    Participate in the development of nutrition sector budgets and following up on their effective implementation.

    Qualifications for the Nutrition Manager NGO Job
    Bachelor degree in Food, Nutrition and Dietetics from a recognized University.(Masters in Public Health Nutrition preferred)
    A minimum of 3 years of professional experience in nutrition, public health, nutrition planning and management and/or in relevant areas of maternal, infant and child nutrition care at program management level is required.
    Knowledge in computer statistical packages such as SMART and basic data analysis skills.
    Experience in designing and implementing nutrition surveys and other methodologies.
    MUST be registered by Kenya Nutritionist and Dietitians Institute (KNDI).

    Position Summary
    The Regional Safety and Security Advisor reduces the vulnerability of IRC staff and programs to the threats and dangers present or arising in IRC’s operating environments, serving as a technical resource to regional and country program management and staff – providing risk assessment and analysis, security awareness training, security management technical support, safety and security guidance, and timely advisory information. Directly reporting to the Regional Director, the RSSA is a key member of IRC’s ACME regional management team and of the Safety and Security function organization-wide. Key relationships include: Regional Director; Director international Safety and Security, Deputy Regional Director; Country Directors; Deputy Country Directors, Operations; RSSA in other regions;
    Under the direct and broad guidance of the Regional Director and under the technical supervision of the Director International Safety and Security (DISS), the RSSA has a substantial level of autonomy in execution of responsibilities. S/he will work with country teams in all countries of the region to ensure that organizational security policies and procedures are responsive to the context, adequate to the security environment, and known to staff; and that security plans and measures are developed and maintained current and appropriate to changing security environments. The RSSA will conduct training on-site for both security management staff and other staff, and will regularly provide expert security management advice to all levels of IRC staff in the region, focusing on awareness, planning, practice, management and training in operational safety and security issues. S/he will assess IRC’s operating environments; recommend security measures, policies and procedures; support the implementation of security management plans; and provide follow-up on IRC security policies and reporting systems.
    The RSSA will maintain contextual knowledge of all countries in the region, including awareness of early warning advisories affecting security situations, and will travel regularly to all countries in the region, on very short notice if necessary. Crucially, the RSSA will mentor and build IRC staff and counterpart capacities to operate more safely and more effectively and contribute actively to reducing IRC’s operational vulnerabilities while optimizing access.
     
    Specific Responsibilities
    Field Security Management Planning and Compliance:
    Ensure that each country program in the region has current, complete, accurate and adequate security management plans on file at IRC headquarters in New York, the regional office in Nairobi, and each field site of the respective country program, and that each plan is revised and updated as needed but not less than once per year.
    Country security management approaches, planning, policies and procedures are in compliance with IRC’s organizational policy, procedure and minimum operating standards.
    Provide security management documents template as required, and provide support, advice and feedback as offices develop or revise country or field office specific SMPs.
    Direct security plan and documents revisions when there is significant change in the security environment.
    Inform RD, DISS, DRD and CDs of any areas of concern, non-compliance, or potential or suspected violations.
    Security Orientation & Training:
    Proactively develop security orientation packages for incoming staff and visitors, and monitor compliance with the security orientation policy.
    Support each country program team in ensuring that each new employee, visitor and country staff returning to the program – international or national – receives a safety and security orientation within 48 hours of arrival in-country. Provide a framework for field security orientations and ensure that IRC Connect security information is up-to-date and utilized.
    Through close complementary liaison with the IRC Safety and Security function, HR NY and country program operations teams, ensure that every new international employee receives an appropriate security briefing packet and, when possible, a briefing on personal security, IRC security policies and the relevant country-specific security management plan.
    Create and deliver, in collaboration with the Director International Safety and Security, a security training program that reaches a maximum number of national and international staff. Keep useful records on staff training and report at least annually on training performed at all levels.
    Participate actively in the design and delivery of worldwide safety and security trainings organized by IRC at international level.
    Assist country program offices in arranging ad hoc security training workshops appropriate to security environments.
    Assist in recruitment, selection and orientation processes for international and national security staff.
    Advisory & Monitoring Services:
    Monitor all communications from country programs related to security incidents and planning, and provide timely feedback.
    Make a minimum of two visits per year to each country in the region to monitor security preparedness and security management. Provide a follow-up report with clear findings and actionable recommendations after each visit.
    Develop and maintain a database of security incidents in the region.
    Generate monthly activity reports on security, including database analyses, new threats, responses, vulnerabilities and any relevant lessons learned from security and safety incidents.
    Generate a daily report on security incidents, analysis, and possible cause and effect on IRC staff, assets and programs.
    Any other reporting requested by the DISS
    Maintain the network of IRC Security Focal Points at each country program office and conduct bi-weekly update calls with country DDOs and security focal points.
    Liaison and Networking:
    Maintaining a network of IRC security focal points in the country programs as well as external professional contacts and counterparts, monitor the security environment in the region, identify new threats, assess IRC vulnerabilities and recommend possible responses.
    Provide timely feedback on questions and technical assistance requests from country programs.
    Monitor and provide support and reporting on NGO field security initiatives as required.
    Identify, create and maintain a network with NGO/UN and other security specialists suitable for the region.
    Facilitate regional NGO security coordination through networking, collaboration and coordination with humanitarian actors.
    Regional Context Analysis and Early Warning:
    Provide credible information and contextual analysis of localized and regional security situations and incidents along with appropriate advice to IRC managers.
    Ensure daily provision of latest security events and analysis to the region and the Director of International safety and Security.
    As part of a regional early warning system, understand the salient issues for country programs and update the Regional Director and relevant Country Director(s) as operating contexts and security circumstances dictate.
    Field Security Assessments:
    Conduct field security assessments examining security management issues related to IRC staff, assets, offices, residences, field sites, projects and partnerships, and compile reports with findings and recommendations.
    Emergency Response and Crisis Management:
    As required, support and advise the senior managers (RD, DISS, …) during critical incident.
    Assist with the security component (situation analysis and background information, security assessments) of the Emergency Response Team deployments in the region.
     
    Requirements
    Education:
    University degree in a field relevant to security management in a humanitarian assistance context
    Professional qualifications:
    Minimum 4-6 years of non-profit or NGO work experience in international safety and security, humanitarian assistance programs, with demonstrated capabilities in planning, organizing and executing security management operations.
    Police/military experience in peacekeeping settings will be considered an asset.
    Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
    Demonstrated context understanding of dynamics in Afghanistan, Pakistan mandatory
    Proven analytical skills
    Thorough familiarity with principles and current approaches to permissive/acceptance models of security management.

    SCOPE OF WORK: The Grants Coordinator is the focal point for proposal development, donor reporting, grants information management and grants management capacity-building efforts. The Grants Coordinator also supports programmatic and budgetary monitoring, compliance with donors and internal IRC rules and regulations.
    Responsibilities
    Lead direct management of Grants Unit staff and provide professional development as needed
    Support the Deputy Director Programs and Country Director in searching new funding opportunities, maintaining good relation with current donors and updating the Fundraising Plan.
    Lead the development of proposals for submission to donors in coordination with sector leads and the finance and operations teams. Including:
    Analyzing requests for proposals
    Organizing and managing the use of timelines, templates and guidelines for proposals
    Organizing proposal development meetings
    Assisting with aligning proposal logical frameworks with the Outcomes and Evidence Framework
    Liaising with programs and finance staff regarding proposal writing and budgeting

    Packaging proposals for submission

This includes tracking and disseminating reporting schedules and templates, as well as, reviewing and submitting reports to donor.
    Lead management of the online Budget vs. Actual system in line with country office procedures. This includes managing monthly BvA tracking, meetings and action points.
    Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal IRC documentation and other Grant Unit tools, including coordination and preparation of documents and files for internal and external audits.
    Monitor and facilitate compliance of programs with donor and IRC requirements and raise issues affecting external/internal compliance.
    Assist in preparing, reviewing and modifying memoranda of understanding and grant agreements.
    Lead in the organization, preparation and follow-up of grants operations meetings. Including the management and ongoing revision of salary/operations mapping tools and spending plans.
    Build grant management capacity of field staff by facilitating training, and providing one on one follow up support in report writing, proposal development and other related topics.
    Responding to donor, auditor and external requests as needed.
    Lead management of implementing partners in line with internal protocols.
    Support the realization of key grants-related milestones and activities within the Somalia Strategic Action Plan.

    Enhance the country office profile by maintaining country wide and sector fact sheets, updating Somalia page on the IRC website, providing relevant information for dissemination to donors, regional office, HQ and others as necessary.
    Key Working Relationships
    The Grants Coordinator reports to the Deputy Director Programs. The Grants Coordinator manages the Grants Unit, which includes 3-4 staff.
    Requirements
    Masters degree, in international relations, international development or a related field preferred;
    At least four (4) years of international work experience in relief or development programs, including playing a significant role in, or leading, proposal and donor submissions for institutional donors;
    Prior grants management experience and familiarity with USG (USAID/OFDA), European (DFID, ECHO, Irish Aid), and UN (UNICEF, UNHCR, UNFPA, CHF) donor regulations, procedures and requirements;
    Familiarity with international standards for key program areas (Sphere standards, health, WASH, protection, and gender-based violence);
    Familiarity with international IRC systems and processes preferred;
    Excellent written English skills and budgeting using MS Excel;
    Excellent organizational skills and ability to determine priorities and meet multiple deadlines;

    Livelihoods & ERD Coordinator

    The Livelihoods & ERD will be responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities within the area of Livelihoods and Food security. He/She will play a leading role in designing and formulating appropriate project proposals and assistance activities to be incorporated into the relevant country programs of IRC. Moreover, he/she will support the Country Program Team in the planning, design, implementation, supervision, and potential expansion/development and administration of technical Livelihoods and ERD interventions. 
     
    He will work under the direct  supervision of the Deputy Director for Programs while maintaining technical relationships with  the regional Technical  Advisor, and coordinate his/her activities with relevant technical sectors in the country.
     
    Specific responsibilities:
    The post holder will carry out the following duties and responsibilities:
    Strategic direction of the livelihood program
    In consultation with the Deputy Country Director-Programs, lead the strategic direction of the livelihoods and ERD programs. This involves an analysis of external and internal context and the development of detailed livelihood sector strategic plans.
    Contribute actively to the development, revision, monitoring and implementation of the IRC Somalia Country Strategy and the development of related country sector strategies.
    Ensure that all work follows the IRC Program Framework, the IRC Somalia Strategic Plan and IRC global policies and procedures, donor contract and agreement obligations.
    Ensure that all livelihood projects are aligned to the sector strategy and country strategy and develop monitoring, quality and impact indicators to monitor the achievement of IRC strategic plan and sector strategy 
    Maintain an overview, monitoring and analysis of the external and internal parameters of the humanitarian and development context and use own skills and experience in providing proactive scenario development. 
    Contribute to updates of the IRC Somalia Safety and Security Management as appropriate.
    Representation, Coordination and Advocacy 
    Enhance coordination and advocacy with other stakeholders so as to avoid any overlaps and duplication of projects with other actors.
    Attend monthly and quarterly coordination meetings  in Nairobi and share minutes of meetings with the DDP and other concerned staff;
    Generate livelihoods and ERD related  data to be used by the Country Senior Management ,food security cluster,  and other relevant staff to influence donor policies with the purpose of generating more funding;
    Improve collaboration and cooperation with other partners and donors featured in the engagement of more partners and donors and the achievement of more harmonization;
    Ensure that all IRC livelihoods and ERD projects are in line with the contextual dynamics and priorities agreed among stakeholders in Somalia.
    Built good relationships with authorities, partners, international and national organizations, authorities in the region and the country
    Represent IRC in external coordination meetings with UN/ NGOs, donors, partners and government in Nairobi.
    Program Development and Planning 
    Lead the development and expansion of the IRC livelihoods and ERD sector throughout Somalia. This involves conducting periodic quality assessment and research, development of quality concept notes and proposals and development of new projects and initiatives 
    Conduct periodic desk reviews on the available livelihoods and ERD literature and compile the reports and publications on the same.
    Program implementation and monitoring (M&E)
    Lead the process of development of M&E systems and impact assessment for the livelihoods and ERD sector in IRC Somalia. This includes the development of livelihoods and ERD Sector M&E frameworks developed in line with the IRC Somalia country strategy and livelihoods and ERD sector strategy; development of specific M&E system for each livelihood s and ERD grant; submission of periodic donor reports; and establishment of baseline data collection system through surveys and other relevant mechanisms; and documentation and sharing of case studies within the organization.
    Ensure effective and high quality reporting, monitoring and evaluation systems for both internal and external use capturing best practice to support program decision-making. 
    Maintain regular communications on program work to the Deputy of Director-Program.
    Technical support (Livelihoods and ERD) 
    Ensure the technical aspects of the programming are implemented using best available practices.
    Provide and document quality technical advice to all livelihood program staff to ensure that quality control measures are fully understood by program teams. This will involve regular visits to the program areas and providing feedback
    Develop program quality indicators based on the livelihood strategic plan and monitor program quality in consultation with the staff, communities and local authorities.
    Ensure all livelihoods & ERD project are in line with the internationally accepted standards. 
    Financial management 
    Lead the development of realistic budgets for the livelihoods and ERD program both in the short-term and the long-term and identify the areas which require fundraising.
    Review sector budgets and expenditures and advice the projects coordinator and DPP accordingly.
    Staff management and development 
    Conduct capacity/training needs assessment and identity areas for further capacity development in line with the sector strategic plan.
    Actively engage in national program staff capacity building in key aspects of program cycle management including program design, implementation and monitoring.
    Ensure gender mainstreaming and conflict sensitive programming within the livelihoods program and promote the monitoring of interventions addressing gender and conflict issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that IRC’s program is an opportunity for peace making, rather than community division. 
    Ensure effective frequent communication and feedback with the field.
    Develop the capacity of the livelihood staff in line with identified gaps and strategic areas.
    Program quality and impact evaluation 
    Take an active and hands on role in assessing impact and changing trends, advising on appropriate interventions and implementation where necessary and regularly review these against forecasts and action plans to enable integrated planning 
    Responsible for developing clear exit strategies from the current emergency programme ensuring that it links into recovery and longer-term Livelihoods programming.
    Learn the new impact evaluation methodologies and consider the application of these methodologies in livelihoods and ERD programs and projects.
    Minimum Requirements:
    Master’s Degree in Agriculture, food security, international development, disaster risk management or related field.
    A of Minimum 5 years’ experience working within international development, including direct experience managing a national Livelihoods program in fragile and post conflict environments in a developing country.
    Demonstrated ability in managing projects, including project design, proposal development, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
    At least 2 years’ experience working with disaster risk reduction, climate change adaption and resilience building programs and/or projects. Experience in community managed/based disaster risk reduction, and pastoral field school approach is an asset.

    IRC Somalia is working to achieve optimal performance in terms of program quality strengthening operations and finance department by emerging tools, systems and staff capacity to adhere to IRC policies and procedures and donor compliance.
    Key Responsibilities
    Cash Management
    Maintain both Kshs. and USD petty cash at the set limits; take responsibility of any cash differences arising.
    Ensure that all petty cash payments are properly supported and duly authorized per the IRC delineation schedule before disbursement.
    Ensuring that authorisations on the payments requests are in line with the approved limits per the delineation chart.
    Prepare the petty cash spreadsheets to upload stage ready for review by the FM prior to upload in SUN system.
    Devise a cash replenishment schedule to minimize weekly bank visits.
    Ensure all cash received is duly receipted and coded and promptly banked.
    Maintaining the receipt book and ensuring that authorised receipts are issued upon receipt of monies.
    Filing
    Prior to filing, ensure that all document have been stamped ‘PAID’ including the cash payment reference no. details.
    Maintain an organized and well-documented (all files must be labeled properly and visibly) and sequential filing system for all cash disbursement vouchers.
    Preparation of excel and SUN journals, ensuring these are fully supported and ready for review by 17th by the FC/CD.
    Accounting & Reporting
    Assist in Preparation of Monthly Balance Sheet schedules as assigned. Make sure all items in the balance sheet account are current and can be supported. Follow-up on any adjustments to be made.

    Working under the guidance and supervision of Clinical Services Manager the Surveillance Officer will enhance influenza surveillance, collect data, conduct physical examinations, and collect lab specimens for testing for influenza and ensure the specimen are stored and transported as per the standard operating procedures.
    Key Responsibilities
    Work closely with the hospital’s wards to review the chief complaint of all patients admitted with Severe acuterespiratory illness(SARI) or Diarrheal Illness
    Determine whether any of the presenting patients fit the case definitions for Flu surveillance.
    If the case definitions are met, complete the data collection forms, and collect nasopharyngeal, oropharyngeal or Nasal swabs.
    Ensure that supplies are sufficient, and re-order as necessary.
    Work closely with the national surveillance coordinator who will oversee activities at the sentinel sites.
    Work closely with the hospital disease surveillance and infection control teams to detect and prevent/contain any outbreak
    Coordinate implementation of any sub-studies as may be planned by the influenza program
    Work closely with the Ministry of Health to sensitize and coordinate IDSR disease surveillance activities at the hospital

    Regional Safety and Security Advisor

    Position Summary
    The Regional Safety and Security Advisor reduces the vulnerability of IRC staff and programs to the threats and dangers present or arising in IRC’s operating environments, serving as a technical resource to regional and country program management and staff – providing risk assessment and analysis, security awareness training, security management technical support, safety and security guidance, and timely advisory information. Directly reporting to the Regional Director, the RSSA is a key member of IRC’s ACME regional management team and of the Safety and Security function organization-wide. Key relationships include: Regional Director; Director international Safety and Security, Deputy Regional Director; Country Directors; Deputy Country Directors, Operations; RSSA in other regions;
    Under the direct and broad guidance of the Regional Director and under the technical supervision of the Director International Safety and Security (DISS), the RSSA has a substantial level of autonomy in execution of responsibilities. S/he will work with country teams in all countries of the region to ensure that organizational security policies and procedures are responsive to the context, adequate to the security environment, and known to staff; and that security plans and measures are developed and maintained current and appropriate to changing security environments. The RSSA will conduct training on-site for both security management staff and other staff, and will regularly provide expert security management advice to all levels of IRC staff in the region, focusing on awareness, planning, practice, management and training in operational safety and security issues. S/he will assess IRC’s operating environments; recommend security measures, policies and procedures; support the implementation of security management plans; and provide follow-up on IRC security policies and reporting systems.
    The RSSA will maintain contextual knowledge of all countries in the region, including awareness of early warning advisories affecting security situations, and will travel regularly to all countries in the region, on very short notice if necessary. Crucially, the RSSA will mentor and build IRC staff and counterpart capacities to operate more safely and more effectively and contribute actively to reducing IRC’s operational vulnerabilities while optimizing access.

    Requirements
    Education:
    University degree in a field relevant to security management in a humanitarian assistance context
    Professional qualifications:
    Minimum 4-6 years of non-profit or NGO work experience in international safety and security, humanitarian assistance programs, with demonstrated capabilities in planning, organizing and executing security management operations.
    Police/military experience in peacekeeping settings will be considered an asset.
    Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
    Demonstrated context understanding of dynamics in Afghanistan, Pakistan mandatory
    Proven analytical skills
    Thorough familiarity with principles and current approaches to permissive/acceptance models of security management.
    Skilled in influencing and obtaining cooperation of individuals not under supervisory control; able to work as member of multinational team and manage a variety of external and internal relationships to achieve results.
    Advanced knowledge of communications technology, including VHF, HF radio systems, satellite communications, cell phone mediums, etc.
    Substantial and demonstrated prior experience as a trainer, with an effective adult learner training style and the ability to develop, implement, facilitate and impart learning to a wide range of audiences.
    Demonstrated ability to transfer knowledge through mentoring and other non-formal methods.
    Ability to quickly gain a comprehensive understanding of various local, regional, country and international factors that contribute to changes in security environments and risk levels.
    Ability to prepare and present, on short notice, clear analyses of security incidents, political events and their ramifications for IRC operations.
    Position requires flexibility and the capacity to deal with ambiguity in stressful situations.
    Self-motivated and able to work effectively without close supervision.
    Fluency in English are mandatory.
    Willingness and ability to travel approximately 40% of time.
    Prior experience in the regional context preferred.

    RequiredIn liaison with the Health Manager, the specialist’s consultant will be required to
    Conduct special clinics and reviews for patients with surgical conditions.
    Conduct surgical operations for the screened patients with assistance of the medical officers.
    Review all post-operative patients before he embarks on operation booked for that day.
    Prepare and submit a report and summaries of patients seen and operated to Health Manager.
    IRC role
    The IRC will ensure the list of the booked patients with surgical conditions is available for General surgeon’s review at Hagadera hospital.
    IRC will provide transport of the general surgeon to and from Dadaab after the consultancy.
    The IRC will ensure the theatre staffs; drugs and other medical supplies required for operation are available for the surgeon to conduct surgeries within the specific camp hospital.

    Duration of consultancy
    The consultancy is expected to last for 5 days from 24th to 28 th October, 2016.

    Terms Of Payment And Utility
    The IRC will facilitate transport of the general surgeon to and fro Dadaab.
    The IRC will cater for accommodation for the general surgeon during the period of the consultancy.
    The consultant will pay for his meals at IRC cafeteria during the period.
    Payments for consultancy will be made after submission of the surgical report to the Health Manager.

    Job Requirements

    Key Responsibilities
    The basic responsibilities of the Emergency Medical Technician (EMT) will include:
    Response to emergency calls to provide efficient and immediate care to the critically ill and injured, and to transport/escort the patient to a medical facility.
    S/he will render emergency medical and or trauma care, to adults, children and infants based on assessment findings. Duties include but are not limited to: opening and maintaining an airway; ventilating patients; administering cardiopulmonary resuscitation, providing pre-hospital emergency medical care of simple and multiple system trauma (such as: controlling hemorrhage, treatment of shock, bandaging wounds, immobilization of painful/swollen/deformed extremities, immobilization of painful/swollen/deformed neck/spine, providing emergency medical care (e.g. assist in emergency childbirth, manage general medical complaints etc.)
    S/he reports directly to the health facility the nature and extent of injuries, the number being transported and the destination to assure prompt medical care on arrival.
    S/he constantly assesses the patient enroute to the hospital, administers additional care as indicated or directed by medical control, assists in lifting and carrying the patient out of the ambulance and into the receiving medical facility, reports verbally and in writing their observation and emergency medical care of the patient at the emergency scene and in transit, to the receiving medical facility staff for purposes of records and diagnostics and upon request provides assistance to the receiving medical facility staff.
    After each call, s/he restocks and replaces used linens, blankets and other supplies, cleans all equipment following appropriate disinfecting procedures, makes careful check of all equipment so that the ambulance is ready for the next run, maintains ambulance in efficient operating condition, ensures that the ambulance is clean and washed and kept in a neat orderly condition, decontaminates the interior of the vehicle after transport of patient with contagious infection or hazardous materials exposure.
    Maintains familiarity with specialized equipment used by the service, attends continuing education and refresher training programs as required by employers, medical control, licensing or certifying agency.
    Required Qualifications:
    The ideal candidate should have undergone emergency medical technician training at St. John school of First Aid and safety or any other recognized institution.
    Required Experience & Competencies:
    Previous experience working as an emergency medical technician (paramedic) is an added advantage.
    Able to function in uncommon situations
    Should have a basic understanding of stress response and methods to ensure personal well-being
    Should have an understanding of body substance isolation
    Understands basic medical-legal principles
    Functions within the scope of care as defined by Kenyan law and local regulatory agencies
    Complies with regulations on the handling of the deceased, notifies authorities and arranges for protection of property and evidence at the scene.
