment. Working closely with the head of internal audit, the external auditors and other assurance providers to ensure there is synergy of approach to avoid duplication of effort and ensure enhancement of combined assurance.
    Perform any special internal audit projects as directed by either the Head of internal audit or ARF.
    Provide technical assistance to the internal audit team where the internal team have no such technical skills required to carry out an assignment e.g., review of financial/risk (IFRS/Tax matters) models.
    Ensure there is capacity building within the internal audit team through knowledge transfer.

    Minimum qualifications and competencies: In addition, the Consultant shall demonstrate:

    Ability to identify, evaluate and facilitate the minimization of Shelter
    Afrique’s exposure to risks associated with inadequate and ineffective internal controls
    Ability to carry out specialized audits such as investigations and information system audits
    Co-sourced internal auditing experience by providing a list of reference
    internal audit appointments within the region where Shelter Afrique is mandated to operate.
    Staff should be members of the Institute of Internal Auditors or Institute of
    Certified Public Accountants of Kenya (ICPAK) or equivalent. The team leader should have at least 10 Years’ experience in provision of internal audit services and should be a member of the IIA and/or ICPAK or equivalent.

    Overall purpose
    The purpose of the role is to support the Enterprise Risk Management Function in safeguarding and improving the company risk bearing capacity and the efficient use of this capacity through identifying and formulating risk mitigating measures related to the Company’s Asset and Liability Management (ALM) challenges and opportunities. The person appointed will directly be reporting to the Head of Enterprise Risk Management.
    Duties and Responsibilities
    Key responsibilities will include:

    Monitor adherence to the company’s policies and procedures on treasury operations and asset & liability management.
    Develop and/ or maintain appropriate benchmarks for all financial risks arising in Treasury operations, through implementation of established stop loss, hedging, and mark to market disciplines.
    Analyze currency mismatch positions, and duration mismatch between Assets and Liabilities, and estimate impact of currency and interest rate movement on the company balance sheet.
    Analyze maturity structure of the Company’s existing Assets and Liabilities in order to evaluate and manage the risk exposures.
    Prepare the monthly liquidity and market risk reports to ALCO.
    Ensure appropriate identification, measurement, monitoring and reporting of liquidity, market, and credit counterparty credit risks.
    Assist with the development of the company’s funding plan, including modelling alternative funding strategies.
    Review and re-calibrate, on a monthly basis, all behavioral liquidity assumptions and submit updated assumptions to ALCO for review and approval.
    Review and update all assumptions pertaining to liquidity stress testing and associated contingency plans on at least a quarterly basis.
    Develop and maintain ALM and risk analytical models in Excel and provide thorough documentations on models and the related processes.
    Leverage financial engineering, capital markets, and product knowledge to assist in the development of innovative ALM strategies.
    Assist in the development of risk limits, liquidity tolerance, and the relevant monitoring and reporting processes.
    Develop and/or use mathematical models to aid in the analysis of interest rate risk and funds transfer methodologies.
    Prepare and analyse forecasts and calculations used to set strategic direction in the areas of earnings, liquidity, and capital. Reconcile actual and forecast results.
    You will be a member of the ALCO, where you will be expected to provide high quality ALM management information.
    Monitor and report on the transaction compliance, market and counterparty credit risk exposures related to the Company’s Treasury activities and review the quality and accuracy of monthly reports produced by Treasury team.
    Analyse complex or recurrent issues on fair valuations and Profits and Losses (P&L) calculations on Treasury Portfolios, including Investment, Borrowing and Derivatives transactions of the Company.
    Participate in the review of ISDA/CSA agreements to ensure an adequate legal framework for treasury operations.
    Contribute to the confirmation of offering memorandums, pricing supplements and swap agreements for Treasury activities.
    Immerse in global capital markets to forecast emerging risks, analyze financial statistical data quantitatively and qualitatively, conduct statistical analysis with data and present findings.
    Lead and manage projects related with the Company’s VaR engine and assist in the market risk quantification under the ICAAP process.
    Participate in the market risk capital requirements calculation process under current regulatory frameworks; and Comply with SLA for delivery of risk reports

    MINIMUM QUALIFICATIONS & EXPERIENCE

    Undergraduate degree or its equivalent in Mathematics, Finance, Companying, Economics, Business Administration (with a major in Finance) or similar quantitative disciplines.
    Have a minimum of five (5) years of relevant professional experience in International Financial Institutions or Investment Company’s, with a large scope of treasury or fixed income activities. Working experience in Fixed Income and Derivatives front-office, middle-office or risk management departments will be an advantage.
    Professional certification in Risk and/or Finance such as Financial Risk Manager (FRM), Professional Risk Manager (PRM), Chartered Financial Analyst (CFA) or Certificate in Quantitative Finance (CQF) will be an advantage.
    Knowledge and experience on ALM and/or Capital/ Risk Management preferred.

    Overall purpose
    The Procurement Manager will be responsible and accountable for the delivery of all procurement and disposal related activities in accordance with the organization’s procurement and disposal policies and procedures.     Ensure SHAF supply chain procedures are adhered to while purchasing goods/ services required by SHAF.
    Coordinate the procurement of the purchased goods/services
    Ensuring all specifications in the purchase requisitions are captured in the requests for quotations and subsequently in the purchase order and that the delivered goods conform to the requester’s specifications.
    Work with the procurement committee as per SHAF Procurement & Disposal Policy to source for suppliers who are not in the prequalification list.
    Coordinate with the Procurement & Disposal team on procurement planning and budgeting ensuring all the unit needs are captured and taken care of
    Ensure the turnaround time for purchase requisitions is as per the shared Procurement & Disposal policy and in conformity with customer needs.
    Maintain up to date records for all procured goods and services, including approved budgets and supporting documentation: purchase requisitions, quotations, bid evaluations, purchase orders, and related documents.
    Assist in communicating changes in the Procurement & Disposal policies to both Internal and external customers and responding to audit queries on time.
    Submitting VAT Exemption applications to Ministry of Foreign Affairs and KRA.
    Liaise with the SHAF legal team to ensure compliance with all applicable laws and policies in the preparation of Service Contracts and Service Level Agreement (SLAs) and service contracts.
    Assist in the drafting framework agreements and other related agreements for preferred suppliers.
    Participate in preparing prequalification documents and appraising prequalified suppliers.
    Carry out supplier evaluations periodically.
    Coordinate vendor performance management review using the approved institutional tools and participate in decision making based on the evaluation.

    Qualifications

    Masters’ degree in Science in Purchasing& Supply Chain Management from a recognized University or an equivalent qualification.
    9 years working experience in a busy procurement environment and at least 4 years in a DFI would be desirable.
    Professional qualifications in Purchasing and Supply Chain Management, preferably from CIPS
    Computer proficiency (Email, Internet, Word, Excel, Access or other data-base management, knowledge of automated Supply Chain Software’s would be an added advantage.)
    Membership with recognized professional bodies like CIPS and KISM

    Plan and implement financial, operational, management and compliance audits to ensure internal control frameworks are in place and operating efficiently.
    Prepare the audit methodology and design audit tests and procedures to evaluate internal controls, operations and business risk identified with focus on the information system.
    Prepare reports on audit findings for discussion and clarification with the relevant senior management team.
    Provide recommendations during monthly audit meetings towards improving the internal controls, business processes and the quality–of–service delivery.

    MINIMUM QUALIFICATIONS & EXPERIENCE

    Master’s degree in Accounting, Commerce Finance, Economics, or other business–related subjects
    Relevant processional qualifications including CPA(K), ACCA, CIA and or CISA.
    Membership to a relevant professional body such as the Institute of Certified Public Accountants of Kenya (ICPAK) and the Institute of Internal Audit (IIA).
    Proficient working knowledge in Microsoft office, Oracle Systems and Audit Software such as AUDIT Command Language (ACL) IDEA Data analysis software

    Minimum of ten (10) years of experience in the HR management preferably with international or regional organisations. Five (5) years should have been at a level of management level.
    Solid knowledge of contemporary human resources policies and practices including governance and board process.

    Overall purpose

    To serve as Secretary to the Board and Annual General Meetings of the Company.

    Key functions and responsibilities

    Provide Secretarial services to the Board of Directors, Board Committees and Annual General Meetings (AGM)
    Record and keep records of all the proceedings, decisions, and recommendations of the Board of Directors and AGM
    Report on implementation of decisions and resolutions made by the AGM and the Board including the Board Committees
    Provide safe custody and ensure authorized use of the Company seal
    Coordinate relations with Directors, Shareholders, and Governments of member countries as well as with authorities of the Host Country
    Coordination, preparation and final distribution of documents relating to AGM and Board Meetings as well as Annual Symposia
    General planning, organizing and holding of AGMs, Board Meetings and Annual Symposia
    Registration of and custody of all originals of Agreements, Conventions and Contracts signed with States and Organizations, including Host Country and ensuring observations of obligations and rights stipulated therein.
    Lead negotiation, drafting, review, execution and interpretation of Statutes, Agreements as well as Contracts governing the operations of SHAF
    Perform any other duties as may be assigned from time to time

    Required knowledge and skills

    Advocate of the High Court with current practicing certificate is an added advantage.

    Overall Purpose
    Reporting to the Head of Human Resources and Administration, the Human Resources and Administration Officer will provide efficient and effective human resources and administrative services for Shelter Afrique Head Office and Regional Offices.

    Specific Duties
    Human Resources Management
    Provide policy guidance and services across the human resources value chain including recruitment and selection, induction and on-boarding, compensation and benefits, payroll and statutory returns, learning and development, performance management, employee relations and welfare, management of the human resources information system, discipline and grievance procedures, and internship program.
    Administration
    Specific Administrative duties include management of: procurement, property and facilities, insurance, security, transport and travel, outsourced and shared services, administrative budgets and costs, health, safety and security programs, and protocol relations with government ministries and agencies.
    Minimum Qualifications, Skills and Competences

    Bachelor’s Degree in Human Resources Management, Business Administration or related field, plus a Postgraduate Diploma or certification in Human Resources Management.
    Minimum Five (5) years progressive working experience in a Human Resources and/or Administration function.
    Should be proficient in application of Oracle Human Capital, Oracle Procurement or equivalent Enterprise Resource Planning Programs
    Training in procurement will be an added advantage.
    Should be well conversant with labour laws and employee relations practices.

    Job Description

    Overall Purpose
    The position is responsible for managing the policy, research, partner relationships, resource obilization and communication aspects of the organization. The main role is to develop Shelter Afrique a repository of information on affordable housing solutions that will facilitate the development of affordable housing policies and capacity in the member countries. This position will be responsible for quantifying the impact that SHAF’s activities have in terms of numbers of units, impact on employment levels and other factors as laid out by key DFIs like IFC. The function will also be responsible for ensuring that all investments, loans and other activities of SHAF do not violate investor requirements (like the IFC standards). In addition, the position holder will develop partnerships with likeminded organizations and promote the reputation of Shelter Afrique a provider of impactful affordable housing solutions in Africa.
    Key responsibilities will include;

    Carry out research and develop a repository of information on affordable housing policies, solutions and technologies by partnering with likeminded organizations and developing internal capacity
    Identify and establish appropriate partnerships for joint programs on affordable housing.;
    Develop and implement capacity building programs for member countries;
    Develop and implement a monitoring and evaluation framework for measuring impact of Shelter Afrique investments;
    Carry out impact assessments and disseminate lessons on Shelter Afrique interventions;
    Develop and Implement a Resource Mobilization strategy aimed at enhancing
    SHAF’s resource base to enable it further its affordable housing agenda;
    Responsible for building SHAF’s strategy for public relations and corporate communications, working collaboratively with various departments and members of the executive team;
    Develop a robust platform directly and through collaboration of information for member countries to aid them in policy decisions, and project execution
    Develop initiatives and training that promote and improve the effectiveness of member country housing personnel and decision making.
    Measure and communicate the effectiveness of SHAF to member countries
    Ensure that initiatives meet the expected goals as well as do not transgress investor standards
    In conjunction with business unit heads develops funding proposals;
    Mobilize equity from both existing shareholders and new investors;
    Responsible for leading and developing relationship building and visibility with SHAF’s key institutional donors and for diversifying and increasing funding;
    Attends multilateral forums to network and builds appropriate relationships.
    Responsible for development and implementation of strategies to enhance SHAF’s reputation and build its brand as a provider of impactful affordable housing solutions in Africa.

    Minimum Qualifications, Skills and Competencies

    Master’s degree in Business Administration, Public Policy, Marketing, Communications, Public Administration, Development Finance or other related fields;
    A Bachelor’s Degree in Urban Planning and Development, Monitoring and Evaluation, Public Policy Management or other related fields;
    A minimum of ten (10) years’ experience working in working in policy, research, monitoring and impact investment measurement in real estate finance;
    A post graduate qualification in Public Relations and Communication,
    Monitoring and Evaluation or Resource mobilization will be an added advantage
    Excellent interpersonal and communication skills;
    Proven experience in policy related research, generation and dissemination of knowledge especially in affordable housing, strategic communication as well as monitoring and evaluation in a similar institution;
