    This opportunity can be based in Nairobi, Kenya or any other African country with IRC presence.
    The Regional HR Director will lead and facilitate the development of a highly effective, strategic HR function in the Great Lakes region (currently DRC, Tanzania, Burundi, CAR) that ensures the organization has the structure, culture and talent needed to deliver on program goals and effectively serve its clients. This individual will direct the delivery of key HR services and infrastructure in line with IRC strategy for efficient and effective services at multiple levels. They will drive the implementation and adaptation of HR global initiatives and practices across the region. She or he will serve as advisor and counsel to maximize staffing resources and performance, ensure efficiency of work processes, and contain institutional risk.     Major Responsibilities:

    Direct and supervise the collaborative development of annual human resource strategies and plans in the areas of workforce planning; recruitment; diversity, equality & inclusion, with a particular focus on gender equality and supporting the career paths of local and regional leadership teams so they reflect the communities in which IRC works; performance improvement; HR capacity development; employee engagement; and staff care.
    Evaluate and facilitate HR functional capacity and service delivery for the region. Build knowledge, expertise, and capacity of the HR and management team.
    Lead the regional planning and implementation of global HR initiatives. Ensure effective adaptation at all levels and compliance with the spirit and intent of labor regulations and donor requirements. Solicit feedback and suggested improvements.
    Direct development and delivery of training and capacity building efforts, using e-learning and remote management. Identify and engage internal and external resources to provide timely and effective technical assistance. Coordinate and deliver HR trainings and workshops.
    Collaborate with and contribute to the Regional Team, including through effective participation in regular meetings and joint work streams.
    Collaborate with regional leadership to identify gaps in the regional structure while ensuring timely hiring and development of the right talent. Focus on increasing the representation of local talent, particularly women, in senior positions.
    Travel to the countries in Great Lakes (as conditions allow) as and when needed to provide in-person HR leadership, support, technical trainings and/or management of special projects.
    Provide HR support to all regional staff including technical HR advice in response to policy inquiries, orientation, employee relations issues and exit management.
    Lead, empower and mentor the HR team, including communicating clear expectations, setting performance objectives, providing regular and timely constructive performance feedback, and leading documented semi-annual performance reviews, inspiring maximum potential.
    Work with management and HR teams to promote data-driven decision-making, particularly through country and regional scorecard discussions
    Support investigations upon instructions from IRC’s Ethics and Compliance Unit.

    Qualifications

    10 to 15 years of progressive professional HR experience with a minimum of 5 years as a regional manager or director or equivalent education and experience.
    Demonstrated success providing HR counsel to groups of 1,000+ employees at multiple organizational levels, cultures and locations within a regional or global environment strongly preferred.
    Demonstrated success as an HR professional in emergency response, conflict zones and/or humanitarian sector preferred.
    Demonstrated success in supporting key senior management and building strong, trusted relationships.

    IRC Summary:
    The International Rescue Committee (IRC) is among the world’s leading humanitarian relief and development organizations. IRC staff go to the toughest places, implement both immediate response and long lasting programs, and conduct the type of applied research and advocacy the aid community needs to continually push itself to find better solutions for people. In all its country programs and in the US, IRC teams partner with local governments and others to achieve outcomes related to people’s health, education, safety, power and economic well-being.
    The IRC recognized several years ago that while our focus on impact evaluations and research had put us at the cutting edge among NGOs for assessing contribution to impact, support to country programs on routine monitoring and use of data for decision making still needed to be enhanced. IRC developed a strategy to address these challenges through 2020 that provides a cohesive vision and tactical plan to ensure we generate and use the right data across IRC.
    The strategy focused on four pillars:
    1) Ensure programs measure and collect the right data
    2) Enable IRC to manage the flow of data from field to HQ
    3) Build the capacity, processes and resources to conduct measurement activities
    4) Ensure data is used to inform decisions across IRC.
    IRC is also developing a new Global Strategy which will be launched in October 2020 in which it is expected that measurement and the use of information and evidence will be a key focus. The Regional Measurement Action Coordinator will support the development and the implementation of the new measurement strategy – which will be rooted in the IRC Global Strategy with the goal of strengthening IRC’s ability to use data to understand and improve its results.
    Job Overview:
    This position sits within the Great Lakes Regional Unit reporting to the Deputy Regional Director with a technical report to the Senior Advisor Measurement Action. It covers four countries Burundi, Central African Republic, Democratic Republic of Congo and Tanzania.
    The main tasks of the position are:
    1) to support in-country M&E staff in their efforts to ensure that program data are of high quality and used effectively for decision making and
    2) to ensure alignment of measurement vision and priorities between countries and Headquarters
    The scope of the job includes both coordination and technical responsibilities contributing directly to the achievement of IRC’s measurement and overall effectiveness goals, particularly those integrated within the individual countries’ Strategic Action Plans. It also includes supporting the regional management in better understanding country and regional performance and in using data to inform decision making.

    Major Responsibilities:
     Provide hands-on technical assistance to support country programs to deliver on their measurement commitments by working closely with in-country measurement staff, country management and headquarters Measurement Unit. This includes:
    Providing support for routine and ad-hoc measurement activities throughout the program cycle
    Supporting the use of standardized indicators within and across countries in the region, leading to meaningful aggregations and potential benchmarking opportunities.

    The IRC’s vision is to lead the humanitarian field by implementing high-impact, cost-effective programs for people affected by crisis and by using our learning and experience to shape policy and practice. To achieve that vision, the IRC’s Program Quality Unit (PQU) provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice.
    The Program Quality Unit has three central objectives that we work towards:
    Guide program design to achieve outcomes by incorporating the best available evidence
    Build technical capacity of country program staff to implement, measure and continuously improve programs
    Influence the IRC, peer agencies and donors to use proven interventions and generate new evidence to achieve change in peoples’ lives
    The Program Quality Unit is comprised of seven technical Units, all of which have deep expertise in their respective sectors: Education, Economic Wellbeing, Gender Equality, Governance, Health, Violence Prevention and Response, and Research Evaluation and Learning (REL).
    The health technical unit is organized in four sectors; primary health, reproductive health, environmental health and nutrition. The structure emphasizes a clear division of roles between technical assistance core and important functions versus other specialized support/thought leadership functions in order to best meet the needs of country programs and regions. In 2017, the health technical unit supported programming in 6 regions and 27 countries.
    Position Scope
    This position is responsible for providing technical support to the Philips Foundation funded TU-led child health project that will be implemented in Uganda and Chad.In addition, this position will be responsible for supporting selected country programs on IRC’s work in child health- i.e. IMNCI, iCCM and immunization. The position will provide the technical assistance and oversight necessary for strategic, TU-led projects—including considerable research and/or evaluation components focused on improving child health outcomes.
    Specific Responsibilities
    It is expected that the Child Health Officer will spend at least 75% of their time providing technical support to TU-led projects. The remaining 15% of their time will be focused on the provision of technical support to improve the quality of country-led child health programming, in close collaboration with Primary Health Care Technical Advisors (PHC TAs).
    Thought Leadership
    The Officer’s specific responsibilities are as follows:
    Identify and/or develop global tools/resources/curricula in collaboration with PHC TA for Great Lakes relevant for quality child health programming and research.
    oWork with PHC TAs, and country program staff when applicable, to operationalize these tools/resources/curricula.
    Represent IRC at targeted conferences and support development of specific publications related to Philips and other child health projects (issues papers, technical documents, presentations and peer-reviewed articles) relevant to advancing IRC’s mission and strategy, related to child health program strategies and research results.
    TU-led Project Coordination
    Engaging in program design and business development
    Support efforts related to proposal development, including:
    oSupport writing of technical narrative, when necessary.

    Qualifications
    Education: University degree in related field plus a post-graduate degree in Public Health or equivalent.
    Work Experience: Minimum 5 years in managing or providing technical assistance in the field of international public health and minimum 5 years direct experience supporting child health programs in several developing countries, preferably in Africa. Full-time field experience and experience in implementation of iCCM programs necessary. Strong experience in development of technical materials and monitoring and evaluation is highly desired.

    Reporting to the Senior WISH2ACTION Coordinator, the Research, Evidence and Learning (REL) Manager will be responsible for the development and oversight of all monitoring, evaluation and learning (MEL) activities taking place in the WISH2ACTION project in four countries- Somalia, South Sudan, Uganda and Ethiopia. The manager will be responsible to develop the IRC Learning agenda for IRC working in collaboration with the WISH Hub. Specifically, the manager will influence and impact the following key project areas; Lead on the development and implementation of a robust MEAL strategy for WISH 2 Action in line with the IRC Good and Great standards; Coordinate Research, Evidence generation and learning in the 4 WISH2ACTION implementing countries and the region; Develop knowledge content to inform programming, advocacy and fundraising and Training and Support WISH2ACTION learning strategies. The Manager will ensure that the Project MEAL is in line with the DFID and IPPF terms and conditions and that IRC achieves its “Global Goods” deliverables in the project. The M&E Manager will also take an active role in adaptive management through active participation in stakeholder, learning and work planning meetings.
    KEY TASKS

    Generation of Evidence and Learning.
    The post will assume overall responsibility for coordinating and compiling organisational project evidence for our key internal and external audiences, reporting and advocacy work.
    Provide technical assistance to country offices to enable them to collect, analyse and generate evidence from the WISH2ACTION project for national and regional advocacy and programme development
    To provide support to country programs to implement integrated program monitoring activities with a focus on effectiveness and outcome reporting and reflective processes.
    In collaboration with MEL Coordinators, Regional and Global research colleagues and Country Offices, design Innovative and participatory monitoring and evaluation methodologies and tools to assess outcomes and impact of the project.
    Support effective management of data towards evidence emerging from program monitoring and evaluation as well as support effective utilisation of the IRC’s project cycle meeting approach.
    Facilitate review and harmonisation of tools for data collection to help demonstrate Sex, Age and Disability disaggregation in a manner that facilitates inclusion and demonstrates the impact of the WISH2ACTION project among its target beneficiaries.
    Facilitate cross learning within IRC WISH countries and with other external learning bodies through exchange visits, conferences, webinars etc.
    Support the Technical Unit and the WISH country programs engagement with the IRC Global and WISH Hub knowledge platforms to facilitate online sharing of knowledge exchange and collaborative learning across the WISH countries and the WISH Consortium.
    Support and work with the Cross Organisational MEAL Community of Practice (COP) to promote effective internal communication, stronger awareness of demonstrating and using results.
    Coordinate Research and Partnership for MEAL:
    Coordinate various research carried out by IRC WISH2ACTION country programs
    Represent IRC in the WISH2ACTION Hub and Consortium third party research and ensure IRC’s meaningful contribution to these processes e.g. Third party engagement with ITAD and OPM
    Identify and support the development of relevant research and analytical skills including practical use of mobile technology methods for staff in order to build organisational capacity for impact monitoring and assessment.

    Health Systems Research Programme Consortia (RPC)
    The IRC is expected to receive funding to lead Ensuring Quality Access and Learning (EQUAL) for Mothers and Newborns in Conflict-Affected Contexts Consortium, a research consortium funded through DFID’s ‘Filling the Gaps in Evidence: Building Stronger And More Resilient Health Systems Research Programme Consortia (RPC)’ mechanism. The IRC-led RPC aims to produce high quality evidence that improves the health of the poorest and most vulnerable people in developing countries.     The Sr. Research Uptake Advisor is an essential part of the research team leading this consortium.     Key Responsibilities
    Program Management

    Overall, In charge of TB/HIV Department.
    In coordination with the RH/HIV/CHP Snr. Officer, formulate TB/HIV clinic department goals, objectives and intervention strategies and participate in the budgeting process.
    Ensure that all TB/HIV department activities are implemented as outlined in the grants and all objectives highlighted are met.
    Coordinate all TB/HIV referrals as per the MOH/UNHCR guidelines and act as the focal point for all TB/HIV clinical related activities.

    Human Resource

    Technical and administrative supervision of all TB/HIV department staff, both National and Refugee.

    Program Activities

    Overall responsible for the day-to-day running of the TB/HIV department including clinical assessment and management of TB/HIV/Key Population patients, conducting daily ward rounds in the TB ward, coordinating TB/HIV patients follow up with CHP and CHWs  attached to TB/HIV department.
    Provide technical support to the TB/HIV programs through running the Comprehensive Care Clinic (CCC), TB Clinic and supporting in the clinical management of Key Population persons.

    Support, Supervise and offer HIV Testing Services (HTS) and Linkage to Treatment and Care by optimizing access to testing and treatment services in Hagadera Hospital and Health posts.
    Offering the 8 Standard Package of care for PLHIV; Antiretroviral therapy, PHDP, GBV & Health education and counselling, Screening and prevention of specific OIs, Reproductive Health Services, Screening and management of NCDs, Mental health Screening and management, Nutrition services and Prevention of Other infections.
    Offer TB/HIV co-infection prevention and management.
    Offer HBV/HIV and HCV/HIV co-infection prevention and management.
    Provide ARVs for post-exposure prophylaxis (PEP).
    Maintaining HIV/TB programme Monitoring and Evaluation by ensuring the availability, training and proper use of M&E Tools.

    Reporting and Coordination

    Submit weekly/monthly/Quarterly   TB /HIV reports to the M&E department.

    Liaise with the County TB and HIV Coordinators, NLTP and NASCOP to ensure that patients are managed appropriately according to the latest WHO/MOH protocols and guidelines.
