    Major Responsibilities
    Primary responsibilities include but are not limited to:

    Perform advanced-level application troubleshooting, problem diagnosis, administration, and configuration for BvA, GSC, and Finance systems, leveraging specialized knowledge and training in aforementioned applications
    Escalate L3 support requests to Project Managers, Business Systems Managers, or Developers as necessary; track issue through to completion
    Develop recommendations for application enhancements using comprehensive reporting and results of trend analysis identifying user issues

An integral component of this effort is ensuring users have the knowledge and training needed to utilize our business systems effectively.
    Job Overview / Summary:
    The IRC is currently engaged in a project to implement a new Enterprise Resource Planning (ERP) system across Finance, Supply Chain and Grants Management functions in all IRC locations. This project will retire a number of existing systems, bringing them into a cloud based Microsoft Dynamics 365 environment.
    We have an exciting opportunity for two ERP Regional trainers to facilitate global end-user training and Train-the-Trainer sessions for Subject Matter Experts (SMEs). The primary focus will be training in both our East and West Africa regions. The Regional ERP Trainer will work closely with the ERP Training Lead and Change Management Lead to support training development, delivery and rollout of the IRC’s new ERP system. Key aspects of this role will include ongoing facilitation of ERP training sessions for international offices; development and feedback on training materials; and Learning Management System (LMS) course management and attendance tracking. A blended learning approach will be deployed, using training mediums from formal classroom delivery at IRC offices, on-the-job-learning, workshops, remote instructor-led training and self-guided eLearning.

    KEY TASKS

    Data quality and collection

    Oversee data quality and collection across WISH sites in Uganda, Ethiopia, South Sudan and Somalia including capacity assessment, support and training

The Alliance is a global, multi-disciplinary and collaborative community of practice that brings together local governments, built environment professionals, academics, and humanitarian and development actors to prevent, prepare for, and respond to urban crises.
    Tailor humanitarian response to the urban context by developing shared assessment and profiling tools, promoting joint analysis, and adapting coordination mechanisms.Develop or work with existing global, regional and national rosters to facilitate the deployment of urban leaders, managers and technical experts.Build the evidence base on the specific characteristics of protracted displacement in urban areas, and contribute to the design of appropriate and cost-effective responses, with particular regard to protection of vulnerable people, shelter, basic services and infrastructure.Ensure that initiatives focused on building urban resilience incorporate components on resilient response and recovery from crises, and that they leverage greatest impact in cities most at risk of humanitarian emergencies
    The International Rescue Committee (IRC) has received funding from the European Commission on behalf of the Global Alliance for Urban Crises in support of the Action from entitled “Developing the skills to meet the needs of urban populations in crises through the alliance of urban responders.” This project aims to publish a series of knowledge products that expand on each thematic objective and provide the tools and guidance needed for stakeholders to utilize when preparing for an urban crisis response.
    The IRC, in collaboration with UN Habitat and the Global Alliance Secretariat, coordinate the development of the knowledge products which will be published in February 2019.
    SCOPE OF WORK
    Under The Direct Supervision Of The IRC Governance Program Manager And The Alliance Secretariat Coordinator, And With The Support Of The Advocacy, Outreach And Partnerships Team At UN-Habitat’s Urban Resilience Programme, The Consultant Will Undertake The Following Tasks

    EDUCATION

    Advanced university degree (Master’s degree) or equivalent in journalism, media, political or social sciences, or similar fields.
    A first-level university degree in combination with 3 years of experience will be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of 3 years of experience in areas related to the communication strategizing, editing and reporting, preferably in the United Nations system.
    Understanding of local governments’ realities and landscape of actors working on urban resilience.
    Experience creating content for a broad range of audiences.
    Ability to work independently under minimal supervision.

    In liaison with the Field Coordinator and the Human Resource Coordinator, the Senior Human Resource Officer will offer support services in Human Resource Management and Administration to IRC staff members as regards personnel administration, auxiliary payroll processing, leave administration, recruitment and employee relations in the Kenya, Dadaab Program.
    Key Functions

    Talent Acquisition

    As The Assigned Recruiter For The Field Office
    Coordinate recruitment of functional, administrative and support level staff at the field office levels for standard and JIT recruitments.
    Coordinate internal mobility strategies for internally recruited staff
    Serve as the HR panelist for recruitments.

    Talent Management

    Ensure the appropriate on-boarding and transition processes for all staff based at the field offices
    Coordinate all performance management processes for all field based staff
    Provide a supportive and advisory role to all line managers for any corrective/ disciplinary action
    Manage the exit process for all field based staff
    Track approved professional development and career pathing objectives for field staff
    Support Compensation and Benefit strategies by coordination of localized salary surveys at least once every two years, and raising any challenges posed in talent retention based on compensation and benefits provided.

    Services and Administration

    Directly supervise the field based HRO to:
    Monitor all types of leave and absenteeism for each staff member on a daily, weekly and monthly basis as appropriate.Maintain up-to-date records for
    Support all localized recruitmentsRemotely manage the assigned HRO at the Head Office to:

    Coordinate national recruitments

    Ensure that all field based staff are duly registered on the payroll, with service providers for benefits; are registered with the statutory bodies

    Provide the HR Manager Recruitment/ HR Manager Compensation and Benefits with regular updates on relevant status changes for staff in the assigned field location

    Employee Relations

    Support staff and supervisors through the management of any grievances and disputes
    Train staff through monthly staff meetings

    HRIS

    Maintain all talent acquisition and management processes on Workday HRIS

    Payroll Processing

    Ensure that national staff payroll updates/changes are submitted by 15th of every month to Nairobi HR Officers at Head Office for processing.
    Prepare attendance sheet for refugee incentive payroll on a monthly basis and share with counterpart managers by 12th of every month.
    Prepare and process payroll for incentive staff and submit to Field Office Finance by 20th of every month.

    Qualifications

    A Bachelor’s degree in Human Resources Management, or Business Administration ; An alternate Bachelor’s degree with a PGD in Human Resources Management is also acceptable.

    At least 5 years continuous practice in a similar position, with at least 3 in a supervisory position
    Similar experience with an INGO will be an added advantage

    Knowledge

    Demonstrated knowledge of the National Labor requirements – Employment Act, WIBA, OSHA, NITA, RBA, NHIF, NSSF, PAYE.

    The IRC’s Emergency Unit
    The IRCs Emergency Unit (EU) leads or oversees IRCs global emergency preparedness and response activities. The mission of the EU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The EU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services.
    The EU is also charged with enhancing the IRCs global and country level emergency preparedness capacity. We do this by supporting the development and training of Country Emergency Teams, assisting in the development of emergency focused partnerships with local civil society organizations, maintaining regional and global capacity to rapidly identify and deploy qualified emergency response personnel and supporting country-level contingency planning.
    The Health Unit promotes the health of IRC’s beneficiaries from relief through post-conflict. The Health Unit contributes to the effectiveness of health programs through technical support, staff development, and institutional learning. Health Programs conform to standards of humanitarian assistance and promote self-reliance, participation, sustainability, equity, and human dignity. The Health Unit is committed to advancing the practice of humanitarian assistance through documentation of lessons learned, collaborative research, and advocacy.
    SCOPE OF WORK
    The IRC ERT staff is expected to be deployed in the field, either in an emergency or roving capacity, for up to 65% of the time and must be able to deploy to the site of an emergency within 72 hours of notification.
    Members of the Emergency Response Team are deployed to either support existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC’s on-site humanitarian response to meet the immediate needs of the affected population. The ERT is also responsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations.
    The IRC ERT Health Coordinator is expected to provide leadership and direction in strengthening an effective, high quality and timely emergency health response as well as coordinating different components of the emergency health response including primary health, reproductive health and nutrition.
    S/he is a member of the Health Unit and the Emergency Unit (EU). The ERT Health Coordinator will report to the Director of Emergency Health on an ongoing basis and during periods of non-deployment. During emergency deployments ERT staff will work under the direction of IRC’s Emergency Field Director or designated country emergency lead.
    Responsibilities

    Emergency Response

    Provide leadership in strengthening an effective, coordinated, integrated high quality and timely emergency primary health, reproductive and emergency nutrition responses
    In coordination with EU and HR, identify health-staffing needs (both national and international) for emergency programs, and ensure rapid recruitment, induction and training of new staff.
    Be prepared to be deployed within 72 hours; emergency deployments take precedence over other duties;
    Ensure high quality and timely integrated health assessments of the humanitarian needs and provide prioritized recommendations for program interventions to the ERT Field Director/emergency lead
    Design program responses and strategy, including geographic areas of intervention, in coordination with internal and external actors
    Draft technical proposals and budgets for international donors, work in close collaboration with IRC grants and finance staff to finalize proposals and respond to any requests for additional information
    Manage Coordinators in managing grant/program implementation including staff recruitment and training, workplan development, procurement and inventory planning, and budget management;
    Prepare high quality and timely donor and management reports on grants and sector activities.
    Select and implement appropriate monitoring and evaluation systems; ensure consistent reporting and analysis of results to enhance program effectiveness and quality
    Ensure compliance with IRC policy and procedures throughout the program team and activities
    Represent and coordinate with other agencies, local government, donors and other stakeholders to promote deliver of best practice humanitarian assistance;
    Support media and communications activities as requested by the ERT Field Director/CD/in-county emergency lead.
    Assess and provide input on post emergency strategies and transition plans for IRC programming.
    Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program monitoring data and staff performance information

    Emergency Preparedness

    Working with EU and HQ program technical staffs lead the development of emergency preparedness and response strategies and tools via the Sector Toolkit for Emergency Programming (STEP) Initiative.
    Develop a capacity building strategy in emergency preparedness and response in selected IRC countries. Work together with selected IRC countries in developing emergency preparedness and response plans.
    Contribute to the continual development of appropriate and cost-effective contingency stocks, revising the stock list in accordance with lessons learned in the field and monitoring replenishment.

    Non-emergency

    Provide technical support to existing country programs remotely and through in-country visits or short-term deployments
    Contribute to the continuing development of the overall strategic approach in emergency health response.
    Actively participate in preparedness and capacity building initiatives for EPRU staff, partners and country program staff ;
    Actively contribute to the development and roll out of the EPRU roadmap and IRC Strategy.

    Requirements

    University degree, and technical accreditation or equivalent
    3-5 years experience developing and managing technical projects including 3 years in emergency/conflict areas
    Demonstrated ability in resource mobilization for health emergencies.
    Demonstrated ability to work effectively with international institutions and agencies, local governments and community leaders and develop multi-stakeholder support for humanitarian priorities and advocacy initiatives
    Superior internal and external communication and coordination capabilities and excellent team management skills
    Demonstrated ability to communicate technical standards and best practice approaches to ensure rapid, consistent, high quality emergency response strategies and programs
    Experience managing donor funded programs and grants; including resource mobilization, staff management, budget oversight, monitoring and evaluation systems, and technical input to proposal-budget development and donor reports.
    Fluency in English required, with priority placed on French, Spanish and Arabic as well.
