    Key Responsibilities

    Ensure the Blanket Supplementary Feeding Program (BSFP) activities are implemented successfully.
    Implement comprehensive maternal infant and young child nutrition program (MIYCN) with strong Baby Friendly Hospital Initiative (BFHI) and Baby Friendly Community initiative (BFCI) approaches.
    Supervise and monitor the hospital inpatients diet including the special diets for medical cases like diabetes, TB, HIV/AIDS, Hypertensive among others.
    Train and mentor the nutrition program staff and the integrated community health promoters through identification of capacity gaps and carrying out refresher trainings and on the job trainings.
    Plan and conduct trainings on Growth Monitoring Promotion (GMP), IMAM and MIYCN to other mainstream health professionals.
    Develop key messages in nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.
    Offer nutrition support through counseling to individuals with medical conditions including Comprehensive Care Clinic clients.
    Plan and conduct the annual health and nutrition surveys together with other stakeholders in the camp.
    Plan and conduct mass MUAC screening of the under fives on a quarterly basis in collaboration with the Community Health Promoters.
    Work closely with other nutrition related programs such as HIV/AIDS, Environmental Health, Clinical Services and Community Health Program in order to improve the nutrition situation in the camp.
    Compile and submit donor and IRC Nutrition Program weekly, biweekly and monthly reports of all the activities implemented, as well prepare food requisitions.
    Coordinate Nutrition meetings with IRC and participate in Project monitoring, Review and Evaluation.
    Represent IRC in Nutrition Coordination meetings with Implementing partners and other Nutrition /Health related forums.
    Lease with Supply Chain Department in logistical Program Supplies procurement and Monitoring Supply control
    Stock monitoring of various commodities

    Qualifications

    Bachelor degree in Food, Nutrition and Dietetics from a recognized University.

    This position sits within the Great Lakes Regional Unit at the International Programs Department, reporting to the Deputy Regional Director. The main task of the position is to support in-country measurement and learning staff in their efforts to ensure that program data are of high quality and used effectively for decision making, as well as that these efforts are aligned with IRC’s global vision and delivery plans for measurement.
    The scope of the job includes both coordination and technical responsibilities contributing directly to the achievement of IRC’s measurement and overall effectiveness goals, particularly those integrated within the individual countries’ Strategic Action Plans. It also includes supporting the regional management in better understanding country and regional performance and in using data to inform decision making.
    The selected candidate will be a professional with experience in a variety of operational contexts and able to work across multiple technical areas.     Major Responsibilities:
    Provide hands-on technical assistance to country programs by ensuring that key staff delivers on their measurement commitments as agreed in the Strategy Action Plans and in comformity and alignment with IRC’s global vision and delivery plans for measurement. This means:

    Providing support throughout the program cycle and ensuring measurement data quality across the region.
    Building the measurement skills of in-country staff through hands-on efforts in facilitating their learning-by-doing.
    Attending to specific measurement related technical assistance requests from in-county staff and delivering according to agreed upon service levels.
    Brokering between in-country measurement staff and other technical staff across the organization to ensure that country needs and feedback are properly and timely addressed.
    Assisting in-country measurement and learning staff in the implementation and maintenance of the processes and routines that can ensure that a minimum set of standardized indicators (as per IRC’s “measurement standards” packages) are tracked for the same kinds of interventions within and across countries in the region, leading to meaningful aggregations and potential benchmarking opportunities.
    Ensuring appropriate data quality through independent and systematic data auditing, as well as through the supporting of in-country measurement and learning staff in establishing and following processes and procedures that are conducive to continuous improvements in data quality.

    Essential qualifications, skills and experience

    Minimum seven years of experience designing, implementing, and supporting M&E frameworks and results, with extensive experience supporting field-based M&E design and reporting, as well as working with major international donors on M&E related aspects.     SCOPE OF WORK:
    The Deputy Regional Director for Programs in the Asia region will provide a range of strategic, management and programmatic support to the countries.  The DRDP focuses primarily on program quality, in all aspects, including design, implementation, monitoring and budgeting.  The DRDP liaises closely with other members of the regional team, as well as country management and HQ staff in NY, London and European offices.  The DRDP supports the RD in advocacy and management initiatives to ensure strong, consistent, and high quality management of the region as a whole.  The DRDP is required to travel regularly to country offices to provide management support and monitor program quality, as well as to participate in strategic planning sessions and regional meetings.  The DRDP reports to the Regional Director.
    KEY RESPONSIBILITIES
    Strategy

    Work closely with the Regional Director to ensure that the IRC’s global strategy is understood and guides decision-making throughout the region.
    Drive institutionalization of the Outcomes and Evidence Framework, IRC’s program design tools.
    Support delivery of country-level Strategy Action Plans (SAP). Facilitate and coordinate regional participation in global strategy discussions, initiatives and pilots.

    Job Description
    Background: Hagadera was established in 1992 and is the largest and third oldest camp in the Dadaab operation. Most refugees and asylum seekers who arrived to Hagadera in the last few years are staying with relatives but some 20,000 have settled outside the designated camp area in the so-called ‘Hagadera Outskirts’. The IRC has implemented refugee assistance projects in Dadaab since January 2009 and in 2014 it became the lead health and SGBV implementing partner in Hagadera. The IRC provides primary and secondary health care services, targeted nutritional services, quality reproductive health and HIV related services, as well as the protection and empowerment of women and girls. The IRC recently initiated an Emergency Programming in Garissa largely focusing on Nutrition and WPE.
    SCOPE OF WORK: The IRC seeks an experienced Field Coordinator with significant humanitarian operations experience to manage the IRC’s field offices, staff, and operations. The individual must have previous experience working in volatile environments. The Field Coordinator will supervise staff, manage the office premises, liaise with local authorities, and contribute to program design and implementation.
    Job Purpose/Objective The Field Coordinator (FC) plays a key role in the overall leadership and management of the IRC Kenya Program. The Field Coordinator leads IRCs response in Hagadera and Garissa Field Sites and is responsible for supporting, coordinating and supervising timely and high-quality program implementation, with a specific focus in ensuring effective functionality of all the support functions of the program.     Ensure all staff in the field site know and understand IRCs Global and in-country HR Policies and the IRC Way Standards for professional Conduct. Document and address breaches of policy and disciplinary issues in coordination with the Sr HR Coordinator in a professional manner and in line with the letter and spirit of the relevant policy.
    Ensure the Performance Management cycle is implemented and documented timely for all staff in the field site. Ensure feedback from technical coordinators is sought and incorporated in performance management cycles of program managers and heads of department, including but not limited to technical performance and capacity building needs.
    Provide direct supervision to the field site’s HR lead, ensuring recruitment, staff orientation, and payroll preparation, leave management and exit management processes are carried out timely and in line with relevant policies and procedures.
    Ensure that staff have capacity development plans in place based on documented capacity needs assessments exercise. Work with the appropriate technical resource (for example the Technical Coordinators) to achieve this

    Finance and Supply Chain and ICT Management

    In close coordination with the Finance department, lead the development and management of annual, comprehensive and inclusive field operating budgets.
    Oversee the financial management of field office operations by the Program Managers, and the Finance staff, including cash management, issuing and tracking advances, ensuring complete and correct use of all finance forms; timely notice to Nairobi of cash transfer needs;
    Ensure proper financial, supply chain and ICT management systems and control mechanisms are in place and adhered to in line with the IRC’s global and in-country finance and supply chain policies.
    Oversee the carrying out of supply chain support operations by Hagadera supply chain staff, including procurement (both local and through Nairobi), stock management, asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment);
    Provide supervision and leadership to the field site’s finance and supply chain teams.
    Review and ensure timely submission of monthly and annual finance and supply chain reports from the field site as required.

    Security Management

    Act as IRCs Security Focal Point for the field site.
    Ensure all staff in the field site know and understand IRC Hagadera and Garissa’s security regulations; Document and address breaches of policy and disciplinary issues in coordination with the Security Manager.
    Monitor the Hagadera and Garissa security situation, attend security meetings and inform the Security Manager, and SMT where appropriate, of developments through submission of accurate weekly and -where needed- ad-hoc security and incident reports.
    Participate in the review and update of the country Security Management Plan.
    Assist the Security Manager in developing field specific Contingency Plans, Medevac, Evacuation Plans and SOPs.
    Assist the Security Manager with developing training plans for staff and conducting trainings.
    Representation and Coordination
    Represent the IRC with local government authorities (administrative, sectoral and security officials), non-state actors, UN agencies, NGOs, and donors at the field site level. Engage and or delegate to program staff for sector representation as appropriate.
    Represent the IRC with beneficiaries and communities to encourage accountability to those we serve
    Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC’s Hagadera and Garissa response.
    Coordinate IRC program activities with relevant officials and other humanitarian agencies;
    Assist in the preparation of regular reports to keep partners and stakeholders informed of IRC’s activities;
    Draft reports and provide verbal updates to the Country Director.
    Actively develop and maintain effective working relationships with key stakeholders at the county level including donors, government actors, local traditional leadership, beneficiary populations and their representatives, etc.
