The Measurement Unit is responsible for global guidance, resources and coordination to ensure that staff across all our programs are equipped with the skills and tools they need to generate and manage the right data for programmatic decision-making across the IRC. IRC’s M&E efforts rely heavily on technology platforms, and IRC’s Measurement Strategic Plan calls for further investment in and commitment to technology for M&E. Over the coming 2-3 years, the Measurement Technology Team (which sits at the intersection of the Measurement Unit and IT) will design, deliver and support a more comprehensive technology stack for M&E, ensuring Crisis Response, Recovery and Development (CRRD) program, technical and M&E staff have access to more comprehensive technology platforms to improve program delivery.
    Job Overview/Summary
     
    Focused on Measurement technology support, the Technology Platform Specialist is a member of the team responsible for developing, implementing, and supporting IRC’s global technology tools and platform for the organization. This includes CommCare, Kobo, Microsoft Power BI and Microsoft SQL server Azure based data warehouse. Working in partnership with staff at various levels and locations, the Platform Specialist performs a key role in analyzing, developing, and improving tools and processes supplying to the successful rollout of the Technology for Measurement products
     
    Specific tasks include technology implementation support, project configuration, technical assistance and issues routing, front line help desk application support, and participation in setting standards for processes, data quality, security, and systems configurations.
     
    Major Responsibilities 
     

    Resolve support requests and handle further routing of support questions, issues, and risks within IT team and with the larger Measurement team.
    Ensure the technology tools and platform adhere to IRC systems standards and processes.
    On a project-by-project basis, provide guidance in digitizing paper-based forms, convert data to appropriate format and migrate data from existing sources (e.g., spreadsheets) into CommCare.
    Work with business partners including Technical Advisors, the Data and Monitoring team, and Regional Technology support teams to gather and analyze requirements for data collection and data visualization tools.
    Develop and improve CommCare applications and Microsoft Power BI dashboards in-close collaboration with the Data and Monitoring team to support toolkits development and rollout.
    Provide learning, mentorship and support to regions and countries in developing and/or improving CommCare applications and Microsoft Power BI dashboards per global standard requirements and standards.
    Provide Tier-2 and Tier-3 support emerging from Countries and Regional Technology support team for the products rolled out.
     
    In collaboration with the data engineers and data architect, capture requirements for data integration needs and transform data from various data sources that can be aligned and imported into the data warehouse.
     
    Participate in the design, implementation, and operation of data quality processes as they apply to the data platform.
    Participate in the maintenance of systems and user documentation and advocate for improvements in infrastructure and processes to support efficient operation of measurement technology offerings within the areas of operation.
    Support standards for data protection, confidentiality and data security for the technology systems and collaborate with key teams in IT security and protection teams for guidance as needed.

    Job requirements

    At least five years of experience working in technology domain to develop and rollout technology products for programs – out of which, at least three years of experience developing, implementing and supporting application such as CommCare, Kobo, and Microsoft Power BI dashboards for large and complex programs
    Experience in public sector programming, and M&E specific technology tools
    Ability to effectively communicate in English both in verbal (i.e. day-to-day discussions, team meetings) and written (requirements and design specifications) form, as well as an overall ability to be clear and concise in all communications
    Strong analytic curiosity and innovative problem-solving skills using a systems thinking approach
    Demonstrable ability to work both independently and in a dynamic, cross-functional team structure
    Demonstrable ability to establish and maintain working relationships across all departments and levels of the organization

    Preferred Skills

    Direct experience implementing programs or M&E in an international NGO context
    Experience working with enterprise grade systems implemented in multiple departments and countries to collect, store, and visualize data such as CommCare, PowerBI or similar
    Advanced level experience of MS Excel including developing macros and consolidating data from multiple Excel spreadsheets
    Experience working with Microsoft T-SQL, Azure SQL Server, Data Factory, SSIS/other ETL tools, data modeling and data warehouse development. 
    Experience providing support for enterprise-level platforms with significant numbers of users across global time zones and varying IT infrastructure

    Job Description

    The IRC is currently implementing an Enterprise Resource Planning (ERP) Management system across the Finance, Supply Chain and Grants Management functions in all IRC locations. Project Integra will retire several existing systems, bringing them into a cloud-based Microsoft Dynamics 365 environment. Integra is the largest investment in systems that the IRC has ever made and will change the way we work. Integra in itself is not the only major change to IRC’s approach to Finance as all Finance policies and procedures are being updated and additional complementary systems to Integra are being implemented (e.g. Kariba, Power BI and Cost Allocation). 
    The Regional Finance Change Management Lead provides ERP training and accounting support to ensure the successful implementation of finance transformation initiatives in IRC’s country offices and regional office. These initiatives will lead to value optimization, efficiency and effectiveness within the Crisis Response, Recovery and Development (CRRD) function.
    This position works closely with the Regional Finance Director, country office finance and program teams to lead and support the finance change management process. The goal of finance change management is to ensure that program team members have the right tools, business processes and support available at the right time and place to be able to do their jobs effectively in concert with an efficient Finance function. Furthermore, the incumbent plays a key role in ensuring that Finance remains a critical organizational business partner delivering accurate, insightful and timely financial management information.
    The role is part of the regional team and reports to the Regional Finance Director (RFD), with a dotted line (MIP – Management In Partnership) to the Director of Global Finance Change Management for technical guidance and support. 

     
    Major Responsibilities: 

     In close partnership with the RFD, own the successful deployment of the new Microsoft Dynamics ERP system (called Integra at IRC) across country offices in the region. Integra will provide the foundation for many of the finance transformation initiatives over several years.
     Provide technical training and accounting support to country offices on ERP system changes, new accounting policies, procedures and ways of working.
     Guide continuous improvement so that processes are tailored to the needs of the region and the countries within it.
     Work closely with headquarters teams including Finance and Operations and Process Excellence (Integra team) to represent the region on finance-related Integra matters.
     Collaborate with the Training team to provide effective training and capacity building of all staff, specifically on finance components.

     Key Accountabilities

    Requirements
    Essential

    Bachelor’s Degree in Business or Program Administration, Finance, International Development/Relations or related field. Legal background or degree a plus.
    Minimum of 4 years of relevant professional experience working with IRC’s main statutory donors, such as USG (e.g. HHS, USAID, DOS), FCDO, EU, the UN (e.g. UNHCR, UNOCHA, UNICEF), including demonstrated experience and expertise in interpreting and applying statutory and regulatory language from awards and/or contracts. Experience developing compliant sub-awards, partnership agreements, or subcontracts a plus.
    Demonstrated ability to communicate complex topics, related to donor or legal compliance, finance, grants management, and organizational operating procedures to a wide and varied audience (e.g. across cultures and staffing levels)

    Key Responsibilities.

    Accounting, Compliance and Monitoring

    Input of Bank Payments into the online bank payments system in readiness for review by the Finance Officer.
     Ensuring timely authorizations on the payment’s requests are in line with the approved limits per the delineation chart.
     Perform monthly bank reconciliations for both the Kes and USD bank accounts. 
     Input of New Vendors into the online bank payments system in readiness for review by the Finance Officer
     Tracking and following up with IHUB Staffs utilities bills and ensuing they are paid in time.
     Tracking IHUB Staffs home internet reimbursements and ensuing they are paid in time.
     Processing of staff’s monthly salary and travel advances.
     Supporting the petty cash system as guided by the Finance Officer.

     Ensure that a supervised petty cash counts are performed every Friday.

     Share remittance advice with the vendors for all processed vendor payments.
     Check all the bank statements regularly for any receipts and other peculiar items and notify your supervisor accordingly

    Filing

     Maintain an organized, well-documented and sequential filing system for payments on the Box Folders.
     Counter check to confirm that all payments requests have been signed by the requestor, reviewer, and approver.

    Other

     To act as a bank agent for the IRC International HUB Office
     Assist with the Internal and External audit preparations including putting together relevant documentation for the Audit.

    Required Qualifications
     A bachelor’s degree in Finance/Business Administration with full CPA (K) qualification
     Required Experience & Competencies:

    Working under the guidance and supervision of the Mental health officer, the MH Psychosocial Counselor is directly responsible for the provision of Psychosocial services and assist individuals, groups, and communities in Hagadera refugee camp suffering from the effects of mental disorders, torture and war trauma in order to reduce their suffering, rehabilitate and enable them to rebuilt their lives and communities.
    Key Responsibilities:

    In collaboration with site team and under the supervision of the mental health officer include and are not limited to:
    Co-ordination and supervision of the Hagadera refugee camp integrated community based mental health/Psychosocial (MHPSS) charged with the assessment of, appropriate Psychosocial needs/interventions, and referrals of individuals in the camp/local community for other services.
    Facilitate group counseling sessions with clients including selection of group members, planning the group process & group facilitation.
    Ensure that all required documentation is completed in a timely and in a professional manner.
    Provide comprehensive psychosocial counseling & Psychological First Aid (PFA) to address the mental health needs of the refugees and host community
    Render psychosocial services to individuals, group and communities to assist them recover from the effects of torture & war trauma.
    Develop, plan and facilitate trainings for the refugee mental health dept. staff, CHW’S, community leaders, religious leaders, support groups, Teachers, paraprofessional counselors, other stake holders and do community awareness campaigns.  
    Preparation and compiling of quality department psychosocial work plans, weekly and monthly HIS reports.
    Plan and coordinate psychotherapy groups at the two Health posts and main hospital clinic mental health clinics.
    Create an appropriate networking system with other and or relevant implementing partners, line ministries, hospital departments and community stake holders through referrals and advocacy.
    Ensure that all work with clients is kept confidential and that ethical practices are observed at all times.
    Oversee and conduct psychosocial assessments & plan individual case management of patients on follow up at the mental health department & ensure case management goals are properly achieved.
    Provide comprehensive psychosocial support to survivors of war trauma and torture who have sought assistance.
    Design and initiate appropriate psychosocial treatment plans for war trauma and torture survivors suffering from PTSD through individual or small group psychotherapeutic sessions and supervise, as necessary.    
    Provide mentorship of the mental health assistants working in the MH department through continuous education, guidance, supervision, and support.
    Design mental health trainings for the mental health workers and other stake holders.
    Take charge of the mental health department when the mental health officer is away from office.
    Sensitize, problem solve, dialogue and mediate with the wider population in the camp about their psychosocial issues in order to raise understanding, develop coping strategies and encourage those who need psychosocial services to approach mental health team.
    Develop referral pathways and systems, and encourage collaboration between local partners, leaders, CBOS, INGOS & Government ministries.
    Attend inter-agency meetings to improve service delivery to our clients/groups and access opportunities to show case what IRC is doing in the camp.
    Assist with any other related activities/duties as deemed by the supervisor

    Program activities:

    Conduct daily ward rounds in the hospital
    Ensure quality patient management in line with the set MOH, WHO and UNHCR guidelines and protocols
    Attend to all emergencies, both medical and surgical within 15 minutes.
    Ensure proper and accurate documentation of patient management in patient files
    Conduct all elective and emergency surgical cases in theatre, both surgical and obstetric/gynecological.
    Conduct special outpatient clinics in the hospital on the allocated days every week i.e. SOPC, GOPC, HRC, HOPC, DOPC, and MOPC.
    Attend to all medical legal cases, including filling of P3 forms and attend court sessions as required
    Attend to sexual assault survivors on a timely basis in the GBV Support Centre
    Ensure timely referrals both Emergency and Elective cases to secondary and tertiary care centers
    Attend and participate in weekly Continuous Medical Education (CME) sessions at the hospital.
    Attend and participate in the daily morning hospital handover meetings
    Ensure adequate night coverage by developing a call list on a weekly basis with other Medical Officers
    Lead in mortality audits to improve quality of care for patients. 
    Participate in the Quality of Care Assessments done on a quarterly basis
    Attend and participate actively in the Outbreak Coordination Team meetings to guide outbreak response activities.
    Reporting and Coordination:
    Attend inter-agency coordination meetings and case conferences as requested by the Health Manager.
    Assist in preparing donor reports as requested by the HM.
    Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken.

    Others:

    Carry out other relevant duties as may be required or assigned by your supervisor

    Qualifications

    Bachelor of Medicine and Surgery from a recognized institution (MBChB)
    Registered with Kenya Medical Practitioners and Dentist council.
    Minimum 2 yrs of working experience in a busy hospital setting.
    BLS/ACLS, ATLS, EMONC certification added advantage.

    Good knowledge and skills in clinical medicine and surgery
    Ability to write clear, concise reports and well developed communication skills
    Good computer skills (Complete MS Office package and any database management and analysis)

    Job Overview 
     The IRC is looking for a candidate who will increase our HNWI outreach and revenue in the Europe and Africa Regions. As part of the International HNWI Unit, reporting to the Senior Director International Philanthropy, s/he will implement the IHWNI strategy in collaboration with the Senior Director, to expand our fundraising presence across priority countries in Europe and Africa. The Associate Director will drive revenue growth at the six and seven figure level from European and Africa based HNWIs and use the influence of the regions’ philanthropic community to positively impact the lives of those we serve.     Major Responsibilities:

    Identify, establish and manage meaningful relationships with HNWIs in selected priority countries across the Europe and Africa region leading to six and seven figure multi-year gifts to support the work of the IRC; 
    Implement the IHNWI strategy and support the achievement of ambitious revenue results from the HNWI sector across the two regions;

    The IRC is seeking a researcher to support the design, development, and management of research, learning and evidence generating activities for a five-year multi-country and multi-stakeholder pandemic/COVID mortality and morbidity research grant. The role will contribute about 75% of their time to this grant and is contingent on funding being awarded.

    In addition to supporting this particular study, this position will help shape and lead IRC’s Health Research and Learning Agenda, which includes business development, partnership match-making, and continual prioritization and support of research studies across the thematic areas of: non-communicable diseases; menstrual hygiene management/female friendly sanitation; systems strengthening; and immunizations. This position requires strong epidemiological research and program management skills, excellent interpersonal and communication skills, knowledge and implementation of ethical and equitable research approaches; and prior experience working with qualitative & quantitative data. This portion of the position will comprise approximately 25% level of effort. This also offers the researcher to grow the health research portfolio and health research team, pending successful fundraising!

    Major Responsibilities

    Support research related business development activities, including conducting literature reviews, brainstorming research design ideas, developing proposals and engaging with country programs

    High degree of proven project management skills required, and experience facilitating groups of stakeholders to deliver high quality outputs according to schedule

    Job Details
    Finance Officer will be responsible for ensuring IRC systems and procedures of internal controls are followed when supplying financial transactions and ensuring there is enough cash to implement the program activities.
    Responsibilities:
    Field Finance Reporting

    Ensure all cash books are closed and cash count conducted every month end.
    Ensure all bank books are closed and the period bank statement acquired at the end of the month.
    Prepare cashbook spreadsheets to upload stage ready for review by Senior Finance Officer before submission to Nairobi Finance.
    Rubber stamp ‘paid’ on all such documents once checks and cash vouchers are signed before filing.
    Maintain an organized, well documented (all files must be labeled accurately and transparently) and sequential filing system for all disbursement vouchers. Ensure that files with original documentations are sent to Nairobi monthly and scanned copies stored safely in the box folder.

    Bank and Cash Management

    Maintain petty cash at the set limit always ensuring no cash shortage.
    Ensure that all cash received is duly receipted, coded, and promptly banked.
    Perform supervised petty cash counts every Friday.
    Ensure that payments are fully supported and are authorized at set limits as per IRC Kenya delineation chart before disbursement.
    Make payments to vendors, MOH and staff through Citi direct platform ensuring the payee and the Mpesa details are as attached in the payment document.
    Update the online BVA platform after reviewing a document and tick paid when payment is done.
    Assist in preparation of bank reconciliation statement monthly.
    Monitor and track cash advanced to program and support staff monthly ensuring that liquidation reports are prepared, and correction journals raised ready for review by Senior Finance Officer.
    Work with the Sector heads, help them develop accurate cash Forecasts and prepare monthly Cash Transfer Request (CTR).
    Monitor cash usage and requirements and advise of possible unusual activities or requirements.
    Be the contact person for all bank correspondences and liaise with the bank officials to resolve problems or facilitate improved services.
    Ensure that all banks are immediately updated on changes on bank signatories.

    Budgets and BvA

    Review funding allocation to enable proper guidance to programs and proper coding.
    Closely Monitor all grants to ensure there are not over/underspends by checking expenditures on the Budget Vs Actual (BvA) Reports.
    Review of actual vs. Budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignment as required.
    Attend Grant Opening, BvA review and Grant Ending Meetings.
    Ensure all accruals at grant closure are accurate, valid, and promptly liquidated.
    Work on Salary map and submit for review.

    Internal Controls

    Review controls and monitor compliance with established procedures.
    Prepare written reports which identify key issues and provide recommendations for improving control processes or procedures.

    Training and Support

    Train staff on IRC Accounting procedures and requirements, assist the program team in Finance related issues and activities.
    Review Financial data submitted, identify problems being encountered and recommend corrective action.
