    Reporting to a Sr. Investigator, the Investigator will assist the IRC Ethics and Compliance Unit to conduct investigations of allegations involving fraud, waste, abuse and corruption, and other misconduct. The position will support IRC programs to ensure continued vigilance with regard to the risks associated with violations of IRC’s Code of Professional Conduct and Policies the law/regulations and the further development of complaints mechanisms and investigation capacity. The position will work with other IRC functional areas and programs to support our partners, sub-grantees and other agencies in fostering a work environment that minimizes the potential for fraud, waste, abuse, corruption and other forms of misconduct.
    Two commitments lie at the foundation of the IRC’s work: 1) our unceasing quest to serve the needs of our beneficiaries; and 2) our determination to meet the requirements of our donors as trusted stewards of their resources. In connection with this latter function, the ECU is vested with the responsibility to detect, deter and investigate allegations of misuse of grant resources. This position will play a key role in meeting these challenges by furthering a critical mission of the Ethics and Compliance Unit – to safeguard our resources against fraud and other forms of abuse in challenging and high-risk operating environments. This position will serve these functions through investigating allegations of fraud, collusion and corruption in the use of the grant funds. As the investigations will involve transactions, individuals and entities in the field, the position requires extensive travel, coordination with investigation teams, forensic specialists and external contractors as required.
    Major Responsibilities:

    Undertake investigations of alleged fraud, waste, financial corruption, misconduct, ensuring objectivity, impartiality and fairness throughout investigative processes in accordance with generally recognized international investigative standards and IRC guidelines and ECU policies and procedures;
    Prepare and finalize draft investigative reports in English that are clearly and well written with appropriate presentation of facts, analysis and conclusions, and in accordance with ECU standards;
    Formulate investigation plans, review and analyze all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, record interviews, obtain and analyze potential documentary and electronic evidence, conduct investigative research, prepare draft investigation reports, and present investigative results in a clear written form;
    Prepare reports, status reporting for ongoing cases, and ad hoc briefs pertaining to investigations in coordination with the Sr. Director, Investigations;
    Support the preparation of work plans and the prioritization of investigative work in consultation with Compliance Unit management. Work with, monitor and assist the work of contracted specialists as appropriate.

    Qualifications
    Education: Bachelor’s degree required in business, accounting, criminal justice or related field.
    Certificates, licenses or advanced degrees in law, accounting or computer forensics an advantage: (CFE/CFF/CPA/CA/CCEP)
    Work Experience:

    6-8 years of international financial fraud investigations (procurement, vendor/supply chain) experience (including substantive experience in developing countries and insecure environments);
    Excellent writing and report drafting skills;
    Experience conducting fraud, collusion, bribery and corruption investigations in challenging environments, and in the locations where the IRC operates;
    Experience leading investigations of complex fraud, collusion and procurement fraud in government programs, NGO programs or the equivalent;
    Experience of investigating sexual exploitation and abuse a plus;

    Qualifications

    University degree in international relations or other relevant field.
    Master’s Degree Desirable
    3 to 5 years of INGO field experience in a similar position: grants management, proposal development (program narratives and budgets) and donor reporting.
    Knowledge of UN (UNHCR/ UNDP/ UNICEF/WHO), US (USAID/OFDA), EU (ECHO/ EC) and UK (DFID) donor regulations, procedures and requirements
    Proven ability to develop winning proposals to public and private-sector donors
    Excellent written and spoken English essential
    Excellent organizational skills, ability to determine priorities and attention to detail a must
    Ability to work in a multicultural context as a flexible and respectful team player
    Willingness to travel to the field as and when needed
    High-level of knowledge and practice with Word, Excel, Outlook, etc. required
    Work in a multisectoral/ multicultural team- patience, cultural sensitivity and application of contextual understanding in day to day work
    Ability to work with tight deadlines for proposal development/ information needs

    JOB SUMMARY:
    The job holder will be in charge of the overall function of Motor Transport Capacity within Care Dadaab. The position will be tasked with developing and implementing effective Transport system within Care Dadaab with focus on the existing Transport Management Policies.
    The incumbent will also ensure at all times the Organization’s compliance with the traffic regulations in accordance with the Kenya Traffic Act Cap 403 Laws of Kenya. He/She shall promote optimized transport and logistical operations of the Sector with minimal impact on existing operating procedures to support the transportation management processes.
    RESPONSIBILITIES AND TASKS:

    Fleet Operational Management & Reporting.

    Preparation of the Transport Departments’ yearly operations plan.
    Ensure maximized efficient vehicle operation, and travel demand management.
    Overall vehicle operations planning; Allocation of vehicles to Care authorized Drivers.
    Perform vehicle online tracking and monitor vehicle movement and trace violations with possible corrective action.
    Record and analyze fuel consumption profiles to identify areas of high and low efficiency for targeted action.
    Preparation of Monthly, and periodic fleet Management reports in a timely manner.
    Monthly submission of updated data on vehicle usage and status.
    Monthly generation of effective fuel efficiency reports in accordance with Care Vehicle
    Management Policy.
    Ensure proper maintenance of all vehicle records, and other Office documentation.

    Fleet Maintenance & Usage.

    Planning and organizing for cost effective vehicle repairs, and maintenance as per the Manufactures’ specifications in liaison with the Workshop.
    Ensure update of the master vehicle maintenance and inspection schedule to ascertain service of fleet as stipulated in the periodic servicing manuals.
    Ensure correct update of vehicles logbook particulars by the Drivers making right entries.
    Carry out preliminary investigations on transport related incidences and road accidents in view of managing risks and exposure.
    Ensure the requirements for vehicle safety, security, health, and work environment for passenger staff and Drivers are met.
    Assist in the development and maintenance of active road accident prevention programs.
    Fuel and mileage management; Monitor vehicle fueling, and usage by all authorized Drivers.
    Ensure all vehicles are cleaned, and safely parked at their designated lots by 6:00 PM.

    Supervision of Drivers.

    Supervision of all RAP Drivers; workforce development, coaching, and discipline.
    Undertaking the mid-year and annual appraisal of Drivers.
    Preparation of Driver annual leave plans in line with the Organization policies.
    Conduct trainings for Drivers on basic vehicle maintenance, safety & security, and road safety.
    Enforcement of Organizational regulations on vehicle management and ensuring compliance with the Kenya Traffic Legislative Act.
    Ensure prompt reporting of vehicle accidents, and mishandling by all authorized Drivers.
    Ensure proper vehicle handover by drivers before they proceed on leave.

    Vehicle Legislation and Documentation.

    Ensure the necessary vehicle legislation requirements are up-to-date in accordance with the
    Traffic Act by facilitating renewal of vehicle Insurance covers, Government Inspections, TLB and other road licenses.
    Ensure all vehicles are equipped with the necessary documentation such as Emergency contact and communication protocol, accident/incident report forms prior to making trips.
    Advise the Organization on changes or amendments regarding the Kenyan Traffic code on
    vehicle registration and operations certification.

    Management of Outsourced Transport.

    Monitor fuel consumption of the outsourced fleet on a weekly basis.
    Regular weekly checks of the vehicle drivers’ logbook particulars.
    Advise the Management on the operational condition of the vehicle.
    Ensure maximization and efficient use of the outsourced transport for logistical operations.
