    Job Purpose:

    This position is responsible for offering support to the management within the Legal Services Directorate with regard to securing appropriate redress to petitioners’ in cases of human rights violations in line with the mandate of the Commission.

    Key Duties and Responsibilities:

    Managerial / Supervisory Responsibilities:

    Supervise the application of Alternative Dispute Resolution mechanisms in the resolution of human rights violations.
    Supervise the provision of redress to victims of human rights violations through litigation and court representation and processes.
    Supervise the compilation of case digests on cases handled by the Commission Supervise the conduct of public inquiries on identified human rights violations
    Supervise the analysis of Petitions and making recommendations on appropriate redress mechanisms.
    Coordinating identification of cases on human rights violations for intervention by the Commission.
    Coordinate KNCHR’s engagement with partners involved in Public Interest Litigation.

    Operational Responsibilities /Tasks:

    Implement reform strategies and interventions that result in timely resolution of human rights violation cases in line with the mandate of the commission.
    Providing necessary legal support on redressing human rights violations through provision and application of ADR mechanisms.
    Coordinate the conduct of and follow up on recommendations of public inquiries.
    Supervise research and filing of public interest litigation cases relating to human rights violations.
    Collaborating and partnering with relevant stakeholders.
    Preparing for and conduct of hearings at the Commissions’ Tribunal.
     Mentoring and coaching staff as well as interns within the Redress Division.

    Financial Responsibilities:

    Ensuring timely preparation of monthly, quarterly, annual reports for accountability of the use of funds
    Supervise the utilization of divisional budgets.

    Skills, Experience and Minimum Qualifications:

    Bachelor’s degree in Law from a recognized university with seven (7) years’ work experience or Master’s degree with five (5) years’ relevant experience.
     3 years’ experience in active litigation
    Post graduate Diploma in Law from the Kenya School of Law with a current practicing certificate
    Certificate in Computer Applications Skills from a recognized institution
    Senior Management Course as added advantage

    Job Purpose

    Managerial Responsibilities

    Provide leadership in the formulation, implementation, interpretation, and review of the commission’s human resources & administration policies, strategies, standards, guidelines & procedures.

    Oversee the occupational and safety policies of all KNCHR premises are adhered to and that all staff in the Commission work in a safe and conducive environment.

    Operational Responsibilities

    Design implementation processes for all human resources related policies to ensure complete implementation of the policies.
    Design the performance management system in liaison with the Commission Secretary and other divisional heads to capture the output and productivity of all staff in the Commission.
    Design talent management programs to attract highly skilled candidates, develop and retain high potential employees to make KNCHR a high-performance Commission.

    Key Responsibilities

    Screen complaints of alleged human rights violations made by complainants to determine whether they meet the commission’s admissibility criteria as per the commission’s mandate.
    Offer legal advice to petitioners.
    Review of admitted complaints and follow up with petitioners.
    Refer complaints that fall outside the mandate of the Commission to appropriate agencies and assist in following up for resolution.
    Promote proactive resolution of complaints on human rights violations to avoid recurrence of similar situation from arising. This includes the application of ADR mechanisms.
    Undertake investigations on human rights violations to ensure that the complaints are resolved promptly as per the mandate of the Commission

    Job Purpose:
    This position is responsible for supporting the implementation of the organization’s logistical and administration strategies.
    Key Responsibilities:

    Supervise and appraise the performance of all staff under the transport section including all the drivers of Commission vehicles to ensure they are familiar and compliant to the Traffic Act of Kenya and observe passenger safety of all staff on transfer.

    Champion the renewal and implementation of the Commission’s insurance covers related to the premises and motor vehicles.
    Ensure all Commission’s premises are compliant with the provisions of Occupational Safety and Health Act 2007 at all times.
    Coordinate the maintenance of all Commission’s premises, equipment, furniture and fittings of these assets to ensure that they are safeguarded and in operational condition at all times.
    Co-ordinate security management in the Commission premises through applicable strategies including but not limited to; liaising with the premise landlords and guards to mitigate any risks, ensure the door’s access controls are operational at all times so as to ensure safety of staff and assets.
    Manage and control access to the Commission’s premises including provision and activation of staff/access cards to members of staff, interns and attachees.
    Champion and maintain a good working relationship with contracted service providers including access control providers, landlords, garages, insurance providers among others.
    Make requisitions for the division’s requirements in the Integrated Financial Management Information System (IFMIS) and other internal financial management systems  within  the  Commission  including  the Grants Management System (GMS).

    Promote proactive resolutions of complaints on human rights violations including through ADR or court process Carry out investigations and legal research in response to Human Rights violations and follow up on implementation of the recommendations thereto.

    Assist in monitoring compliance with human rights standards including in prisons andother detention facilities.
    Assist in the preparation of quarterly, bi-annual and annual plans and activity reports
    Assist in the management and enhancement of partnerships with human rights actors in the region in order to enhance the Commission’s effectiveness.
    Represent the Commission in various meetings and forums organized by the Commission’s partners and whose agenda touch on the Commission’s mandate.

    Skills, Experience and Minimum Qualifications

    Bachelor’s Degree in Social Sciences, law or an equivalent from a recognized university
    Be admitted as an Advocate of the High Court of Kenya (for lawyers)
    At least 1 year of relevant service in a comparable position from a reputable organization
    Good understanding of human rights and other relevant laws
    Good research skills.
    Good communication, listening and client management skills.
    Computer literacy

    Job Purpose
    This position is responsible for the facilitation of movement of the Commission staff to the respective destination is done in a safe manner by use of designated routes, locked vehicles at all times, observation of speed limits, passenger use of safety belt as per the Commission’s travel policy.
    Key Duties

    Facilitate the transfer of Commission staff to field activities on time and in a safe and reliable manner.
    Pick and drop official Commission visitors and staff, to and from airport and take them to their      required destination.
    Inform the Administration Officer of due motor vehicle insurance and the Senior Driver/ Mechanic of due mechanical service of all Commission vehicles.
    Ensure the cleanliness of the Commission vehicle at all times, carry out routine basic service check before use of the vehicle and report any defects to Senior Driver/Mechanic.
    Safeguard, maintain and update vehicle related documentation including vehicle log (indicating date, description of journey, correct odometer reading at start and end of journey, time (am or pm) and ensuring that all entries are correct and accurate.
    Ensure a work ticket is produced and approved before taking up any assignment and record all details including use of fuel card before submission to Administration Officer.
    Observe defensive driving skills at all times during transfers to ensure fuel efficiency and forecast potential hazards ahead and avoid the said hazard.
    Perform minor routine vehicle maintenance service and advice the supervisor on general service and maintenance/ repair of the vehicle parts as necessary.
    Collect assignment schedules from Administration Officer and carry out official errands such as payment of utility bills, collect and deliver mails and collect approved visas on behalf of commission staff.
    Assist in basic support functions of Office administration i.e., photocopies, binding and filing when in the office, pending a transfer assignment.

    Key Qualifications and Competencies

    Kenya Certificate of Secondary Education (D+) or equivalent grade and a clean, valid Kenyan driving license (Classes B, C, E) with knowledge of Kenyan road rules and the Highway Code
    3 years relevant work experience
    Computer literacy.
    Knowledge of major towns in Kenya and various routes within the Northern Region.
    Knowledge of relevant legislation (Traffic Act).
    Good Communication and Interpersonal skills.
    Good Organizational and Problem-solving skills.
    Ability to work under pressure.
    Ability to work well with teams.
    Compliance with chapter six of the constitution
