    Major Responsibilities

    Work with country-based education coordinators and officers to run cost-efficiency analyses to assist in building organizational understanding of efficiency drivers within programs. Develop program-specific databases of cost data on teacher training programs, ECD programs, etc. Relate these cost results with evidence on the effectiveness of education programs generated by the Airbel research team or from the external education literature.
    Contribute to scenario modeling to inform programmatic decision making, including collaborating closely with program counterparts and building models showing the impact of different program designs on cost-efficiency and cost-effectiveness.
    Support strategic projects to apply lessons from cost analysis to decisions about scaling and replicating effective interventions. Work with finance and program teams to review proposal budgets for alignment with workplans and targets.

    Job Requirements

    Job Description
    Working under the mentorship and supervision of the Nutrition Manager, The Nutrition Data Information Officer will lead in all aspect of data quality and reporting in relation to ComPAS and nutrition related information collected at the various nutrition facilities in West Pokot.     Key Responsibilities:
    Programming

    Take lead in the ComPAS and other nutrition data information processes not limited to data entry and reporting and resolving any troubleshooting on nutrition ComPAS Commcare info at west pokot in line with the donor’s technical narrative compliance.
    Presentation of all the Commcare platform analysis of all ComPAS data, verification, and submission of monthly data information to enable inform programming, daily detection of errors or non-compliant data or information sharing.
    Train the nutrition data enumerators and MOH staff as per the ComPAS protocol.
    Train and mentor IRC nutrition staff and other key partners in CommCare, KOBO, CMAM Software and any nutrition statistical Packages for ease of data information platforms.
    Ensure timely reporting in accordance with set deadlines.
    Coordinate program data review meetings in consultation with the County Health management team.
    Monitor and supervise accurate usage of all the available Nutrition Commodities and data collection platforms.

    Supervision and leadership

    Directly supervise data nutrition enumerators at the MOH facilities implementing ComPAS.
    Supervise and work in strict collaboration with the MOH and nutrition team in reviewing all the nutrition information data platforms
    Identify training gaps for the MOH staff and program staff within nutrition program and communicate the same to the program manager.

    Networking and coordination

    Ensure proper communication, coordination, and harmonization of tools with the different partners involved in food/nutrition activities.

    Key Tasks
    The key tasks for this consultancy that will enable the consultant to achieve the above objectives will be to:

    Develop a detailed inception report clearly demonstrating full understanding of the TOR, with proposed methodology and relevant instruments to achieve the objectives of the assignment.
    Review relevant documents.
    Develop relevant tools for data collection.
    Interview the identified key informants and other respondents. Part of this should be to take client centered approach on evaluating results, lessons learned and best practice from the perspectives of clients (recipients of WIS2ACTION services).
    Undertake documentation of strategies/models based on expected outputs that will be identified from review of documents and interviews.
    Determine and document lessons learnt based on an agreed upon set of critical questions.
    The consultant will conduct field work to program areas and beneficiaries to collect evidence on the selected promising good practices for documentation.
    Document four good practices in accelerating action to increase access to comprehensive contraceptive services by mobilizing communities and strengthening youth friendly service provision and skills based sexual reproductive health information and capacity building for adolescent girls 10-19 years, person living with disability and hard to reach beneficiaries. The compendium of four good practices should focus on effective and scalable interventions.
    Prepare stories of change and social impact case studies by:

    Conducting field work to identify and unique experiences by project beneficiaries, implementing partners, IRC country staff and other stakeholders.
    Identifying and documenting unique, special, and interesting stories (Stories of change/ success stories) about individuals, processes, models, strategies, or events. This would require focus on the story behind the result, program success and challenges.

    Dissemination of the lessons learnt and good practices.

    Expected Deliverables
    The deliverables will include:

    An inception report covering the consultant’s interpretation of the TOR, aspects to be documented, document types, approach, work plan, and itemized budget.
    Conduct data collection from both primary and secondary sources (virtually and/or physically in-country) and data analysis.
    Written monographs/articles of assorted document types such as technical briefs, success stories and case studies. The monographs/ articles should include aspects that will be identified through a participatory approach.
    Presentation of draft monographs/ articles to relevant staff and stakeholders for validation.
    A process report detailing the process and methodology used, including interview notes and transcripts, limitations, and reference documents among others.
    Presentation of the final outputs in a dissemination forum that will take place virtually.

    Timelines
    The consultancy will take place between January and March 2022, for approximately 50 days, including travel to the selected countries and project sites. The consultant will work under the supervision of designated program staff at country and regional levels however, the quality of the deliverables produced will be the sole responsibility of the consultant.
    Qualifications
    Expected Profile of the Consultant

    The consultant should have expertise in research for documentation of good practices and dissemination of research data.
    Should have at least 8 years of relevant experience.
    Masters or doctoral-level qualifications in Public Health, Development Studies or Social Science preferred.

    Coordinate country M&E and Client Responsiveness  teams tundertake regular data cleaning, analysis, and sharing of results
    Develop monthly, quarterly, annual and ad hoc reports
    Develop and maintain an effective electronic, cloud-based database including the corresponding monitoring and measurement tools in line with IRC Monitoring standards. 
    Monitor project activities, outputs, outcomes and progress towards anticipated results
    Undertake regular data audits and quality checks and coordinate country teams tresolve any gaps
    Monitor data storage and secure accessibility of data by project staff and partners 
    Support data visualization and interpretation 

    Project Management and compliance:

    Manage consultants engaged tundertake surveys or evaluations including drawing up TORs and data quality assurance.
    Conduct regular visits tproject sites, , tprovide technical assistance and ensure proper monitoring of project activities. 
    Collaborate with the Re:Build Learning and Knowledge coordinator and the Research Coordinator tensure that the project’s M&E systems and processes support the project’s research and learning agenda
    Collaborate with project managers and HR in the recruitment of Re:Build country-level M&E and Client Responsiveness staff.

    Capacity building:

    Contribute tcapacity building of project staff and partner organizations tdesign and utilize digitalized and standardized M&E tools, surveys, evaluations and other M&E activities
    Provide technical supervision and capacity for M&E & CR staff and project staff as needed.

    Budget planning and management

    Manage M&E and Client Responsiveness (CR) component in the program budget in line with the approved implementation and spending plans.
    Ensure efficient utilization of M & E and CR financial and program resources (value for money).
    Ensure that financial controls, reports and accountability standards are maintained.
    Lead the development of annual M&E and CR workplans and budgets as well as lead M&E & CR teams timplement on schedule and within budget.

    Requirements:

    Degree from an accredited university in M&E, economics, international development, or related field;
    Demonstrated experience managing M&E teams;
    Minimum of five years of experience in M&E for similar livelihoods programming. Experience with projects designed tcreate systemic change in enterprise development and employment for refugees and displaced populations preferred.
    Significant previous experience carrying out M&E activities in humanitarian or development contexts; experience working in East Africa preferred.
    Experience developing and managing systems for collection and management of monitoring data; experience in using Commcare and Power BI preferred.
    Experience conducting critical data analysis and report writing
    Experience in client feedback management preferred
    Experience building capacity and managing teams tconduct M&E activities
    Strong interpersonal skills and the ability tdevelop relations with local counterparts, donors, and other stakeholders.
    Strong communication skills, both oral and written.
    Fluency in English required.
