    Job Purpose

    Key Responsibilities:
    Managerial/supervisory responsibilities

    Deputizes the Deputy Director in all duties towards delivering on the mandate of the Division in line with the strategic plan.
    Formulate and supervise the implementation and review of the Commission’s public education and training policies, frameworks, strategies and standards.
    Supervise the formulation of appropriate strategies for public education and awareness   programmes at the Commission.
    Facilitate   the development of relevant, Curricula, Training Manuals and training Materials on Human Rights Education for use in the training of both state and non-state actors.
    In Partnership with relevant stakeholders facilitate the infusion  and integration of human rights education in the curricula for primary, junior secondary, Senior secondary, teachers colleges and Universities
    Supervise the integration of the Human Rights-Based Approach (HRBA) in all the training materials and the adoption of HRBA by various state and non-state institutions.
    Supervise the development of the commission’s Annual Training Calendar.
    Facilitate the development and submission of the Commission’s advisories to relevant actors on the promotion of human rights and human rights education.
    Supervise and  review both existing and proposed training materials in order to infuse human rights and human rights based approaches
    Facilitate the commission’s participation in the processes leading to the review of the Curriculum in Kenya so as to infuse and integrate human rights education.
    Facilitate the Mainstreaming of SDG 4.7 on the right to education in the Commission’s  programmes and policies across all the directorates
    Supervise the planning and execution of the International human rights days relevant to the functions of the commission.
    Supervise the development and utilization of the division’s budget.
    Represent the Commission in key task forces on emerging issues on human rights in the country, regionally and internationally.

    Operational responsibilities

    Supervise the development of concepts, project design and implementation of divisional strategies and activities as prescribed in the strategic plan.
    Supervise and lead in the development of training curricula, training manuals and training materials.
    Identify strategies for carrying out public awareness and trainings
    Supervise timely preparation of monthly, quarterly, annual Commission, donor and other reports for accountability on the use of funds.
    Supervise the development of proposals for the mobilization of resources for the Commission’s programs, grant management and reporting.
    Making presentations and giving technical advice on behalf of the Commission at high level meetings and committees of state and non-state actors’ and institutions.
    Supervise the development and implementation of divisional work plans in line with the Commission’s Strategic Plan, mission and vision.
    Supervise the establishment and implementation of strategies to build and sustain Commission partnerships in line with the divisional mandate.
    Supervise strategies for the development of Information Education and Communication (IEC) Materials by the Commission.
    Supervise the development of human rights messages for dissemination using , print,, electronic and social media platforms

    Financial Responsibilities

    Develop proposals to mobilize resources for the Commission’s programs,
    Coordinate timely preparation of monthly, quarterly, annual commission, donor and other reports for accountability on the use of the Division’s funds
    Coordinate the preparation of the divisional budgets,
    Coordinate the development of the Divisions, Quarterly, and Annual Work plans
    Managing grants as may be designated from time to time

    Skills, Experience and Minimum Qualifications

    Master’s degree with 5 years’ experience in any of the following fields: Education, International Relations and Diplomacy, Social Sciences or any other equivalent qualification from a recognized institution OR a Bachelor’s Degree with  7 years’ experience in any of the above fields
    Demonstrable Training in Curriculum Development
    Must be an expert in Curriculum development with at least 5 years’ experience in actual curriculum development, training manuals, Training guidelines, handbooks and other training materials in the field of human rights or other relevant fields
    At least 5 year’s proven experience in conducting actual trainings and public awareness on human rights, human rights education or any other relevant field
    At least 5 years’ experience in the development of Information Education and Communication materials for dissemination through electronic, print or social media platforms
    At least three years’ experience in a leadership/supervisory role
    Served in the grade of Senior Public Education and Training Officer for a minimum period of three (3) years
    Certificate in Senior Management Course lasting not less than 4 weeks from Kenya School of Government or its equivalent.

    Job purpose
    This position is responsible for the provision of tea and refreshments to commissioners and members of staff as well as maintaining clean and organized office premises daily. 
    Responsibilities

    Prepare and serve tea on a timely basis to all commissioners and staff and during meetings held within the commission.
    Responsible for setting up sitting arrangement as per meeting requests and ensure cleanliness of the meeting room prior to its use.
    Supervise the contracted cleaning staff, observe the cleaning of the office and ensure access to locked offices for supervised cleaning to be done.
    Assist in that security measures are put in place by closing all the windows in all offices and boardrooms and shut the main doors after hours of operation.
    Assist in the preparation of the kitchen budgets and purchases.
    Assist in the Human Resources administrative inputs in the grants management system.
    Attend to any other applicable duties as assigned.

    Requirements for Appointment

    THE ASSIGNMENT

    DURATION

    Job Requirements

    Education

    DUTIES AND RESPONSIBILITES
    The Human Rights Monitor will be expected to undertake the following tasks;

    Attend a mandatory training to be conducted by KNCHR on specified date(s).
    Use the monitoring tools provided by KNCHR to collect factual information on Human Rights violations in the assigned county.
    Follow up and report on any human rights violations in the assigned county.
    Attend campaign forums in a bid to gather information in relation to human rights compliance and violations.
    Furnish the Commission with reports on the status of human rights in the assigned county on specified timelines.
    Keep in safe custody equipment and/or materials provided by the KNCHR for use in the project and return them to the designated officer upon the conclusion of the project or on demand.
    Assist and accompany the KNCHR team visiting the Monitor’s assigned county during planned or unplanned missions.
    Submit a final report in relation to human rights compliance of the respective county at the end of the contract period.
    Perform any other duty as may be assigned.

    Requirements

    Diploma, Higher National Diploma or Degree in Social Sciences, paralegal studies or any other related field.
    A minimum of one (1) year active experience in the field of human rights, research or social work
    Resident in one of the identified counties of interest.
    Good understanding of the local languages in addition to English and Kiswahili.
    Excellent written, oral and IT skills, with working knowledge of the Microsoft Office Tools.
    A good understanding of the political and social dynamics of the respective county.
    Capacity to engage local leaders, security officials, elders, youth and women on issues relating to human rights and electoral processes
    Good etiquette and strong interpersonal skills.
    Past role in monitoring electoral skills will be an added advantage.

    Duration
    The initial contract period will be for a period of Six (6) months
    Allowance
    The position attracts a monthly allowance of Kenya Shillings 35,000/= that shall cover the monitor’s transport needs, meals and communication.

    Job Objective

    This position is responsible for the facilitation of movement of the Commission staff to the respective destination is done in a safe manner by use of designated routes, locked vehicles at all times, observation of speed limits, passenger use of safety belt as per the Commission’s travel policy.

    Key Duties

    Facilitate the transfer of Commission staff to field activities on time and in a safe and reliable manner.
    Pick and drop official Commission visitors and staff, to and from airport and take them to their required destination.
    Inform the Administration Officer of due motor vehicle insurance and the Senior Driver/ Mechanic of due mechanical service of all Commission vehicles.
    Ensure the cleanliness of the Commission vehicle at all times, carry out routine basic service check before use of the vehicle and report any defects to Senior Driver/Mechanic.
    Ensure a work ticket is produced and approved before taking up any assignment and record all details including use of fuel card before submission to Administration Officer.
    Observe defensive driving skills at all times during transfers to ensure fuel efficiency and forecast potential hazards ahead and avoid the said hazard.
    Collect assignment schedules from Administration Officer and carry out official errands such as payments of utilities bills, collects and delivers mails and collect approved visas on behalf of commission staff.
    Assist in basic support functions of Office administration i.e. photocopies, binding and filing when in the office, pending a transfer assignment.

    Communicates directly, and on behalf of the Chairperson, with Board members, key stakeholders, Commission staff, and others, on matters related to Chairperson’s programmatic and administrative initiatives.
    Adhere to compliance with applicable rules and regulations set in Board Standard Operating Procedures regarding board and board committee matters, including advance distribution of materials before meetings in electronic/paper format.

    Skills, Experience and Minimum Qualifications

    Served in the grade of Office Administrator or an equivalent position for a period of three (3) years.
    Bachelor’s degree in Social Sciences or a relevant field from a recognized institution
    Certificate in computer applications from a reputable Organization
    Secretarial qualifications are an added advantage
    Proficient in Microsoft Office
    Experience and interest in internal and external communications, partnership development.
    Met the requirements of chapter 6 of the constitution on leadership and integrity
