    Responsibilities
    Institutional relationships

    Develops and promotes relations with the Country Coordinators of the various institutions and donors present in the geographical area of responsibility and with international NGOs, in coordination with the CEO;

    Strategy and Planning

    Coordinates and drafts the Strategic Planning and Programming Document for the area of reference;

    Administrative and financial management

    Responsible, in liaison with other Coopi staff, for both forecast and actual budget analyses and financial and economic trends in the countries under his/her responsibility;

    Institutional communication and Fundraising

    Essentials

    Country Logistic Coordinator/Security Focal Point

    Description of the role

    The candidate will cover both roles Country Logistic Coordinator and Security Focal Point to support the mission in Sudan. As country logistics coordinator is responsible to ensure the coordination and management of all aspects related to the country’s logistics and particularly: purchase procedures, goods/services supply, transport system and the technical organization of the work of all COOPI’s field offices in the country, in compliance to internal and donors’ procedures. As Security Focal Point is to contribute to ensuring the safety and security of COOPI’s staff, beneficiaries and assets in Sudan, as well as to support continuity of programs through ensuring implementation of risk analysis, security framework and protocols. The secondary key objective is to build capacity in safety and security management across mission team at all levels and to identify and train a national security focal point.

    Main responsibilities
    Country Logistics coordination

    Coordinates the country logistics function, both at Country Coordination level and at field office level;
    Ensure that the logistics works correctly in qualitative and quantitative terms, at all different levels and in compliance with the procedures.

    Purchases’ management

    Ensure the correct application of the procedures – COOPI and the donors’ – related to goods and services’ purchases (including planning and necessary documents;
    Monitor suppliers performance in compliance and ensure that the selection process for goods and services – and contracts related assignment (calls for tenders) – are done in a transparent and coherent way.

    Vehicles and machines management

    Ensure the machines/vehicles’ utilization planning and that vehicles’ maintenance and repair – reports and regular checks – are timely and correctly performed;
    Ensure that the use of vehicles and machines is compliant with donors’ and organisation’s procedures.

    Goods and stock management

    Ensure all goods inventory, stock monitoring and the use of instruments for report writing;
    Monitors correct goods’ use and conservation;
    Ensures that the correct maintenance of the immovable goods is performed and that the country is provided with rules for correctly making use of these goods.

    Staff management

    Coordinates, supervises and evaluates the logistical staff work and ensures the training if needed;
    Ensures that all the expatriate staff are register and have the due permission to work in the country.

    Logistics reports

    Ensures that all logistic-related reports are produced in line with COOPI’s procedures and the Country Regulation.

    Institutional relations

    Upon request, represent the organization at all logistical clusters and at security coordination meetings.

    Security Department

    In collaboration with the Head of Mission, definition of needs, recruitment and induction of the Country Security team.
    Elaboration of the security management policy for the country; Continual supervision and coaching of country security officers, including guards and drivers.

    Policies and Procedures

    Work with the Country logistic Coordinator and the Head of mission to develop, consolidate, implement, and regularly review and updates operating procedures, security plans and the organization’s security tools;
    In coordination with the Country Logistics and the Head of mission, revises and updates.

    Staff and Vehicle Movement

    In collaboration with the logistics and project team, monitor movement and provide security guidance to international and national staff on the current situation in operational areas;
    Daily track and record all COOPI field movements;
    Regularly conduct field visits to assess field site compliance with safety and security procedure during field activities.

    Monitoring and Analysis

    Collect and report information regarding politics and security in the Country as well as on safety and security issues concerning COOPI;
    Respond to security relevant incidents with information gathering and inform the COOPI Country Logistic Coordinator and the Head of Mission;
    Regularly inventory and stock as necessary hibernation kits, first aid kits, and vehicle safety kits, communication gadgets; ensure that staff know what is in the kits and how and when to use them;
    Immediate alerts in the event of a drastic change in the context or significant incidents.

    Coordination and Networking

    Maintain a wide professional and personal network of influential actors and clearly communicate COOPI’s status and mission in Sudan;
    Participate in meetings concerning security;
    Build acceptance to facilitate continuity of current COOPI programs and any future humanitarian or development programming by liaising with local communities, local authorities and other humanitarian actors and stakeholders within the states.

    Safety Procedures

    Regularly update and monitor Standard Operating Procedures (SOPs) and ensure their compliance with COOPI security rules;
    Carry out regular site visits to verify the knowledge, application and validity of SOPs.;
    Ensure the implementation and respect of the SOPs on the mission, in conjunction with the Logistics Department with regard to their technical and practical application as well as the monitoring of materials related to security;
    Contribute to the development of risk mitigation strategies, including the drafting or adaptation of SOPs to the environment, Safety instructions and Contingency Plans (including Crisis response, Relocation plan, hibernation Relocation Plan and Evacuation Plan).

    Briefing and Training

    Conduct security briefings for new staff (national and expatriate) on security rules and context of intervention, and provide them with the essential documents and tools according to their roles and needs.;
    Train or organise training for staff in security management, the use of means of communication, security rules or any other support that can improve the security of the mission.

    Requirements
    Essentials

    A degree in relevant field or equivalent combination of experience and education. (Logistics, Engineering, Business, or related field).;
    Minimum 3 years experience in the humanitarian field as logistics coordinator or in a similar position. Demonstrated experience in procurement, distribution, stock management, fleet management, communications;
    Minimum of 3 years’ experience providing security support to international missions in Africa and developing countries;
    Experience working and living in complex political environment or developing countries;
    Strong analytical and practical problem-solving skills and ability to analyze multiple issues and develop specific recommendations;

    Purpose of the role
    The Head of Mission is responsible for the Coordination of all the activities of the projects implemented in the two countries and all the fundrising activities and positioning within relevant clusters and working groups, related with both countries (Somalia and Kenya).
    Besides, the Head of Mission:

    Guarantees the monitoring system of ongoing COOPI activities in the country;
    Assures the internal Human Resources management;
    Assures the administrative supervision;
    Guarantees the coordination with different stakeholders (nationals, internationals, and COOPI HQ).

    Main responsibilities
    Institutional Relations

    Manages relations with the main institutional donors and with the potential ones;
    Represents COOPI in the country/area by engaging in relations with institutions, NGOs, local and international organizations and partners;

    Strategy and Planning

    Verifies and proposes to the regional office the intervention priorities to consolidate COOPI’s positioning in the country;

    Job Description
    The role has responsibility at regional level, under the supervision and in cooperation with the Regional Coordinator, for the monitoring of active programmes in the 5 countries.
    The role is also responsible for regional positioning and monitoring of institutional and private donors, including the planning and implementation of new projects and partnerships, as well as the search for new opportunities and funds.
    Responsibilities

    Responsible for the monitoring of programmes active in the East Africa region and related to the mentioned countries (Sudan, Ethiopia and Malawi);
    In collaboration with the Heads of Mission (Sudan, Ethiopia, Malawi) the role ensures the correct implementation of the programmes and the validation of the reports according to the timing foreseen by the internal regulations and the donors;
