    OVERVIEW OF THE FUNCTIONS OF THE POST
    Under the overall authority of the Assistant Director-General for Social and Human Sciences (SHS) and the direct supervision of the Director of the Office, the incumbent will be responsible for the design, implementation, monitoring, evaluation and reporting of the UNESCO Social and Human Science Programme for Eastern Africa.  S/he will ensure SHS’s contribution to the UNESCO Regional Support Strategy at the regional level, and to the UNCTs programmatic work at national level, as reflected in UNDAFs and Delivering as One exercises (within the context of UN Reform) in the countries covered by the Office (for more information please visit the website indicated above).
    The incumbent in particular will:

    Manage, coordinate, implement and monitor SHS programmes, both at the regional and national levels, in the countries covered by the office, in line with the UNESCO Medium Term Strategy and the approved programme and budget , the UNESCO Regional Support Strategy, the UNESCO Country Strategy Documents, the countries’ UNDAFs and other common UN strategic country instruments, particularly through capacity-building, policy advice, technical assistance, and networking of relevant stakeholders in the SHS Sector’s fields of competence.   
    Provide strategic and operational advice to Governments in close cooperation with the SHS Sector at Headquarters, National Commissions, as well as international and regional organizations, institutions and universities, in SHS thematic areas such as Youth and Sport, Inclusion and Rights, Intercultural Dialogue, Bioethics and Ethics of Science and Technology, Management of Social Transformations.
    Provide input, including data and statistics for the preparation of reports and briefings on the implementation of  programmes and projects.
    Develop strategic partnerships and mobilize extra-budgetary resources to reinforce the Regular Programme.
    Promote and strengthen partnerships and networking, as well as research and capacity-building, on SHS Sector thematic areas (as per the previous paragraph).

    The officer will be responsible to the Secretary General/CEO through the Deputy Secretary General, Corporate Support Services for the development and implementation of the Commission’s budgeting and financial management policies, strategies and plans in a  results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. This will entail inter alia:

    Coordinate the day to day business and ensure the overall achievement of the functions and objectives of the finance mandate;
    Coordinate the formulation, execution and communication of the financial policies, strategies, and plans and ensure their evaluation thereof;
    Formulate and interpret the budget and finance policies and coordinate the preparation of the annual budget plans, and establishment of proper internal financial controls;
    Ensure that the Commission’s financial management structures, processes and systems are effective;

    Provide regular communication to the Secretary General/CEO on key financial and budgetary matters;
    Ensure efficient and effective management of Development Partner Financing for the Programme.
    Monitor expenditure and projects including programme implementation on a periodic basis and ensuring timely disbursement of funds.
    Monitor and implement financial procedural or policy changes to improve operations and quality service delivery.
    Coordinate stakeholders and the enhancement of the Commission’s corporate financial image;
    Mobilize, negotiate and source for funds for the Commission;
    Manage cash flow and forecasting, and control the commitment of funds and expenditure trends, in line with existing regulations;
    Ensure compliance with all financial legal and regulatory requirements; and
    Any other tasks as may be assigned by the Secretary General/CEO.

    Qualifications
    Academic & Professional Qualifications

    A minimum of a Master’s degree in any of the following fields namely; Business Administration, Business Management, Economics, Commerce (Finance Option), Finance or Accounts from a recognized and accredited institution
    Possess certificate in Certified Public Accountant (K), ACCA or CFA from a recognized and accredited institution
    Be a registered member of a professional body

    Experience

    Possess eighteen (18) years of management experience in the relevant field or profession five (5) of which must be at a comparable senior management level position or is currently serving in an equivalent position in a similar organization for a minimum period of three years
    Demonstrated competence in leading the finance function of an organization
    Demonstrated strong resource mobilization capabilities as proven with previous work assignments
    Have extensive industry knowledge of government financial processes and procedures
    Demonstrate knowledge of government financial legislations and policies affecting the institution including ongoing reforms
    Demonstrated experience in financial policy formulation

Support the development and implementation of science related programmes and activities in partnership with the Intergovernmental Authority on Development (IGAD) and the East African Community (EAC). Establish, develop and maintain cooperative links with National Commissions, science-related Government Ministries, Departments and Agencies, tertiary education and research and development (R&D) institutions;    Identify, design and implement extrabudgetary projects to reinforce the office’s Regular Programme and contribute to resource mobilization in support of interdisciplinary programme activities in STI for the implementation of national and/or regional strategies for sustainable development in the Eastern Africa region. REQUIRED QUALIFICATIONSEducation
    Advanced university degree (Master’s or equivalent) in the field of science policy, science governance, international development  or  in  another natural sciences fields.  A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Work Experience
    Minimum 4 years of relevant professional experience in the field of sciences such as Science, Technology and Innovation (STI) of which at least 2 years acquired at regional and/or international level.
    Proven experience in the field of sciences coordination, programme management and in designing and implementing programmes/projects, as well as demonstrated expertise in science policy.

    Excellent coordination and interpersonal skills.
    Capacity to build and maintain effective working relations with national/local authorities, relevant institutions, intergovernmental and non-governmental organizations.

    Duties and Responsibilities
    The Officer will be responsible to the Manager, Human Resource for the management of the HR Division in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. This will entail inter alia:

    Be responsible for the day to day operations and the overall achievement of the functions and objectives of a Human Resource Division;
    Ensure the development and implementation of the Division’s annual operational plans, performance contract and budget;
    Develop effective administrative structures, processes, systems and internal controls in the Division including succession plans;
    Develop appropriate Human Resource policy papers and provide follow up activities as may be required;
    Analyze and advise on technical, financial, administrative and partnerships matters related to the Division;

    A minimum of a Master’s degree in any of the following fields namely; Social Sciences such as Government, Sociology, Public/Business Administration, Human Resource/Personnel Management from a recognized and accredited institution

    Possess a minimum of twelve (12) years of experience in the relevant field or profession two (2) of which should be at a comparable senior management level or is currently serving in an equivalent position in a similar organization for a minimum period of three years

    Function of the Corporate Services Directorate
    The Directorate of Corporate Services is a consolidation of the units that provide business wide support services needed to serve internal (and sometimes external) customers and business partners.

    Functions
     
    The Office of the Deputy Secretary General exists to coordinate all the above corporate services departments.
     
    Specifically, it coordinates: board meetings and affairs; general administration and planning; official and state functions; protocol affairs; State and parliamentary affairs; grievances and complaints management; risk and disaster management; internal and external office communications; and ethics and integrity promotion.

    Job Profile
